<strong>Recommendations</strong> <strong>of</strong> <strong>the</strong> <strong>committee</strong> <strong>constituted</strong> <strong>to</strong> <strong>examine</strong> <strong>various</strong> aspects in<br />

<strong>the</strong> context <strong>of</strong> IIPA w.r.t. UGC Regulations dated 30-06-2010.<br />

A. The Chairman, IIPA had <strong>constituted</strong> a Committee comprising:-<br />

1. Pr<strong>of</strong>. S. Saroja* Chairperson,<br />

Vice-President, IIPA<br />

2. Pr<strong>of</strong>. S.P. Verma<br />

Hony. Treasurer<br />

3. Pr<strong>of</strong>. N.P. Singh<br />

4. Shri M.C. Gupta<br />

5. Direc<strong>to</strong>r Member-Secretary<br />

(with <strong>the</strong> stipulation that <strong>the</strong> Committee could co-opt an Executive Council Member<br />

who is a Vice-Chancellor).<br />

(* The first meeting <strong>of</strong> <strong>the</strong> Committee was held on 12.10.2010 however, Pr<strong>of</strong>. (Mrs.)<br />

Saroja could not attend <strong>the</strong> meeting due <strong>to</strong> indisposition and Pr<strong>of</strong>. S.P. Verma chaired <strong>the</strong><br />

meeting. Ano<strong>the</strong>r meeting <strong>of</strong> <strong>the</strong> Committee was held on 11 February, 2011 and Pr<strong>of</strong>. S.<br />

Saroja again could not attend <strong>the</strong> meeting. Pr<strong>of</strong>. N.P. Singh, Chairman, Standing Committee<br />

chaired <strong>the</strong> meeting. Besides him Dr. S.L. Goel, Hony. Treasurer, Pr<strong>of</strong>. S.P. Verma and two<br />

special invitees namely Pr<strong>of</strong>. B.M. Sharma and Dr. N. Rajalakshmi attended <strong>the</strong> meeting.<br />

Shri M.C. Gupta due <strong>to</strong> pre-occupation, Shri B.C. Mathur (special invitee) being unwell and<br />

Direc<strong>to</strong>r, IIPA being out <strong>of</strong> country could not attend <strong>the</strong> meeting).<br />

<strong>to</strong> <strong>examine</strong> <strong>various</strong> aspects in <strong>the</strong> context <strong>of</strong> <strong>the</strong> IIPA with reference <strong>to</strong> <strong>the</strong> Ministry <strong>of</strong><br />

HRD notifications dated 31 December, 2008 and UGC notification dated 30 June, 2010.<br />

B. The Committee held detailed deliberations and after perusing <strong>the</strong> information<br />

available, made <strong>various</strong> recommendations. These recommendations were duly<br />

discussed by <strong>the</strong> Direc<strong>to</strong>r with <strong>the</strong> Chairman, Standing Committee and Chairman,<br />

IIPA. Thereafter Chairman, Standing Committee and Direc<strong>to</strong>r discussed with <strong>the</strong><br />

three faculty representatives in <strong>the</strong> Executive Council. Chairman, Standing<br />

Committee also held discussions with Training Coordina<strong>to</strong>r & Research Coordina<strong>to</strong>r<br />

and <strong>the</strong>reafter asked Direc<strong>to</strong>r for views on <strong>the</strong>ir comments. Finally <strong>the</strong><br />

recommendations with certain modifications have been approved by <strong>the</strong> Chairman,<br />

Standing Committee & Chairman, IIPA as follows:-<br />

1. The essential academic qualifications prescribed by <strong>the</strong> UGC for direct recruitment <strong>to</strong><br />

<strong>the</strong> positions <strong>of</strong> faculty viz. Pr<strong>of</strong>essors, Associate Pr<strong>of</strong>essors & Asst. Pr<strong>of</strong>essors may<br />

be adopted with <strong>the</strong> following modifications:<br />

(i)<br />

Since IIPA is not following <strong>the</strong> API/PBAS system, it may not be adopted.<br />

For positions <strong>of</strong> Pr<strong>of</strong>essor and Associate Pr<strong>of</strong>essor for Academic<br />

candidates, <strong>the</strong> qualifications as prescribed by UGC would be adopted<br />

(except for API/PBAS system)<br />

And<br />

(ii)<br />

For Practitioner candidates, for positions <strong>of</strong> Pr<strong>of</strong>essor & Associate<br />

Pr<strong>of</strong>essors, <strong>of</strong>ficers <strong>of</strong> All India, Central and State Services with 10 years<br />

and 8 years <strong>of</strong> experience respectively in <strong>the</strong> service concerned would be<br />

eligible. For such <strong>of</strong>ficers, <strong>the</strong> requirement <strong>of</strong> Ph.D may be waived, or<br />

o<strong>the</strong>r published work could be considered as substitute for Ph.D.


2. As regards <strong>the</strong> post <strong>of</strong> Asstt. Pr<strong>of</strong>essors, minimum 3 years teaching/research<br />

experience in <strong>the</strong> regular pay scale <strong>of</strong> Asstt. Pr<strong>of</strong>essor (and not on consolidated<br />

salary), or 3 years experience <strong>of</strong> working in Government as an All India, Central or<br />

State Service Officer, or <strong>of</strong> working for 3 years at a comparable level in a standard<br />

NGO, would be prescribed as minimum qualification.<br />

3. As regards <strong>the</strong> consideration <strong>of</strong> <strong>the</strong> research experience for <strong>the</strong> positions <strong>of</strong><br />

Pr<strong>of</strong>essors & Associate Pr<strong>of</strong>essors, only <strong>the</strong> research experience in <strong>the</strong> regular scale<br />

<strong>of</strong> pay at <strong>the</strong> level <strong>of</strong> Asst. Pr<strong>of</strong>essor may be counted and not on consolidated salary<br />

etc.<br />

4. The IIPA may also follow <strong>the</strong> new Career Advancement Scheme <strong>of</strong> <strong>the</strong> UGC for<br />

<strong>various</strong> teaching/non-teaching positions which are covered under <strong>the</strong> UGC service<br />

conditions (however, IIPA would not follow API/PBAS system). For all o<strong>the</strong>r posts<br />

IIPA’s existing CAS would continue in force<br />

1. As regards <strong>the</strong> cases <strong>of</strong> Associate Pr<strong>of</strong>essors appointed between 1.1.2006 <strong>to</strong><br />

31.12.2010, <strong>the</strong> guidelines prescribed by <strong>the</strong> UGC for pay band/AGP may be<br />

followed.<br />

2. As regards <strong>the</strong> provision <strong>of</strong> placing 10% positions <strong>of</strong> Pr<strong>of</strong>essors in <strong>the</strong> higher AGP <strong>of</strong><br />

Rs.12000/-, this is deferred for <strong>the</strong> future and not accepted at present.<br />

3. Workload Norms<br />

Each faculty member <strong>to</strong> coordinate & conduct atleast 5 training week courses<br />

each year (i.e. <strong>to</strong> coordinate 1 day, 3 day, 5 day or longer courses which add up <strong>to</strong><br />

coordinating/conducting courses for at least 25 days or 5 training weeks in a year).<br />

Similarly each faculty should undertake at least one research project each year.<br />

For freshly recruited faculty <strong>the</strong>y should undergo <strong>the</strong> entire series <strong>of</strong> DoPT<br />

sponsored faculty development courses like DTS, DOT etc. during first 2 years after<br />

joining IIPA. O<strong>the</strong>rs faculty be encouraged <strong>to</strong> under go at least one faculty<br />

development or Training <strong>of</strong> Trainer course within <strong>the</strong> country each year.<br />

Each faculty should each year get at least 1 article and 1 book review published<br />

in a standard journal or book and present at least one paper at a standard seminar,<br />

conference or workshop. Due weightage may be given for those who have more<br />

papers published or presented at Seminars, or for authoring or editing a book.<br />

Weightage be given <strong>to</strong> each faculty member for administrative work done within<br />

IIPA, and also for membership <strong>of</strong> Governmental <strong>committee</strong>s and bodies.<br />

Each Pr<strong>of</strong>essor and Associate Pr<strong>of</strong>essor be linked <strong>to</strong> one regional Branch.<br />

Some flexibility may be allowed by <strong>the</strong> Direc<strong>to</strong>r where faculty member does more<br />

training, or more research work. For example Project Direc<strong>to</strong>r, APPPA could be<br />

exempted from undertaking research work in that year.<br />

4. Academic Leave<br />

The entitlement <strong>of</strong> academic leave in a calendar year for attending <strong>to</strong><br />

academic work not connected with <strong>the</strong> <strong>of</strong>ficial duties <strong>of</strong> <strong>the</strong> Institute may be increased<br />

from existing 12 <strong>to</strong> 16 days (if a person asks for more than 16 days <strong>of</strong> academic<br />

leave, <strong>the</strong> faculty member would have <strong>to</strong> avail <strong>of</strong> earned leave). Accordingly, IIPA<br />

<strong>of</strong>fice would maintain academic leave account for each faculty and such leave would<br />

need <strong>to</strong> be got sanctioned from Direc<strong>to</strong>r.<br />

5. Honorarium for Training and Research Projects<br />

(i) Honorarium for Training Achievements<br />

Coordinating & conducting training courses for minimum period <strong>of</strong> 5<br />

training weeks in a year would make a faculty member eligible for <strong>the</strong> incentive.<br />

Incentive <strong>of</strong> Rs. 10,000/- for each training week <strong>of</strong> course conducted and coordinated<br />

beyond 5 training weeks in a year would be payable. This would be subject <strong>to</strong> any


training course <strong>of</strong> more than 3 weeks duration being counted or calculated as a fixed<br />

3 training weeks for purposes <strong>of</strong> this incentive. Also all those ToT courses for which<br />

separate honorarium <strong>to</strong> <strong>the</strong> course coordina<strong>to</strong>r is paid by IIPA such as <strong>the</strong> DoPT<br />

funded DTS would not be included but would be excluded while calculating each<br />

faculty member’s training weeks coordinated /conducted for <strong>the</strong> purposes <strong>of</strong><br />

calculating <strong>the</strong> incentive. Also if two persons jointly coordinate/conduct a course<br />

each would be credited with half <strong>the</strong> number <strong>of</strong> days <strong>of</strong> <strong>the</strong> training course. A<br />

maximum ceiling <strong>of</strong> Rs. 60,000/- per faculty member per year is fixed for such a<br />

training incentive.<br />

(ii) Incentive for Research<br />

For Research Project Category (A), honorarium for guiding and conducting<br />

<strong>the</strong> research project should not exceed Rs. 50,000/- per project provided <strong>the</strong> institute<br />

receives 25% overhead charges and <strong>the</strong>re is provision in <strong>the</strong> budget <strong>of</strong> <strong>the</strong> research<br />

project.<br />

For Research Project Category (B) which was formerly referred <strong>to</strong> as a<br />

Consultancy Project, 25% <strong>of</strong> <strong>the</strong> net surplus <strong>of</strong> <strong>the</strong> project after meeting all project<br />

expenses (including overhead charges which are <strong>to</strong> be credited <strong>to</strong> <strong>the</strong> institute)<br />

should continue as as honorarium <strong>to</strong> <strong>the</strong> faculty members who coordinate/conduct <strong>the</strong><br />

study as at present. The honorarium <strong>to</strong> staff <strong>of</strong> up <strong>to</strong> Rs. 5,000/- (or 2% <strong>of</strong> <strong>the</strong> net<br />

surplus) may continue.<br />

However, <strong>the</strong> present limit <strong>of</strong> basic pay <strong>of</strong> 12 months for restricting <strong>the</strong><br />

amount <strong>of</strong> honorarium payable <strong>to</strong> any faculty member during any financial year may<br />

now be changed <strong>to</strong> a maximum ceiling equal <strong>to</strong> 6 months salary payable <strong>to</strong> t he<br />

concerned faculty member.<br />

These decisions will be applicable w.e.f. 1.4.2011.<br />

The above stands approved by Chairman, Standing Committee and Chairman,<br />

IIPA.<br />

(This is being reported <strong>to</strong> <strong>the</strong> Standing Committee and <strong>the</strong> Executive Council in <strong>the</strong><br />

meetings being held on 19 and 20 Oc<strong>to</strong>ber, 2011 respectively).
