At the outset of the War in Iraq, which was almost immediately
followed by the first outbreak of SARS, the Hotel
Association of Canada recognized that it must have quantifiable
research and data on hand in order to effectively
handle the situation. Accordingly, <strong>KPMG</strong> was commissioned
by HAC to undertake this analysis in early March.
Since the week of March 2nd, 2003 (the week the first
Canadian SARS death was reported) and June 1st (the most
recent data available
at press
time), the aggregate
decline in
tourism expenditures
in the
Toronto area is
estimated by
<strong>KPMG</strong> at almost
$211 million. Of
this amount, $79
million is attributed
to the accommodation
sector,
$50 million to
food and beverage,
$18 million
to recreation and
entertainment,
$29 million to
both public and private transportation, and the remainder
falls to "other" expenditures.
The greatest declines came in the month of April with
tourism spending dropping by $96 million over April 2002.
During the week of April 27th alone, total expenditures
were 60% lower than the same week the previous year.
Government Relations
Travel Coalition Seeks Immediate
Action
"Cabinet needs to immediately implement the unanimous
report of the Commons Transport Committee
that was released last month," said the Hotel
Association of Canada in a press conference on June
16th. "We all know what needs to be done. Cabinet
needs to act before there are more layoffs and bankruptcies
in the industry."
Among other things, the report called for the elimination
of the Air Travellers Security Charge, the suspension
of federal airport rents for two years and a 50 per
cent reduction in the federal aviation fuel excise tax
rate for two years.
The Federal Government's inaction is conspicuous.
Other governments have taken action - the U.S. recently
suspended collection of their air security charge
until September 30th.
The accommodation industry has been hit over and
over again the past two years as a result of 9 -11 and its
aftermath, the War on Terrorism, the War in Iraq, a
softening economy, SARS and BSE, and through it all
government has continued collecting spiralling fees
and taxes charged to air travellers. Consumers need
relief, not more stalling.
The Travel Industry Cost Coalition is dedicated to
achieving immediate reductions in governmentimposed
fees and taxes on air transportation. The
founding members of the Coalition are the Hotel
Association of Canada, the Association of Canadian
Travel Agencies, the Canadian Airports Council, the
Tourism Industry Association of Canada, and the Air
Transport Association of Canada. Members of the
Coalition directly employ over 600,000 people across
Canada, generate $56 billion annually in sales and $19
billion in taxes for governments.
HAC Fights Bill C-398 - Mandatory
Nutrition Labelling
This Private Member's Bill, sponsored by MP Tom
Wappel, would force hotels and restaurants to label
calorie, fat and sodium contents on all of their menus.
This proposal would be virtually impossible to implement
given the enormous variety of menu items and
options available.
2 RooMers Summer 2003 Volume 13 Number 2
As the HAC has pointed out to Ministers and caucus,
hotels offer guests the freedom of choice from thousands
of ingredients, which results in literally millions
of combinations of meal services in our restaurants,
dining rooms, banquet halls, dining in guest rooms and
off-site catering. It would be truly impossible to communicate
caloric, fat or sodium content on menus.
The HAC appreciates the importance of healthy
lifestyles and as a service industry have already
responded to public demand. But how can you analyse
content, which changes daily, and print menus that
could theoretically be hundreds of pages long?
This unworkable proposal does not make sense. Even
if this was not being considered at a time when our
industry is suffering hundreds of millions of dollars in
losses we would veraciously oppose this legislation as
unwieldy, costly and impractical.
Do the words “frivolous litigation” come to mind?
A vote initially planned for June has been delayed until
the Fall due to the Parliamentary recess.
Canada - U.S. Relationship
A key issue for the accommodation industry is Canada
- U.S. relations. At the onset of the War in Iraq we
pointed out to the Prime Minister that Canada must
support its best friend; a country which in 2002 sent
16.5 million visitors to Canada, stayed overnight and
spent $8.5 billion.
Canada's perceived lack of support for the U.S.-led
war, together with public shots that some Ministers and
backbenchers took at the U.S., has led to further deterioration
of relations between our two countries. The
current situation in Canada with SARS and BSE exasperated
this situation that is currently HAC's foremost
government relations action agenda item.
In Other News...
Tony Pollard appeared before the Copyright Board of
Canada on June 17th, objecting to SOCAN Tariff 18
which would increase fees for Recorded Music for
dancing by up to 249 per cent.

Energy Management
with the OEE
In today's challenging times it is an accepted reality that
energy savings nearly always go to the bottom line. Saving
energy by automatically resetting a room temperature when
a guest is out is only logical considering rented rooms are
unoccupied 60 per cent of the time.
The basic premise of energy management systems is to
allow preset room temperatures to go up and down when
guests vacate or return to their rooms. Naturally there is a
trade-off between guest comfort and energy savings.
Working with Natural Resources Canada’s Office of
Energy Efficiency (OEE) will help you lower energy costs,
shorten payback periods and reduce greenhouse gas emissions
that contribute to climate change. The Energy
Innovators Initiative (EII) Energy Retrofit Assistance or
ERA (3) provides eligible commercial and institutional
organizations with financial support to implement or
expand the scope of new energy retrofit projects. Limited
funds are available, with priority going to projects demonstrating
the largest reductions in energy consumption.
Eligible organizations with three or less buildings may
receive $7.50 per gigajoule saved in an energy retrofit project
- up to $250,000 or 25 per cent of approved project
costs. Only projects resulting in annual energy consumption
savings of 5000 gigajoules or more will be considered.
HSMAI - A Key to
Success
By: Kris Crundwell, Canadian Chapter President
In early 2003 business travel appeared to be slowly on its
way back up when we were hit with terrorism alerts, the
War in Iraq, SARS, the Air Canada situation and BSE.
Everyday you pick up the newspaper there is another reason
not to travel.
People will continue to travel, but they’ll travel by car,
train, boat, RV, bus and limited-range air. Hoteliers must
work strategically to form these partnership relationships
and create innovative and appealing customer programs
that can be cross promoted for mutual benefit.
Good value will help drive a return to travel. A poor economy
demands good value on every purchase. Good value
does not necessarily mean "fire sales" but consumers are
seeking extra value programs and packages providing both
savings and, equally important, extra customer benefit.
So what should you be doing in these challenging times
in order to make a difference?
E-Commerce Growth
The Hospitality Sales and Marketing Association
(HSMAI) reports that a survey by TravelClick concluded
Internet reservations received at the central reservations
offices for the major hotel chains grew 75 per cent in
2002 over 2001. Notably this increase resulted primarily
from the brands' own web sites. The report shows that
twice as many reservations came through GDS channels
than Internet sites.
The 33 major chains/brands which participated in the survey
reported that 13 per cent of their total CRO reservations
were received from their brand website in 2002,
while six per cent of all reservations were secured from
third-party Internet sites. Less than half, or 42 per cent of
reservations were made by phone to the CRO's.

Accounts Receivable
Insurance Protection
By: Joan Healey, Export Development Corporation
At a time when not getting paid may seem to be standard
practice, it's hard to believe that there is insurance that can
protect hotels from not getting paid by tour operators--but
that's exactly what Export Development Corporation’s
Accounts Receivable Insurance does.
With this insurance in place, tourism contracts and payment
vouchers can be insured for up to 90 per cent of their
value in case the foreign or receptive tour operator can't or
won't pay.
"Last year we introduced this insurance to the tourism
industry for the first time and the reaction was very positive,"
states Andrew Douglas, Director of Tourism Services
at EDC. "It became clear very quickly that EDC's
Accounts Receivable Insurance could really benefit the
industry and perhaps encourage more in-bound tourism."
The insurance program allows hotel operators to grow their
business with existing and new foreign or receptive tour
operators by allowing them to offer their buyers something
they want: credit or open account payment terms. In addition,
when the bank knows that your tourism contracts and
payment vouchers are insured, they are more likely to
accept them as collateral when providing working capital
financing.
To find out more about how this program can work for you,
please contact EDC at 1-866-339-4487.
The hyphenreport is brought to you with the purpose of
helping our readers demystify the rapidly changing world of
hospitality technology.
In this issue we look at developing a technology strategy
within your financial means and that best fits your
operational needs - a strategy that addresses not only the
asset cost (hardware & software), but also the TCO
(total cost of ownership).
"KEEPING UP WITH THE JONESES"
Have you ever heard of the cliché "keeping up with the
Joneses"? They are the nice well-to-do family who we all
secretly admire and are somewhat jealous of because of
their nice house, car and other worldly possessions. In the
business sense, when the Joneses went out and bought the
latest and greatest Widget-2K3 we all said to ourselves,
"well if the Joneses have the Widget-2K3 then I too must
have one, otherwise what will people think!" Therefore,
you go out and buy the Widget-2K3 but you strain your
resources to do so.
So how does this analogy translate to information technology?
The problem is that no two families or hotels are alike
so why should we spend far beyond our means in an
endeavor to keep up with the well-to-do class.
Instead of choosing to define ourselves solely by what
technology we buy, we should define ourselves by how we:
 buy technology,
define the rationale behind it, and
determine the manner in which we use it
I find that hotel and restaurant operators have a strong sense
of their business operations and spend a great deal of time
planning, budgeting, and executing their business strategy.
Yet they still defer their information technology strategy to
the most technical person on site who could be their local IT
person, someone from Accounting or the young studious
dishwasher. "Hey computer whiz, I am putting together
next year's operating budget and capital plan. Can you give
me your technology wish list?" Sound familiar? The problem
here is that if it were solely up to the computer whiz,
your information technology would rival that of NASA.
Great if you are launching the Space Shuttle, but overkill
for the hospitality industry.
The acquisition of technology is not a technical decision.
It is a business decision. The same rational in determining
how to enhance customer service, whether or not you
should replace your china, or renovate next year, should be
used in determining how to spend your technology dollars.
8 RooMers Summer 2003 Volume 13 Number 2
Here is a simple axiom: Align technology to your business
strategy.
Technology is an enabler. If you are in constant break-fix
mode then your technology will impede your business operation.
To get to the point where technology is aligned to
your business strategy you first need a strategy for managing
your technology.
If you do not have an IT strategy, then develop one
that follows the framework of Fix, Optimize, and Look
to the Future.
The moment you purchase technology there is a cost associated
with it, known as TCO - Total Cost of Ownership. It
includes the cost of the hardware, software and upgrades as
well as the cost of the in-house staff and/or consultants that
provide training and technical support.
Form an IT steering group comprised of key business
decision makers and information technology experts.
If you do not have the internal technical expertise,
find external consulting resources who can assist you
during this important planning process.
Determine what technology is broken and then fix it
immediately. Optimize your technology so that it is running
at its peak efficiency, i.e. well trained users, application
experts, daily backups, virus protection, scheduled technical
support, scheduled file maintenance etc. Once your systems
are optimized, you are able to mitigate the break- fix work
as 'scheduled maintenance' and minimize any significant
down-time, which can affect your customer service and
employee productivity.
With your systems optimized, you can look to the future,
your long-term goals.
What are your year 1, 2, and 3 business
objectives and does technology play a
supporting or driving role in achieving that
objective?
What are the expectations of your guests
and customers?
 What technologies will enhance your
operations?
What are the emerging trends in your
industry?
HVS International, Mineola, NY has
published its 2003 Franchise Fees
Analysis Guide, a survey of fees charged
by the major hotel franchisors in three
market segments. Stephen Rushmore,
president and HVS founder, commented,
"This guide enables hotel owners to easily
compare the total cost of one hotel franchise
with that of another. Because the
success of a hotel is primarily based on the
cash flow it generates, owners and lenders
must weigh the benefits and services of a
national affiliation against the total cost of
such a commitment." The analysis shows
the total franchise fees a property would
pay over a ten-year period and then calculates
what percentage of rooms revenue
that represents. A total of 89 franchise
groups - 28 economy, 37 mid-rate, and 24
first-class franchisors - are in the analysis.
As you come up with ideas, each strategy needs to pass a litmus
test. If your idea cannot meet one of the criteria below, you
should question the viability of that initiative:
1. Increase revenues
2. Reduce costs
3. Enhance customer service
4. Increase employee productivity
5. Meet the objective of a larger strategic corporate plan
After you have determined a budget number for an idea and validated
the viability of a strategy comes the most important part -
funding the strategy. If your name is Jones, then spend, spend,
spend! If it is not Jones, you weigh this initiative against all the
initiatives within your budget and you make the determination
of what is funded in year 1, year 2, or year 3. If your initiative
The Kensington Riverside Inn has recently been honoured, not
from CAA/AAA. This makes the Kensington Riverside Inn the
achieved this designation. In addition to the four diamond rating,
the Inn has been voted by inn goers in Arrington's Bed &
Breakfast Journal's 2003 Book of Lists as one of the top 15
B&B/Inns - 'Best in Canada'.
The Metropolitan Hotel Toronto and its two restaurants, Lai
CAA/AAA Four Diamond Award. The announcement of the 2003
awards marks the sixth consecutive year that the Metropolitan has
The Greater Toronto Hotel Association (GTHA) presented the
inaugural Pierre Bougain Award to three of the city's top hotels.
Among this year's winners were Stage West Hotel in Mississauga
in the category of small hotels (under 200 rooms), the Park Hyatt
in the category of mid-sized hotels (200-250 rooms) and the
Fairmont Royal York Hotel in the category of large hotels (over
750 rooms). The awards were presented by Bougain's widow
Dorothy and honour the memory of one of Canada's premier hoteliers.
The awards will be presented annually by the GTHA.
Two Canadian boutique hotels have made Condé Nast Traveler
magazine's list of hot new properties. Hotel Gault, in Montreal,
and Opus Hotel, in Vancouver, made the cut in the "best urban
hotels" category. Hotel Gault is a former textiles factory that has
been converted into 30 loft-style rooms. The Opus Hotel features
- Do It.
I advocate a balanced approach. With a finite number of dollars
at your disposal, hard decisions are made. I love seeing new and
sexy technology when I walk into a hotel or restaurant but I
equally appreciate sparkling silverware and a renovated room.
So, we are not the Joneses, but with a good information technology
strategy in hand, we can optimize our existing systems and
ensure we run our businesses effectively.
