CALL TO ORDER<br />
President Carlos Espinosa called the September 22, 2011 meeting to order at 10:12 a.m.<br />
MINUTES OF THE LAST MEETING<br />
The July 2011 <strong>minutes</strong> were approved the Board of Directors on a motion by Mike Zozaya and<br />
seconded by Hector Vasquez.<br />

The Board approved the August 2011 Financial Report on a motion by Mark Flores and<br />
seconded by Mike Kudron. .<br />
PRESIDENT’S REPORT<br />
President Carlos Espinosa referred to the calendar of events for upcoming dates of importance.<br />
He highlighted the <strong>SCMAF</strong> Institute on October 5 and encouraged the <strong>board</strong> to promote the event<br />
citing the improved educational sessions and reduced fees as well as the new location. He went<br />
on to thank <strong>SCMAF</strong> staff, the swimming committee, and the City of La Mirada for executing an<br />
efficient and organized meet in August. He also referred to the inaugural <strong>SCMAF</strong> Social at the<br />
Original Lobster Fest in Long Beach as a success. Lastly, he provided a quick update on the<br />
Awards and Installation banquet, which is being coordinated by Vice President Dave Dill and<br />
<strong>SCMAF</strong> staff. He referred to the Toyota Museum in Torrance as a great venue choice for the<br />
event and thanked Dave Dill for much of the leg work.

ASSOCIATION REPORTS<br />
1. <strong>SCMAF</strong> BAY AREA – Sean Horton, Torrance<br />
The Bay Area Treasurer report was at $2,600. The turnaround trip scheduled for late August was<br />
cancelled. They will try to redo the trip again in March. The General Meeting Bowling Social was<br />
also cancelled due to lack of participants. Their association swim meet had 206 participants. On<br />
August 7 th Bay Area held a Softball Mixer. There were 7 teams that participated. Nominations for<br />
the 2012 Board have been sent out. They are looking to host the A&I Banquet at the Normandy<br />
Casino. Torrance is hosting a Softball Qualifier this weekend. The association looks to host its<br />
football tournament the weekend of Dec 3-4.<br />
2. <strong>SCMAF</strong> CHANNEL CITIES – Katie Gallo, Malibu<br />

3. <strong>SCMAF</strong> INLAND VALLEYS – Hector Vasquez, Fontana<br />
The Inland Valleys Association held their last meeting on August 24 at Riverside. Their treasury<br />
report at the time was a $5,700.00 balance. Inland Valleys will hold their A&I Banquet at the Pirate<br />
Dinner Adventure on Friday, November 4. Their association football qualifiers will be on December<br />
3 rd in Riverside. Their next association meeting will be in the City of Chino.<br />
4. <strong>SCMAF</strong> ORANGE COUNTY – Mike Zozaya, Anaheim<br />
The Orange County A&I will be held on the first Thursday in December at the Newport Sports<br />
Museum. Board Nominations have been sent out. The <strong>board</strong> is looking to do a seminar to present<br />
programs to renew interest in <strong>SCMAF</strong> in Orange County.<br />
5. <strong>SCMAF</strong> SAN DIEGO COUNTY – Steve Scott, Chula Vista<br />

On August 23, Southeast held a Softball Mixer. The City of Bell Gardens hosted the Dale<br />
Covington Memorial Golf Tournament. Nominations for the 2012 Board will be sent out next month.<br />
8. <strong>SCMAF</strong> SOUTHERN SAN JOAQUIN – Brian Yackovich, North Bakersfield<br />

COMMITTEE/BOARD REPORTS<br />
1. Strategic Planning Session – Executive Officers<br />
A lengthy discussion was held regarding the organization’s strengths and weaknesses. Concern<br />
over the prosperity of the Associations was voiced as well as the organization’s ability to grow<br />
membership. Several Association Directors expressed their sentiments regarding the stagnancy of<br />
Association participation and their shrinking membership-base.<br />
Hector Vasquez communicated frustration on behalf of Inland Valleys over not seeing Federation<br />
representation at meetings in recent years. He believes this has compounded a sense of<br />
disconnect between Association members and the Federation. Mike Zozaya communicated his

experiences in Orange County recently and the reluctance for active members to assume <strong>board</strong><br />
positions. Mark Flores of Southeast and Sean Horton of Bay Area gave similar testimonials.<br />
Other officers cited the reluctance for managers and directors to volunteer their staff to take on<br />
<strong>board</strong> positions, committee posts, and serve as tournament hosts, and how profoundly that has<br />
affected the organization negatively.<br />
President Carlos Espinosa cited an inability of the organization to adapt to shifts in the youth sports<br />
programming landscape and to properly adapt to the economic downturn that agencies have<br />
experiencing during this last decade. Espinosa commented that if the organization is stripped<br />
down to its most basic function, it is a cooperative among agencies that need one another to<br />
enhance programming for their constituents. He continued to say that the organization at<br />
minimum, should remind agencies of the importance of pitching in to help run programs that their<br />
agencies benefit from.<br />
More discussion ensued on strategies for engaging directors, goal setting, and general strategic<br />
planning. Vice President David Dill underscored the importance of putting action to planning and<br />
ensuring execution.<br />
President Carlos Espinosa motioned to have the Executive Director begin to develop the<br />
framework for a 5-year strategic plan that considers all of the challenges the organization faces as<br />
discussed among the <strong>board</strong>, and that the framework should be brought to the Executive Board in<br />
2012 for execution to occur in 2013.<br />
The motion was seconded by Mike Zozaya, and all members present voted in the affirmative with<br />
the exception of member Steve Costly who dissented.<br />
2. TRAINING <strong>SCMAF</strong> U – David De Leon, La Habra<br />
A second Field Allocation Roundtable is scheduled to occur in late October in the City of Murrieta.<br />
<strong>SCMAF</strong> presented an educational session at the SCTC Back to School Basics in Brea recently.<br />
The program seemed well received. <strong>SCMAF</strong> has been asked to present a workshop on coaching<br />
at the CPRS District X in Cerritos on October 1.<br />
3. INSTITUTE – David DeLeon, La Habra<br />
This year’s <strong>SCMAF</strong> Institute will be held at The Centre at Sycamore Plaza in Lakewood on<br />
Wednesday, October 5. As of this time registration numbers are below expectation and the <strong>board</strong><br />
was asked to encourage their agencies to register. Institute Chairman David DeLeon has secured<br />
a variety of presenters who will be offering an impressive selection of educational sessions.<br />
Additionally, vendor participation has increased from last year.<br />
4. CITATION & AWARDS– Sherre Titus, Cerritos<br />
The <strong>SCMAF</strong> Awards & Installation is scheduled for Thursday, November 10th at Toyota<br />
Automobile Museum in Torrance. Invitations will be sent out and posted on the <strong>SCMAF</strong> website<br />
next week. The Citation & Awards committee is meeting today after the <strong>board</strong> meeting to review<br />
the nominations.<br />
5. NOMINATIONS – Executive Officers<br />
The 2012 <strong>board</strong> slate will be finalized and voted by the executive <strong>board</strong> in the next few weeks<br />
during a special executive <strong>board</strong> meeting.

7. TEAM REGISTRATION and INSURANCE – Dave Dill, Torrance<br />
The August reports as provided by the <strong>SCMAF</strong> office were reviewed. Association Directors were<br />
asked to share the information at membership meetings. Each Association receives a rebate of<br />
12.5% of adult team registration to conduct programs within their association. David Dill asked for<br />
all in attendance to help promote our insurance programs. Tim Ittner reported that he is finalizing<br />
the liability insurance for short term events, leagues and tournaments conducted on <strong>SCMAF</strong><br />
member agency facilities. He also reported the organization is going to bid for all the insurance<br />
services it offers. Dave Johnson recommended an insurance broker he uses for Major League<br />
Softball, Inc.<br />
9. YOUTH SPORTS COMMISSIONER – Mike Lembke, Cerritos<br />
Davie Gillus presented a report on the <strong>SCMAF</strong> Swimming Championships. The meet was<br />
conducted at the City of La Mirada’s Splash! Aquatics Center on August 13 th . Thirty-six teams and<br />
a total of 1,011 swimmers participated in this year’s meet. City of La Mirada staff was very<br />
hospitable and helpful. The committee recommends continuing to attempt to schedule the finals at<br />
La Mirada for coming years. Carlos thanked the swimming committee and <strong>SCMAF</strong> staff for<br />
conducting an excellent meet. The upcoming X-country, girls volleyball and flag football<br />
tournaments were discussed.<br />
10. ADULT SPORTS COMMISSIONER – Manuel Cantu, Santa Fe Springs<br />
Davie Gillus presented the clarification/ rule changes for the 2012 Softball Rule Book. These<br />
changes were approved by the <strong>SCMAF</strong> Officials Education and Certification Committee at their<br />
meeting on August 25 th , 2011.<br />
NOTE – Proposed new wording is underlined. Proposed wording deletion is shown as strike-through.<br />
SOFTBALL RULEBOOK<br />
1) Men’s, Women’s, & Coed Tournament Rules<br />
CURRENT RULE 2(C) (Men), 3(D) (Women), 5 (Coed)<br />
All batters will start with a 1-1 count.<br />
PROPOSED RULE<br />
All batters will start with a 1-1 count. When after having two strikes, the batter hits a foul ball, said batter<br />
shall be declared out. (Rule 6, Section 9(C) does not apply). NOTE – if such a batted ball is caught on the<br />
fly, and the fielder remains in live ball territory, the ball is alive and in play.<br />
INTENT = Change of rule for tournament play<br />

PROPOSED LANGUAGE CHANGE<br />
Courtesy runners shall be the last recorded out made by the player of the same sex. If no player of the<br />
same sex has recorded an out, the player of the same sex listed last in the batting order shall be the<br />
courtesy runner. Teams are allowed one male and one female courtesy runner in each inning.<br />
INTENT = Previously missed elimination of language to reflect 2011 rule change<br />
3) Rule 1, Section 34 – Illegal Bats<br />
CURRENT RULE<br />
Penalty for use of illegal bat shall be: batter declared out, ball declared dead, and illegal bat removed from<br />
the game.<br />
NOTE: When the batter hits the ball (fair or foul), the above penalty will be enforced. If a ball is not hit and<br />
the illegal bat is discovered, the penalty will be its removal from the game.<br />
PROPOSED RULE<br />
Penalty for use of illegal bat shall be: batter declared out, ball declared dead, batter ejected from the game,<br />
and the illegal bat removed from the game.<br />
NOTE: When the batter hits the ball (fair or foul) takes his/her place in the batter’s box, with either foot, the<br />
above penalty will be enforced. If a ball is not hit and the illegal bat is discovered, the penalty will be its<br />
removal from the game.<br />
INTENT = Change of rule to further discourage the use of illegal bats<br />
4) Rule 3, Section 2 – Ineligible Players<br />
CURRENT RULE<br />
A substitute may replace a player whose name appears in his/her team’s batting order, but such relieved<br />
player shall not thereafter participate in the game except as a coach or manager. A violation of this rule<br />
results in the use of an ineligible player. Upon discovery of the violation, the ineligible player must be<br />
immediately removed from the game and replaced with a legal substitute. If no legal substitute is available,<br />
then game shall be declared a forfeit.
NOTE: If the ineligible player is discovered after completing a turn at bat and before there has been a pitch<br />
to another batter, Rule 6, Section 3 (Batting Out of Order) will also take effect.<br />
PROPOSED RULE<br />

An injured or ejected player leaving the game can be substituted for or, if no substitute is available, can<br />
have a courtesy runner (even if there has already been one courtesy runner in the current inning). The<br />
player leaving the game shall not thereafter participate in the game. An injured player may participate as a<br />
coach or manager.<br />
PROPOSED RULE<br />
Eliminate rule in its entirety, and re-order remaining section rules<br />
INTENT = Previously missed elimination of language to reflect 2011 rule change.<br />
6) Rule 7, Section 7(I) – Base Running<br />
CURRENT RULE<br />
When a base runner interferes or obstructs a fielder attempting to field a batted ball or intentionally<br />
interferes with a thrown ball.<br />
PROPOSED RULE<br />
When a base runner interferes (intentionally or unintentionally) or obstructs with a fielder (in or out of the<br />
base path) attempting to field a batted ball or intentionally interferes with a thrown ball.<br />
INTENT = Clarification of rule, and elimination of incorrect language.<br />
SOFTBALL MECHANICS MANUAL AND CASEBOOK<br />
1) Page 4 – LOOKING THE PART – BALLBAG<br />
The use of a ballbag ON THE BELT, IS REQUIRED for all umpires. Umpires should NEVER store<br />
additional softballs anywhere on the field of play where they may inadvertently affect play.<br />

TOURNAMENTS – While there is some flexibility in umpire apparel & equipment, as provided within this<br />
section, for all <strong>SCMAF</strong>-sanctioned tournament play, umpires shall be strictly dressed with an official <strong>SCMAF</strong><br />
umpire shirt and hat, and in compliance with all other provisions of this section.<br />
Tim Ittner thanked Major League Softball on their help with developing these new rules especially<br />
MLS staff member Bobby Snarey. The rule changes and clarifications were approved on a motion<br />
by Steve Costley and seconded by Hector Vasquez.<br />
NEW BUSINESS<br />
Inaugural Summer Social<br />
The inaugural <strong>SCMAF</strong> Summer Social was held on Saturday, September 10 th at the Original<br />
Lobster Festival in Long Beach. Approximately 50 guests attended the event, which was<br />
sponsored by “O” Entertainment. <strong>SCMAF</strong> guests enjoyed a lobster dinner, musical entertainment,<br />
and exclusive access to a VIP area. The event helped members, partners, and sponsors to<br />
network in a lively and social setting. <strong>SCMAF</strong> looks forward to conducting the event next year.<br />

Field Renovation Grant<br />
Nineteen (19) applications were received from agencies spanning from the Central Valley to<br />
Southern San Diego County. Two grants will be awarded to deserving agencies who best<br />
demonstrated their need for a softball/baseball field renovation through the application process.<br />
The <strong>SCMAF</strong> Executive Board will be meeting in early October to select recipients. The grant<br />
program is sponsored by Major League Softball, Inc.<br />
