The WA system has been the subject of considerable criticism <strong>and</strong> controversy,<br />

not least because of the potential impacts on heritage of the State’s substantial<br />

resource extraction <strong>in</strong>dustry. One of the results of these difficulties has been the<br />

implementation of solutions outside the auspices of the Act, with the adoption of<br />

St<strong>and</strong>ard <strong>Heritage</strong> Agreements, operat<strong>in</strong>g largely under the Future Act processes<br />

of the Native Title Act. 30<br />
