SECURITY
COOPERATION
… fostering dialogue and cooperation
in South East Europe

ORGANIZATION OVERVIEW
RACVIAC - Centre for Security Cooperation, established
back in 2000 as the Regional Arms Control Verification and
Implementation Assistance Centre, is an independent,
international, non-profit, regionally owned, academic
cooperation on security matters in South East Europe.
Tailored to the needs of the region, situated in the region
and comprising presonnel from the countires of the
region, RACVIAC perfectly embodies the expression
“regional ownership” .
cooperation, RACVIAC contributes to openness,
transparency and predictability in the region by
encouraging exchanges of information, views and ideas.
PROGRAMME
RACVIAC’s annual programme of activities includes up to
30 activities: seminars, training courses, workshops,
conferences, roundtables, meetings and a number of
other extracurricular activities. In order to fulfill its mission
and to implement its strategic objectives, RACVIAC
maintains its current structure with three pillars:
• Cooperative Security Environment with focus on
Arms Control
• Security Sector Reform
• International and Regional Cooperation with
focus on European and Euro - Atlantic Integration.
SSR Pillar
• Defence Resources Management
• Compatibility and Regional Cooperation:
Promoting NATO Smart defence / Pooling and
Sharing
• Democratic Oversight and Accountability
• Human Rights, Civil Society
The new Agreement on RACVIAC and the adopted
Strategy 2012-2015 enable the Centre to capitalize from
the progress and achievements made so far, endowing it
at the same time with sufficient capacity, flexibility and
credibility to address new challenges and respond to the
changing security needs of the region in a timely manner.
CSE Pillar
The Cooperative Security Environment with focus on
Arms Control Pillar has developed into a veritable regional
forum for cooperation and dialogue on a variety of
security issues. It has continued to be a unique pillar and
the only structure of this kind in the region focused
exclusively on arms control. The CSE Pillar has spared no
effort to foster trust and cooperation among security
forces in the region and beyond.
CSE Pillar focuses mainly on:
• Arms Control treaties and agreements
• Implications and the role of Arms Control Policy aimed
at confidence and security building
• Regional aspects of Arms Control in SEE.
• Physical Security and Stock Pile Management.
IRC Pillar
