Housing Site
With Outline
Planning Permission
Jack Lane
Moulton
Cheshire
Approximately 2.7 hectares/6.7 acres of prime
housing land for sale by informal tender
Closing date for offers 5 September 2014

Location & Description
The land lies to the immediate south
east of Moulton Village convenient to
Northwich and has extensive frontage to
Jack Lane, an attractive rural route into
the village centre. Moulton has a range
of community facilities including a post
office, primary school, two public houses,
local shops, and a Co-op convenience
store.
The site presently comprises open agricultural land. It lies
within an Area of Special Landscape and Environmental
Value and the immediate surroundings are attractive
Cheshire countryside. The existing settlement of Moulton
adjoins the land along its north western boundary.
Planning
Cheshire West and Chester Council resolved to grant
planning permission for residential development of up to
70 dwellings, together with construction of a new access
from Jack Lane, areas of public open space, landscaping
and ecology works on 17 April 2014 (application ref.
14/00499/0UT). This was subject to a number of planning
conditions and the execution of a Section 106 Planning
Agreement. The Section 106 Agreement was entered
into on 3 July 2014 and provides for specific financial
contributions to off-site recreation provision; education
and footpath improvements. The scheme promoted 30%
affordable housing, the delivery of which is covered by
planning condition.
A copy of the planning application submission, Decision
Notice and Section 106 Agreement form part of the
technical information pack which is available from the
agents on request.
The application was submitted in outline only with all
matters reserved for subsequent approval other than
means of access, which is to be taken from Jack Lane.
An illustrative masterplan showing a high level schematic
master plan was approved as part of the application. This
is provided on the following page and a scale copy is
available in the technical information pack.
Tenure
Method of Sale
The land is offered for sale by informal tender. The closing
date for bids is 5pm on 5 September 2014. Offers will be
considered on either an unconditional (i.e. with the benefit
of the existing outline planning permission) or on a subject
to detailed planning basis.
Also, in the case of the latter, bidders are required to
identify the nature of their scheme and to confirm that this
will be promoted by way of a reserved matters planning
application, within the terms of the current outline consent.
Where a subject to planning offer is made a long stop
date within which any approval is to be obtained is also
required and should be specified.
Any other elements of the offer that are conditional must
be set out clearly in the bid.
