Top-Level Requirements (TLR)<br />
• 30 TLRs were defined, from which 19 are related to Health<br />
Management<br />
• TLRs provide a guidance framework to the research<br />
Str<strong>and</strong>s<br />
• TLRs can be used as theoretical inputs (virtual research<br />
results) to the benefits assessment so as to know what<br />
could be the ultimate achievable benefits if TLRs were fully<br />
fulfilled by the project<br />
