<strong>The</strong> <strong>Marl<strong>in</strong>gton</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong> <strong>met</strong> <strong>in</strong> <strong>Regular</strong> <strong>Session</strong> on May 10, 2005 at 7:00 p.m. at 

the <strong>Marl<strong>in</strong>gton</strong> High School Library. 

Doug Prather called the meet<strong>in</strong>g to order. 

Gary Kandel gave the <strong>in</strong>vocation. 

Tony Scott read the follow<strong>in</strong>g district Mission Statement:

Marilyn Preas gave an update <strong>of</strong> curriculum <strong>in</strong>clud<strong>in</strong>g an update <strong>of</strong> the gifted manual 

and the D.I. team trip to Knoxville, TN for D.I. Globals. Ms. Prease also spoke briefly 

regard<strong>in</strong>g changes to the science curriculum. Ms. Preas also honored the NHS 

<strong>in</strong>ductees and BPOA students who recently went to Nationals. Ms. Preas also 

mentioned National Right-to-Read week and discussed some horticulture events 

<strong>in</strong>clud<strong>in</strong>g a horticulture contest. Ms. Preas said the Agriculture program was ‚"alive

and well" and that two new courses have been added, and that the program was a big 

part <strong>of</strong> <strong>Marl<strong>in</strong>gton</strong>’s culture.

Doug Prather made the follow<strong>in</strong>g announcement: 

<strong>Marl<strong>in</strong>gton</strong> <strong>Board</strong> <strong>of</strong> <strong>Education</strong> member, Jonathan Swift, announces his 

resignation from the board effective April 29, 2005. Mr. Swift was elected and 

served on the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> for nearly 3 1/2 years. He and his wife will be 

relocat<strong>in</strong>g due to changes <strong>in</strong> employment and will no longer reside <strong>in</strong> the 

<strong>Marl<strong>in</strong>gton</strong> Local School District. 

Pursuant to the policy bylaws (0145) established by the <strong>Board</strong> <strong>of</strong> <strong>Education</strong>, 

when a vacancy occurs, the <strong>Board</strong> shall fill the vacancy at its next regular or 

special meet<strong>in</strong>g, but not earlier than ten (10) days nor later than thirty (30) days 

after the vacancy occurs. 

Qualified and <strong>in</strong>terested candidates from the community must submit a

Adam Slater addressed the <strong>Board</strong> concern<strong>in</strong>g the VoAg program. Mr. Slater made 

favorable comments concern<strong>in</strong>g Mr. Herren and asked why Mr. Baker was fired. Mr.

Slater said that new <strong>Board</strong> members need to earn their respect. Mr. Slater encouraged 

the <strong>Board</strong> to replace the VoAg open<strong>in</strong>g with a long-term person. 

Lee and Carolyn Gabric spoke concern<strong>in</strong>g the VoAg program. Mentioned that Mr. 

Scott's contribution to the program has been to cut its scienc credit. Ms. Gabric spoke 

referred to articles <strong>in</strong> the newspaper and contended that the <strong>of</strong>fer<strong>in</strong>g <strong>of</strong> credit for VoAg 

science is discretionary by the District. Ms. Gabric said students will be robbed by 

changes <strong>in</strong> the program and said that all four agriculture teachers are highly qualified. 

Ms. Gabric said that other schools <strong>of</strong>fer Ag Science as a science credit and will 

cont<strong>in</strong>ue to do so. Ms. Gabric said this was the 'beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> the end' <strong>of</strong> the VoAg 

program. Ms. Gabric mentioned Aaron Tournoux receiv<strong>in</strong>g a National award <strong>in</strong> 

Horticulture and said that she does not want the program dim<strong>in</strong>ished. Ms. Gabric then 

questioned what decision Tony Scott would have made if his own children were 

<strong>in</strong>volved <strong>in</strong> the program. 

Tom Masterson addressed the <strong>Board</strong> <strong>in</strong> regard to Dennis Tucci and referred to his 

review as be<strong>in</strong>g "bogus". Mr. Masterson said that teachers have told him that morale is 

at an all-time low and implied that this was a result <strong>of</strong> Mr. Scott's contract be<strong>in</strong>g 

renewed for five years. Mr. Masterson also mentioned that if people speak out, their 

name goes on "the list". Mr. Masterson also mentioned that five teachers are 

consider<strong>in</strong>g leav<strong>in</strong>g <strong>Marl<strong>in</strong>gton</strong> Local Schools and referred to students liv<strong>in</strong>g <strong>in</strong> a "soap 

opera" created by the Adm<strong>in</strong>istration and made a reference to Robert Louis Stevenson's 

story "Dr. Jekyll and Mr. Hyde". Mr. Masterson encouraged the board to start talk<strong>in</strong>g 

to teachers. Mr. Masterson asserted that teachers are fearful for their jobs and said that 

the District will be beyond repair if the <strong>Board</strong> does not do some serious research. Mr. 

Masterson exhorted the <strong>Board</strong> to enable a reverse evaluation <strong>of</strong> <strong>Marl<strong>in</strong>gton</strong> 

adm<strong>in</strong>istrators. Mr. Masterson implied that all the research he has done can't be shared 

at this time and closed by say<strong>in</strong>g, "We will not go away" and assured the <strong>Board</strong> that 

they will be back every month until serious changes occur. 

Kathy Krupko addressed the <strong>Board</strong>. She began with an analogy <strong>of</strong> a hit-and-run 

accident occur<strong>in</strong>g, and the police abandon<strong>in</strong>g the <strong>in</strong>vestigation, <strong>in</strong> reference to the nonrenewal 

<strong>of</strong> Dennis Tucci as Athletic Director. Ms. Krupko mentioned the op<strong>in</strong>ions <strong>of</strong> 

staff members and said that they had fear <strong>of</strong> retaliation if they were to speak out. Ms. 

Krupko said they they were look<strong>in</strong>g for facts, not to "get anyone" <strong>in</strong> reference to 

research done while look<strong>in</strong>g <strong>in</strong>to Adm<strong>in</strong>istrators' and Teachers' personnel files. Ms. 

Krupko admonished the <strong>Board</strong>, rem<strong>in</strong>d<strong>in</strong>g them to "hear their constituents and respect 

them", and referred to personal agendas and biased evaluations. Ms. Krupko suggested 

the <strong>Board</strong> review the number <strong>of</strong> grievences filed by the union. Ms. Krupko said "Fear 

is not the best motivator" and "I have <strong>of</strong>ten said my children will succeed <strong>in</strong> spite <strong>of</strong> 

<strong>Marl<strong>in</strong>gton</strong>." Ms. Krupko said she was personally chastised for list<strong>in</strong>g three assistant 

pr<strong>in</strong>cipals at a booster club event. Ms. Krupko also questioned who would pay for 

$10,000 <strong>of</strong> athletic equipment that was purchased without payment received <strong>in</strong> 

advance. Ms. Krupko said, "Please don't <strong>in</strong>sult us with scare tactics" <strong>in</strong> regard to the 

<strong>Board</strong> allegedly say<strong>in</strong>g it is hard to hire a Super<strong>in</strong>tendent when the District has not 

supported their prior Super<strong>in</strong>tendent.

Sam Suitca addressed the <strong>Board</strong> and referred to Dr. Krupko's <strong>of</strong>fice hav<strong>in</strong>g provided a 

full-time tra<strong>in</strong>er and did not require students to go to Dr. Krupko's <strong>of</strong>fice for treatment. 

Mr. Suitca said a tra<strong>in</strong>er and supplies was worth about $40,000 per year and that 

$18,400 was the most ever received by Dr. Krupko for services rendered. Mr. Suitca 

said a proposal for services has been with <strong>Marl<strong>in</strong>gton</strong> s<strong>in</strong>ce March and that he (Dr. 

Krupko) learned <strong>of</strong> his replacement from the doctor replac<strong>in</strong>g him. Mr. Suitca said "to 

the untra<strong>in</strong>ed eye", that this would be "deliberate". Mr. Suitca then stated a phrase he 

said was a book title called "Don't Pee Down My Leg and Tell Me It's Ra<strong>in</strong><strong>in</strong>g". Mr. 

Suitca then said that Dr. Krupko was withdraw<strong>in</strong>g their contract immediately and 

thanked the <strong>Board</strong> for improv<strong>in</strong>g attendence, ignit<strong>in</strong>g the community and for not be<strong>in</strong>g 

<strong>in</strong> the classroom because he teaches his children to address th<strong>in</strong>gs right on. 

Cheryl Robertson addressed the <strong>Board</strong>. Ms. Robertson read a speech prepared by her 

husband, Scott Robertson, <strong>in</strong> which Mr. Robertson referenced <strong>in</strong>formal discussions 

with members <strong>of</strong> the <strong>Board</strong> and expressed hope that people are aware <strong>of</strong> what he 

considered the biggest problem <strong>in</strong> our District; fear, <strong>in</strong>timidation, and low morale. Ms. 

Robertson referred to Mr. Jan<strong>of</strong>a stopp<strong>in</strong>g meet<strong>in</strong>gs and replac<strong>in</strong>g them with emails. 

Ms. Robertson relayed concern over excessive turnover s<strong>in</strong>ce Mr. Scott took over. 

Mentioned the threat <strong>of</strong> non-renewal. Ms. Robertson questioned that if this cont<strong>in</strong>ues, 

what good (personnel) will want to come work <strong>in</strong> <strong>Marl<strong>in</strong>gton</strong>. Ms. Robertson also 

questioned the tim<strong>in</strong>g <strong>of</strong> the new athletic tra<strong>in</strong><strong>in</strong>g contract and said that the goal is to 

improve the morale and environment <strong>in</strong> the the District. Ms. Robertson spoke 

favorably <strong>of</strong> Mr. Tucci’s impact on students and expressed her appreciation <strong>of</strong> him as a 

coach. Ms. Robertson encouraged the <strong>Board</strong> to reta<strong>in</strong> Mr. Tucci. 

Greg Ruff addressed the <strong>Board</strong> and asked the <strong>Board</strong> “What has Tony done for the 

District“ Mr. Ruff mentioned that his son had po<strong>in</strong>ted out that there is no direction <strong>in</strong> 

the District. Mr. Ruff also commented that home values were decreased. 

Audrey Leech addressed the <strong>Board</strong> and said she never voted aga<strong>in</strong>st a levy, but some <strong>of</strong> 

the th<strong>in</strong>gs she has seen money spent on makes her sick. She mentioned the District 

hav<strong>in</strong>g many assistants. Ms. Leech also said she doesn’t like when she reads that, “We 

teach for the mandated test.“ 

Marcia Graham addressed the <strong>Board</strong>. Ms. Graham spoke <strong>of</strong> changes <strong>in</strong> the District. 

Ms. Graham referred to David Jan<strong>of</strong>a as a student advocate who addresses students by 

name, and that he gets <strong>in</strong>volved with student activities like the student musicals. Ms. 

Graham said he’s quick to complement, open to change, and is resourceful. Ms. 

Graham mentioned a complement from a parent to Mr. Jan<strong>of</strong>a. 

Laura Tarter addressed the <strong>Board</strong>. Ms. Tarter expressed concern regard<strong>in</strong>g the <strong>Board</strong> 

not evaluat<strong>in</strong>g Mr. Scott and Mr. Jan<strong>of</strong>a. Ms. Tarter referred to Mr. Tucci be<strong>in</strong>g valued 

<strong>in</strong> the community and mentioned the possibility <strong>of</strong> personal agenda driv<strong>in</strong>g Mr. Scott’s 

evaluation <strong>of</strong> teachers. Ms. Tarter encouraged collaboration and a seek<strong>in</strong>g <strong>of</strong> truh <strong>in</strong> 

regard to evaluations <strong>of</strong> employees. Ms. Tarter closed by encourag<strong>in</strong>g unity <strong>in</strong> the 

efforts <strong>of</strong> the community.

Bruce Burner addressed the <strong>Board</strong>. Mr. Burner said that the selection for National 

Honor Society is suspect or very bogus and commented that it was based 75% on 

op<strong>in</strong>ion and 25% on grades and accomplishments. Mr. Burner asked if NHS was a club 

or a society. Mr. Burner mentioned that the school has (his daughter’s) resume and 

knows her accomplishments. Mr. Burner suggested chang<strong>in</strong>g the NHS election 

process. 

Becky Mattes addressed the <strong>Board</strong>. Ms. Mattes expla<strong>in</strong>ed how they came from Akron 

to give their kids a better education and came here for he wonderful people. Ms. 

Mattes said that it seems that all the wonderful people are be<strong>in</strong>g let go. Ms. Mattes said 

that except for Mr. Viscount and Mr. Sab<strong>in</strong>, everbody else makes her sick. Ms. Mattes 

said leaders are chew<strong>in</strong>g tobacco and spitt<strong>in</strong>g it on the floor and that the dress code <strong>in</strong> 

high school depends on whose child it is. Ms. Mattes compla<strong>in</strong>ed about a girl at the 

prom wear<strong>in</strong>g a bik<strong>in</strong>i top and asked if she was permitted to wear it because it “looked 

good“. 

Lynn Francis addressed the <strong>Board</strong>. Ms. Francis said whe was not afraid <strong>of</strong> los<strong>in</strong>g her 

job and that she likes teach<strong>in</strong>g here and that she is <strong>of</strong>fended by some <strong>of</strong> the comments 

say<strong>in</strong>g the teachers are fearful. Ms. Francis said that kids respect the adm<strong>in</strong>istrators and 

said “What is popular is not always right, and what is right is not always popular.“ 

Debra Tournoux addressed the <strong>Board</strong>. Ms. Tournoux spoke <strong>in</strong> support <strong>of</strong> the VoAg 

program. Ms Tournoux mentioned Tiffany Calgar obta<strong>in</strong><strong>in</strong>g an award at the FFA 

conference and her son obta<strong>in</strong><strong>in</strong>g a State championship. Ms. Tournoux mentioned a 

Mr. Kershaw be<strong>in</strong>g will<strong>in</strong>g to speak to the <strong>Board</strong>. Ms. Tournoux spoke <strong>of</strong> the benefits 

<strong>of</strong> agriculture <strong>in</strong> society and <strong>in</strong> provid<strong>in</strong>g jobs. Ms. Tournoux expressed that she felt 

Ohio State is more proud <strong>of</strong> her son than <strong>Marl<strong>in</strong>gton</strong> and mentioned how well prepared 

her son was by the program an encouraged credit. 

Alicia Dickerho<strong>of</strong> addressed the <strong>Board</strong>. Ms. Dickerho<strong>of</strong> expla<strong>in</strong>ed how she represented 

<strong>Marl<strong>in</strong>gton</strong> FFA at the State competition and mentioned the difficulty <strong>of</strong> a student 

obta<strong>in</strong><strong>in</strong>g five science credits <strong>in</strong> four years without a credit for Agricultural Science. 

Ms. Dickerho<strong>of</strong> spoke <strong>in</strong> defense <strong>of</strong> Mr. Herren and suggested he should have been 

supported. Ms. Dickerho<strong>of</strong> said she would not vote for another levy, and that 

agriculture is the heart <strong>of</strong> <strong>Marl<strong>in</strong>gton</strong>. 

Pete Moul<strong>in</strong> addressed the <strong>Board</strong>. Mr. Moul<strong>in</strong> said he had three questions: 1) Whether 

the two teachers we have are considered Science/Agriculture teachers. Mr. Moul<strong>in</strong> said 

that Mr. Scott had told him that they were look<strong>in</strong>g to hire a teacher who was very 

qualified. Mr. Moul<strong>in</strong> mentioned concern over all the dissention he heard tonight, that 

he hoped the problems will be resolved and that it will be on his prayer list. 

Dr. James Witmer addressed the audience. Dr. Witmer commented that the <strong>Board</strong> has 

heard a lot <strong>of</strong> rhetoric and that they will be address<strong>in</strong>g problems. Dr. Witmer said 

<strong>Marl<strong>in</strong>gton</strong> has improved from “Cont<strong>in</strong>uous Improvement“ to “Effective“ and that the 

District needs to improve further. Dr. Witmer mentioned that <strong>in</strong> athletics we have been 

an embarrassment <strong>in</strong> the NBC and expressed his desire for respectibility. Dr. Witmer

also said, “We will, with the prayers <strong>of</strong> Pete Moul<strong>in</strong>, proceed <strong>in</strong> a constructive 

manner.“
