First class-Letters and all matter<br />

sealed so l;hnt it cannot be examined<br />

without breaking the seal. Postage 2<br />

cents per ounce or fraction for United<br />

States (including Hawaii, Port0 Rico,<br />

Guam, Philippine hrcliipelago, Tutuila<br />

and Caoal Zone) Mexico, Canada,<br />

Cuba and Republic of Panama, also<br />

Shanghai. At least one rate (2 cents)<br />

must be prepaid to insure forwarding<br />

except to Cuba and Republic of Panama.<br />

Postal cards, United States,<br />

Cuba, Republic of Panama, Mexico<br />

and Canada, 1 cent.<br />

Letters and postal cards are forwarded<br />

from one postoffice to another<br />

without additional postage. Other<br />

matter only on prepayment of additional<br />

postage.<br />

The use of”hand stamps for personal<br />

communications, as stamping a<br />

receipt or credit on a bill of accounts;<br />

price lists with prices in writing, and<br />

all matter produced by typewriting<br />

constitutes first class matter.<br />

On Postal Cards the left third and<br />

on “Post Cards” the left half of the<br />

address side as well as the back may<br />

be written or printed on, and very<br />

thin sheets of paper rray be attached<br />

to same if they completely adhere<br />

thereto.<br />

Second Class--Newspapers and periodicals<br />

issued as frequently as four<br />

times a year with a legitimate list of<br />

subscribers. Postage to other than<br />

subscribers, 1 cent for each four<br />

ounces.<br />

Third class-Books (printed), circulars,<br />

labels, photographs, proof<br />

sheets, corrected proof sheets and M<br />

S copy accompanying t#he same, blank<br />

checks, drafts, insurance policies and<br />

other legal pa.pers, handbills, posters,<br />

and all matter of thr same general<br />

character. Postage 1 cent, for each<br />

tm0 ounces or fraction; full prepay-<br />

ment of post age compulsory. Seeds,<br />

cuttings, roots, bulbs, etc., may be<br />

forwarded in the mails for the TJ S<br />

with postage prepaid at third class<br />

rate, but matter of this nature for<br />

Canada must be prepaid at fourth<br />

class rate. Date of issup, name of<br />

lddressee and name of sender may be<br />

written on a circular or typographical<br />

:rrors corrected without subjecting it<br />

to letter postage. Reproduction from<br />

Hectograph, l’apyrograph, Electric<br />

Pen or other similar process may be<br />

sent as third class if mailed at postoilice<br />

and in lots of not less than<br />

20 identical copies. The limit of<br />

weight, 4 pounds, except single vol-<br />

umes of books to which there is nc<br />

limit of weight.<br />

Fourth class.--(‘Parcel Post “-<br />

Farm and factory products, patterns,<br />

address tags, bill heads, letter heads,<br />

playing cards, blotting paper unprinted,<br />

merchandise, metals, and all<br />

other matter not included in the first,<br />

second and third classes. Postage 1<br />

cent for each ounce or fraction on<br />

parcels weighing 4 ounces or less; on .<br />

parcels weighing more than 4 ounces<br />

the weight is by the pound and varies<br />

according to the weight and the distance<br />

to be conveyed. Parcel post<br />

stamps must be used in either case.<br />

Full prepaymcmt compulsory. The<br />

limit of weight is 11 pounds. Limit<br />

of size 72 inches in length and girth<br />

combined. Tags or labels may be attached,<br />

marked or numbered for the<br />

purpose of description. Parcels must<br />

bear the name and address of the<br />

sender preceded by the word “from.”<br />

All mail matter of the third and<br />

fourth classes should be securely<br />

wrapped but admi of easy inspection.<br />

When matter of a lower class is enclosed<br />

with ma ‘Xer of a higher class,<br />

the whole package is subject to postage<br />

at t,he higher rate.<br />

Liquids (not vinous, spirituous, ar-<br />

dent or malt) and oils, not exceeding<br />

12 ounces liquid measure, salves,<br />

ointments, and articles easily liquefiable<br />

and not liable to explode or igl,lite<br />

spontaneously or by shock or<br />

,Jar; also ink-powder, pepper and<br />

lvooden or papier-machier block or<br />

other powder not exptosive or poisonous<br />

may be forwarded in the Domcstic<br />

mails when put up in glass bottles<br />

or vials strong enough to stand the<br />

shock of handling enclosed in a metal<br />

t,ube, not less than three-sixteenths<br />

of an inch t,hick, impervious to liq-
