<strong>Populism</strong> – as a tool not an ideology<br />

When discuss<strong>in</strong>g <strong>the</strong> concept of populism <strong>in</strong> relation<br />

to Germany it is first of all necessary to<br />

outl<strong>in</strong>e a def<strong>in</strong>ition. Accord<strong>in</strong>g to Albertazzi <strong>and</strong><br />

McDonnell populism is ‘[a]n ideology which pits<br />

a virtuous <strong>and</strong> homogeneous people aga<strong>in</strong>st a set<br />

of elites <strong>and</strong> dangerous “o<strong>the</strong>rs” who are toge<strong>the</strong>r<br />

depicted as depriv<strong>in</strong>g (or attempt<strong>in</strong>g to deprive)<br />

<strong>the</strong> sovereign people of <strong>the</strong>ir rights, values, prosperity,<br />

identity <strong>and</strong> voice.’ 7 Broadly speak<strong>in</strong>g we<br />

can <strong>the</strong>re<strong>for</strong>e say that populism is <strong>the</strong> appeal to<br />

<strong>the</strong> masses, <strong>the</strong> people, often <strong>in</strong> conjunction with<br />

<strong>the</strong> proclaimed aim of fight<strong>in</strong>g aga<strong>in</strong>st an elitist<br />

system, which allegedly privileges <strong>the</strong> few <strong>in</strong>stead<br />

of <strong>the</strong> many. Alternatively <strong>the</strong> threat may also be<br />

emanat<strong>in</strong>g not from <strong>the</strong> elite but a ‘dangerous<br />

o<strong>the</strong>r’. A frequent example of <strong>the</strong> latter not necessarily<br />

be<strong>in</strong>g <strong>the</strong> same as <strong>the</strong> <strong>for</strong>mer, is that of<br />

populism aga<strong>in</strong>st immigration. In such cases immigrants<br />

are portrayed as a burden to society <strong>and</strong><br />

as harm<strong>in</strong>g economic <strong>and</strong> social susta<strong>in</strong>ability.<br />
