Delivering Improvement through Clinical Engagement 6.1 The CIO and CCO of NHS North West Health Informatics Directorate will take forward the shared leadership role and deliver the requirements to enable clinicians and their organisations to be successful in using health informatics to “enable clinicians & patients in the more effective provision and consumption of healthcare”. At the same time they will facilitate partnership working with a range of organisations to allow the patient and the public to become more involved in their care by creating a new relationship/service offer in which digital technology is the enabler. 6.2 The methodologies to be used will build on • Delivering Improvement through Clinical Engagement xiv and the work of the NW Clinical Engagement team • Delivering benefit from “The Power of Information” • Medical Leadership Competency Framework xv • IT: Transition Fundamentals in Care Transformation xvi • Spreading good ideas for better health care: a practical toolkit tools, perspectives, and information for health care providers xvii • Engaging individual staff in service improvement: How does it happen Who should be engaged xviii • Factors influencing outcomes of clinical information systems implementation; a systematic review 8 • Deployment Guide for Clinicians: Connecting for Health 2010 xix • The HICAT Mission Statement and seven principles • The principles of Delivering Large Scale Change xx 6.3 As well as the milestones and KPI's for existing projects a series of KPI's will be applied relevant to the HICAT principles and the stages of the North West Engagement Escalator to track progress against clinical engagement. 13 NHS North West & The Health Informatics Clinical Advisory Team (HICAT)
Out of adversity comes strength and wisdom: Health Informatics - a critical enabler Funding 7.1 There are numerous examples of innovative practice across the NHS. Front-line Clinicians in the NHS are amongst the best in the world at innovating. In the past, the Strategic Health Authorities and various innovation funds have provided limited funding for small scale innovation start-ups. This has been inadequate. The real risk in the future of localised healthcare is that funding streams for innovation will dry up. There will be little or no incentive for a CCG to provide innovation monies in a financially tough environment. This is precisely at a time where innovation in Informatics is essential for efficiency savings. 7.2 Innovation funding for Informatics necessarily has to come from outside a locality. The scalability of effective Informatics solutions which release efficiency savings needs some element of regional or national cooperation. 7.3 “The Power of Information” mentions over £2bn of potential savings for an investment of £400m. It is essential that this investment is not lost in managerial inefficiencies, unnecessary bureaucracy, strategies and consultancy. It is critical that this investment is provided to Front-Line Clinicians to enable them to innovate and scale up their Informatics solutions nationally. There needs to be a mechanism to enable this to happen. 7.4 The HICAT propose Innovation funds for all the regions. Clinicians should be able to compete for their projects. These projects should be given managerial support to help their establishment and eventual wider dispersal across the NHS. Business Cases and independent evaluation of the projects should be the remit of the Managerial support. Regular 2 or 3 monthly events to showcase these Informatics solutions should be held and CCIOs and their managerial equivalents (from each organisation) should attend and look to implement some of these solutions in their own organisations. Without this kind of mechanism, there is a possibility that Innovation and the spread of Informatics solutions will cease.
