Open meeting at 4:15 p.m. with introductions. R. Lyons (RTL) Chair.<br />

1. 11-28-01 Draft <strong>Meeting</strong> Note reviewed. Following Corrections required:<br />

A. Item 6F - ASCE needs a major update<br />

B. Item 6G- Revise to “J. Kariotis suggest considering drift limit – major diff. Between IBC + UBC -<br />

IBC draft limits are larger than UBC.”<br />

C. Item 6J- Revise to “R. Lyons to ask John Lawson attend SC meeting. JL is SEAoC-SC Tilt-up<br />

subcommittee chair.”<br />

Kariotis moved to approve minutes with these corrections made. M. Johnson seconded.<br />

Minutes <strong>approved</strong> as corrected.

2. Action Items from last meeting.<br />

A. In response to request for white paper topics, several topics were submitted.<br />

B. Subcommittee co-chairs.<br />

• Concrete subcommittee co-chair required. Martin Graves volunteered.<br />

• Wood – new chair, co-chair and members probably needed. Wood issues are<br />

considerable. R. Lyons will follow-up.<br />

• Masonry co-chair J. Kariotis has not found a co-chair yet. Will continue to look.<br />

C. NEHRP balloting. Comments sent in (R. Lyons). Unable to coordinate with State SC, but R.<br />

Lyons was able to discuss and coordinate with SEAoCC Seismology Committee.<br />

D. R. Lyons- Group email address is now available.<br />

3. Discussions concerning meeting minutes.<br />

A. R. Lyons proposed writing minutes citing the commentator. Also minutes will be posted to<br />

SEAoSC-SC web site once <strong>approved</strong>.<br />

B. S. Hilmy asked what are the reasons for citing commentator and posting on web site R. Lyons<br />

responded that activities of committee should be public. M. Johnson added that use of<br />

commentator’s names is the tradition of Seismology Committee. G. Dick noted that the minutes<br />

reflect the individual’s opinion unless voted upon by the Committee.<br />

4. White Paper<br />

A. R. Lyons- Seminar steering committee requests SC make PD&D and other presentations. We<br />

can then take 35 minute topics from each white paper.<br />

B. M.Johnson- The Blue Book may in the future be a series of white papers instead the<br />

traditional commentary on code point by point.<br />

C. R. Lyons- The white papers may go in Blue Book. They will be distributed on web site.<br />

D. M. Johnson- topics should be prioritized. RTL will prioritize and refine topic based on today’s<br />

discussions.<br />

5. White paper topics<br />

A. Steel, fireproofing on steel braced frames.<br />

• An approach was presented that would allow some braces not to be fireproofed.<br />

• After discussion, it was decided that SC would not address this topic. This topic might be<br />

good for the code committee and will be forwarded.

B. Steel, column moment magnification.<br />

• Issue relates to magnification of column moment owing to higher mode response and<br />

effect on assumed strong column-weak beam moment frames.<br />

• This is a systems issue related to materials other than steel as well.<br />

• M. Johnson- Beam-column moment magnification is the main issue. Is 1.5x stronger good<br />

enough Maybe ratio of 2 is better.<br />

• P. Maranian- Connections haven’t been tested sufficiently to understand column yielding<br />

behavior.<br />

• Proceed with abstract.<br />

C. Systems, considerations assessing R values for new systems.<br />

• M. Johnson- Should BSSC be involved They discussed recently, and they will review.<br />

Test criteria was also addressed. NEHRP has many different test criteria. An ATC report<br />

discussed components of R factor.<br />

• Proceed with abstract.<br />

D. Systems, Behavior of collector and boundary elements in rigid diaphragms..<br />

• Code doesn’t describe and many engineers don’t consider adequately. There are some<br />

papers. Maybe do FE analysis. Set simple rules.<br />

• Proceed with abstract.<br />

E. Foundations/ground motion, inconsistency between ASD and Strength design uplift<br />

calculations.<br />

• State foundation committee addressing this issue.<br />

• Support state effort.<br />

F. System and Foundations, slab-on-grade diaphragms.<br />

• Shear transfer from superstructure to foundations using slab-on-grade as a diaphragm.<br />

Design procedures not addressed by code.<br />

• Proceed with abstract.<br />

G. Systems, review irregularity provisions, tables and triggers for dynamic analysis.<br />

• UBC and Title 24 should be consistent, but the rules are very different.– don’t make<br />

same.<br />

H. Systems, redundancy for mixed systems<br />

• SEAoSC Steel ad hoc committee is looking at this.<br />

•<br />

I. Seismic isolation, energy dissipation, Passive damping<br />

• NEHRP has simplified static procedure (Appendix) for chapters. It is being considered<br />

for chapter, but there are very few case studies.<br />

• Proceed with abstract.<br />

J. Light frame, definition of light frame and acceptable combinations of materials/systems.<br />

• A commentary on which combinations are acceptable.<br />

• As an example, can pneumatically driven “nails” be used to attach plywood to light steel<br />

• Proceed with abstract.<br />

K. Light frame, Definition of nominal strength and elastic stiffness.<br />

• ASCE-16 doesn’t have definition of nominal strength. The “nominal load” is defined.<br />

“reference strength,” “design strength” are defined. Suggestion for us to define “nominal<br />

strength” and “elastic stiffness.”<br />

• Proceed with abstract.<br />

L. Light frame, considerations for assessing φ - factors.<br />

• May depend on degree of inspection.<br />

• Proceed with abstract.<br />

M. Light frame, drift limits for various combinations of materials.<br />

• Expand on IBC 2000, Table 1617.3.<br />

• Proceed with abstract.<br />

N. Light frame, short shear walls and guidelines for deigning fixity at floor lines above foundation.<br />

• Shear not transferred into floor.<br />

• Proceed with abstract.<br />

O. Concrete, Coupling beams.<br />

• Difficulties associated with detailing and construction.

P. Foundation/ground motion, load levels and soil lateral pressure.<br />

• This may be a state foundation subcommittee task, but can start with SEAoSC.<br />

• M Hudson to contact T. Hale of state Seismology Committee.<br />

Q. Foundation/ground motion, Seismic increment of earth pressure<br />

• How should this combined with code seismic design forces. Application to building and<br />

components.<br />

• M. Hudson to contact T. Hale of state Seismology Committee.<br />

R. Foundation/ground motion, subterranean levels, especially partially submerged.<br />

• Where is your seismic base Where is lateral load taken out<br />

• One story down is often used.<br />

• Proceed with abstract<br />

6. Code simplification task of the Building Code Committee, presented by C. Sramec - The<br />

code chair, Warren Minner , suggested the topic. Much positive response. People come<br />

up with bizarre and inconsistent interpretations. Two items are being looked into.<br />

1. Mel Greene with suggested a “code light” which is a manual for 3 stories and<br />

below. Cross out sections that don’t apply. This would be applied to UBC. It would be<br />

applied eventually to IBC.<br />

S. Hilmy- Perhaps examples should be in there.<br />

7. NEHRP 20<strong>03</strong> proposed changes – from state committee.<br />

M. Johnson- The ballot addressed formatting only. The document will be used as base<br />

document for 20<strong>03</strong> version. There are some problems with reformatted text. We should<br />

think about changes in provisions.<br />

8. Bob will make list of action items.<br />
