Location & Description<br />
The land lies to the immediate south<br />
east of <strong>Moulton</strong> Village convenient to<br />
Northwich and has extensive frontage to<br />
Jack Lane, an attractive rural route into<br />
the village centre. <strong>Moulton</strong> has a range<br />
of community facilities including a post<br />
office, primary school, two public houses,<br />
local shops, and a Co-op convenience<br />
store.<br />
The site presently comprises open agricultural land. It lies<br />
within an Area of Special Landscape and Environmental<br />
Value and the immediate surroundings are attractive<br />
Cheshire countryside. The existing settlement of <strong>Moulton</strong><br />
adjoins the land along its north western boundary.<br />
Planning<br />
Cheshire West and Chester Council resolved to grant<br />
planning permission for residential development of up to<br />
70 dwellings, together with construction of a new access<br />
from Jack Lane, areas of public open space, landscaping<br />
and ecology works on 17 April 2014 (application ref.<br />
14/00499/0UT). This was subject to a number of planning<br />
conditions and the execution of a Section 106 Planning<br />
Agreement. The Section 106 Agreement was entered<br />
into on 3 July 2014 and provides for specific financial<br />
contributions to off-site recreation provision; education<br />
and footpath improvements. The scheme promoted 30%<br />
affordable housing, the delivery of which is covered by<br />
planning condition.<br />
A copy of the planning application submission, Decision<br />
Notice and Section 106 Agreement form part of the<br />
technical information pack which is available from the<br />
agents on request.<br />
The application was submitted in outline only with all<br />
matters reserved for subsequent approval other than<br />
means of access, which is to be taken from Jack Lane.<br />
An illustrative masterplan showing a high level schematic<br />
master plan was approved as part of the application. This<br />
is provided on the following page and a scale copy is<br />
available in the technical information pack.<br />

Method of Sale<br />
The land is offered for sale by informal tender. The closing<br />
date for bids is 5pm on 5 September 2014. Offers will be<br />
considered on either an unconditional (i.e. with the benefit<br />
of the existing outline planning permission) or on a subject<br />
to detailed planning basis.<br />
Also, in the case of the latter, bidders are required to<br />
identify the nature of their scheme and to confirm that this<br />
will be promoted by way of a reserved matters planning<br />
application, within the terms of the current outline consent.<br />
Where a subject to planning offer is made a long stop<br />
date within which any approval is to be obtained is also<br />
required and should be specified.<br />
Any other elements of the offer that are conditional must<br />
be set out clearly in the bid.<br />
