Editor’s Thoughts…
Welcome members to the spring edition of Dwarf Hotot News! Now that we’ve moved into April,
shows are being held all over the country. I hope everyone was able to have healthy litters over our relatively
mild winter, in order to have entries for all of the ADHRC sanctioned shows out there. If you happen to see
Jennifer Milburn or Ashley Garza, please congratulate them on their epic Reserve in Show wins! It’s always
good to see our breed recognized for the top show awards.
Speaking of shows, I hope many of you have found a way to venture out to the National Show at the
Baltimore Howard County Fairgrounds. The Mid-Atlantic Dwarf Hotot Club has devoted a lot of time and
energy in preparing for the east coast National. Sally Turner has posted on the ADHRC Facebook page that
many Youth contests will be occurring in addition to the triple Open and Youth Shows, raffles, and banquets.
Applications & forms can be found on the www.adhrc.com website under the “Buns on the Bay” logo. I
would like to note that Sally also wanted me to mention, that since this issue is being published after the
deadline for entries to the National Specialty, that she may still accept late comers. Please email her at
rabbit_ranchers@yahoo.com for details.
Within this issue, there is an article submitted by Jayme Phillips that covers the discussion held at the
California State Convention regarding legal problems facing California breeders. The new law, SB917,
constrains breeders from selling/purchasing stock in parking lots and other public areas. The author of the
article gives a detailed summary of what was said by several prominent members of ARBA, and adds
suggested responsibilities that, as rabbit breeders promoting our hobby, we should uphold in order to set the
record straight when it comes to explaining just what it means to “raise rabbits.”
Public opinion does seem to condemn our hobby. FoxNews recently aired a warning against buying
rabbits for Easter (www.myfoxphilly.com). In the segment, a shelter representative states that keeping rabbits
outside in hutches makes them “lonely” and sick; in addition, she warns parents against buying rabbits for
their children, as well as buying rabbits in general. As an animal welfare rights promoter, I can see how public
perception of rabbit breeding can be seen as a negative thing. In some eyes, all that’s noticed is that we keep a
large population of animals separated into small cages, deny them social access unless breeding is involved,
and if rabbits are not up to par in our terms, they are “culled,” which can mean being sold as food or shipped
to laboratories. In that respect, I can understand how many feel rabbitries are puppy mills for bunnies, and it
was that line of thinking that included rabbits into SB917, a law designed to restrict puppy mill business (from
my understanding). What can we do to change public and welfare groups’ perceptions Do we promote
overpopulation and sickness Do the rabbits in your barn receive individualized attention and care, or are
they each just a number set to make a profit Let’s each be introspective and make the changes necessary to
meet the challenge set before us. I’ve dedicated the next “Discussion Topic” strictly to this issue, so please
read the article carefully and send your thoughts for the upcoming summer newsletter.
President’s Report
John Mingus
Greetings All -
Wow! Although it is hard to believe, spring has sprung across most of the United States. In
many instances, winter never really materialized across much of the United States; I can only hope
that this is the beginning of a longer-term weather trend. Spring is my favorite season of the year -
and I absolutely wish for the shortest and mildest winter every year.
The great news about the mild weather is that we are hearing reports of Dwarf Hotots filling
nest boxes across the United States - this is great news for our breed and our club as spring typically
is one of the best times to recruit new members and promote our wonderful breed. Unfortunately, I
have been homebound most of this spring providing primary care for two members of my
immediate family and have been unable to attend some of my regular (and favorite) spring shows.
Luckily, I am able to live vicariously through my friends who have been keeping me up to date on all
of the big wins. As early as the first week of April, I am hoping to be able to be back in the show
saddle again and making up for some lost time on the show tables. Twelve weekends and counting
being at home and I am going stir-crazy!!
Our past-president Jennifer Milburn, and her daughter Ashley have been burning up the
show tables with Dwarf Hotots. As of this writing, there have been two major wins for these ladies
in the last few weeks - check out this issue and our Facebook page for pictures! On that topic, make
sure that as each of you experience these big wins that you remember to snap pictures and send
them to our webmaster Tonna Thomas for publication on www.adhrc.com. How satisfying it is to
see our breed being recognized more and more in the Best 4, RIS, and BIS categories.
Your officers and directors have been working well together and in this issue you will find a
ballot which will allow the membership the chance to adopt a new logo (2 different designs) or
maintain the current logo. Please make sure you check out all of the options, and cast your vote on
which you believe will serve the ADHRC and the Dwarf Hotot breed. All of the items discussed in
Indianapolis have been implemented and our secretary reports no major challenges with our
increased sanction fee.
Regarding the ADHRC as a whole, I am very proud to say that we are growing, in particular
thanks to each one of you who choose to support the vision of our organization. The ADHRC is
seeing excellent renewal rates on existing members, and a healthy growth in new memberships
Spring 2012 Dwarf Hotot News Page 2

across the country. Combine that with stable to growing sanction requests and we are positioned
well for future success. This is excellent news, and due in no small part to the effort that each of
you do in promoting our breed and the ADHRC. As a reminder to all - now that spring is here,
make sure you visit our website and print some of the free materials and place them in your show
supplies. Having this information readily available may be just the catalyst needed to make a person
make the leap to ARBA exhibitor and ADHRC member.
Often times, it is human nature to sit on the sidelines and complain about the game which is
being played on the field. We have demonstrated that by working together, volunteering, and
choosing to make a positive difference that the ADHRC continues to successfully serve our breed
and our exhibitors. I will say it again because I think it is worth repeating; the demonstration of
teamwork, open discussion, and volunteer efforts demonstrated in Indianapolis is what will push our
breed to greater heights. Indianapolis demonstrated that we can push ourselves towards lofty goals.
From the breakfast banquet, to the volunteers who stepped forward to run Wichita in multiples, we
have proven that together, we can compete, promote, discuss, and deliver results enjoyed by all.
If while reading this article you are wondering what you can do for the ADHRC, I urge you
to reach out to your district director or any of the nationally elected officers. Each of us would love
to hear your ideas, but more importantly simply enjoy time spent with someone who shares the
same passion that each of us do regarding the Dwarf Hotot breed and the ADHRC.
In closing, I am pleased to say that the ADHRC rash of illnesses is now behind us. There
for awhile, I felt like I may have started a bad trend within our ranks with hospital stays. Our ranks
in sick bay since convention were getting pretty lengthy: Jennifer Milburn, Bob Kolb, Veronika
Rodriquez and others. Now that spring is upon us, it's time to spend some relaxing time around the
show table and making sure that we stay healthy for many years to come!
Thank you for all that you are doing to make our club what it is today - your efforts are valuable and
appreciated!
See you all soon!
Vice-President’s Report
Bill Whaley
The club seems to be moving along at a steady pace. We are gaining members and Tonna
reports sanctions are steady or possibly a bit above last year.
Hope all enjoy the Nationals in Maryland. I’m sure it will be well attended and be a great
success. I had intended to attend, but a job opportunity has presented itself and I will be unable to
attend. I am working in Florida for 10 weeks (March 25-June 12). You can reach me on my cell if
necessary at 407-928-7049.
I am very pleased to see many of you promoting shows in your area with postings on the
Facebook site. It helps get the word out, hopefully improves the number shown, and provides an
opportunity for breeders to buy/exchange stock.
Please try to attend the ARBA Convention in Wichita in October. It is not too early to
make reservations and plan your breeding program.
Hope this finds all well and everyone has a successful spring breeding season.
Secretary/Treasurer’sReport
Tonna Thomas
Spring Greetings! I hope all is well in your part of the world. This is the part of the year
where there is not a lot of club news to report. The upcoming Spring National has not taken place
so there are no results or photographs. It’s still a bit early for convention information but I hope you
are considering making the trek to Kansas.
Included in this issue is a ballot for a new ADHRC logo. Now some of you that have been
around for a while will say, “isn’t this is about the 3 rd or 4 th time we have changed our logo” Yes,
that is true. The board felt that we needed a logo that more represents our breed. I believe either of
the two new choices do just that. There has been a lot of discussion over the years as to the way
breeders and judges pose our breed, yet the current logo is posed upright like the Netherland Dwarf.
How can we expect a properly posed rabbit if our logo is not Please take the time to vote for one
of the logos.
Members who receive the newsletter electronically, your ballots will be mailed to you the
same day as your newsletter is e-mailed. On all newsletter labels (ballots included), you will see a
highlighted number on the same row as your name. That is the number of ballots you should
receive. If you are a youth member under the age of 16 you will not receive a ballot. The
Constitution and By-Laws states you must be 16 to vote.
The first quarter last year, I issued 97 open sanctions and 86 youth. This year for the first
quarter, I have issued 121 open sanctions and just 51 youth sanctions. The open numbers are up,
but what happened to our youth Here in the Midwest, the youth sanctions are up, but going east,
they have dropped by a considerable amount. Where have the youth gone, to open
The first quarter of this year, we had had 16 new members/families, 16 members/families
not renew, and 16 renewing members/families. Does the number 16 have any significance That is
just a little weird. I would like to see the membership grow not remain the same. Just as a note,
when you give a membership application, make sure your name is on the referral portion to receive
credit.
On the membership subject, I am sending out three reminders for membership dues. The
first one the month of expiration, the second one 30 days after the renewal date and the third one
Spring 2012 Dwarf Hotot News Page 5

again about a week prior to the 60 day deadline. If not renewed within the 60 days, members lose all
accumulated sweepstake points. If you renew after the 60 days, you will not receive those points
back. Please, if you want to keep your points, make sure your membership is kept current. All
newsletters that are USPS mailed have your membership expiration date on the label. If you receive
your newsletter electronically, in the body of the e-mail, I let you know when your expiration date is.
Notation is given to the following 3 months of expiring members. Anything after three months, I
note your membership is in good standing until further notice. Watch for your renewal notices to
come electronically. I use e-mail reminders whenever possible to save the postage expense.
If you do not receive the newsletter electronically, you are missing very nice color editions.
They are sent via a PDF format of which you can print all the odd pages, turn it over and print all
the even pages, staple it together and you have a color newsletter. I use card stock on the front and
back to give it more sturdiness. Consider receiving it electronically to help save on postage costs.
The updated ADHRC Constitution and By-Laws that was included in the last newsletter had
one revision that was not noted. Please mark under Article VII Elections, #3 that it was revised in
November 2011.
I would like to congratulate Jennifer
Milburn and her daughter Ashley Garza for their
two Reserve in Shows. Jennifer’s was at the
California State Convention and Ashley’s was at
the Central Valley RBA Show. We are on the
move with more wins in our sweepstakes
standing column of BIS and RIS. Great job ladies!
In closing, I hope everyone has full nest
boxes and a great spring! Here is a quote I ran
across the other day, which I thought was pretty
good.
“Life is not measured by the number of breaths we take,
but by the moments that take our breath away”
Ralph Waldo Emerson
How true is that Enjoy your spring!
Past President’s Report
Jennifer Milburn
Happy Spring to all! We have finally gotten some long awaited rain here in California. We
have had a mild winter and it seems to be moving right into summer. Trees are blooming early and
I fear the hot weather will be here in no time. With that said, everyone out here have nest boxes full
of babies and does ready to breed. I myself have many litters to wean in the next couple of weeks
and lots of boxes to go in with expecting does.
I hope everyone has sent off their entries for the Spring Nationals in Maryland. Sally and
her crew look to have a great show planned for all who attend. I look forward to seeing the results
from the show as I will not be able to attend.
Please take the time to vote on the new logos for our club. This will represent our club and
everyone has a chance to vote on your favorite, so please send in your vote.
On another happy note, Ashley and I have recently both won a Reserve in Show with our
Dwarf Hotots in the past month. It is a nice change to see judges finally giving our breed
consideration on the Best in Show tables. I hope this is a start of many more to come for all Dwarf
Hotot exhibitors. Keep your nest boxes full and enjoy the spring time.
Hello everyone! This is my busy season at work, so I will be brief. Great news, at two
recent shows we've had Dwarf Hotots make Reserve in Show! Jennifer Milburn's Junior doe in
Turlock on February 26th and Ashley Garza's buck in Hanford on March 24th. Way to go! You
just don't see that out here.
I hope everyone is getting lots of babies as spring approaches; we are certainly up from last
year at this time. I am already looking forward to the spring shows and convention in the fall. I was
pleased at all the good information that came out of our Town Hall Meeting last month that you will
read about elsewhere, it eases some of my concerns about showing in California under the new law.
Spring has SPRUNG! This March is going to be one for the record books for sure. My
magnolia and daffodils have bloomed a month early and many of the song birds have come in on
the warm south wind. They’re all starting to nest- even the hummingbirds are back! Most of the
does better be producing those litters now…or they will get moved out- no more excuses!
The first of the spring shows in Wisconsin had good turn-out, but there are not any new
breeders around here. I missed a great show in Iowa recently that would have been fun. Here are
the results as relayed to me by Sonja Papakee—“Our local rabbit club held its annual double rabbit
show in Grinnell, IA on March 17, 2012. SCIRBA open sanctioned Dwarf Hotot results are as
follows:”
Hello Dwarf Hotot Breeders,
Very soon the National Dwarf Hotot show will be happening. I am sorry that I was not able to
attend. Congratulations to all the winners and for those who were able to attend I am sure enjoyed a
fine show.
Here in the Midwest, a lot of the shows seem to be sanctioning Dwarf Hotots which is good;
however, the numbers are not great at any of the local shows. Despite that, the interest and inquiries for
breeding stock seem to be increasing, which should help show numbers in the future.
I noticed when I was at the ARBA Convention in Indianapolis last fall, that there were very few
chocolate band Dwarf Hotots shown. They are of course, recognized, so I thought I would check into
getting some chocolate bands and start my own line. I have found it difficult to locate chocolate bands.
If you raise chocolate bands, perhaps you could let me and other breeders know.
The ARBA Convention is going to be held in my home state, Kansas. It will be in Wichita on
October 27-31. Wichita is a small city, so, wherever you stay, you should only be about 15 minutes from
the showroom, if you are on the east side or the west side. If you have any questions about motels or
the convention feel free to call me at (913) 856-7311 and I will try and help. We hope you are
all making plans to attend.
Best regards,
Well, the spring show season is now under way in the Mid-Atlantic area and we have already seen
many of our friends at the few shows we've been to. It seems that quite a few have had about as much
trouble as we have had getting juniors to show this spring as the numbers of juniors shown has seemed to be
a little light so far this spring, unless all of you are hiding them until Spring Nationals in April in Maryland. By
the time this edition comes out, Spring Nationals for the Dwarf Hotot will probably be either over or in
progress. We hope that a lot of you will have been able to join us for the first National Dwarf Hotot show in
District 9 in recent history, if ever before. We hope everyone has a great time and there are lots of Dwarf
Hotots and exhibitors coming to Maryland.
In February, the Pennsylvania State Convention was held on the first weekend, Superbowl weekend
as a matter of fact, and it was still the largest show we have ever had. There was a nice turnout of both open
The North Carolina convention was held in March, but we weren’t able to attend. One reason being
it was my first week back to work after being out over two months, so I didn't think asking for a vacation day
would be a good idea. After hearing from others that did attend, it sounds as if it was a very nice show and
we hope to make it next year. I hope everyone has a good showing season and safe travels over the next few
months.
Youth Report
By Bree Vining
Hi, my name is Bree Vining. I am from Ohio. I show Dwarf Hotots and Mini-lops. I
have been showing rabbits for five years. I got my first Dwarf Hotot at the Ohio State Fair when
my friend was selling some juniors. My Mom kept saying no and they finally brought one over
for me to hold. It was love at first sight. They were asking twenty dollars for him and my Mom
just handed it to me. We showed him the next day in the open show and he won Best Opposite.
He went on to many wins and my love for Dwarf Hotots has grown along with the size of my
herd and my bunny friends.
Ask the Experts
I contacted four open breeders, Shelly Bryan, John Mingus, Bill Whaley, and Tonna
Thomas and asked them to share some of their expertise. First, I would like to say a big “Thank
You” to all of them. Everyone was more than willing to answer my questions and share their
knowledge and secrets. I received enough interesting information to write many articles. That is
what I love about showing rabbits, the great people.
Is there anything special you do to get ready for a show
All of our breeders said to start adding a conditioner to their rabbits’ regular feed, which
could be anything from barley, oats, black sunflower oil, wheat germ oil, or a store bought
supplement. They all said that they work on posing their animals and thoroughly check their
animals’ nails, teeth, sex, along with checking for spots and DQ’s a couple of weeks before
shows.
Is there anything special you bring to a show
I liked Shelly’s answer the best when she said, “Hopefully the winner.” Some breeders said
that they just bring feed and water and others bring everything needed to handle any emergency.
Some items they bring are: hay or straw, oatmeal, apples, carrots, zip ties, wire cutter, sharpie
markers, feed and cups, a kitty litter scooper, Neosporin and band-aids, Nutra-cal, Benabac or
another probiotic, and Neomycin (to stop scours). Tonna brings Super-glue in case of a ripped
nose or lip.
Can you give us any breeding suggestions or tips
All of our breeders agreed that the buck was the most important part of a breeding program.
Shelly says to purchase the best buck you can afford. Tonna says that she breeds good typed
animals more than bloodlines. Johns suggests buying quality animals to start with so you do not
have to fix problems. He breeds many animals in a day and rotates all does to be bred a couple
of days before. Bill does not breed mis-marks. He says if you do, then you are breeding
problems in and not out. Tonna suggests getting good at palpating so you can re-breed does that
did not take faster.
Is there anything you would like to share with us
I liked Tonna’s answer the best, “Don’t give up!”
Attention all Youth - If you have any stories or pictures please send them to me at 3902 Russell
By Patty Percy, District 3
My method of culling works for me. Not everyone has the same priorities when they do this.
If you start with good breeding stock, you will be sorting out the “really good” rabbits
from the “not so good.” Some of the offspring you get can be of lesser quality, and then there
are the superior ones that shine. Occasionally, there will be the ones that have a DQ that you
can’t continue to breed into your herd. But, if the mismarks have excellent body type
(especially does) -they don’t leave my barn too quickly. I learned early on that any doe that will
provide offspring is a useful animal. Some of the prettiest does will not be good producers…so
hang on to their big ugly sister! Even when they have simple malocclusion, they usually grow
out of it if they are given apple sticks to chew on. If they don’t grow out of it by 5-6 months,
they go to my cull outlet. They are never sold as pets.
I found that bringing in new bloodlines causes most of the sports I get. I have a doe
right now that has two in the box from a breeding with a buck out of a different bloodline. I
usually keep the sport does and the “spots and dots” if they have great body type. If they are
exceptional, I will use them in my breeding program for type or to have a foster doe for a
struggling litter. I never get rid of does unless they don’t have at least as good body type as their
parents or if I have the sister. It is just too hard to get enough good breeding does producing
show babies, unless you have a lot of does producing. Normally, I move out my brood does
after they have given me several replacements.
My priority culling points:
1. First they have to be a thrifty and strong individual with good teeth
2. The second must have is that great body with a nice full butt
3. Then, I look at their eyes for spots
4. If they pass all of the above, I check them over for spots and dots
5. Then finally I measure up the head, ears, and eyebands
I cull at different intervals of their development. The first time is generally at weaning
time –about 6 weeks of age. If they have good markings and eye color, they need to have
parallel back legs to mature into the proper body type. If there are any mismarked bucks, they
usually have a market as a pet. If they don’t get moved on right away, I will take them to a bird
of prey rescue as soon as I run short of pen space. I never sell pet quality rabbits to 4-H kids to
use in a breeding program.
Selling good breeding stock is the best promotion of the Dwarf Hotot breed and it also
promotes your own name as a reputable breeder that others will seek out when they need more
stock.
By Shelley Bryan, District 8
This is probably my least favorite topic. I wish they would all be perfect, but since
that’s not going to happen, we have to think about culling.
My first culling is done in the nestbox right after they are born. I check for dead babies,
Max Factor babies, and peanuts. I remove the dead and the Max Factors, but I keep the
peanuts in the box for body heat until they die, which is usually about three days. Just
remember to check the nestbox daily so you can remove the dead ones.
My next culling is done at about 5 to 6 weeks. At that time, I check for disqualifications
such as eye spots or marbling, incomplete bands, spots, and type. We are lucky that a pet
store will buy any bunnies that we don’t want. Lots of times we have waiting lists for “pet
quality bunnies.” We don’t keep or breed bunnies with eye spots. If we like the type on
bunnies that are “sports” and they are does, we keep them for our breeding program. I find it
helps to keep the bands, especially if you have a narrow banded buck. We will also keep
bunnies with a black spot on their ear or a few stray black hairs on their body if we like their
type and they are well balanced.
Euthanasia is another form of culling when we have a sick rabbit or one with
malocclusion. If they have bad teeth, I will trim them a couple times, and as they mature their
heads change shape and sometimes their teeth will go back to normal. If not, we euthanize
them because we don’t want to be cutting their teeth every week and they won’t make good
pets. They could also be sold for meat.
California State Convention Town Meeting Review of CA Law SB917
Written by Dawn Nielsen Duncan; Submitted by Jayme Phillips
The Town Meeting at the California State Convention was held to address some of the
political issues being faced by rabbit breeders as well as speak to the ARBA’s role and ability to help
the membership deal with legal issues involving rabbits. The discussion panel was comprised of
Karen Horn, Eric Stewart and Scott Rodriguez.
Karen Horn, PhD is a rabbit breeder, a registered lobbyist and political advocate and is the
newly hired head the ARBA Legislative Committee began the discussion with factualistic realities of
how the legislative world views our group and its issues. She pointed out that most legislators do
not know about rabbit breeding or showing. The ARBA and its membership are too small to matter
to legislators and we do not make up enough of a tax paying base to financially impact any type of
legislation. What rabbit breeders do and the money we spend is not enough to capture the interest
of government. Karen also talked about her experiences contacting and trying to organize a
collective of animal clubs to present a more unified force. It stands to reason that if several large
clubs worked together there would be a louder and more formidable group of people to address
animal legislation. At this time, groups are not working together nor do they want to. All Karen’s
efforts to organize these groups have failed. This was not presented in a way to anger people, but to
help us gain an understanding of what we face when dealing with lawmakers.
Eric Stewart wanted to address the anger and accusations aimed at the ARBA for
perceptions of lack of caring and failure to respond to the rabbit legal issues the membership and
hobby has dealt with over the last year. He explained that the ARBA is a non-profit, tax exempt
organization bound by a legal status called a 501c3. A 501c3 organization is a public charity or a
private foundation which does not exist to earn profit and therefore has strict regulations on how
profit can be spent. This basically means that the ARBA is not legally allowed to lobby or campaign
for legislation or government agendas, it can only use its profit to further the declared mission of the
organization. ARBA is only able to use 1-3% of its total income towards government lobbying and
legislative issues. Eric stated that amount of money would not pay Karen’s salary as a hired lobbyist
for ARBA or cover other costs of legislative campaigning which was why her services had been
volunteered to the organization.
ARBA is aware of the issues that rabbit breeders are dealing with in California and in other
states and steps are being taken within the organization to back the membership with education and
new standards. Rabbit fanciers have all heard the stories of surrendered or seized rabbits being
cared for inappropriately or worse than the conditions they were removed from due to ignorance on
the part of the animal welfare agency staff. Eric told the audience that ARBA is in the process of
writing an update to the care and use standards for rabbits. This is not a new standard for care. It
is a revision of the accepted minimum standard for providing basic needs of shelter, food, water and
environmental stability for laboratory animals as regulated by the American Association for
Laboratory Animal Science (AALAS) and the American Veterinary Medical Association (AVMA).
Animals kept for laboratory and study purposes have long had standards for monitoring their ethical
treatment and housing according to their species-specific needs. The government accepts this
standard of care and once ARBA’s standard is published it is hoped it will become the guide for
animal shelters, rescues, and other agencies for regulating the needs, care and housing of rabbits.
This written standard could have dramatic effects. It will provide all breeders with reasonable
standards for basic care of rabbits and cavies. It will help law enforcement by providing a model to
Spring 2012 Dwarf Hotot News Page 24

judge against and provide education and understanding of the needs of these species. It will also
help educate animal welfare agencies to provide for the needs of rabbits in their custody. Once
complete, the ARBA standard will need to be approved by the board of directors and hopefully will
gain an endorsement from the AALAS and AVMA. It is ARBA’s intention to publish this standard
in such a way that it would be used in legal issues and provide a clear and uniform guide for the care
of rabbits and cavies.
Eric also spoke about an idea for an ARBA foundation that would inspect and license
rabbitries that meet these standards of care. The foundation might be able to provide yearly
inspections done by ARBA judges and registrars for a fee. Then a certificate would be issued stating
the rabbitry met the written standard which could be used as legal power. ARBA is starting to work
on this idea and needs to assure it will not jeopardize the organization’s 501c3 status.
The most notable step for support by ARBA is the role that the Legislative Committee will
be taking to address proposed regulations and new laws. Eric said that when the ARBA becomes
aware of new laws or regulations it is usually too late to intercede in the legal process. Karen has
successfully interceded on behalf of rabbit breeders and hobbyists in the state of New Jersey by
providing information to the right people at the right time. Eric is asking all the membership to
contact the ARBA immediately upon learning of restrictive or regulatory legislation that effect
rabbits or our rabbit hobby.
The Legislative Committee will soon begin to publish articles concerning legal issues in the
Domestic Rabbit magazine. This will help to educate breeders and provide information on how to
deal with legal and governmental issues. It is also planned to begin posting legislative information
and a lobbying kit on the ARBA website. Karen went on to talk about the common
misunderstandings breeders have when they speak to government agencies or their legislators and
how these common mistakes hurt their cause.
1. When contacting legislators or government offices, don’t say you are “a rabbit breeder”;
state that you are a member of the American Rabbit Breeders Association. An organization
affiliation sounds more professional and implies you are backed by a large group with similar
opinions.
2. Address only issues in your own state, county or city. Legislators do not take into
consideration letters and opinions from people living outside their jurisdiction. Also, it
could have a negative impact if people from outside the state are more vocal about an issue
than people inside the state.
3. The right people need to be contacted at the right time to have any impact on changing
minds when dealing with new legislation. If you do not have a working knowledge of the
system it is best to contact Karen Horn for assistance and advice.
On January 1, 2012 the California SB917 became a law. There has been a great deal of
concern, frustration and misunderstanding concerning what rabbit breeders can and cannot do now
that this law has taken effect. In a written statement, California Attorney, Diego Santana clarified
the legal aspects of the new law. Karen Horn also spoke to the assembly at the meeting about the
intent of this law. Many people are scared and feel the only way to comply is to follow a literal
interpretation of the law. However, Karen said that bills are usually written with a form of legal
shorthand that will address the intent of the author without making the bill too long or difficult.
There are about 100,000 different kinds of animal and animal related shows and SB917 would not
be expected to list every single type of show in the exemptions. By stating, dog, cat and bird shows
as exemptions it sets a precedent that all other animal shows run by an organization or club with a
set of rules and standards would also be exempt. Therefore, it has been agreed by Diego Santana
and the Town Meeting panel that rabbit and cavy sales can be conducted at shows in the venue or
building. There are to be no sales in the parking lot. Sales can be conducted on any private
property, but not out of a car on a street which is the intent of the law. Also, Karen pointed out
that 20 feet from the road is considered a legal easement and could be considered “public” by law
enforcement. Therefore, sales of animals on your property should not be transacted on the curb or
sidewalk. The law does not state that animal sales must be conducted inside a building or house, so
you are not obligated to have people enter your home. The garage or yard is legal.
Eric Stewart spoke a great deal about the collective responsibilities of the members of the
ARBA. He feels each member has an obligation to the club as well as a responsibility for behaving
in an ethical and professional manner as a representative of the club. The general public knows very
little about breeding and showing rabbits and it is the membership of the ARBA who are on the
front line to educate the public and promote the hobby in a positive way. Youth clubs such as 4-H
and FFA instill values, life skills and knowledge to children which in turn happens to be a top
agenda to many legislators. Sponsorship and promotion of youth activities gives the ARBA a
positive reputation and increases awareness of our hobby. There are also ways to avoid negative
publicity for the rabbit hobby.
1. Keep your rabbitry clean and follow current standards for the care and housing of your
stock. Don’t invite animal control issues.
2. Don’t sell sick animals to the public or other breeders. If there are disputes, try to do the
most ethical thing to resolve the issue. Do not expect public support for bad business
practices.
3. Think about how you sound on social networking sites. Facebook and other types of
Internet sites can be useful for business and networking, but they can also promote the
negative. Think about how others who do not understand our hobby might perceive what
you post!
4. Monitor each other. Educate. If there is a situation you cannot handle, call your district
representative for advice or assistance. Eric Stewart stated he reviews any negative publicity
or legal issue involving rabbits to see if it involves an ARBA member. Most violators are not
ARBA members, but every bad news story about rabbits effects all rabbit breeders and
exhibitors.
5. Don’t turn in your enemies or competition to animal control! Negative press hurts all of us.
Several questions also came up about how to legally handle animal control or the city
ordinance inspector who arrives at the door. Scott Rodriguez reaffirmed that the legal advice given
in the article, What to do when Animal Control Comes Knocking on your Door, by George J.
Eigenhauser Jr. is true and legally valid. He strongly recommended being educated about your legal
rights and planning for the defense of your animals. It was suggested by the audience that
photographs be taken of your rabbitry and each of your animals. If your animals are seized you will
be allowed a hearing to defend yourself and prove that you take care of your animals in a proper
manner. Photographs of your shelter and conditions within your rabbitry will help to show how
your animals are housed and cared for. A photograph of each animal will show condition and
health. Records of illnesses, medications, receipts for food and supplies, weights and other pertinent
information can be used to establish the care and health of your animals.
Another issue that came up toward the end of the meeting involved transporting rabbits
across state lines. Most states already have laws that require a USDA health certificate to transport
animals across borders. However, Karen pointed out that although there are current laws, they are
not enforced at this time for multiple reasons. She also stated there is no current legislation
regulating the export of rabbits out of the country. These are issues that could change in the future
and breeders need to stay on top of rules and laws involving transportation of animals out of their
state.
Eric Stewart also told the Town Meeting that ARBA would be providing all the district
representatives with education on dealing with legal issues. The district representatives are the first
resource the membership has for addressing issues. In California the representative is currently Joe
Lugo.
Sweepstakes Report
Bill Whaley
Sweepstakes reports are coming in very well. There are no late reports as of March 15 th .
Remember to always enter at shows in the same name consistently just to keep my records correct
(example Terry/Terri). Also, if you have a dual name entry where one person is a member and the other
is not, none of the points accumulated under that entry will count towards the sweepstakes.
We have several youth members turning 19 this year. Below is the procedure for counting their
points. Also, be aware that I will have to combine points at the end of the sweepstakes year as the
program will not allow me to do it mid‐way.
There was discussion as to youth showing for part of the sweeps year as a youth, and then after
turning 19, the question posed was “where do their points go” It was the consensus of the members
present that once Bill receives a show report which has a member (who had previously shown as a
youth exhibitor) marked as an “open” exhibitor, that would serve as an indication to him and then all
of those exhibitor’s points would then be moved to open.
