Welcome to Atlanta! 

The home of the 2009 LuminX User Group Annual Conference and, 

completely coincidentally, the headquarters of Ebix, our new software 

partner. I am pleased to once again share a few days with this dynamic 

and resourceful group of individuals and companies. 

There are a number of often cited clichés that 

declare that change is constant. For LuminX 

clients—whether TPAs or health plans—2008 and 

early 2009 have been periods that emphatically 

validate the clichés. In fact, in that sense this has 

been a period that is really quite normal. Dramatic 

change has been the constant. 

Following one of our most successful LuminX User 

Group (LUG) annual meetings in April 2008, we all 

settled in for the political season and elections to 

follow. Suddenly, two very important events came 

to pass: the purchase of Acclamation Systems 

by Ebix and the onset of a rapid free fall of the 

U.S. economy. These events—combined with 

the subsequent accelerated shift in Washington 

to the notion that government knows best, 

especially when it comes to healthcare—present 

each of us and our enterprises with dilemmas and 

opportunities unprecedented in the post-ERISA 

benefits era. 

The changes we are experiencing have redefined 

what is normal in our business activities. Our 

relationship with Ebix is still evolving and we look 

forward to our annual opportunity to visit with 

key Ebix Health personnel and hear from CEO 

Robin Raina. The seemingly inevitable advance of 

government involvement in the healthcare delivery 

system may bring both relief and turmoil. I know 

that the LUG Executive Committee and I can 

count on LuminX Users to be innovative leaders 

in responding to the challenges known and yet 

to be discovered. And you can count on the LUG 

and the 2009 Conference to be important assets in 

meeting those challenges. 

Please join me during the conference in thanking 

our speakers and presenters, the Ebix Health 

staff members in attendance, the LUG Executive 

Committee and our sponsors. The sponsors know 

the value of this meeting; in spite of tight marketing 

budgets, exhibit space was sold out in record time.

Welcome to the 15 th annual 

LuminX User Group (LUG) 

conference in Atlanta. This is our 

first conference with you as Ebix Health, a division of Ebix, Inc. Atlanta is 

the headquarters for Ebix and executives from our corporate office are 

LOOKING FORWARD TO MEETING YOU DURING THE EVENT. 

Each spring, we value the exchange of ideas 

that takes place during the conference between 

our staff and you, the LuminX users. This year 

in particular, we look forward to this opportunity 

to share with you the future direction of our 

company, as well as the LuminX system. 

The acquisition of Acclamation Systems in 

August of 2008 was beneficial for both Ebix and 

the former ASI. It extends Ebix’s reach in the 

insurance and employee benefit marketplace, 

while strengthening Ebix Health’s technology and 

development resources. Robin Raina, Ebix CEO, 

will kick off our conference this year by sharing his 

vision for Ebix Health.

James Lloyd will share customer service 

insights gained from his more than 20 years of 

experience. 

Edward Hughes will also join us to discuss 

his perspective on the future of healthcare in 

this country. As a professor of Health Industry 

Management and Management Strategy at the 

Kellogg School of Management, and a Professor 

of Preventive Medicine at The Medical School at 

Northwestern University, he has unique insights 

into the national healthcare picture.

LUG conference a valuable resource.

part of any successful benefits administration 

operation. To improve such integration, we 

have recently embedded a best-of-breed data 

integration solution into LuminX. You will hear 

more this new solution during the event. 

In closing, I hope you gain a wealth of LuminX 

knowledge while having a wonderful time among

About the LuminX User Group 

The LuminX User Group provides a forum for the free exchange of ideas to assist users in 

maximizing the value and productivity of their LuminX application. Our purposes and objectives are: 

• To establish a forum for LuminX users to share knowledge and ideas about the 

LuminX system 

• To inform all users about the status of Ebix Health activities, new features and 

enhancements 

• To relate to Ebix Health any common problems, concerns and 

suggestions brought forth by users 

• To facilitate the sharing of information between users 

• To promote the further application of LuminX among users and non-users 

• To support enhancements that will improve LuminX 

The primary methods of accomplishing these goals are the annual conference, the LUG Shared 

Enhancement Process and the LUG SharePoint site. 

Most importantly, LUG-participating companies and staff members have access to the LuminX user 

community on an as-needed basis through the development of informal relationships with their peers. 

The LUG community has a strong tradition of mutual support that has proven to be invaluable for all 

concerned. LUG members recognize that cooperation around shared needs and principals is essential 

to their success, even though we are often competitors. 

A volunteer executive committee — elected from the membership at large — governs the Group. 

One voting member of the Committee is an Ebix Health staff member appointed by Ebix Health. Each 

member company is eligible to cast one vote if they are in attendance at the annual business meeting. 

The executive committee welcomes the input of all members and encourages individuals to seek 

election to the committee. 

Although the LUG was officially incorporated in 2003, our traditions reach back to the late 1980s and 

early 1990s, when the need to bring LuminX users together was recognized, and dedicated volunteer 

leaders brought the first groups together. As we evolve to meet the changing demands of LuminX users, 

we strive to embody the energetic and cooperative spirit of the early leadership. 

We remain committed to making sure that substance and value are the hallmarks of the Group, and are 

always ready to welcome new members.

Marion is the senior executive responsible for all 

group and TPA business activity, including sales 

and operations, at C. L. Frates and Company. 

He has been a LuminX user/manager since C. L. 

Frates and Company’s implementation of LuminX 

in January 2000. Marion’s has 24 years insurance 

experience having served in various director and 

senior level positions at State Farm Insurance, W.J. 

Cox Associates, Inc. and SIEBA, Ltd. He has a BA 

in Geography from Syracuse University and a MS in 

Forestry, Resource Economics from SUNY College 

of Environmental Science and Forestry. He received 

is Associate in Risk Management designation in 

1988. He is a guest lecturer on healthcare payment 

at the Meinders School of Business at Oklahoma 

City University, served as a 2005-2006 Advisory 

Panel Member of the Oklahoma House Medicaid 

Reform Task Force and is an active member of 

the Society of Professional Benefit Administrators.

Raina has been Chairman of the Board of Ebix for 

the last four years and was elected as a director 

in February 2000. He is credited with planning, 

executing and leading the spectacular turnaround 

that Ebix has seen during his tenure. Raina 

joined Ebix in October 1997 as Vice President, 

Professional Services and was promoted to Senior 

Vice President, Sales and Marketing in February


1998. Raina was promoted to Executive Vice 

President, Chief Operating Officer in December 

1998. He was appointed President in August 1999, 

Chief Executive Officer in September 1999 and 

Chairman in May 2002. Raina holds an Industrial 

Engineering degree from Thapar University in 

Punjab, India and is also founder of the Robin

Brown has more than 25 years of experience in 

sales, marketing and product management in the 

computer industry. He joined ASI in 1989 and was 

appointed Vice President of sales in 1995. Prior to 

1989, he was a managing partner responsible for 

developing market strategies for Best Executive 

Marketing (BEM), a national computer-oriented 

executive placement firm. Brown has also been 

a product manager for ATV Systems, a vendor of 

specialized systems for the hospitality industry. He 

is an active member of the Pittsburgh Chapter of 

Rotary International.

Senge has more than 25 years of programming, 

analytical and management experience. He 

began his career with ECCO Consulting, Inc., a 

firm specializing in the design, development and 

implementation of turnkey software solutions for 

government and industry. ECCO entered into a 

joint venture with a TPA in 1989 and ASI was born. 

Senge led ASI’s advanced technology team and 

was one of the creators of the LuminX benefits 

management system. He has been ASI’s general 

manager and, in 2000, became CEO. Senge is a 

graduate of the Institute of Computer Management 

in Pittsburgh, an active alumnus of the University of 

Pittsburgh’s Institute for Entrepreneurial Excellence, 

and is currently enrolled in the OPM Executive 

Education Program at Harvard Business School.

With nearly 20 years experience at Automated 

Benefit Services, Inc., Lapiana is a student of the 

insurance business. From his current position 

as executive vice president to his beginnings 

“in the trenches” learning every aspect of the 

business from the inside out, not many individuals 

understand insurance they way he does. A finance 

and accounting graduate of Hillsdale College, in 

Hillsdale, MI, Lapiana is not only considered an 

expert in insurance theory and structure, but also 

is able to translate that knowledge into sales. As 

an expert in his industry, Lapiana is often looked to 

take the lead in associations and organizations. 

B. Auto Adjudication ABC’s 


By leveraging LuminX core functionality and 

re-evaluating key operational processes, clients 

can achieve a greater rate of auto adjudication. 

During this session, we will examine one client’s 

ability to successfully increase auto release 

rates from 39% to 60% over the course of one 

year. We will also discuss how to identify areas 

of improvement for provider services, benefit 

design, system holds and more.

sectors. She joined Ebix Health (formerly

Joanne Sciuto

Sciuto has more than 30 years of experience 

in the TPA and insurance field. The many years 

of experience she has gained assists her in 

her role as director of operations at Automated 

Benefit Services, located in Sterling Heights, MI. 

Sciuto has management oversight of the claims, 

customer service, enrollment, billing, reporting, 

plan building and quality departments. She also 

manages the client services department to insure 

client satisfaction and retention. Sciuto began her 

career as a claim adjuster in both medical and 

workers compensation. She continually upgrades 

her knowledge base with additional education in 

the many changing aspects of the business. 

C. Provider File Maintenance 

and Clean-up Tactics 


In this session, we will discuss provider 

maintenance techniques involving the use of 

the NPI Web site and IRS TIN matching that will 

reduce the number of B notices you receive.

Insurance Management 

Administrators 


Lang is a business technologist (MA Mathematics, 

MS Computer Science). He has successfully 

started, built and sold two technology companies: 

LAN Management and The Advanced Systems 

Group. Coteva’s mission is to use technologies — 

software, databases, communications, and 

systems — to achieve a significant ROI for TPAs. 

He and Coteva focus on Ebix Health’s LuminX: 

maintaining the provider file, implementing 

employee-centric Web sites, driving autoadjudication 

rates, centralized intranet reporting 

system and on-line automated enrollment. Lang is 

on the board at IMA, serves as IMA’s CTO and is 

on the LuminX Executive Committee. 

Todd Scribner 

Vice President, Information 

Technology Services 

Verity National Group, Inc.

Scribner oversees Verity National’s technology 

initiatives, most notably the emergency 

conversion of a production claims system from a 

custom application to an ASP provider, and the 

creation of a data warehouse from asynchronous 

processes. His IT team’s skills allow Verity to 

operate at the forefront of health claim data 

mining to pinpoint care management needs and 

results. Scribner has crafted numerous custom 

extracts, reports, applications and automated 

scripts for Verity National clients. He has more 

than a decade of IT experience, including his 

service in both the Army and Air Force. An 

honor graduate of military courses in intelligence 

analysis and electronic warfare, he also studied at 

Southwestern Michigan College.

Grooms has been an active member of the LuminX 

User Group since 2002. She is a past president of 

the LUG Executive Committee and is now serving 

as Treasurer. Grooms is vice president and chief 

operating officer at North America Administrators, 

a third party administrator located in Nashville, TN. 

She has been with the company for over 25 years, 

which has given her extensive experience at all 

levels of both plan operations and management. 

Grooms also serves on the board of directors of 

the Society of Professional Benefit Administrators 

(SPBA), helping to promote the interests and 

concerns of TPA firms at the national level. 

B. CDHP — Fad of Future 


It has been five years since health savings 

accounts (HSAs) were authorized. Interest in 

all types of benefit plans that are loosely called 

consumer directed continues to increase. This 

session will evaluate the market share of these 

plans today and discuss their future. Will they 

become more prominent with the tightening 

economy and how do they compliment the 

emerging healthcare reform policy strategies

Ritter got his start in the insurance business as a 

contract programmer for Blue Cross Blue Shield of 

Wyoming. After the contract ended, he was hired 

as a supervisor in the finance department, served 

as a systems design analyst, software evaluation 

coordinator and inter-plan data transfer coordinator 

before being appointed director of operations for

Dr. Hughes, MD, M.P.H., is Professor of Health 

Industry Management and Management and 

Strategy in the Kellogg School of Management 

and Professor of Preventive Medicine in The 

Medical School, Northwestern University. He first 

came to Northwestern in 1977 as the founding 

Director of the University’s Center for Health 

Services and Policy Research, now the Institute 

for Health Services Research and Policy Studies, 

and served as its Director for 18 years. A native of 

Boston, Dr. Hughes is a graduate of The Boston 

Latin School, Amherst College, Harvard Medical 

School and Columbia University School of Public 

Health. He trained originally in general surgery 

at the Columbia-Presbyterian Medical Center in 

the City of New York. Dr. Hughes is particularly 

interested in the elaboration of national health 

policy, in the efficient utilization of resources in the 

delivery of healthcare, and in the future directions 

of our health system. Within the Center, he was 

co-director of the Program in Health Care Policy 

and Financing, and was principal investigator 

of the HCFA Policy Center at Northwestern. He 

was also Special Advisor to the V.A. Field Station 

and for many years served as the Director of the 

Non-Biomedical Component of the Multipurpose 

Arthritis Center. Simultaneous with being Center 

Director, Dr. Hughes served for three years as 

the Director of the Program in Health Services 

Management in the Kellogg School. The program 

was recently chosen by U.S. News and World 

Report as one of the two highest-ranking health
