Welcome Messages<br />

The <strong>Asia</strong> <strong>Pacific</strong> <strong>Foundation</strong> <strong>of</strong> <strong>Canada</strong> is pleased to host the<br />

2nd <strong>Canada</strong>-China Human Capital Dialogue, and I am especially pleased to<br />

welcome to Ottawa our Chinese colleagues from the Chinese Academy <strong>of</strong><br />

Personnel Science, the China Society for Research on Exchange and<br />

Development <strong>of</strong> International Pr<strong>of</strong>essionals, and the Centre for China and<br />

Globalization. We are also honoured to have distinguished Canadian<br />

colleagues at this event, representing various government departments, NGOs,<br />

think tanks, universities, and the private sector.<br />

Since we launched the project a year ago at the first conference in Beijing,<br />

research teams from both sides have been hard at work on their respective<br />

projects. This meeting will be an opportunity to exchange preliminary findings,<br />

to discuss upcoming research, and above all, to identify areas <strong>of</strong> bilateral<br />

cooperation on human capital issues. The Dialogue is premised on the idea that<br />

while <strong>Canada</strong> and China compete to attract global “talent”, the countries also in<br />

a sense “share” a pool <strong>of</strong> human capital consisting <strong>of</strong> transnational Canadians<br />

and Chinese who have attachments on both sides <strong>of</strong> the <strong>Pacific</strong>. Through our<br />

joint research, we hope to develop policy ideas that take into account the reality<br />

<strong>of</strong> a “shared” human capital pool that creates benefits for <strong>Canada</strong> and China.<br />

We are grateful to the Government <strong>of</strong> <strong>Canada</strong>, the International Development<br />

Research Centre and the Government <strong>of</strong> British Columbia for funding support,<br />

and to the University <strong>of</strong> Ottawa for hosting the event . As we enter the second<br />

year <strong>of</strong> our project, we will look to expand our range <strong>of</strong> partners, and to extend<br />

our research findings to the policy and practitioner communities.<br />

二 十 一 世 纪 的 今 天 , 随 着 世 界 多 极 化 、 经 济 全 球 化 深 入 发 展 , 包 括 人 力 资 源 在 内 的<br />

各 种 生 产 要 素 在 全 球 加 速 流 动 。 人 与 人 之 间 的 距 离 , 国 与 国 之 间 的 距 离 正 一 天 天 地<br />

被 拉 近 , 人 才 的 活 动 空 间 越 来 越 大 , 人 才 自 由 流 动 成 为 经 济 发 达 的 一 个 重 要 标 志 。<br />

中 加 两 国 作 为 G20 的 成 员 国 , 也 是 双 边 人 才 交 流 最 活 跃 的 国 家 之 一 。 目 前 中 国 已 经<br />

成 为 加 拿 大 最 大 的 留 学 生 来 源 国 , 最 大 的 技 术 和 投 资 人 才 移 民 来 源 国 。 与 此 同 时 ,<br />

加 拿 大 在 海 外 的 人 才 中 有 相 当 大 一 部 分 流 向 了 大 中 华 地 区 。<br />

2011 年 11 月 , 在 中 国 北 京 , 中 国 人 事 科 学 研 究 院 、 加 拿 大 亚 太 基 金 会 、 中 国 国 际<br />

人 才 交 流 与 开 发 研 究 会 、 中 国 与 全 球 化 研 究 中 心 签 署 了 四 方 合 作 备 忘 录 , 计 划 重 点<br />

围 绕 中 加 人 才 流 动 现 状 与 趋 势 , 政 府 和 社 团 在 人 才 国 际 流 动 中 的 作 用 以 及 中 加 重 点<br />

产 业 人 才 交 流 与 合 作 三 个 主 题 开 展 合 作 , 期 限 为 2011 年 11 月 至 2013 年 11 月 。<br />

根 据 合 作 备 忘 录 的 有 关 安 排 , 中 方 主 要 承 担 加 拿 大 籍 在 华 人 才 的 研 究 。 本 次 在 加 拿<br />

大 召 开 的 研 讨 会 是 第 一 阶 段 合 作 项 目 结 题 会 议 , 我 方 将 发 布 项 目 研 究 的 部 分 成 果 。<br />

中 国 人 事 科 学 研 究 院 是 人 力 资 源 和 社 会 保 障 部 直 属 事 业 单 位 , 主 要 承 担 人 力 资 源 和<br />

2. Meeting Arrangement<br />

In Opening Session: 5-10 minutes for each welcoming speech.<br />

In Dialogue Session: 20 minutes for each speaker to present, 10 minutes for each discussant<br />

to comment, and 15 minutes for questions from the floor and discussion.<br />
