II- Oil and Gas activity in Cambodia<br />
<br />
Petroleum legislation<br />
• Oil and gas exploration and production activities are regulated through<br />
the Petroleum Regulations, which were adopted in September 1991, and<br />
the terms and conditions of the individual petroleum agreements for oil and<br />
gas exploration and production negotiated with International Oil companies.<br />
The petroleum agreements were negotiated with the international oil<br />
companies on the basis of an existing Cambodia model petroleum<br />
agreement which was prepared in 1991. However, this model agreement<br />
requires further review and amending to increase the attractiveness of<br />
Cambodia for oil and gas exploration by international oil companies and<br />
optimize the allocation of risks and rewards associated with oil and gas<br />
exploration and production between the Government and the concerned<br />
international oil company.<br />

II- Oil and Gas activity in Cambodia<br />
<br />
Petroleum legislation<br />
• Based on the some discovery of oil and gas in 1993-1997, Government of<br />
Cambodia proposes a draft petroleum law and regulations for implementation<br />
which will cover all aspects of oil and gas exploration and production. That’ s<br />
why the MIME consulted and discussed with all concerned Government<br />
Ministries and private oil companies the requirements of a petroleum law and<br />
corresponding regulations for its implementation which will promote and<br />
regulate oil and gas exploration and production in Cambodia.<br />
• After <strong>CNPA</strong> established in 1998 by the Royal Decree, ADB provided technical<br />
assistance through which a draft Petroleum Law was prepared by consultants,<br />
but it has not been adopted by the Government.<br />
• <strong>CNPA</strong> uses a model petroleum production sharing contract draft with<br />
assistance from a well known Australian law firm, Allens Arthur Robinson.<br />
• <strong>CNPA</strong> still consults and discusses with all concerned Government Ministries<br />
and private oil companies the requirements of a draft petroleum law and<br />
review the regulations or decrees; model contract, based on production<br />
sharing agreement; and petroleum revenue management.<br />

Manage the national petroleum data base, including geological and geophysical maps,<br />
magnetic tapes, seismic data, well log, cores data.<br />
Review and analyze the geological and geophysical data submitted by the various oil<br />
companies which are involved in offshore and onshore oil and gas exploration activities;<br />
Review and analyze the present capability of <strong>CNPA</strong> with regard to review and storage of<br />
these data and identify the constraints for <strong>CNPA</strong> to adequately monitor and supervise the<br />
operations of the oil companies.<br />
History of petroleum database management<br />
In Cambodia, data management develops from the exploration side of operations<br />
At <strong>CNPA</strong> a large part of the exploration data was handled by contractors and Operators<br />
rather than in House.<br />

• We think that the key points from the <strong>CCOP</strong> natural gas metadata<br />
design and structure may assist the <strong>CNPA</strong> in development of oil and<br />
gas metadata design and structure.<br />
• <strong>CNPA</strong> hope that this workshop will provide best opportunities for<br />
<strong>CNPA</strong>’s staff to learn and benefit from the experiences of <strong>CCOP</strong><br />
Member Countries with the respect to the Metadata standard for<br />
enhancing the <strong>CNPA</strong> oil and gas Database Metadata.<br />
