II- Oil and Gas activity in Cambodia<br />

Petroleum legislation<br />
• Based on the some discovery of oil and gas in 1993-1997, Government of<br />
Cambodia proposes a draft petroleum law and regulations for implementation<br />
which will cover all aspects of oil and gas exploration and production. That’ s<br />
why the MIME consulted and discussed with all concerned Government<br />
Ministries and private oil companies the requirements of a petroleum law and<br />
corresponding regulations for its implementation which will promote and<br />
regulate oil and gas exploration and production in Cambodia.<br />
• After <strong>CNPA</strong> established in 1998 by the Royal Decree, ADB provided technical<br />
assistance through which a draft Petroleum Law was prepared by consultants,<br />
but it has not been adopted by the Government.<br />
• <strong>CNPA</strong> uses a model petroleum production sharing contract draft with<br />
assistance from a well known Australian law firm, Allens Arthur Robinson.<br />
• <strong>CNPA</strong> still consults and discusses with all concerned Government Ministries<br />
and private oil companies the requirements of a draft petroleum law and<br />
review the regulations or decrees; model contract, based on production<br />
sharing agreement; and petroleum revenue management.<br />
