Hello, ATPE leaders! I hope
that you enjoy this issue of Stars
Around Texas: A Celebration of ATPE
Leadership, which documents the second
semester of the 2009-10 school
year. I am excited to see so many local
unit and region leaders featured in
Stars Around Texas, and I encourage
you to continue submitting photographs
to comm@atpe.org for possible
publication.
I want to point your attention to
“School’s in Session,” page 6, a
feature about three of our university
local units. These future educators are also the future of ATPE. Finding and
nurturing new leaders is one of ATPE’s priorities. To that end, the 2010
ATPE House of Delegates created the Leader Development Committee,
which will convene for the first time in October. The committee will recommend
ways to not only fortify our current leadership but also bring in and
build new leaders.
One of the best ways to encourage new leaders is to invite them to their
first ATPE event. I know this from personal experience—I discovered my
own ATPE leadership potential when I attended my first ATPE state
convention! (Read more about this on page 8.) Leader U is just around
the corner. Why not invite those not-so-involved campus reps to their first
Leader U Once they attend their first ATPE state event, they might become
your most-active campus reps, your next local unit officers … or even future
ATPE state presidents.
Plant seeds in the spring,
harvest in the fall
Here’s a tip to remember from Humble ATPE Past President Gayle Sampley: Submit news
about your local unit to your district’s public relations department for inclusion in district communications.
The April/May issue of Humble ISD’s employee newsletter included a half-page
article recognizing Humble ATPE members for receiving Region 4 ATPE grants.
“It is my belief that taking the time to put news releases in the district’s employee newsletter at
this time of year plants ATPE seeds in everyone’s mind for recruitment time next year,” Sampley says.
“We’re hoping it will help us snag a few more of the veteran educators who haven’t joined a professional
organization.”
Local Unit Management
Q&A: Lufkin ATPE President Pat Clos
on planning a well-attended meeting
Lufkin ATPE invited licensed children’s counselor Allen Rush to give a presentation on Asperger’s syndrome during the
local unit’s March 10 meeting. Stars Around Texas quizzed President Pat Clos about the prep work for the meeting.
© GETTY IMAGES/THINKSTOCK2010; PAT CLOS–JOHN KILPPER
ATPE: Where did the idea for the meeting come from
Clos: As a classroom teacher, I am seeing more children each year
who exhibit the social deficits, along with other symptoms, that
accompany Asperger’s syndrome. I felt a need for more parent/
teacher education across our district.
ATPE: How did you locate the guest speaker
Clos: Allen Rush is a licensed counselor in Lufkin. I talked to him
about the possibility of having an open evening meeting with
parents and teachers to discuss Asperger’s syndrome. He informed
me that he had attended a special training for counselors dealing
with this rising disorder and would gladly share information.
ATPE: How did you advertise the meeting
Clos: A district e-mail was sent to all faculty. A special invitation
was sent to the counselors to use to advertise, especially to parents
of children with this disorder. Our campus sent a flier to all
parents. I sent an e-mail to all the ATPE members about the brief
local unit meeting after the presentation.
ATPE: How was the agenda for the meeting structured
Clos: The agenda was kept simple because of the hour time limit.
Mr. Rush began with the history of the disorder, the possible medical
reasons and strategies for parents/teachers. Afterward, ATPE
members discussed the upcoming senior scholarships, visited
with our field representative Lacey Denton and were given ATPE
gifts that Lacey had brought from Austin.
ATPE: Did you give any door prizes to attendees
Clos: Mr. Rush had recommended several books on the subject.
I went to Amazon.com, read reviews and with local unit funds
ordered two that I thought would be easy/educational reads.
ATPE: Do you plan to hold similar meetings in the future
Clos: Definitely! Since this meeting was very successful, a fall
meeting will be focused on other problems that parents/teachers
deal with daily. ATPE’s focus is on children. It takes everyone—parents,
teachers, administration, all faculty, even retired
teachers—working together for the success of the children. This is
the advantage of ATPE over the other organizations.
ATPE: Do you have any tips for planning similar events
Clos: First, focus on a need for your district. Open the meeting to
everyone, and advertise through district e-mail, fliers to parents,
newspaper, radio and the community bulletin board on local
television channels. Offer child care, refreshments and door prizes
that pertain to the meeting.
Also, try to limit the length of the meeting. Holding a short
discussion group afterward is good for parents that can stay to
visit. A good time for a fall meeting is the week after first report
cards are sent home!

Canton’s candidate forum
a categorical success
Less than one year after reactivating, Canton ATPE organized a school board
candidate forum that attracted 140 citizens. Pulling off the event took teamwork,
advance planning and help from the ATPE Initiative Fund, which offers up to $500
to eligible local units for special projects and recruitment efforts.
“The initiative stipend was crucial,” says Kimberly Followwell, Canton ATPE president.
“We used the funds for advertisements, fliers and snacks.”
Followwell says that the people of Canton have been most appreciative of the
local unit’s efforts.
“We had no experience in organizing such an event, nor has our town ever had a
school board forum, so we were very pleased to have approximately 140 supporters
show up,” she says. “The comments have been extremely positive.”
Region 10 ATPE
recognized by
Dallas Baptist
University
Each semester, the Dorothy M. Bush
College of Education at Dallas Baptist
University (DBU) presents a Service
to Education Award, generally to an
individual who has invested time in
DBU students’ success. But the fall 2009
award went not to an individual but
to a worthy organization—Region 10
ATPE.
Assistant Professor of Education
Judy Abercrombie (the sponsor of DBU
ATPE) said the college decided it was
time to recognize Region 10 ATPE’s
special relationship with DBU students.
She and the university local unit president
regularly attend Region 10 ATPE
meetings.
“We have developed some very close
relationships with other members,”
Abercrombie says. “They are very supportive
of our students, inviting them
to do observations in their classrooms
and sharing information with them. In
addition, various local units have provided
financial assistance for our local
unit. They have adopted our students
and treat them royally.”
2009-10 Region 10 ATPE President
Jackie Davis says the award was
meaningful to her not only as region
president but also as an educator.
“As president of Region 10 ATPE, I
was thrilled to accept the DBU Service
to Education Award on behalf of a wonderful,
active group of educators who
support, share and work together to
meet the needs of our students,” Davis
says. “As an educator, I am proud to
share the message of the importance of
education with those who aspire to join
us in developing future leaders in the
education field. Service is just a part of
what educators do, and being honored
for our service is quite special.”
School’s in session
ATPE university local unit members are the ATPE leaders of tomorrow
by Mandy Murray
Education students have a lot on their plates: class work,
student teaching, studying for certification exams. But
some students still find the time to get involved on
campus and in the community. And at 19 colleges and universities
around Texas, education students are getting involved with ATPE.
Cassie Henson is the president of Sam Houston State University
(SHSU) ATPE. She was introduced to ATPE through SHSU ATPE’s
sponsor, Dr. Frank Hoffman, a professor of library science. The
SHSU local unit was in the process of reactivating, and Henson
was glad to help. “We are just getting started, so we haven’t had
many events yet,” Henson says. “But we did just have a meet-andgreet,
and we recruited 10 new members to our organization,
which was exciting!”
Region 6 and Huntsville ATPE members were instrumental
in bringing the local unit at SHSU back to life. “After [the local
unit] fell inactive, I tried to recruit students who were teaching
on Huntsville ISD’s campuses,” says Kathy Partin, president of
Huntsville ATPE. “We had quite a few SHSU members in our local
unit for several years. I would enlist these students to return to
the SHSU Education Department with membership applications
and other materials to ‘keep the word out there’ in spite of the
chapter’s inactivity.”
The local unit at Houston Baptist University (HBU) is led this
year by President Lidia Hernandez. (HBU ATPE is sponsored by
education professors Linda Brupbacher and Carol McGaughey.)
“As students,” Hernandez says, “we feel it is important to not only
take classes but also join an organization that can help us get
connected to the field we want to enter.” At each local unit meeting,
the group focuses on different subjects; the local unit has
held meetings on career opportunities and stress management.
HBU ATPE members also volunteer in the surrounding community.
Members tutor middle school students each Monday and
conduct school supply and book drives.
Christopher Scott is local unit president at the University of
St. Thomas (UST) in Houston. “I got involved with my ATPE [local
unit] because it was a great way to meet new people that are in
the same field as me,” he says. UST ATPE, sponsored by associate
education professor Dr. Terry Brandt, gives back to both its
school and community. The local unit holds a Halloween carnival
for elementary students on the UST campus each year. Members
also sell T-shirts, hold bake sales and get the ATPE name out at the
beginning of each school year through an orientation week booth.
Mike Morrow, the most recent recipient of the Judy Coyle Texas Liberty Award
(named after ATPE founding member Judy Coyle and given to recognize outstanding
service to public education), is an adjunct lecturer at Sam Houston State University
(SHSU). Morrow was ATPE’s first executive director from 1980 to 1989.
“Individuals choosing the field of education face many challenges for success,”
Morrow says. “The target of measured achievement and individual professional
assessment is moving in the political wind. Today, politics has more to do with our
professional lives than any of us might have imagined. Folks new to the field of
education must be made aware of these factors and have a hand in shaping the
policies and practices that will guide the future of our public schools. Participation
in a professional association, in my opinion, is the most effective way to influence the
integrity and character of our classrooms.
“There is no substitute for a teacher’s knowledge of the subject matter they teach. We must also
remember who we teach and why we teach them. Professional associations assure that we do not face
the challenge alone.”
Morrow began his career in education as a teacher in North East ISD, where he later served as an
assistant and high school principal. He also served as the superintendent in the Windham School District.
Along with his lecturer duties at SHSU, Morrow currently serves as an educational consultant specializing in
education policy.A

Say “aye” to ATPE leadership
Where do state officers often discover their leadership potential
On the floor of the House of Delegates
By Kate Johanns
If you need any further convincing that inviting first-timers
to ATPE events is the key to developing strong leaders,
consider this: Just 10 years ago, ATPE State President
David de la Garza was sitting at the back of the House of
Delegates (HOD) as a first-time state convention attendee.
In April 2000, de la Garza wasn’t yet a volunteer for his local
unit, and it hadn’t been that many years since he had finally
asked the payroll office to stop deducting TSTA dues from his
paycheck. But as the 2000 HOD debated issues related to standing
committee duties, delegate allotments and a dues increase,
something clicked within de la Garza. The rank-and-file member
became an ATPE leader.
“After it was all over and done with, I looked at the head table
and said to myself, ‘I want to do that one of these days,’” de la
Garza says. “I was hooked.”
De la Garza was encouraged to
attend the state convention
by his ATPE mentor, longtime
Northside (20) ATPE
leader Lynda Stark. Stark
had recruited de la Garza as
an ATPE member when he
transferred to Northside from
Edgewood ISD. Stark kept
asking him to attend ATPE
events, and she finally got
him to attend the 20th Annual
ATPE State Convention in
Corpus Christi. He was immediately impressed by the atmosphere
of the HOD.
“Everything was smooth and in control and courteous,” de la
Garza says. “I remember how organized everything was and how
everyone really listened and paid attention to what was going on.”
The school year after his first HOD experience, de la Garza
switched campuses and had the opportunity to become a campus
rep. His leadership path took him to local unit treasurer, local unit
president, region vice president and so on.
De la Garza’s experience echoes that of other ATPE state
officers, including State Past President Jerry Bonham.
“I realized that I wanted to step into the role of state leadership
while serving as a delegate and seeing the excitement generated
at the state convention,” Bonham says. “Everyone in that room is
a leader in this association, just by the sheer act of coming to the
convention. I don’t think all delegates realize that.”
ATPE State Past President Connie Kilday, who, coincidentally,
presided over de la Garza’s first state convention, says that
although the role of delegate can at first be somewhat daunting, it
is ultimately empowering.
“I realized early on that my voice really did count, and that we,
as ATPE, really are member-owned and member-governed,” Kilday
says. “The role as a delegate helped me to understand that if
someone didn’t step up to speak and do the job, our future as an
organization would be threatened. It is important for us as educators
to voice our opinions and expect to be heard if we expect for
public education to grow and change in a positive way.”
9
ATPE leadership led de la Garza to similar realizations. At one
of the first ATPE events he attended, he heard Rep. Jose Menendez
(D–San Antonio) discuss the perception around the Capitol
that educators don’t vote. That presentation “lit the fire,” de la
Garza recalls. “Wait a minute: This teacher votes.” He began to
stand up at every faculty meeting and remind his colleagues that
they, too, needed to make educators’ voices heard at the polls.
“Twenty years ago, I would not have walked into a legislator’s
office and asked anything,” de la Garza says. “But being a member
of ATPE has empowered me and given me the right tools to approach
lawmakers and ask about their views and what they stand
for. I know that I can pick up the phone or knock on legislators’
doors and they will listen—but not if we don’t approach them.”
ATPE is an avenue for educators to actively participate in
community, state and national affairs involving public education,
something Kilday says more educators need to recognize is a
professional obligation.
“Many educators feel like their jobs are only in the classrooms
or hallways of our school, when in fact our job extends out into the
community,” she says. “As educators, we need to remember that
we are more knowledgeable [about schools] than those who are
charged with making the rules by which we must abide. For this
reason, we must be the positive voice of public education.”
As president, de la Garza is looking forward to serving as chair
of the first ATPE HOD to meet at the all-new ATPE Summit—
as well as continuing ATPE’s proud tradition of conducting its
business with dignity. “We can agree to disagree, but we do it very
professionally,” he says.
De la Garza strongly encourages veteran ATPE leaders to bring
first-timers to Leader U 2010, ATPE’s Political Involvement Training
and Lobby Day in February 2011, and the summit in July
2011. As his personal ATPE experience proves, event attendance
is a powerful trigger for leadership success.
Case closed. A
In her role as committee chairwoman, ATPE State Past President Connie Kilday
presents the 2010-11 Resolutions Committee report to the HOD March 27.
Committee service is an excellent stepping stone for region and state leadership.
ATPE State Past President Jerry Bonham and State President David de la Garza were
both inspired to pursue state leadership roles because of their positive experiences in
the House of Delegates.
The ATPE House of Delegates will hold its 31st meeting during the ATPE Summit,
July 20–23, 2011, at the Austin Convention Center.
2010-11 ATPE State President David de la Garza accepts the gavel from 2009-10 ATPE
State President Sam Spurlock during the 30th Annual ATPE State Convention.

Want to talk about ATPE
There’s a leader for that
In the 30 years since ATPE was founded, much has changed (Join ATPE online! E-mail your legislators!
Watch leadership webinars!), but one thing hasn’t: the power of interpersonal communication.
During the 2009-10 school year, the more than 5,000 ATPE members listed here dedicated themselves
to making sure their colleagues knew about ATPE’s protection, advocacy and resources. Thanks
to these volunteers’ efforts, more than 115,000 Texas educators are ATPE members, which makes
ATPE the preeminent educators’ association in Texas—and the largest independent educators’
organization in the United States. When these leaders say “I choose ATPE,” people listen.
