ASBO
An Anti-Social Behaviour Order (ASBO) is a statutory
measure that aims to protect the public from behaviour
that causes or is likely to cause harassment, alarm or
distress. An order contains conditions prohibiting the
offender from specific anti-social acts or entering defined
areas, and is effective for a specific period.
Authorised Officer
An employee of a local authority who is authorised in
writing by the authority for the purposes of giving Notices
or any other person who, in pursuance of arrangements
made with the authority, has the function of giving such
Notices and is authorised in writing by the authority to
perform that function.

A Government Best Value Performance Indicator (BVPI)
adopted to report on the cleanliness of the street and
local environment in local authorities.
GLOSSARY
Community Support Officer
Can be authorised under s.38 of the Police Reform Act
2002 to issue fixed penalties on behalf of the police for
certain offences specified in that Act.
Controlled Waste
As defined in s.30 of the Control of Pollution Act 1974,
s.75 of the 1990 Act and the Controlled Waste Regulations
1992 (as amended), controlled waste is household,
commercial and industrial waste.
Defacement Removal Notice
Requires that graffiti must be removed, cleared or
otherwise remedied within a period specified in the notice
being not less than 28 days from the day the notice was
served. Graffiti includes painting, writing, soiling,
marking or other defacing by whatever means.
