Policy implementation will be guided by Human Rights principles that<br />
include:<br />
(a) full respect for human dignity and the rule of law;<br />
(b) mechanisms in place to hold public institutions with responsibilities<br />
for the achievement of food security and good nutrition accountable<br />
for their performance and for the use of public resources;<br />
(c) no discrimination with respect to age, gender, social status,<br />
religion, color and racial background;<br />
(d) due concern for equitable outcomes of implementing policy<br />
measures and other actions towards achieving permanent and<br />
sustainable food security and good nutrition;<br />
(e) effective and equal participation and empowerment of all<br />
Zanzibaris and/or their representatives in the formulation,<br />
implementation and monitoring of policy measures, programmes,<br />
projects and other actions; and<br />
(f) transparency in decision making and public resource allocation<br />
and use.<br />
Strategic Areas of Policy Interventions<br />
Goal 1: Improve national food availability through the enhancement<br />
of domestic food production and productivity and more efficient food<br />
marketing and trade<br />
The sector policies for agriculture, trade, and small and medium enterprises<br />
(SME) outline several relevant food security related policy measures to<br />
increase agricultural production and marketing. Nevertheless these policies<br />
and strategies generally have an agricultural growth orientation, and thus<br />
have no explicit focus on food security. It is therefore necessary to integrate,<br />
emphasise and complement those policy fields and strategic actions to ensure<br />
sustainable increase in local production of food that is diversified, affordable<br />
and healthy. A number of operational targets are set to improve food<br />
availability through enhancing domestic food production and productivity.<br />
In addition, the policy advocates for the improvement of efficiency in food<br />
marketing and trade.<br />
