IMPORTANT INFORMATION FOR APPLICANTS<br />

Agenda for Change – A new Terms & Conditions Agreement for <strong>NHS</strong> Staff<br />

Agenda for Change is a new package of terms <strong>and</strong> conditions for all staff working within the<br />

National Health Service, other than medical <strong>and</strong> dental staff <strong>and</strong> some senior managers. This<br />

agreement is effective from 1 October 2004. Plans to implement the various changes are<br />

currently being progressed within <strong>NHS</strong> <strong>Greater</strong> <strong>Glasgow</strong> <strong>and</strong> <strong>Clyde</strong> along with all other health<br />

authorities across the UK.<br />

A summary of these changes <strong>and</strong> the implementation arrangements is attached <strong>and</strong> your<br />

attention is drawn to the following key issues:-<br />

Hours<br />

From 1 December 2004 all new staff have a st<strong>and</strong>ard working week of 37.5 hours. This<br />

applies to staff joining <strong>NHS</strong> <strong>Greater</strong> <strong>Glasgow</strong> <strong>and</strong> <strong>Clyde</strong> on or after 1 December 2004 with the<br />

exception of individuals transferring from other <strong>NHS</strong> health authorities who are entitled to retain<br />

protection under Agenda for Change of their hours at the point of transfer, providing they remain<br />

within the same staff group. Employees in this category will increase their hours on a phased<br />

basis. Existing Part-time staff are in a different position <strong>and</strong> may retain their part-time hours.<br />

The implications of this change in the st<strong>and</strong>ard working week is that newstarts may find that<br />

they are working slightly longer hours than full time colleagues appointed prior to this date.<br />

Annual Leave <strong>and</strong> Public Holidays<br />

Entitlement to annual leave <strong>and</strong> public holidays has changed, with improvements for most staff.<br />

The leave year commences on 1 April.<br />

Payb<strong>and</strong>s<br />

Under Agenda for Change the current payscales are being replaced by new payb<strong>and</strong>s <strong>and</strong> the<br />

new AfC payb<strong>and</strong>s. If you are offered an appointment with <strong>NHS</strong> <strong>Greater</strong> <strong>Glasgow</strong> <strong>and</strong> <strong>Clyde</strong><br />

<strong>and</strong> your post has not yet been job matched, special arrangements will be made to match your<br />

post, along with all other posts within <strong>NHS</strong> <strong>Greater</strong> <strong>Glasgow</strong> <strong>and</strong> <strong>Clyde</strong>, to nationally agreed job<br />

<strong>NHS</strong> GREATER GLASGOW AND CLYDE<br />

TERMS AND CONDITIONS OF SERVICE<br />

1. Terms <strong>and</strong> Conditions of Service<br />

The terms <strong>and</strong> conditions applicable to this post are those of all <strong>NHS</strong> Employees.<br />

2. Superannuation<br />

You have the option to join the <strong>NHS</strong> Superannuation Scheme, to participate in the State<br />

Earnings Related Pension Scheme or to take out a Personal Pension.<br />

Employee’s contributions to the <strong>NHS</strong> Scheme amount to 6% of salary (5% for manual<br />

staff) <strong>and</strong> the employers’ contribution equates to 14% of salary. Employees in the <strong>NHS</strong><br />

Scheme are “Contracted-out” of the State Earnings Related Pension Scheme <strong>and</strong> pay a<br />

lower rate of National Insurance contributions. Employees who choose to participate in<br />

the State Earnings Related Pension Scheme pay the higher rate of National Insurance<br />

contribution. A Stakeholder Pension is also available.<br />

2. JOB PURPOSE<br />

The General Manager will be accountable to the Director for the overall<br />

operational management of the <strong>Clyde</strong> Sector of Emergency care <strong>and</strong> Medical<br />

<strong>Services</strong> <strong>and</strong> it’s resources ensuring the use of these resources is maximised to<br />

meet the Directorate’s targets <strong>and</strong> objectives.<br />

5. MAIN DUTIES / RESPONSIBILITIES<br />

1. Contribute as a member of the Directorate Management Team to Directorate<br />

strategy <strong>and</strong> policy.<br />

2.Implement areas of the acute <strong>Services</strong> Strategy as they relate to areas of<br />

responsibility covered by the postholder.<br />

3.Ensure that local <strong>and</strong> national access <strong>and</strong> HEAT targets are met to improve<br />

services to patients.<br />

4.Contribute to the achievement of clinical efficiency across the specialties<br />

covered by the post.<br />

5.Manage the service’s budget in line with st<strong>and</strong>ing financial instrauctions,<br />

ensuring the best use of resources to maximise patient care.<br />

6.Participate in the implementation of the Directorate Operational Plan ensuring


service targets are met <strong>and</strong> within available budget.<br />

7. Lead services redesign, innovation <strong>and</strong> organisational development within the<br />

9.Manage workforce issues including junior doctors hours <strong>and</strong> the monitoring of<br />

Consultant contracts ensuring close collaboration with senior medical<br />

Colleagues.<br />

10. Promote partnership working at all levels ensuring full participation by staff,<br />

patients <strong>and</strong> external partners in the decision making process.<br />

11. Liaise as appropriate with colleagues in CHPs to improve service delivery.<br />

12. Lead, manage, motivate <strong>and</strong> develop staff to ensure that they contribute<br />

effectively to the achievement of service objectives.<br />

13. Ensure processes are in place to identify risks <strong>and</strong> implement corrective action<br />

as necessary.<br />

7.DECISIONS AND JUDGEMENTS<br />

The post is directly accountable to the Director of Emergency Care <strong>and</strong> Medical<br />

<strong>Services</strong>.<br />

The General Manager will manage the <strong>Clyde</strong> sector of the Directorate <strong>and</strong> its<br />

resources <strong>and</strong> will work mainly autonomously.<br />

Review of performance is through agreed performance objectives <strong>and</strong> individual<br />

appraisal by the Director, reviewed by the Chief Operating Officer.<br />

Formal appraisal is annual but informal reviews take place at regular intervals<br />
