general revelation (Romans 1-2), conviction of sin,
righteousness, and judgment (John 16:9-10).
As Robert P. Lightner states, “God grants to those who respond positively
to the revelation of God in themselves and in nature the opportunity to
hear the Gospel. Sovereignly He sees to it that the message of God’s gift
of salvation through Christ comes to them so they can believe and become
children of God” [Sin, the Savior, and Salvation, 177].
E. Thus, God’s election is unconditional to the willing and
conditional upon the unwilling.
