85B. Form <strong>of</strong> contributions report.—The report for a financial year under sub-section (1) <strong>of</strong> section 29C<br />
shall be submitted in form 24A by the treasurer <strong>of</strong> a political party or any other person authorised by the<br />
political party in this behalf, before the due date for furnishing a return <strong>of</strong> its income <strong>of</strong> that financial year under<br />
section 139 <strong>of</strong> the Income-tax Act, 1961 (43 <strong>of</strong> 1961), to the <strong>Election</strong> Commission.<br />
85C. Allocation <strong>of</strong> equitable sharing <strong>of</strong> time on electronic media.—(1) The <strong>Election</strong> Commission shall,<br />
for the purposes <strong>of</strong> allocating equitable sharing <strong>of</strong> time on the cable television network and other electronic<br />
media under sub-section (1) <strong>of</strong> section 39A, categories the cable television networks and electronic media into<br />
the two separate categories that is to say one category which is owned or controlled or financed wholly or<br />
substantially by funds provided to them by the Central Government and the other which is not owned <strong>of</strong><br />
controlled or financed wholly or substantially by funds provided to them by the Central Government.<br />
(2) For allocating equitable sharing <strong>of</strong> time on the cable television network and other electronic media<br />
owned or controlled or financed wholly or substantially by funds provided to them by the Central Government<br />
referred to in sub-rule (1), the <strong>Election</strong> Commission shall determine, in consultation with the Ministry <strong>of</strong> the<br />
Government <strong>of</strong> India dealing with the concerned subject, the maximum time period available on such cable<br />
television network and other electronic media and allocate such time period proportionately among the<br />
recognised political parties contesting the election on the basis <strong>of</strong> their past performances for the purposes <strong>of</strong><br />
displaying or propagating any election matter or to address public in connection with the election under subsection<br />
(1) <strong>of</strong> section 39A.<br />
(3) For the purposes <strong>of</strong> this rule, “past performance <strong>of</strong> a recognised political party” shall be calculated,—<br />
(i) in relation to the election to fill a seat or seats in the House <strong>of</strong> the People, on the basis <strong>of</strong> the<br />
percentage <strong>of</strong> votes cast in the last preceding general election in favour <strong>of</strong> that recognised political<br />
party with reference to the total votes cast in that general election, to fill the seats in that House;<br />
(ii) in relation to the election to fill a seat or seats in the Legislative Assembly <strong>of</strong> a State (except<br />
the State <strong>of</strong> Jammu and Kashmir), on the basis <strong>of</strong> the percentage <strong>of</strong> the votes cast in the last preceding<br />
general election in favour <strong>of</strong> that recognised political party with reference to the total votes cast in that<br />
general election, to fill the seats in that Assembly.<br />
85D. Supply <strong>of</strong> material by the Government.—The Central Government shall, at the time <strong>of</strong> any<br />
general election to be held for the purposes <strong>of</strong> constituting the house <strong>of</strong> the People or the Legislative Assembly<br />
<strong>of</strong> a State provide to the <strong>Election</strong> Commission such number <strong>of</strong> copies <strong>of</strong> electoral roll, as finally published under<br />
the representation <strong>of</strong> the People Act, 1950 (43 <strong>of</strong> 1950), as the <strong>Election</strong> Commission may require for supplying<br />
the same free <strong>of</strong> cost to the candidate <strong>of</strong> recognised political parties through such <strong>of</strong>ficers as may be specified by<br />
the <strong>Election</strong> Commission and such <strong>of</strong>ficer shall act in accordance with such general or special directions as may<br />
be issued by the <strong>Election</strong> Commission in this behalf.’.<br />
PART V<strong>II</strong>I<br />
<strong>Election</strong> Expenses<br />
86. Particulars <strong>of</strong> account <strong>of</strong> election expenses.—(1) The account <strong>of</strong> election expenses to be kept by<br />
a candidate or his election agent under section 77 shall contain the following particulars in respect <strong>of</strong> each item<br />
<strong>of</strong> expenditure from day to day, namely: —<br />
(a) the date on which the expenditure was incurred or authorised;<br />
(b) the nature <strong>of</strong> the expenditure (as for example, travelling, postage or printing and the like);<br />
(c) the amount <strong>of</strong> the expenditure—<br />
(i) the amount paid;<br />
(ii) the amount outstanding;
