Welcome Messages 

The Asia Pacific Foundation of Canada is pleased to host the 

2nd Canada-China Human Capital Dialogue, and I am especially pleased to 

welcome to Ottawa our Chinese colleagues from the Chinese Academy of 

Personnel Science, the China Society for Research on Exchange and 

Development of International Professionals, and the Centre for China and 

Globalization. We are also honoured to have distinguished Canadian 

colleagues at this event, representing various government departments, NGOs, 

think tanks, universities, and the private sector. 

Since we launched the project a year ago at the first conference in Beijing, 

research teams from both sides have been hard at work on their respective 

projects. This meeting will be an opportunity to exchange preliminary findings, 

to discuss upcoming research, and above all, to identify areas of bilateral 

cooperation on human capital issues. The Dialogue is premised on the idea that 

while Canada and China compete to attract global “talent”, the countries also in 

a sense “share” a pool of human capital consisting of transnational Canadians 

and Chinese who have attachments on both sides of the Pacific. Through our 

joint research, we hope to develop policy ideas that take into account the reality 

of a “shared” human capital pool that creates benefits for Canada and China. 

We are grateful to the Government of Canada, the International Development 

Research Centre and the Government of British Columbia for funding support, 

and to the University of Ottawa for hosting the event . As we enter the second 

year of our project, we will look to expand our range of partners, and to extend 

our research findings to the policy and practitioner communities.

十分荣幸能够来到美丽的加拿大首都 —— 渥太华参加中加人才流 

动与交流高层论坛。值此论坛开幕之际 , 我谨代表中国代表团向论 

坛的成功举办表示热烈的祝贺 , 同时也向加拿大亚太基金会为此次论坛所做的精心 

安排和盛情款待表示衷心地感谢。 

二十一世纪的今天 , 随着世界多极化、经济全球化深入发展 , 包括人力资源在内的 

各种生产要素在全球加速流动。人与人之间的距离 , 国与国之间的距离正一天天地 

被拉近 , 人才的活动空间越来越大 , 人才自由流动成为经济发达的一个重要标志。 

中加两国作为 G20 的成员国 , 也是双边人才交流最活跃的国家之一。目前中国已经 

成为加拿大最大的留学生来源国 , 最大的技术和投资人才移民来源国。与此同时 , 

加拿大在海外的人才中有相当大一部分流向了大中华地区。 

2011 年 11 月 , 在中国北京 , 中国人事科学研究院、加拿大亚太基金会、中国国际 

人才交流与开发研究会、中国与全球化研究中心签署了四方合作备忘录 , 计划重点 

围绕中加人才流动现状与趋势 , 政府和社团在人才国际流动中的作用以及中加重点 

产业人才交流与合作三个主题开展合作 , 期限为 2011 年 11 月至 2013 年 11 月。 

根据合作备忘录的有关安排 , 中方主要承担加拿大籍在华人才的研究。本次在加拿 

大召开的研讨会是第一阶段合作项目结题会议 , 我方将发布项目研究的部分成果。 

中国人事科学研究院是人力资源和社会保障部直属事业单位 , 主要承担人力资源和 

公共管理理论、政策及应用研究。作为项目的参与方之一 , 我们十分高兴能在加拿 

大与来自中加两国的专家、学者和政商界人士一起 , 共同交流和研讨中加人才流动 

与合作开发的历史、现状与未来。我们坚信 , 通过大家的交流和研讨 , 定能将中加 

在人才领域里的研究与合作提升到一个新的阶段。 

最后 , 衷心感谢加拿大亚太基金会对本次论坛的举办所做的积极贡献 , 也十分感谢 

各位中外专家代表的踊跃参与和分享他们的智慧与研究。
