TRIBUTES<br />
Prior to the consideration of the core business of the Committee the following recent<br />
bereavements were noted:-<br />
(1) Roy McCormack, former Chair of Culross Community Council.<br />
Mr. McCormack was a well respected and hard working member of the<br />
Culross community, working with officers and Councillors for many years to<br />
the benefit of the local community; and<br />
(2) Shirley Currie, former Chair of Inverkeithing Community Council. Members<br />
noted Ms. Currie’s dedication to Inverkeithing for approximately 30 years and<br />
acknowledged her huge loss to the local community.<br />

Members asked that their condolences be passed on to their respective<br />
families.

65. MINUTE<br />
The Committee considered the minute of the meeting of South West Fife Area<br />
Committee of 20th February, 2013.<br />
Decision<br />
The Committee approved the minute.<br />
66. REPRESENTATION FROM <strong>THE</strong> <strong>AREA</strong> <strong>COMMITTEE</strong>S FOR <strong>THE</strong> <strong>FIFE</strong><br />
LOCAL TOURIST ASSOCIATIONS<br />
The Committee considered a report by the Fife Tourism Partnership Manager<br />
seeking approval to appoint a local member to sit on the Dunfermline & West<br />
Fife Local Tourist Association as a Local Area Adviser.<br />
Decision<br />
The Committee agreed to nominate Councillor Mike Shirkie to sit on the<br />
Dunfermline & West Fife Local Tourist Association as an Adviser; and<br />
Councillor Shirkie accepted the appointment.<br />
67. MOSSMORRAN AND BRAEFOOT BAY INDEPENDENT AIR QUALITY<br />
MONITORING REVIEW GROUP - REPRESENTATION (INVITATION)<br />
The Committee considered a report by the Senior Manager (Democratic<br />
Services) advising members of consideration of representation by the<br />
Mossmorran & Braefoot Bay Independent Air Quality Monitoring Review<br />
Group at its meeting of 21st January, 2013, specifically an invitation to<br />
one member from this Committee to attend future meetings of the Review<br />
Group as an observer.<br />
Decision<br />
Having noted the Review Group’s recommendation that the Area Committee<br />
appoint the current elected member representative on the Mossmorran and<br />
Braefoot Bay Community & Safety Committee - in terms of continuity and in<br />
order to maintain the Review Group’s independent nature and to ensure<br />
compatibility with the terms of its constitution, the Committee agreed to<br />
nominate Councillor Gavin Yates as an observer at meetings of the Review<br />
Group and Councillor Yates accepted the appointment.<br />
68. <strong>AREA</strong> BUDGET REQUESTS<br />
The Committee considered reports by the Senior Manager, Policy<br />
Communications & Area Management seeking funding from the Area Budget,<br />
as follows:-<br />

(i)<br />
Inverkeithing Hillfield Swifts Football Club<br />
Decision<br />
The Committee agreed to a total contribution of up to £17,000 to<br />
Inverkeithing Hillfield Swifts Football Club - £10,000 from the financial<br />
year 2012-13 and £7,000 from the financial year 2013-14 towards<br />
substantial works required to provide power, waste and drainage to<br />
changing/toilet facilities - subject to the Group making an application for<br />
Common Good monies and any award subsequently being deducted<br />
from the total allocation.<br />
(ii)<br />
Take a Pride in Rosyth<br />
Decision<br />
The Committee agreed to a total contribution of £10,000 to Take a<br />
Pride in Rosyth toward planned improvements to the Rosyth Public<br />
Park, working in partnership with Fife Council to enhance leisure and<br />
sporting provision in the park and to increase user satisfaction and<br />
generate more visitors.<br />
69. TRAFFIC REGULATION ORDERS<br />
The Committee considered reports by the Head of Transportation &<br />
Environmental Services seeking agreement to set aside objections to Traffic<br />
Regulation Orders as follows:-<br />
(i) Objections to Proposed Amendment to Seasonal Waiting Restriction -<br />
Hawkcraig Road, Aberdour<br />
Decision<br />
The Committee agreed to set aside the objections to allow the<br />
amendment order to be made to extend the ‘No Waiting, 10.00 a.m. to<br />
6.00 p.m., 1st June to 31st August’ to ‘No waiting, 10.00 a.m. to<br />
6.00 p.m., 1st May to 31st August’ in the interest of public safety and<br />
confirmed the Order.<br />
(ii)<br />
Objection to Proposed Waiting Prohibition – Fulmar Way, Dalgety Bay<br />
Decision<br />
The Committee agreed to set aside the objection to allow the Traffic<br />
Regulation Order (TRO) to introduce ‘No Waiting at Any Time’<br />
restrictions in Fulmar Way, Dalgety Bay, to be made in the interest of<br />
public safety and confirmed the Order.<br />

70. <strong>AREA</strong> TRANSPORTATION WORKS PROGRAMME 2012/2013 -<br />
PROGRESS REPORT<br />
The Committee considered a report by the Head of Transportation &<br />
Environmental Services detailing the latest position statement on the delivery<br />
of the South West Fife Area Transportation Works Programme (ATWP)<br />
2012/13.<br />
Decision<br />
The Committee noted the progress as detailed in the report and appendices.<br />
71. REFORM OF <strong>THE</strong> FIRE AND POLICE <strong>SERVICES</strong> - IMPLICATIONS FOR<br />
<strong>FIFE</strong> <strong>COUNCIL</strong><br />
The Committee considered a report by the Chief Legal Officer which provided<br />
details of the reform of the Fire and Rescue and Police Services and<br />
highlighted the main implications of these changes for Fife Council.<br />
Decision<br />
The Committee:-<br />
(1) noted the main implications detailed in the report; and<br />
(2) agreed to make representation to the Police Transition Committee their<br />
preference that Police planning within Fife would remain at Area and<br />
Ward level, benefitting from the presence of a Police Chief Inspector for<br />
the South West Fife Area Wards and sought assurances that this<br />
arrangement would continue.<br />
72. HOUSING & NEIGHBOURHOOD <strong>SERVICES</strong> PERFORMANCE MONITOR:<br />
QUARTER 3 2012/2013<br />

The Committee considered a report by the Head of Housing & Neighbourhood<br />
Services on the performance of Housing and Neighbourhood Services for<br />
Quarter 3, 2012/2013 which included property management, housing<br />
management, housing access and homelessness and which contributed to<br />
one of the key Council priorities (increasing access to housing, support of<br />
vulnerable people) and the Council’s Housing Business Plan.<br />
Decision<br />
The Committee noted the report.<br />
Councillor Alice Callaghan left the meeting during consideration of the above<br />
item.

73. SOUTH WEST <strong>FIFE</strong> <strong>AREA</strong> GREENSPACE ACTION PLAN 2013<br />
The Committee considered an Annual Report by the Head of Leisure &<br />
Cultural Services on progress in improving the public greenspace in the South<br />
West Fife Area, the action plan of which aimed to aid the delivery of the Fife<br />
Greenspace Strategy (2011-16) approved by Fife Council, covering parks and<br />
public greenspaces, play areas, allotments, woods, outdoor sports and floral<br />
enhancement.<br />
Decision<br />
The Committee:-<br />
(1) noted the progress made to date;<br />
(2) agreed to consider an annual update report on progress; and<br />
(3) commended the work of all officers involved in partnership working with<br />
businesses and community groups in undertaking particular projects to<br />
enhance greenspace throughout the South West Fife Area.<br />
Councillor William Ferguson left the meeting following consideration of the<br />
above item.<br />
74. ACTIVE <strong>FIFE</strong> - PROVISION AND SUPPORT FOR PHYSICAL ACTIVITY<br />
AND SPORT<br />

The Committee considered a joint report by the Head of Education and Head<br />
of Leisure & Cultural Services providing an overview of the work undertaken<br />
by Active Fife to co-ordinate, encourage and support the provision of<br />
opportunities for physical activity and sport in Fife.<br />
Decision<br />
The Committee noted the current work of Active Fife across the physical<br />
activity, outdoor learning and sport agendas, including: the successful<br />
implementation of key programmes within the South West Fife Area; Active<br />
Schools Co-ordinator involvement; successful partnership working to deliver<br />
outdoor learning opportunities; and the implementation of Fife’s Sport Strategy<br />
in Sports Development aimed at increasing participation in physical activity<br />
and improving performance in sport in the community.<br />
Councillor Kate Stewart left the meeting during discussion of the above item<br />
as did Councillor Alice McGarry temporarily.

75. SCHOOL PERFORMANCE ATTAINMENT AND ACHIEVEMENT<br />
The Committee considered a report by the Executive Director, (Education &<br />
Learning) detailing school performance, attainment and achievement across<br />
the secondary and primary schools serving the South West Fife Area for<br />
2011-12, towards improving educational attainment and achievement in line<br />
with the Fife Council Plan.<br />
Decision<br />
The Committee:-<br />
(1) noted the information provided in the secondary school reports and<br />
associated appendices; and<br />
(2) noted the presentation on attainment and achievement of<br />
St. Columba’s R.C. High School, Dunfermline by the Head Teacher,<br />
Jim Mooney.<br />
Councillor Alice McGarry returned to and Councillor Lesley Laird left the<br />
meeting during discussion of the above item.<br />
76. PROPERTY TRANSACTIONS<br />
Decision<br />
The Committee noted the content of a report by the Head of Asset & Facilities<br />
Management Service advising on action taken under delegated powers in<br />
relation to property transactions (and transmitted electronically to members).<br />
