WELCOME TO THE 2010-2011 SCHOOL YEAR!<br />
Welcome back to another school year and a special welcome to our new students! I am very<br />
excited about wh<strong>at</strong> lies ahead for our students and staff as we follow a banner year in 2009-2010.<br />
Wh<strong>at</strong> a gre<strong>at</strong> year to be a Blazer! In 2009, the Blazer Football Team, for the fi rst time, advanced<br />
to the St<strong>at</strong>e Championship game, the Blazer Boys Basketball Team <strong>at</strong>tained the 5A third place<br />
trophy, and the girls track and fi eld brought home the St<strong>at</strong>e Championship Title. In addition,<br />
numerous student <strong>at</strong>hletes in wrestling, cross country, tennis, bowling, and golf particip<strong>at</strong>ed in<br />
st<strong>at</strong>e competition. Our <strong>at</strong>hletic programs strived for gre<strong>at</strong>ness and their eff orts were recognized<br />
st<strong>at</strong>e-wide.<br />
Th e <strong>Gardner</strong> <strong>Edgerton</strong> High <strong>School</strong> band, orchestra and choir continue to excel <strong>at</strong> unprecedented levels. Numerous<br />
Superior and Excellent Performance r<strong>at</strong>ings were achieved with hundreds of gold and silver medals awarded, and enough<br />
trophies <strong>at</strong>tained to fi ll a display case. Our music programs have acquired a reput<strong>at</strong>ion others only dream to achieve.<br />
Academically in 2009-2010, the school district also advanced to new levels of success. A total of six <strong>Gardner</strong> <strong>Edgerton</strong><br />
schools have received the Governor’s Achievement Award – an award presented only to the top 5 percent of schools in the<br />
st<strong>at</strong>e of Kansas. Th <strong>at</strong>’s incredible! In 2009, all district schools received the St<strong>at</strong>e Standard of Excellence. Preliminary fi gures<br />
for the 2010 Kansas Assessment results affi rm continued high achievement for St<strong>at</strong>e Standard of Excellence in m<strong>at</strong>h and<br />
reading. Congr<strong>at</strong>ul<strong>at</strong>ions to our students, staff and parents for your commitment to exceed expect<strong>at</strong>ions in the classroom!<br />
In addition to the exciting performances by our students on the fi eld and in the classroom, our professional staff has<br />
achieved numerous accolades as well. Th e district was honored with two Horizon First Year Award winners, a <strong>District</strong> III<br />
Athletic Director of the Year winner, a Fox 4 Crystal Apple Award winner, a Food Service Director of the Year winner for<br />
a six-st<strong>at</strong>e region, the KAMSA Middle <strong>School</strong> Gold Medal Recognition for both Whe<strong>at</strong>ridge Middle <strong>School</strong> and Pioneer<br />
Ridge Middle <strong>School</strong>, a Rotary Educ<strong>at</strong>or of the Year winner, and a Presidential Award for M<strong>at</strong>h and Science Teaching<br />
winner. Recognitions such as these exemplify the quality of this <strong>District</strong> and those who choose to teach in <strong>USD</strong> <strong>231</strong>.<br />
<strong>Gardner</strong> <strong>Edgerton</strong>’s distinction and pride grows because of the collective eff orts of all of our stakeholders. Together, we have<br />
many accomplishments and successes to be proud of, but <strong>at</strong> the same time, many more are yet to come. I am truly excited<br />

ADMISSION REQUIREMENTS<br />
Entering preschool, kindergarten or fi rst grade<br />
requires:<br />
1. St<strong>at</strong>e issued birth certifi c<strong>at</strong>e (hospital copies not<br />
accepted);<br />
2. Offi cial record of all required immuniz<strong>at</strong>ions;<br />
3. <strong>School</strong> physical.<br />
To enter kindergarten: A child must be fi ve years<br />
old on or before August 31, to be eligible to enter<br />
kindergarten.<br />
To enter fi rst grade: A child must be six years old<br />
on or before August 31, OR have completed public<br />
kindergarten to be eligible to enter fi rst grade.<br />
Transfer students into the district must have a st<strong>at</strong>e<br />
issued birth certifi c<strong>at</strong>e or school records from a<br />
previous Kansas school and an offi cial record of<br />
required immuniz<strong>at</strong>ions.<br />
Out of <strong>District</strong> Admissions: In order to <strong>at</strong>tend the<br />
<strong>Gardner</strong> <strong>Edgerton</strong> <strong>School</strong> <strong>District</strong>, a student must<br />
live within school district boundaries.<br />
ATHLETIC PASSES<br />
A 2010/11 GEHS Family Athletic Pass may be<br />
purchased in the high school activities offi ce for<br />
home <strong>at</strong>hletic events. Th e purchase price of the<br />
“punch” pass is $30 and provides the holder 10<br />
prepaid admissions to an <strong>at</strong>hletic contest <strong>at</strong> GEHS.<br />
At admission time the ticket taker will make a<br />
“punch” for each person entering the contest. When<br />
the 10 punches have expired another pass can be<br />
purchased through GEHS Activities Offi ce. Note:<br />
the GEHS Family Athletic Pass is not valid for<br />
tournaments, KSHSAA <strong>at</strong>hletic events, and is not<br />
valid <strong>at</strong> PRMS or WMS.<br />
A 2010/11 Middle <strong>School</strong> Family Athletic Pass<br />
may be purchased for middle school events. A pass<br />
costs $30 and allows admission to 10 events.<br />

ATHLETIC PASSES (con� nued)<br />
Note: the Middle <strong>School</strong> Family Athletic Pass is not<br />
valid for GEHS home events.<br />
Student <strong>at</strong>hletic passes may be purchased <strong>at</strong> GEHS,<br />
WMS or PRMS, and allows an individual student<br />
to <strong>at</strong>tend all home sponsored <strong>at</strong>hletic events, with<br />
the exception of tournaments and KSHSAA events.<br />
Golden Passes for Seniors are available to any<br />
resident who is age 65 or older. Th e pass grants<br />
seniors full admission to only home activities <strong>at</strong> all<br />
<strong>USD</strong> <strong>231</strong> schools, with the exception of KSHSAA<br />
St<strong>at</strong>e Tournament events.<br />
Senior citizens are also eligible to receive a Frontier<br />
League Golden Pass, which grants full admission<br />
to all middle school events held <strong>at</strong> any Frontier<br />
League Middle <strong>School</strong>.<br />
Senior citizens should call the <strong>District</strong> Offi ces<br />
Building <strong>at</strong> 856-2006 to request a Golden Pass.<br />

BOUNDARIES<br />
Boundary adjustments are typically made 1) when a<br />
new school opens and/or 2) to ensure one or more<br />
schools do not become overcrowded. Th e district’s<br />
most recent boundary change was adopted in the<br />
2007/08 school year. Boundary Maps are loc<strong>at</strong>ed<br />
on the inside back cover of this handbook.
DISTRICT INFORMATION<br />
BUS SERVICE (First Student)<br />
Transport<strong>at</strong>ion enrollment forms must be submitted<br />
by July 26, 2010 in order for your student to<br />
ride during the fi rst week of school. You may submit<br />
your completed form on Enrollment Day (take your<br />
form to the transport<strong>at</strong>ion table), or mail your form<br />
to First Student, 19450 S. <strong>Gardner</strong> Road, <strong>Gardner</strong>,<br />
Kansas 66030, or utilize<br />
the drop box on the west side of the <strong>District</strong><br />
Maintenance Service Center (Nike campus north<br />
entrance drive). IMPORTANT: A student may<br />
begin riding the bus on August 19 if the<br />
transport<strong>at</strong>ion form is received between July<br />
27-August 13. Forms submitted after August 13<br />
will require two business days for processing.<br />

CHILDCARE PAY PROGRAM<br />
On-site childcare is available <strong>at</strong> the elementary level<br />
through the Johnson County Parks and Recre<strong>at</strong>ion<br />
<strong>District</strong>. A minimum number of children must be<br />
enrolled <strong>at</strong> a school for a program to be off ered.<br />
Care options include: before and after school care<br />
for elementary aged children, extended day kindergarten<br />
enrichment and full-day preschool for 3-5<br />

Gear Up Preschool<br />
A Gear Up Preschool is available to district 4 year-<br />
old children who may be <strong>at</strong>-risk for developmental<br />

Step Ahead Preschool<br />
<strong>District</strong> 3-5 year old children with emotional or<br />
behavioral needs may qualify for this program. For<br />
more inform<strong>at</strong>ion concerning Step Ahead, please<br />
contact Helen Imel <strong>at</strong> 782-2100.<br />
Headstart<br />
Th e school district particip<strong>at</strong>es in the federally<br />
funded Head Start Program. Children whose families<br />
meet the income guidelines are eligible to <strong>at</strong>tend<br />
the Head Start preschool. Children must be 3 years<br />
of age by August 31 of the current school year. More<br />
inform<strong>at</strong>ion can be obtained by contacting the Head<br />
Start Director <strong>at</strong> 780-7418.<br />

EMERGENCY SCHOOL CLOSINGS<br />
In the event inclement we<strong>at</strong>her necessit<strong>at</strong>es closing<br />
schools, the Superintendent (in consult<strong>at</strong>ion with<br />
neighboring school districts) will make the determin<strong>at</strong>ion<br />
and notify local media outlets. Notice of<br />
school closing will be available on local television<br />
news channels and radio st<strong>at</strong>ions, and on the district<br />
website home page, www.usd<strong>231</strong>.com.<br />
In the event th<strong>at</strong> inclement we<strong>at</strong>her or an emergency<br />
would require one or more schools to close during<br />
the course of a school day, students would be transported<br />
home according to the instructions provided<br />
by parents on enrollment forms.<br />
ELECTRONIC DEVICES USAGE POLICY<br />
Th e <strong>USD</strong> <strong>231</strong> Board of <strong>Educ<strong>at</strong>ion</strong> adopted an Electronic<br />
Devices Usage Policy on May 7, 2007. Per the<br />
policy, students may carry cell phones to school, but<br />
must keep their phone (along with all other personal<br />
electronic devices, including MP3 players) in their<br />
locker during the instructional school day. Cell<br />
phones are not permitted in classrooms. Students<br />
may check messages after the fi nal bell.<br />

ENROLLING IN THE DISTRICT<br />
Enrollment packets are sent home in back packs or<br />
mailed to the home address. A parent must complete<br />
an enrollment packet for each child who will <strong>at</strong>tend<br />
a <strong>Gardner</strong> <strong>Edgerton</strong> <strong>USD</strong> <strong>231</strong> school. Parents may<br />
enroll by mail, drop-off or in person. Th e enrollment<br />
process must be completed by walk-in enrollment on<br />
July 22, 2010.<br />
<strong>Gardner</strong> <strong>Edgerton</strong> <strong>USD</strong> <strong>231</strong> does not accept out-<br />
of-district enrollments. A family must reside within<br />
district boundaries in order for their child/children<br />
to be eligible to <strong>at</strong>tend <strong>Gardner</strong> <strong>Edgerton</strong> schools.<br />

ENROLLMENT FEES<br />
<strong>Gardner</strong> <strong>Edgerton</strong> <strong>USD</strong> <strong>231</strong> charges a textbook<br />
rental fee for each child who enrolls in district<br />
schools. Th e textbook rental fee must be paid <strong>at</strong> the<br />
time of enrollment. Accepted forms of payment<br />
include cash, check, Discover, MasterCard and<br />
VISA.<br />
At the middle school and high school levels, some<br />
classes require a fee in addition to the textbook rental<br />
fee. Please refer to the list of classes th<strong>at</strong> require<br />
additional fees on the middle school and high school<br />
inform<strong>at</strong>ion pages in this handbook.<br />

Organiz<strong>at</strong>ions or groups desiring to use school<br />
buildings or facilities for meetings and events must<br />
complete a district Facility Use Applic<strong>at</strong>ion. Applic<strong>at</strong>ion<br />
forms are available <strong>at</strong> any school offi ce, online <strong>at</strong><br />
www.usd<strong>231</strong>.com or from the <strong>District</strong> Offi ce.<br />
Facility Use applic<strong>at</strong>ions should be submitted <strong>at</strong><br />
least two weeks prior to the requested d<strong>at</strong>e of use.<br />

Director of Oper<strong>at</strong>ions <strong>at</strong> the <strong>District</strong> Offi ces Building.<br />

Use of all district facilities is subject to the rental fee<br />
schedule adopted by the Board of <strong>Educ<strong>at</strong>ion</strong>.<br />
Additional Consider<strong>at</strong>ions:<br />
• When any building is used during non-school<br />
hours, the building shall be opened and closed<br />
by a school custodian <strong>at</strong> the expense of the requesting<br />
group.<br />
• When a school kitchen is utilized for a function,<br />
a Food Service employee must be hired for the<br />
event.<br />
• When a facility is being used by a large group, a<br />
school custodian shall be present during <strong>its</strong> use<br />
to protect school property, <strong>at</strong> the expense of the<br />
requesting group.<br />
• Use of school facilities by outside groups should<br />
not interfere with clean up of facilities in prepar<strong>at</strong>ion<br />
for school use, or with a school program.<br />

Each school building has a full-time Health<br />
Assistant who works under the supervision of the<br />
district nurse (R.N.).<br />
When to Keep your Child <strong>at</strong> Home<br />
A student will be sent home from school when<br />
exhibiting any of the following symptoms:<br />
1. fever of 100 degrees or more;<br />
2. red eyes with thick whitish drainage;<br />
3. undiagnosed rash;<br />
4. vomiting;<br />
5. diarrhea;<br />
6. severe cold symptoms (cough and congestion).<br />
Parents should not allow their student to return to<br />
school until the child has been free of fever, vomiting<br />

STUDENT INSURANCE<br />
<strong>Gardner</strong> <strong>Edgerton</strong> <strong>USD</strong> <strong>231</strong> does not cover students<br />
with life or health insurance. If your child is injured<br />
on school grounds or during a school function<br />
or activity, <strong>USD</strong> <strong>231</strong> is not liable, and the family<br />
is responsible for handling all rel<strong>at</strong>ed claims and<br />
expenses.<br />
<strong>USD</strong> <strong>231</strong> encourages families to consider purchasing<br />
a supplemental student accident policy through<br />
an insurance agency of your choice. Policies such as<br />
this generally cover co-payments and deductibles for<br />
injuries sustained in school-sponsored activities,<br />

absence of other insurance.<br />
A c<strong>at</strong>astrophic injury policy is provided based on the<br />
district’s membership in the Kansas High <strong>School</strong><br />

students while particip<strong>at</strong>ing in, practicing for or<br />
traveling to or from (using school-provided transport<strong>at</strong>ion)<br />
an inter-school activity, supervised by the<br />
school and conducted under associ<strong>at</strong>ion regul<strong>at</strong>ions<br />
and jurisdiction, and carries a $25,000 deductible.<br />

Extended-Day Kindergarten Program<br />
If additional childcare is needed for the remainder of<br />
the day, the parent may contract with the Johnson<br />
County Parks and Recre<strong>at</strong>ion <strong>District</strong> (JCPRD) to<br />
enroll their child in an extended-day kindergarten<br />

All-Day Pay Kindergarten Program<br />

ELECTRONIC DEVICES USAGE POLICY<br />
Th e <strong>USD</strong> <strong>231</strong> Board of <strong>Educ<strong>at</strong>ion</strong> adopted the<br />
Electronic Devices Usage Policy on May 7, 2007.<br />
Per the policy, students must keep their phones<br />
(along with all other personal electronic devices,<br />
including MP3 players) in their lockers during the<br />
instructional school day. Cell phones are not<br />
permitted in classrooms. Students may check<br />
messages after the fi nal bell.<br />
Th e policy took eff ect on August 13, 2007 and<br />
pertains to all students, Grades K-12. Th e complete<br />

Parents who drive their child(ren) to and from<br />

pull forward to the student drop-off and pick-up<br />

HIGH SCHOOL INFORMATION<br />
ATHLETIC PASSES<br />
GEHS Student Athletic Passes may be purchased <strong>at</strong><br />
the high school. Th e $20 pass will allow an individual<br />
student admission to all home GEHS sponsored<br />
<strong>at</strong>hletic events. Th e Student Athletic Pass is<br />
not valid for Tournaments and KSHSAA events.<br />
A 2010-2011 GEHS Family Athletic Pass may<br />
be purchased in the high school activities offi ce<br />
for home <strong>at</strong>hletic events. Th e purchase price of the<br />
“punch” pass is $30 and provides the holder 10 prepaid<br />
admissions to an <strong>at</strong>hletic contest <strong>at</strong> GEHS. At<br />
admission time the ticket taker will make a “punch”<br />
for each person entering the contest. When the 10<br />
punches have expired another pass can be purchased<br />
through GEHS Activities Offi ce. Note: the GEHS<br />
Family Athletic Pass is not valid for tournaments,<br />
KSHSAA <strong>at</strong>hletic events, and is not valid <strong>at</strong> PRMS<br />
or WMS.<br />

BOOSTER CLUB<br />
Th e GEHS Booster Club is an active parent organiz<strong>at</strong>ion<br />
th<strong>at</strong> supports student <strong>at</strong>hletics through a wide<br />
variety of fund-raisers and activities. Th e Booster<br />
Club also runs the Blazer Outpost, which sells all<br />
offi cial GEHS spirit wear. Th e Booster Club usually<br />
meets on the second Monday of every month <strong>at</strong> 7:00<br />
p.m. in the GEHS Commons. To become a member<br />
of the Booster Club, please contact the school offi ce<br />
<strong>at</strong> 856-2600.<br />
DRIVING TO SCHOOL (Student Drivers)<br />
Students driving vehicles to school must follow the<br />
safety precautions established for their protection.<br />
Only authorized vehicles will be permitted in the<br />
student parking lots <strong>at</strong> GEHS.<br />
All authorized vehicles must have a properly displayed<br />
student lot permit in the upper left front<br />
windshield to park on GEHS property. Students<br />
who plan to drive to school during the 2010/11<br />
school year should obtain a permit request form<br />
from the school offi ce. Students should refer to the<br />
GEHS Student Handbook for specifi c rules and<br />
regul<strong>at</strong>ions regarding driving to school and parking<br />
on school premises.<br />
ELECTRONIC DEVICES USAGE POLICY<br />
Th e <strong>USD</strong> <strong>231</strong> Board of <strong>Educ<strong>at</strong>ion</strong> adopted the<br />
Electronic Devices Usage Policy on May 7, 2007. Per<br />
the policy, students must keep their phones (along<br />
with all other personal electronic devices, including<br />
MP3 players) in their lockers during the instructional<br />
school day. Cell phones are not permitted in<br />
classrooms. Students may check messages after the<br />
fi nal bell.<br />
Th e policy took eff ect on August 13, 2007 and<br />
pertains to all students, grades K-12. Th e complete<br />

HIGH SCHOOL INFORMATION<br />
ENROLLMENT and Textbook Rental Fees<br />
Parents should complete an enrollment packet for<br />
each child who will <strong>at</strong>tend a district school. Parents<br />
must complete the enrollment process for each child<br />
by July 22, 2010 (Walk-In Enrollment). If you are<br />
new to the district and were not able to enroll by<br />
July 22, please contact the school offi ce.<br />
Each student is assessed a textbook rental and enrollment<br />
fee, which includes a student planner. All fees<br />
should be paid <strong>at</strong> the time of enrollment.<br />
PHYSICAL EXAMS FOR ATHLETES<br />
All middle school and high school students involved<br />
in 2010/11 <strong>at</strong>hletics must have a physical completed<br />
after May 1, 2010. Th e physical form must be the<br />
approved KSHSAA Pre-Particip<strong>at</strong>ion Physical<br />
Evalu<strong>at</strong>ion Form and is available on the school<br />
website. Th e physical must be completed by a<br />
licensed physician (MD, DO, DC or RPA).<br />
A completed physical and insurance waiver must<br />
be on fi le with the school before the <strong>at</strong>hlete can<br />
begin sports practice.<br />
STUDENT ORIENTATION SCHEDULE<br />
GEHS students may pick up their class schedule and<br />
locker combin<strong>at</strong>ion from the school offi ce anytime<br />
after August 2, 2010. Th is inform<strong>at</strong>ion will only be<br />
distributed to those students who have completed the<br />
enrollment process and paid fees.<br />
Th e GEHS open house will be held on Monday, August<br />
23, <strong>at</strong> 7:00 p.m. Th e form<strong>at</strong> includes a brief session<br />
in the Auditorium followed by classroom visit<strong>at</strong>ion.<br />
STUDENT NEWSPAPER & GEHS YEARBOOK<br />
Th e GEHS Newspaper staff produces Th e Blazer Bulletin<br />
monthly during the regular school year. Parents<br />
and p<strong>at</strong>rons may obtain a subscription to Th e Blazer<br />
Bulletin <strong>at</strong> a cost of $10 per school year. Advertising<br />
opportunities are also available in each issue.<br />
Th e GEHS annual yearbook can be purchased <strong>at</strong> a<br />
cost of $50. Th e deadline to purchase a yearbook is<br />
April 1, 2011.<br />
STUDENT PROGRESS & GRADES<br />
At GEHS, reports of student development and<br />
progress are sent home every 4.5 weeks. Semester<br />
grades are reported in December and May. Only<br />
the semester grades will be refl ected on the GEHS<br />
transcript. Semester grades are utilized to calcul<strong>at</strong>e<br />
G.P.A. and determine class rank.<br />

BUS TRANSPORTATION POLICY<br />
Th e following transport<strong>at</strong>ion policies are established by <strong>USD</strong> <strong>231</strong> in<br />
the interest of maximum effi ciency and safety to pupil transport<strong>at</strong>ion.<br />
Cooper<strong>at</strong>ion of students and parents is necessary to achieve these<br />
goals.<br />
GENERAL<br />
1. Families who live within 2.5 miles of their <strong>at</strong>tendance center must<br />
pay for bus service, except for a child who <strong>at</strong>tends Nike Elementary<br />
<strong>School</strong> (K-4). Families who have made child care arrangements <strong>at</strong> a<br />
loc<strong>at</strong>ion other than their residence will be charged for a bus ticket if<br />
the child care is loc<strong>at</strong>ed within 2.5 miles of the assigned <strong>at</strong>tendance<br />
center (school). Bus service is not available to loc<strong>at</strong>ions outside of a<br />
student’s <strong>at</strong>tendance boundary.<br />
2. Buses will only pick up students from bus stops loc<strong>at</strong>ed inside<br />
district boundaries.<br />
3. Drivers will not admit unauthorized passengers without prior<br />
approval from the school or bus supervisor.<br />
4. On the fi rst day of the school term, all students should be ready<br />
to board the bus by 7:00 a.m. unless they are sure the bus will pass<br />
their stop <strong>at</strong> a diff erent time. During the fi rst week of school, students<br />
should continue to be ready to board the bus by 7:00 a.m. until an<br />
approxim<strong>at</strong>e bus arrival time is established.<br />
5. Rural p<strong>at</strong>rons must provide an adequ<strong>at</strong>e turn around for buses.<br />
A minimum of 500’ visibility is needed. Th e home address must be<br />
clearly marked <strong>at</strong> the street.<br />
6. Bus drivers will not discharge riders <strong>at</strong> places other than the regular<br />
bus stop near the home, or <strong>at</strong> school, unless by proper authoriz<strong>at</strong>ion<br />
from parent and school offi ce personnel. Changes in pick-up and<br />
drop-off loc<strong>at</strong>ions should be made two working days ahead of the<br />
scheduled change.<br />
7. Bus pick up and drop off points must be the same every day.<br />
Pick up and drop off points may be diff erent from each other, but<br />
must not change from day to day.<br />
8. In the management of students riding buses, the driver is in<br />
complete charge. Viol<strong>at</strong>ions of school bus policies or failure to obey<br />
driver’s instructions will be reported to the principal and parents.<br />
9. Students riding buses should carry a book bag or back pack to keep<br />
loose papers from being blown in front of buses <strong>at</strong> bus stops.<br />
PRIOR TO LOADING<br />
1. Be on time! Buses will not wait beyond the regular schedule.<br />
2. Bus riders should conduct themselves in a safe manner while waiting<br />
for the bus and stand off of the roadway.<br />
3. Students should be careful in approaching bus stops. Students<br />
should wait until buses come to a complete stop before <strong>at</strong>tempting to<br />
board the school bus.<br />
4. Pre-schoolers and students not riding buses should not be <strong>at</strong> bus<br />
stops unless under the direct supervision of an adult.<br />

WHILE ON THE BUS<br />
1. Students are to conduct themselves in a courteous and orderly<br />
manner while waiting for, riding on or unloading the bus. Classroom<br />
conduct is to be observed by all students riding the bus. No horseplay<br />
is permitted.<br />
2. Th e bus driver is in charge of all students and the bus. Students<br />
must obey the driver promptly and cheerfully.<br />
3. All buses will have assigned se<strong>at</strong>s design<strong>at</strong>ed by the driver.<br />
4. Upon boarding the bus, students should go quickly and quietly to<br />
the rear of the bus and load three (3) to a se<strong>at</strong> until se<strong>at</strong>s are assigned.<br />
After se<strong>at</strong>s have been assigned, students should proceed directly to<br />
their assigned se<strong>at</strong>.<br />
5. Students should keep all appendages in the bus <strong>at</strong> all times. Windows<br />
should be lowered a maximum of one-half way or to the black<br />
line on each bus window.<br />
6. Unnecessary convers<strong>at</strong>ion with the bus driver is prohibited.<br />
7. No sk<strong>at</strong>eboards or scooters allowed on the bus or <strong>at</strong> bus stops.<br />
8. Food and drink are not to be consumed on the bus. On special<br />
fi eld trips or activity trips this regul<strong>at</strong>ion may be waived with mutual<br />
consent of the sponsor and bus driver.<br />
9. Intoxic<strong>at</strong>ing liquor or alcohol, illegal drugs or tobacco shall not be<br />
consumed or carried on the bus or <strong>at</strong> bus stops.<br />
10. No animals shall be transported by students. Small specimens<br />
needed for classroom instruction such as insects and tadpoles may be<br />
transported if carried in metal or plastic containers. No glass containers<br />
are allowed on the bus. No snakes are to be transported.<br />
11. Students shall not get on or off the bus or move about while the<br />
bus is in motion.<br />
12. No weapons of any type, except side arms carried by a law<br />
enforcement offi cer, shall be transported on a bus. (K.S.A. 8-2009)<br />
Knives are not allowed on the bus.<br />
13. Bus equipment should be tre<strong>at</strong>ed as valuable personal property.<br />
Any damages to a bus by a student must be paid for by the student<br />
responsible for the damage.<br />
14. Students should assist in keeping the bus safe and clean <strong>at</strong> all<br />
times.<br />
15. Students should never tamper with the controls or the equipment<br />
on the bus.<br />
16. Books, packages, co<strong>at</strong>s, musical instruments, feet, and all other<br />
objects should be kept out of the aisles.<br />
17. Objects should not be thrown in the bus or out of bus windows.<br />
18. Absolute quiet should be maintained when the bus approaches a<br />
railroad crossing.<br />
19. Students should not endanger the safety of others, use obscene<br />
language, use unacceptable signs, or commit acts of vandalism.

EXITING THE BUS<br />
1. Students must follow any instruction from the driver when exiting<br />
the bus.<br />
2. Students should cross the road <strong>at</strong> least ten feet in front of the bus,<br />
and only when the driver signals it is safe. Th e student should also<br />
look to be sure no traffi c is approaching from either direction.<br />
U.S.D. <strong>231</strong> will not discrimin<strong>at</strong>e on the basis of race, religion, sex,<br />
color, n<strong>at</strong>ural origin, handicapping condition or any other st<strong>at</strong>utorily<br />
prohibited basis.<br />

PERSONAL BELONGINGS<br />
To reduce the risk of loss, First Student recommends th<strong>at</strong> students<br />

personal gaming devices. Cell phones should be stowed in back packs.<br />
BUS DISCIPLINE GUIDELINES<br />
In order to ensure safe oper<strong>at</strong>ion of the bus, students are responsible<br />
for their behavior while riding the bus. Behavior infractions will be reported,<br />
and disciplinary action taken in accordance with the guidelines<br />
set forth by the school.<br />
Parents are requested to explain the importance of proper behavior on<br />
the bus. Th ey are also expected to support disciplinary actions th<strong>at</strong> are<br />
necessary to help their child modify his/her behavior.<br />
Th e primary responsibility of the bus driver is to safely transport<br />
students to and from school. While transporting students, the driver<br />
is responsible for maintaining discipline on the bus. Th e driver will<br />
report behavior infractions to the proper authority using the referral<br />
forms provided.<br />

noted on any subsequent referral forms.<br />
First O� ense Driver conferences with the student, iden� -<br />

a bus suspension will occur in the event of a<br />

contacts the parent, reviews the child’s<br />
behavior record, and suspends the bus riding<br />
privileges for 1-5 days. All subsequent o� enses<br />
in the minor c<strong>at</strong>egory will be tre<strong>at</strong>ed as a<br />
Major Infrac� on, in order as a � rst, second<br />
and third o� ense, resul� ng in corresponding<br />
disciplinary ac� on (see subsequent chart).<br />
Consequences for Major Bus Infrac� ons<br />
First O� ense Driver conferences with the student, iden� -<br />

occurred, based on any prior referral forms and/or disciplinary action.<br />
If the infraction is a viol<strong>at</strong>ion of the law, the proper authorities will be<br />
notifi ed. If the infraction results in property damage, restitution must<br />
be paid or a plan for restitution must be agreed upon before riding<br />
privileges will be reinst<strong>at</strong>ed.<br />

BEHAVIOR EXPECTATIONS of STUDENTS<br />
Students are expected to respect themselves, others, and property<br />
while <strong>at</strong> (or representing) <strong>Gardner</strong> <strong>Edgerton</strong> <strong>USD</strong> <strong>231</strong> schools.<br />
Students are to refrain from unacceptable behaviors <strong>at</strong> school, <strong>at</strong><br />
school sponsored activities, on school grounds, and on school buses.<br />
Students who behave in a manner th<strong>at</strong> has a neg<strong>at</strong>ive eff ect on the<br />
school environment, events or rel<strong>at</strong>ed activities will face disciplinary<br />
action.<br />
Disciplinary Consequences<br />
Disciplinary consequences include, but are not limited to: student<br />
conference, loss of privileges, before or after-school detention, inschool<br />
suspension, out-of-school suspension, suspension from clubs<br />
or <strong>at</strong>hletic teams, and/or expulsion. (Students on suspension may<br />
not particip<strong>at</strong>e in school activities.) Consequences for unacceptable<br />
behavior are issued <strong>at</strong> the discretion of building administr<strong>at</strong>ors,<br />
taking into consider<strong>at</strong>ion the frequency and/or severity of individual<br />
incidents.<br />
Acts of Behavior Considered Unacceptable<br />
Acts of behavior which interfere with the maintenance of a productive/<br />
positive learning environment or which are antagonistic to the welfare<br />
of other pupils or staff members will be considered unacceptable,<br />
including (but not limited to):<br />

2. Failure to comply with reasonable request (willful disobedience)<br />

mobile phones, pagers, online games and websites.<br />

Discrimin<strong>at</strong>ion against any student on the basis of race, color,<br />
n<strong>at</strong>ional origin, sex, disability, or religion in the admission or access<br />
to, or tre<strong>at</strong>ment in the district’s programs is prohibited. Lana Gerber,<br />

Any school employee who receives a complaint of discrimin<strong>at</strong>ion or<br />
harassment from a student shall inform the student of the employee’s<br />
oblig<strong>at</strong>ion to report the complaint and any proposed resolution of the<br />
complaint to the building principal. If the building principal is the<br />
alleged harasser, the report shall be made to the district compliance coordin<strong>at</strong>or.<br />
Any student complaint of discrimin<strong>at</strong>ion shall be resolved<br />
under the district’s discrimin<strong>at</strong>ion complaint procedures (Board Policy<br />

COUNT YOUR CHILD IN<br />
Th e Individuals with Disabilities <strong>Educ<strong>at</strong>ion</strong> Act (IDEA) reauthorized<br />
in 2004, requires th<strong>at</strong> each public school district survey the district<br />
popul<strong>at</strong>ion to loc<strong>at</strong>e all persons between the ages of three and twentyone<br />
who may be in need of special educ<strong>at</strong>ion services.<br />

ELECTRONIC DEVICES USAGE POLICY<br />
Th e <strong>USD</strong> <strong>231</strong> Board of <strong>Educ<strong>at</strong>ion</strong> adopted the Electronic Devices<br />
Usage Policy on May 7, 2007. Per the policy, students must keep their<br />
phones (along with all other personal electronic devices, including<br />
MP3 players) in their lockers during the instructional school day. Cell<br />
phones are not permitted in classrooms. Students may check messages<br />
after the fi nal bell.<br />
Th e policy took eff ect on August 13, 2007 and pertains to all students,<br />
Grades K-12.<br />
For purposes of this policy, “Personal Electronic Devices” are defi ned<br />
to include cellular phones, digital cameras (still or video), personal<br />
digital assistants (PDAs), iPods, MP3 players, headphones, pagers or<br />
any other easily concealed electronic device capable of transmitting<br />
d<strong>at</strong>a or images.<br />
<strong>Gardner</strong> <strong>Edgerton</strong> <strong>School</strong> district extends to students the privilege to<br />
possess and use Personal Electronic Devices before and after the instructional<br />
school day. All Personal Electronic Devices must be turned<br />
off before the start of each school day and may not be reactiv<strong>at</strong>ed until<br />
after the last bell of the day. Th ey shall be stored in a student’s locker<br />
(or backpack for elementary students) throughout the instructional<br />
day. Th e instructional day includes, but is not limited to, lunch breaks,<br />
class changes, study halls, fi re drills, assemblies, school evacu<strong>at</strong>ions,<br />
and any other structured or non-structured activity th<strong>at</strong> occurs during<br />
the normal school day. During all times when electronic devices are<br />
allowed to be on and in use, students are encouraged to keep their<br />
phone on “silent” mode.<br />
Due to the potential for invasions of privacy, the use of Personal<br />
Electronic Devices th<strong>at</strong> are capable of recording audio, video or still<br />
images is prohibited <strong>at</strong> all times in the b<strong>at</strong>hrooms or locker rooms. In<br />
addition to disciplinary action th<strong>at</strong> may be taken by the Administr<strong>at</strong>ion,<br />
viol<strong>at</strong>ors of this provision may be referred to law enforcement<br />
authorities.<br />
ELECTRONIC DEVICES (con� nued)<br />
Students, parents and guardians are advised th<strong>at</strong> the Board of <strong>Educ<strong>at</strong>ion</strong><br />
assumes no responsibility in any circumstances wh<strong>at</strong>soever for the<br />
loss, destruction or theft of any Personal Electronics Devices th<strong>at</strong> are<br />
brought to school or to any extra-curricular or after-school activity.<br />
Building administr<strong>at</strong>ors shall have the discretion to determine the appropri<strong>at</strong>e<br />
punishment for viol<strong>at</strong>ions of this policy. Building administr<strong>at</strong>ors<br />
shall also have the discretion to allow exceptions to this policy<br />
on a case-by-case basis, e.g., in situ<strong>at</strong>ions where a student’s 504 plan<br />
or IEP requires the use of a Personal Electronic Device, or in cases of<br />
medical necessity or emergency.<br />
FAMILY EDUCATIONAL RIGHTS<br />
AND PRIVACY ACT (FERPA)<br />
Under the provisions of the Family <strong>Educ<strong>at</strong>ion</strong>al Rights and Privacy<br />
Act (FERPA), parents of students and eligible students (those who are<br />
18 or older) are aff orded various rights with regard to educ<strong>at</strong>ional records<br />
which are kept and maintained by <strong>USD</strong> <strong>231</strong>. In accordance with<br />
FERPA, you are required to be notifi ed of those rights which include:<br />
1. Th e right to review and inspect all of your educ<strong>at</strong>ional records<br />
except those which are specifi cally exempt. Records will be available<br />
within 45 days of the day the district receives a request for access.<br />
2. Th e right to prevent disclosure of personally identifi able inform<strong>at</strong>ion<br />
contained in your educ<strong>at</strong>ional records to other persons with<br />
certain limited exceptions. Disclosure of inform<strong>at</strong>ion from your educ<strong>at</strong>ional<br />
records to other persons will occur only if:<br />
a. we have your prior written consent for disclosure;<br />
b. the inform<strong>at</strong>ion is considered “directory inform<strong>at</strong>ion”<br />
and you have not objected to the release of such<br />
inform<strong>at</strong>ion (see Directory Inform<strong>at</strong>ion below); or<br />
c. disclosure without your prior consent is permitted by<br />
law, including:<br />
1. Th e district may disclose, without your consent,<br />
personally identifi able inform<strong>at</strong>ion to school offi cials<br />
with a legitim<strong>at</strong>e educ<strong>at</strong>ional interest.<br />
2. Th e district shall disclose, without your consent,<br />
educ<strong>at</strong>ion records to offi cials of another school district<br />
in which a student seeks to enroll or intends to enroll.<br />
3. Th e right to request th<strong>at</strong> your educ<strong>at</strong>ional records be<br />
amended if you believe the records are misleading,<br />
inaccur<strong>at</strong>e, or otherwise in viol<strong>at</strong>ion of your rights.<br />
Th is right includes the right to request a hearing <strong>at</strong><br />
which you may present evidence to show why the<br />
record should be changed if your request for an<br />
amendment to your records is denied in the fi rst<br />
instance.<br />
4. Th e right to fi le a complaint with the Family Policy<br />
and Regul<strong>at</strong>ions Offi ce <strong>at</strong> the U.S. Department of<br />
<strong>Educ<strong>at</strong>ion</strong> if you believe th<strong>at</strong> <strong>USD</strong> <strong>231</strong> has failed to<br />

Directory Inform<strong>at</strong>ion: For purposes of FERPA, <strong>USD</strong> <strong>231</strong> has<br />
design<strong>at</strong>ed certain inform<strong>at</strong>ion contained in educ<strong>at</strong>ional records as<br />
directory inform<strong>at</strong>ion which may be disclosed for any purpose without<br />
your consent. Th e following inform<strong>at</strong>ion is considered directory<br />
inform<strong>at</strong>ion: name, address, telephone number, d<strong>at</strong>e and place of<br />
birth, particip<strong>at</strong>ion in offi cially recognized activities and sports, weight<br />
and height of members of <strong>at</strong>hletic teams, d<strong>at</strong>es of <strong>at</strong>tendance, degrees<br />
and awards received, the most recent previous school <strong>at</strong>tended by the<br />
student, class design<strong>at</strong>ion, major fi eld of study and photographs.<br />
You have the right to refuse to permit the design<strong>at</strong>ion of any or all<br />
of the above inform<strong>at</strong>ion as directory inform<strong>at</strong>ion. If you refuse, you<br />
must fi le written notifi c<strong>at</strong>ion to this eff ect with <strong>USD</strong> <strong>231</strong> <strong>at</strong> the Board<br />
of <strong>Educ<strong>at</strong>ion</strong> Offi ce on or before September 1, 2010. If a refusal is not<br />
fi led, <strong>USD</strong> <strong>231</strong> assumes you have no objection to the release of the<br />
design<strong>at</strong>ed directory inform<strong>at</strong>ion.<br />
MEDICATION POLICY<br />
1. Kindergarten through 8th grade students: all medic<strong>at</strong>ions, with the<br />
exception of metered dose inhalers and epi-pens, will be kept in the<br />
Student Health Services room and will be administered by a <strong>District</strong><br />
Nurse, building Health Aide or trained/deleg<strong>at</strong>ed staff member.<br />
2: Students in grades 9 through 12 may carry a one day dose of any<br />
non prescription medic<strong>at</strong>ion in <strong>its</strong> original container. All prescription<br />
medic<strong>at</strong>ions must be registered with and kept in the Student Health<br />
Services room and will only be administered by a <strong>District</strong> Nurse,<br />
building Health Aide or trained/deleg<strong>at</strong>ed staff member.<br />
3: All students (K-12) with an asthma diagnosis must have a current<br />
asthma action card on fi le th<strong>at</strong> has been completed and signed by their<br />
physician and parent. Students with asthma will have the option of<br />
carrying and self administering a metered dose inhaler. Students are<br />
also encouraged to have an extra inhaler in the student health services<br />
room for emergency situ<strong>at</strong>ions.<br />
4: All students (K-12) with allergies, specifi cally those th<strong>at</strong> may<br />
require the use of an epi-pen, will have the option of carrying and self<br />
administering the epi-pen or they may choose to keep an epi-pen in<br />
the Student Health Services room. A current allergy action plan must<br />
also be completed and signed by each student’s physician and parent.<br />
5: All medic<strong>at</strong>ions administered by a <strong>District</strong> Nurse, building Health<br />
Aide or trained/deleg<strong>at</strong>ed staff member will meet the following<br />
requirements:<br />
a: A written order from the student’s physician is required for all<br />
prescription medic<strong>at</strong>ions and for any medic<strong>at</strong>ions not included in<br />
Section D. Th ese orders must be renewed <strong>at</strong> the beginning of each<br />
school year. In addition, a new order is required when any changes are<br />
made to the original order.<br />
1) Th e order must include: students name, d<strong>at</strong>e, name of<br />
medic<strong>at</strong>ion, dosage given <strong>at</strong> school, time of administr<strong>at</strong>ion and route<br />
of administr<strong>at</strong>ion.<br />

b: All medic<strong>at</strong>ions must be in original containers and/or packaging.<br />
Prescription medic<strong>at</strong>ions must have a current pharmacy label.<br />
c: Th e receipt of all prescription medic<strong>at</strong>ions will be counted and<br />
documented by a member of the Health Services Team. In addition,<br />
a Medic<strong>at</strong>ion Acknowledgement form will be sent home to verify the<br />
product and amount received (duplic<strong>at</strong>e records will be maintained<br />
in the <strong>School</strong> Health Offi ce). Parents and/or guardians will be<br />
required to pick up (in person) any remaining or unused prescription<br />
medic<strong>at</strong>ions.<br />
d: An annual parental consent form is required for administr<strong>at</strong>ion<br />
of the following non prescription medic<strong>at</strong>ions: Acetaminophen,<br />
Ibuprofen, Antacids, Cough Drops, Lotions, Creams and Ointments.<br />
Th is form is available on the district website, or from your child’s<br />
school.<br />
NEEDS, EDUCATIONAL RIGHTS AND<br />
SERVICES AVAILABLE TO STUDENTS<br />
WITH DISABILITIES<br />
1. Needs of Children with a Disability. Children in need of special<br />
educ<strong>at</strong>ion are not limited to specifi c c<strong>at</strong>egories; but include all those<br />
who require modifi ed curricular or instructional adjustment through<br />
all or a part of their school career. Th ey need special instructional and<br />
supportive services to achieve and adjust to the highest level consistent<br />
with their abilities. Needs of children with disabilities are identifi ed<br />
through preschool screening clinics, district-wide screening of schoolage<br />
children and inform<strong>at</strong>ion from other sources.<br />
2. <strong>Educ<strong>at</strong>ion</strong>al Rights of Exceptional Children. A free appropri<strong>at</strong>e<br />
public educ<strong>at</strong>ion shall be made available to each student with a disability,<br />
ages 3 to 21, <strong>at</strong> no cost to the parents. Parents of students with<br />
disabilities are entitled to full due process rights.<br />
3. Availability of Special <strong>Educ<strong>at</strong>ion</strong> Services. Services are available<br />
for children with disabilities, according to the free appropri<strong>at</strong>e public<br />
educ<strong>at</strong>ional principle and the least restrictive environment principle<br />
and include the following exceptionalities: Autism, Emotional<br />
Disturbance, Deaf-Blindness, Early Childhood Special <strong>Educ<strong>at</strong>ion</strong>,<br />
Giftedness, Hearing Impairment, Specifi c Learning Disability, Mental<br />
Retard<strong>at</strong>ion, Other Health Impaired, Orthopedic Impairment Speech/<br />
Language, Severe Multiple Disabilities, Traum<strong>at</strong>ic Brain Injury, and<br />
Visual Impairment.<br />
4. Th e St<strong>at</strong>e Department of <strong>Educ<strong>at</strong>ion</strong> maintains a toll-free number<br />
(1-800-203-9462) which may be called for additional inform<strong>at</strong>ion or<br />
resource m<strong>at</strong>erials on special educ<strong>at</strong>ion services, rights, and procedures.<br />
Notice of Destruction of Special <strong>Educ<strong>at</strong>ion</strong> Records: Special <strong>Educ<strong>at</strong>ion</strong><br />
records for each child with a disability are maintained by the<br />
school district until no longer needed to provide educ<strong>at</strong>ional services<br />
to the child. Th is notice is to inform you th<strong>at</strong> the special educ<strong>at</strong>ion<br />
record for a student will be destroyed after fi ve(5) years following program<br />
completion or gradu<strong>at</strong>ion from high school, unless the student<br />
(or the student’s legal guardian) has taken possession of the record<br />
prior to th<strong>at</strong> time.
SAFE SCHOOL ENVIRONMENT<br />
With an emphasis on a safe school environment for all students,<br />
<strong>Gardner</strong> <strong>Edgerton</strong> district offi cials report all crimes committed on<br />
school property to appropri<strong>at</strong>e local enforcement agencies. Specifi c<br />
examples of reportable incidents include but shall not be limited to:<br />
possession of weapons, controlled substances (drugs/alcohol), destruction<br />
of property, theft, fi ghting, intimid<strong>at</strong>ion and other such m<strong>at</strong>ters<br />
involving criminal activity.<br />
SEXUAL HARASSMENT<br />
<strong>District</strong> employees shall not sexually harass, or permit sexual harassment<br />
of a student by another employee or student. Neither shall a<br />
student sexually harass another student(s) or staff member. Viol<strong>at</strong>ion<br />
of this policy shall result in disciplinary action, including termin<strong>at</strong>ion<br />
of the employee, or disciplinary action against the student(s) involved.<br />
Supervisors who fail to follow this policy or who fail to investig<strong>at</strong>e<br />
complaints shall be in viol<strong>at</strong>ion of this policy. If the Principal is the<br />
object of a harassment complaint, the student may bypass the Principal<br />
and report directly to the Superintendent. Complaints against the<br />
Superintendent shall be heard by the Board of <strong>Educ<strong>at</strong>ion</strong>.<br />
Sexual harassment may include, but is not limited to:<br />
• Sexually oriented communic<strong>at</strong>ion, including sexually<br />
oriented verbal “kidding” or harassment or abuse.<br />
• Subtle pressure or requests for sexual activity.<br />
• Persistent unwelcome <strong>at</strong>tempts to change a professional<br />
rel<strong>at</strong>ionship into a personal, social-sexual rel<strong>at</strong>ionship.<br />
• Cre<strong>at</strong>ing a hostile school environment, including the use of<br />
innuendoes or overt or implied thre<strong>at</strong>s.<br />
• Unnecessary touching of an individual, e.g., p<strong>at</strong>ting,<br />
pinching, hugging or repe<strong>at</strong>ed brushing against another<br />
person’s body.<br />
• Requesting or demanding sexual favors accompanied by an<br />
implied or overt promise of preferential tre<strong>at</strong>ment with<br />
regard to a student’s grade or st<strong>at</strong>us in any activity.<br />
• Sexual assault or b<strong>at</strong>tery as defi ned by current law.<br />
SEXUAL HARASSMENT (con� nued)<br />
Any student who believes he or she has been subjected to sexual<br />
harassment should discuss the problem with his/her administr<strong>at</strong>or<br />
or another certifi ed staff member. Initi<strong>at</strong>ion of a sexual harassment<br />
complaint will not cause any adverse refl ection on the student. Th e<br />
initi<strong>at</strong>ion of a student’s complaint shall not adversely aff ect the job<br />
security or st<strong>at</strong>us of any employee or student until a fi nding of fact<br />
determines th<strong>at</strong> improper conduct occurred. Strict confi dentiality shall<br />
be maintained throughout the complaint procedure.<br />
VISITOR POLICY<br />
Th e Board of <strong>Educ<strong>at</strong>ion</strong> welcomes p<strong>at</strong>rons and parents to visit <strong>District</strong><br />
facilities. Any person who intends to visit a school, including meeting<br />
with a teacher or other staff , shall schedule th<strong>at</strong> visit with the teacher<br />
and/or a building administr<strong>at</strong>or.<br />
Any visitor to a school shall check in <strong>at</strong> the school offi ce and obtain a<br />
visitor’s badge prior to accessing any part of the building (beyond the<br />
main offi ce) and/or before contacting any person in the building or on<br />
school grounds. Notices requiring visitors to check in <strong>at</strong> the school<br />
offi ce shall be posted in all school buildings.<br />
A school administr<strong>at</strong>or (or designee) has authority to deny access<br />
and/or limit the length or time of vis<strong>its</strong>. A school administr<strong>at</strong>or (or<br />
designee) also has the authority to exclude a visitor from the premises<br />
if the visitor is disrupting the educ<strong>at</strong>ional environment or otherwise<br />
cre<strong>at</strong>ing a disturbance. Th e school administr<strong>at</strong>or (or designee) shall<br />
have authority to prohibit a particular parent or visitor from a school<br />
altogether if the parent or visitor persists in disruptive, unwelcome<br />
or intimid<strong>at</strong>ing conduct. A school administr<strong>at</strong>or (or designee) may<br />
also request aid from any law enforcement agency if a visitor to the<br />
school or school grounds fails to comply with school/district policy or<br />
instructions from the school administr<strong>at</strong>or (or designee).<br />
If a teacher reasonably believes a parent or other visitor will engage<br />
in disruptive, unwelcome or intimid<strong>at</strong>ing conduct, the teacher may<br />
refuse to meet with th<strong>at</strong> parent or visitor unless a Principal or <strong>District</strong><br />
administr<strong>at</strong>or is present.<br />
