WASTE MANAGEMENT OPERATIONS AT<br />

EVERARD WASTE DEPOT<br />

Please be advised that due to the Environment<br />

Protection Authority (EPA) compliance, the<br />

acceptance of commercial quantities of<br />

Construction & Demolition waste at Everard<br />

Waste Depot can no longer be received from 1<br />

<strong>January</strong> <strong>2012</strong>. The Everard Waste Depot site is<br />

no longer a landfill or waste operation site and<br />

only operates as a transfer station for domestic<br />

quantities.<br />

Any commercial quantities of refuse or<br />

construction and demolition should be referred<br />

to the Transpacific Group that operate the<br />

Inkerman Landfill, Inkerman (situated on Prime<br />

Road, 15 km south of Port <strong>Wakefield</strong> on the Port<br />

<strong>Wakefield</strong> Highway) or any other EPA compliant<br />

refuse site.<br />

Please Note the Inkerman Landfill can be<br />

contacted by phoning Mr Craig Pedler<br />

(Supervisor on mobile 0435 962 004) as<br />

conditions apply.<br />

FIRE PERMITS – <strong>2012</strong><br />

The Fire and Emergency Services Act 2005<br />

provides that no fire may be lit in the open<br />

without a permit during the declared Fire<br />

Danger Season, which opened on 15/11/11 and<br />

closes on 30/04/12.<br />

The <strong>Wakefield</strong> <strong>Regional</strong> <strong>Council</strong> Fire Prevention<br />

Officer advises that permits will be issued for<br />

the purpose of burning off broad acre holdings<br />

from 1/3/12.<br />

Permits are available from <strong>Council</strong>’s Office on<br />

telephone 8862 0800 and will be subject to<br />

several conditions, with penalties being imposed<br />

for breaching those conditions or lighting a fire<br />

without the appropriate permit.<br />

BALAKLAVA SKATE PARK OPENING<br />

The opening is scheduled at<br />

from the <strong>Council</strong> Office at 8.00am and travelling<br />

through Owen and Hamley Bridge to Elizabeth<br />

and return at approximately 3.30pm.<br />

Dedicated Chief Executive Officer of<br />

<strong>Wakefield</strong> <strong>Regional</strong> <strong>Council</strong> and District<br />

<strong>Council</strong> of Blyth-Snowtown for 18<br />

years.<br />

A respected leader, mentor and friend<br />

who touched many people with his<br />

genuine interest, concern and support,<br />

a man passionate about his<br />

community and his legacy will continue<br />

on.<br />

The life of<br />

PHILIP JOHN BARRY<br />

From the Barry family<br />

Philip was born on 31 <strong>January</strong> 1961 at<br />

Glenelg Private Hospital, the second<br />

son of Joan and Robert Barry. He was<br />

fondly known as “PJ” or Phil.<br />

He had an elder brother Graeme who<br />

was born 22 months earlier and was<br />

blessed with two younger brothers,<br />

David 30 months later and Ian, after<br />

another 31 months. Phil was thrilled<br />

when his younger brothers arrived,<br />

always helping with their feeding,<br />

dressing and doing their hair. At this<br />

early stage in his life he was<br />

developing a willingness to help<br />

others.<br />

The family resided at Golflands until<br />

1966 when they moved to Victor<br />

Harbor.<br />

In his younger years, Phil showed his<br />

thoughtful nature by purchasing<br />

“Kitchener Buns” for each person in<br />

the family on their birthday. His letter<br />

writing at that time was usually brief<br />

and to the point. Whilst on holidays on<br />

Kangaroo Island, in a post card to his<br />

Grandpa, he simply said “Having a<br />

good time. Mum is resting.” For most<br />

of his adult life, he made a habit of<br />

ringing his mother each week to make<br />

sure she was well.<br />

Phil commenced his education at St<br />

Leonard’s Primary, opposite Bart<br />

Cummings stables, in 1966 and<br />

following his father’s transfer to Victor<br />

Harbor, later that year, commenced at<br />

Victor Harbor Primary School (grade 2)<br />

in 1967. Due to his birthday falling so<br />

early in the calendar year, (turning 5<br />

after starting grade 1) Phil was usually<br />

the youngest and smallest in his<br />

classes. This never changed!<br />

Phil commenced his secondary<br />

education at Victor Harbor High School<br />

in 1972 at 11 years of age. In 1973,<br />

his education was transferred to<br />

Immanuel College, but after three<br />

years he returned to Victor Harbor to<br />

complete his secondary education. One<br />

of the many good things that came out<br />

of his return to school at Victor Harbor<br />

was meeting Helen.<br />

Phil was recognised as a very<br />

disciplined and committed student,<br />

only ever giving his best and also, at<br />

that time showing very good skills in<br />

Tennis and Football. His tennis abilities<br />

are well documented with the<br />

Encounter Bay, Port Elliot, Blyth and<br />

Balaklava Tennis clubs, playing in<br />

many winning premiership teams. One<br />

of the most memorable Grand Final<br />

victories for Balaklava was in 2009<br />

where Phil won all his games 6 love,<br />

earning the nickname “Phil Barry’s on<br />

fire!” His football skills were not so<br />

freely recorded, but, one must<br />

mention that he made the training<br />

squad for the Great Southern Football League<br />

Senior Colts in 1977. Phil was considered to be<br />

an excellent player on the wing with the skills to<br />

dispose of the ball to the advantage of his team.<br />

Whilst living in Tintinara, Phil was coerced into<br />

coaching the local Under 12 football team. Not<br />

only was he an active sportsperson, he also took<br />

on administrative roles as the President of the<br />

Port Elliot and Blyth Tennis Clubs, as well as the<br />

Mid North Tennis Association.<br />

In 1978, he was successful in obtaining a position<br />

as a teller at the State Bank of South Australia in<br />

the Victor Harbor branch. Phil gradually worked<br />

his way through the banking system, being<br />

appointed a relief senior officer that required that<br />

he work in many country towns in South<br />

Australia.<br />

Phil’s first position in Local <strong>Gov</strong>ernment was as<br />

an administration officer at the District <strong>Council</strong> of<br />

Port Elliot and Goolwa. It was here that he<br />

commenced using his helpful skills. Robert can<br />

well remember the CEO of that <strong>Council</strong> telling<br />

him of an occasion when a disgruntled ratepayer<br />

with a reputation for complaining about anything<br />

and everything came into the office, expressed<br />

his problems to Phil, and after discussion,<br />

apologised for being a nuisance and thanked Phil<br />

for his time and assistance. His diplomatic skills<br />

further developed as he became known for his<br />

ability to “put out bushfires.” Phil often used his<br />

two famous quotes to motivate others:<br />

“When the going gets tough, the tough get<br />

going” and “That is the problem; now let’s work<br />

out the solution.”<br />

One of his fondest memories was created in<br />

1988, when he and Helen were chosen to<br />

represent the youth of the Fleurieu Peninsula,<br />

meeting and lunching with the Prince and<br />

Princess of Wales, Charles and Diana. How lucky<br />

were Charles and Diana<br />

He was successful in being appointed as a Senior<br />

Officer of the Blyth Snowtown <strong>Council</strong>, and later<br />

was appointed the CEO for that <strong>Council</strong>. Following<br />

an amalgamation with the <strong>Wakefield</strong> Plains<br />

<strong>Council</strong>, Phil was successful in being appointed<br />

the in<strong>au</strong>gural CEO of the newly created council,<br />

the <strong>Wakefield</strong> <strong>Regional</strong> <strong>Council</strong>. During this<br />

employment, Phil served on many District and<br />

<strong>Regional</strong> Boards that enabled his <strong>Council</strong> to<br />

receive State and Federal recognition.<br />

Phil found time to further his interests in harness<br />

racing and following being granted a trainee<br />

drivers license, commenced a driving role his<br />

father’s horses as well as many other Victor<br />

Harbor trainers. He was successful on many<br />

occasions, culminating in winning the Southern<br />

Clubs Trainee Reinsman’s title in 1984.<br />

On 24 March 1984, Phil married the love of his<br />

life, Helen Elizabeth Byrnes at Port Elliot followed<br />

by the long awaited birth of Vanessa Rose. On<br />

long 14 July 1995 Again, happiness for the Barry/<br />

Byrnes families. This was the first female birth in<br />

three generations of that section of the Barry<br />

family.<br />

Phil applied his skills and disciplines to his work<br />

and family life, which is obvious from his<br />

achievements in senior administrative roles in<br />

Local <strong>Gov</strong>ernment, as well as community and<br />

sporting activities in his home towns. He had a<br />

passion about his work and also his staff who<br />

were employed within his various teams, always<br />

going beyond expectations to achieve results that<br />

would benefit his communities.<br />

In September 2010, Phil, Helen and Vanessa<br />

travelled to New Zealand’s South Island for a<br />

long awaited family holiday. This is one of Helen<br />

and Vanessa’s most treasured memories with<br />

Phil, navigating through the hills, seeing and<br />

tasting snow, a helicopter ride and landing on a<br />

glacier, parasailing, and spending precious time<br />

together.<br />

One of Phil’s dreams was to climb the Sydney<br />

Harbour Bridge for his 50 th Birthday. This was<br />

made a reality in March 2011, when Phil and his<br />

girls scaled to the very top! “Phil Barry’s on fire”<br />

once again!<br />

Phil was immensely proud of his girls, Helen and<br />

Vanessa, and throughout his life supported them<br />

unconditionally. He developed a love of music<br />

and theatre as a result of Vanessa’s keen passion<br />

for the stage. Music was vitally important to Phil,<br />

especially in his frequent hospital stays when he<br />

used it to inspire and relax him.<br />

In May of last year, after weeks of ill health, Phil<br />

was diagnosed with an extremely aggressive<br />

malignant brain tumour. His positive approach to<br />

life shone brightest at his darkest time. Never<br />

once did he question “why me”, appointing<br />

himself as team leader of his ward in the Royal<br />

Adelaide Hospital. Phil was determined to beat<br />

the odds, as he was not just a number but a<br />

person. If given the chance, Phil would have gone<br />

on to inspire country patients in city hospitals to<br />

overcome their challenges in life.<br />

In November of last year, and whilst quite ill he<br />

was still thinking of his community, expressing<br />

his concern at the attitude of the <strong>Gov</strong>ernment in<br />

offering school bus contracts to an interstate<br />

company, a concern that went against his<br />

philosophies of Local and State <strong>Gov</strong>ernments<br />

supporting local employment . He was working till<br />

the end.<br />

Family would take this opportunity to gratefully<br />

thank the residents of the in the district for the<br />

manner in which the people have accepted Phil,<br />

Helen and Vanessa into their homes and hearts,<br />

providing them with love and support at all times,<br />

especially now in this hour of need.<br />

He was a loving son, husband, father, brother,<br />

uncle, friend and leader with a gentle personality<br />

who cared about everyone and just adored his<br />

family.<br />

May he now rest in peace.<br />

the <strong>Council</strong> office. Nominations close on Friday,<br />

24 February, and forms can be submitted to the<br />

Plains Producer or the <strong>Council</strong> office. If you know<br />

anybody who has had a go during the past 12<br />

months, and you would like to nominate them for<br />

an Emu Award, please submit a nomination form.<br />

The Emu awards breakfast will be held on Friday<br />

23 March <strong>2012</strong> at the Balaklava Golf Club, at<br />

8.00am.<br />

FOOD <strong>SA</strong>FETY SHORT COURSES <strong>2012</strong><br />

<strong>Council</strong> and TAFE <strong>SA</strong> in<br />

partnership are offering<br />

an accredited basic food<br />

safety course aimed at<br />

anyone involved in<br />

c o m m e r c i a l f o o d<br />

handling.<br />

T h e c o u r s e i s<br />

interactive, runs for<br />

three hours and covers such topics as – legal<br />

requirements of food safety, preventing food<br />

spoilage, c<strong>au</strong>se and effect of food poisoning,<br />

storage of food and personal hygiene.<br />

The first course will be held in the <strong>Council</strong><br />

Chamber on Monday, 27 February at 3 pm. Pre<br />

registration is essential to secure a place as<br />
