DEPARTMENT SUMMARY:<br />

The <strong>Victim</strong> <strong>Compensation</strong> <strong>and</strong> Government Claims Board’s (VCGCB) mission is to assure the rights of<br />

<strong>California</strong> victims of crime by providing responsive financial compensation through a stable Restitution<br />

Fund <strong>and</strong> afford those with claims against the State an opportunity to resolve those claims or proceed<br />

with other remedies in an efficient <strong>and</strong> effective manner. The VCGCB is a special funded department<br />

under the direction of the Government Operations Agency.<br />

POSITION SUMMARY:<br />

Under general supervision of the Staff Services Manager II, Human Resources Section <strong>and</strong> the guidance<br />

of the Senior <strong>Personnel</strong> <strong>Specialist</strong>, the <strong>Personnel</strong> <strong>Specialist</strong> performs the full range of personnel duties<br />

including payroll, personnel document processing, record keeping, certification <strong>and</strong> other functions<br />

related to personnel transactions.<br />

ESSENTIAL FUNCTIONS:<br />

All duties will be performed in accordance with the guidelines of the VCGCB policy manuals, State<br />

<strong>Personnel</strong> Board, <strong>California</strong> Department of Human Resources, State Controller’s Office (SCO) laws <strong>and</strong><br />

rule <strong>and</strong> bargaining unit provisions.<br />

Research, interpret <strong>and</strong> apply a wide variety of complex civil service laws <strong>and</strong> rules; review various<br />

control agency letters, memos, policies <strong>and</strong> bargaining unit contract provisions in order to reconcile <strong>and</strong><br />

certify monthly payroll, dock, overtime <strong>and</strong> special pay using the SCO Master Payroll Certification System<br />

(MPC). Initiate documents needed to generate pay using the MPC system. Initiate <strong>and</strong> establish salary<br />

advances, garnishments <strong>and</strong> accounts receivables. Document <strong>and</strong> update the employment history of<br />

employees including appointments, separations, retirements, punitive actions, salary adjustments, range<br />

changes <strong>and</strong> other miscellaneous changes using the SCO <strong>Personnel</strong> Information Management System.<br />

Maintain the <strong>California</strong> Leave Accounting System by updating employee leave usage <strong>and</strong> earnings via<br />

monthly audit of employee timesheets (Std. 634 forms); process Catastrophic Leave benefits for eligible<br />

employees.<br />

Act as the technical information resource for management, employees <strong>and</strong> attendance coordinators.<br />

Research <strong>and</strong> apply a variety of civil service laws, rules <strong>and</strong> regulations <strong>and</strong> determine appropriate<br />

actions to resolve employee issues regarding a variety of personnel related subjects such as benefits <strong>and</strong><br />

pay. Process Change in Established Position forms (Std. 607s) to establish, reclassify <strong>and</strong>/or transfer<br />

positions in accordance with the Department of Finance, SCO <strong>and</strong> budget office requirements.<br />

Serve as one of the primary contacts for providing information <strong>and</strong> assistance to employees on Statesponsored<br />

benefits including health, dental, vision, flex-elect, COBRA, life insurance, long-term disability,<br />

deferred compensation, savings bonds, annual leave <strong>and</strong> direct deposit.<br />

Complete <strong>and</strong> process enrollments forms; follow-up <strong>and</strong> coordinate with control agencies <strong>and</strong> employees<br />

on an ongoing basis to gain information, answer employee questions <strong>and</strong> reconcile any issues <strong>and</strong><br />

discrepancies that may arise. Establish <strong>and</strong> process changes to employee’s benefits such as State<br />

Disability Insurance, Industrial Disability Leave <strong>and</strong> Non-Industrial Disability Insurance in accordance with<br />

applicable rules <strong>and</strong> regulations.<br />

Prepare <strong>and</strong> review new employee orientation packets with new hires. Assist in the development <strong>and</strong><br />

maintenance of the employee h<strong>and</strong>book <strong>and</strong> a variety of personnel policies; participate in the new<br />

employee orientation program <strong>and</strong> the development of personnel training programs. Complete an<br />

Employee Transfer Data form (Std. 612) <strong>and</strong> prepare Official <strong>Personnel</strong> File for mailing when employees<br />

transfer to a new State department.<br />

Provide back-up to other <strong>Specialist</strong>s. Research <strong>and</strong> gather information in order to compose original<br />

correspondence <strong>and</strong>/or charts <strong>and</strong> graphs addressing any variety of personnel related topics for<br />

employees, managers, other State personnel offices <strong>and</strong> control agencies.<br />

Attend training classes for personal <strong>and</strong> professional development. Participate in information sharing<br />

meetings. Complete special projects as assigned.<br />
