摘 要<br />
為 借 鏡 日 本 之 文 博 物 館 評 鑑 制 度 與 博 物 館 管 理 經 驗 , 赴 日 本 水 戶 常 磐 大 學 、<br />
靜 岡 縣 富 士 市 及 東 京 , 與 博 物 館 評 鑑 有 關 進 行 參 訪 並 蒐 集 相 關 資 料 , 以 了 解 日 本<br />
的 博 物 館 評 鑑 模 式 及 成 果 , 供 策 劃 國 內 博 物 館 評 鑑 制 度 的 參 考 。<br />
日 本 博 物 館 管 理 學 會 與 日 本 文 部 科 學 省 長 期 合 作 擬 定 日 本 博 物 館 評 鑑 制<br />
度 , 今 年 特 前 往 日 本 與 該 學 會 進 行 博 物 館 評 鑑 會 議 , 加 強 與 日 本 相 關 單 位 聯 繫 與<br />
溝 通 , 了 解 日 本 博 物 館 評 鑑 制 度 規 劃 程 序 與 需 求 , 作 為 制 訂 國 內 博 物 館 評 鑑 相 關<br />

第 一 天 上 午 八 時 搭 乘 長 榮 航 空 客 機 飛 往 日 本 成 田 機 場 , 下 午 抵 達 後 先 前 往 水<br />
戶 住 宿 飯 店 安 置 行 李 , 並 與 常 磐 大 學 水 嶋 英 治 教 授 晚 餐 。<br />

第 二 天 考 察 與 研 究 地 點 為 水 戶 常 磐 大 學 及 水 戶 市 內 博 物 館 , 考 察 內 容 分 述 如<br />

( 一 ) 水 戶 常 磐 大 學<br />
7/15~7/17 早 上 皆 在 常 磐 大 學 與 水 嶋 英 治 教 授 進 行 博 物 館 評 鑑 制 度 研<br />
究 。<br />
( 二 ) 水 戶 市 藝 術 館<br />
為 紀 念 水 戶 市 成 立 一 百 週 年 , 建 造 了 高 100 公 尺 的 水 戶 藝 術 塔 , 也 是 水<br />
戶 藝 術 館 的 象 徵 。 以 創 新 藝 術 文 化 、 國 際 視 野 為 理 念 出 發 的 水 戶 藝 術 館 想 要<br />
打 造 的 是 一 個 提 供 市 民 藝 文 交 流 的 空 間 。<br />
藝 術 館 沒 有 設 置 特 定 出 入 口 , 而 是 藉 由 音 樂 廳 、 劇 場 、 美 術 藝 廊 、 會 議<br />
場 、 藝 術 塔 等 多 棟 建 築 圍 塑 出 一 個 綠 帶 廣 場 與 藝 術 館 的 敷 地 。 為 使 音 樂 、 戲<br />
劇 、 美 術 等 各 領 域 的 藝 術 都 能 夠 擁 有 獨 立 空 間 , 請 來 著 名 建 築 師 磯 崎 新 設<br />
計 , 使 每 個 空 間 獨 立 不 會 相 互 影 響 卻 又 同 時 緊 密 相 扣 , 可 一 次 串 聯 瀏 覽 。<br />
開 闊 的 廣 場 舖 上 如 茵 的 綠 色 草 坪 , 還 有 以 週 邊 笠 間 地 區 盛 產 的 御 影 石 作<br />
為 主 要 水 景 , 無 論 平 時 或 假 日 , 成 為 水 戶 市 民 最 親 近 的 藝 術 公 園 , 甚 至 會 不<br />
定 期 舉 辦 各 種 免 費 開 放 的 藝 文 活 動 , 可 容 納 數 千 人 共 同 参 與 。<br />
( 三 ) 弘 道 館<br />
弘 道 館 從 創 校 到 明 治 5 年 送 出 最 後 一 批 學 生 為 止 , 培 育 出 許 多 影 響 時 代<br />
的 人 才 。 歷 經 戰 亂 後 , 大 部 分 的 藩 校 建 築 已 經 被 燒 毀 , 如 今 所 見 僅 剩 正 門 、<br />
正 廳 至 善 堂 等 建 築 開 放 遊 客 參 觀 , 只 有 過 去 遺 留 下 的 文 物 書 簡 , 訴 說 舊 日 的<br />
光 景 。<br />

7/16 早 上 下 午 皆 在 常 磐 大 學 與 水 嶋 英 治 教 授 進 行 博 物 館 評 鑑 制 度 研 究<br />
四 、 第 四 天 (7/17)<br />
茨 城 縣 近 代 美 術 館<br />
自 昭 和 63 年 開 館 以 來 , 該 館 主 要 展 示 日 本 和 西 洋 近 代 美 術 作 品 為 主 , 收<br />
藏 對 象 是 以 茨 城 縣 有 關 的 作 家 作 品 、 日 本 近 代 到 現 代 的 優 質 作 品 , 以 及 影 響<br />
日 本 近 代 美 術 的 海 外 作 家 的 作 品 。 網 站 中 除 了 美 術 館 的 展 覽 介 紹 外 , 另 有 藏<br />
品 及 其 作 家 生 平 介 紹 ( 書 畫 )。<br />
五 、 第 五 天 (7/18)<br />
富 士 市 立 博 物 館<br />
富 士 市 立 博 物 館 分 為 歷 史 名 俗 資 料 館 分 館 與 是 富 士 市 立 博 物 館 本 館 。<br />
富 士 市 立 博 物 館 本 館 常 設 展 介 紹 的 是 復 市 是 當 地 紙 業 的 歷 史 , 與 富 士 山<br />
相 關 資 料 。<br />
歷 史 民 俗 資 料 館 則 介 紹 富 士 市 的 常 民 文 化 。<br />
另 外 館 外 還 有 歷 史 建 物 保 存 公 園 , 可 以 見 到 日 本 當 地 的 古 蹟 與 歷 史 建<br />
物 。<br />
六 、 第 六 天 (7/19)<br />
( 一 ) 北 之 丸 博 物 館 群<br />
1969 年 為 紀 念 天 皇 60 壽 辰 而 對 外 開 放 的 森 林 公 園 。 園 內 有 科 學 技 術 館 和<br />
東 京 國 立 近 代 美 術 館 以 及 日 本 武 道 館 。<br />
科 學 技 術 館 位 於 北 之 丸 公 園 的 東 南 部 , 一 進 清 水 門 的 左 手 邊 。 在 陳 列 著<br />
各 種 關 於 視 覺 的 科 學 、 光 學 現 象 的 展 示 廳 裡 , 可 以 在 遊 玩 中 體 會 學 習 不 可 思<br />
議 的 科 學 現 象 。 在 染 色 體 組 的 專 區 , 利 用 漫 畫 等 進 行 演 示 , 使 講 解 淺 顯 易 懂 。<br />
東 京 國 立 近 代 美 術 館 創 立 於 1952 年 , 是 日 本 最 早 的 國 立 美 術 館 。 收 藏<br />
品 包 括 明 治 時 期 到 現 代 約 100 年 間 的 美 術 品 , 日 本 畫 、 西 洋 畫 、 雕 刻 、 素<br />
描 、 照 片 等 超 過 9000 件 作 品 。 代 表 作 品 有 土 田 麥 僊 「 舞 妓 林 泉 」、 村 上 華<br />
岳 「 日 高 河 清 姬 圖 」、 岸 田 劉 生 「 麗 子 肖 像 」。<br />

東 京 都 國 立 近 代 美 術 館 工 藝 館 工 藝 館 (Kogeikn, Crafts Gallery), 附 近<br />
於 鄰 近 的 東 京 國 立 近 代 美 術 館 。 這 是 一 棟 建 造 於 1910 年 , 外 觀 十 分 吸 引 人<br />
的 明 治 時 代 磚 造 建 築 。 藝 廊 , 是 個 貼 近 與 日 本 文 化 最 佳 的 選 擇 , 而 工 藝 館 則<br />
展 示 的 是 國 內 外 陶 器 , 染 織 、 玻 璃 、 漆 工 木 竹 工 及 金 工 等 工 藝 品 。<br />

進 行 台 日 博 物 館 評 鑑 制 度 會 議 , 演 講 。<br />
七 、 第 七 天 (7/20)<br />
( 一 ) 森 美 術 館<br />
森 美 術 館 坐 落 六 本 木 hills 森 大 廈 第 52 及 53 層 , 結 合 了 現 代 藝 術 展 覽 廳 、<br />
觀 景 台 與 都 市 研 究 所 展 示 廳 。 並 利 用 動 線 設 計 把 收 入 依 附 在 展 望 台 觀 光 客 的<br />
票 源 收 入 。 讓 只 是 想 到 展 望 台 的 觀 眾 也 可 以 走 進 美 術 館 , 把 非 觀 眾 群 開 發 成<br />
觀 眾 群 。<br />
森 美 術 館 將 國 際 性 與 現 代 感 做 為 創 館 重 要 理 念 , 在 這 裡 率 先 向 全 世 界 介<br />
紹 最 新 創 造 思 維 , 以 森 美 術 館 本 身 為 中 心 點 , 以 周 圍 亞 洲 圈 為 展 覽 對 象 , 向<br />
外 圍 的 歐 美 紐 澳 擴 展 , 去 刺 激 參 展 者 與 觀 展 人 的 好 奇 心 與 思 考 力 。<br />
除 了 展 覽 當 代 藝 術 名 家 作 品 外 , 也 積 極 支 援 、 發 掘 亞 洲 年 輕 新 銳 設 計 師<br />
與 藝 術 家 。 另 外 森 美 術 館 的 放 時 間 也 比 一 般 美 術 館 長 , 一 周 有 六 天 開 放 到<br />
晚 上 十 點 。<br />
( 二 ) 三 多 利 美 術 館<br />
三 多 利 美 術 館 於 1961 年 由 三 多 利 集 團 創 建 。 受 東 京 Midtown( 東 京 中 城 )<br />
新 地 標 吸 引 而 遷 移 至 此 。 三 多 利 美 術 館 是 一 座 以 日 本 古 代 與 歐 洲 中 古 世 紀 美<br />
術 品 為 展 覽 主 題 的 美 術 館 , 透 過 這 些 古 時 代 日 常 用 品 的 展 覽 , 表 達 「 生 活 中<br />
的 美 」 這 樣 的 概 念 。 新 館 建 築 請 名 建 築 師 隈 研 吾 設 計 , 展 覽 主 軸 是 日 本 傳 統<br />
設 計 , 與 新 城 提 倡 的 和 風 重 新 相 符 合 。<br />
三 多 利 美 術 館 收 藏 古 代 繪 畫 、 陶 瓷 漆 器 、 木 雕 金 琢 工 藝 等 等 古 美 術 品 共<br />
三 千 多 件 , 其 中 包 含 日 本 國 寶 與 重 要 文 化 財 。 除 了 本 身 館 藏 外 , 也 會 與 歐 洲<br />
美 術 館 定 期 交 換 展 品 。<br />

( 三 ) 國 立 新 美 術 館<br />
新 美 術 館 建 築 是 由 國 際 建 築 大 師 黑 川 紀 章 所 設 計 , 國 立 新 美 術 館 自 2007<br />
年 開 館 以 來 , 入 館 人 數 衝 破 3 百 萬 人 , 計 已 有 70 多 個 團 體 及 個 人 選 擇 在 這 裡<br />
策 展 。 展 覽 主 題 多 元 。 新 美 術 館 本 身 並 無 館 藏 , 是 日 本 最 大 的 展 覽 空 間 (14,000<br />
平 方 公 尺 )。 展 示 空 間 寬 敞 高 挑 , 讓 各 種 藝 術 品 不 受 限 制 盡 情 延 展 。 收 集 美<br />
術 的 訊 息 並 把 資 料 公 開 , 提 供 給 大 眾 , 中 心 的 作 用 便 是 使 美 術 教 育 普 及 。 是<br />
一 個 全 新 類 型 的 美 術 館 。<br />
新 美 術 館 並 附 設 有 米 其 林 三 星 級 餐 廳 , 配 合 展 覽 不 定 期 推 出 創 意 十 足 的<br />
限 定 套 餐 , 完 美 結 合 料 理 與 藝 術 。<br />

日 本 博 物 館 評 鑑 指 標 發 展<br />
亞 洲 國 家 中 , 以 日 本 博 物 館 的 發 展 最 為 蓬 勃 。 在 日 本 全 國 47 個 一 級 行 政 區<br />
( 都 、 道 、 府 、 縣 ) 中 , 每 個 行 政 區 多 設 有 美 術 館 、 歷 史 博 物 館 與 科 學 博 物 館 ;<br />
至 2005 年 為 止 , 全 國 博 物 館 與 博 物 館 類 似 設 施 計 共 有 5614 座 1。<br />
日 本 政 府 對 於 博 物 館 績 效 評 量 非 常 重 視 , 在 其 博 物 館 法 中 有 二 條 相 關 條 文<br />
規 範 了 博 物 館 須 進 行 自 我 評 量 、 同 時 必 須 公 開 這 些 資 訊 給 社 會 大 眾 。 其 中 第 八 條<br />
指 出 「 為 促 進 博 物 館 之 健 全 成 長 , 文 部 科 學 大 臣 應 制 定 博 物 館 設 置 及 營 運 基 準 ,<br />
並 向 教 育 委 員 會 及 一 般 大 眾 公 佈 。」; 第 九 條 接 著 闡 述 「 博 物 館 於 施 行 該 館 營 運<br />
評 鑑 之 同 時 , 應 基 於 評 鑑 結 果 , 致 力 於 必 要 措 施 以 圖 改 善 。」; 第 九 條 之 二 則 說<br />
明 「 博 物 館 在 增 進 與 該 館 業 務 有 關 地 方 居 民 及 其 他 相 關 者 理 解 之 同 時 , 應 致 力 積<br />
極 提 供 該 館 營 運 相 關 資 訊 , 以 資 推 動 與 其 之 連 結 與 合 作 。」2。<br />
日 本 的 博 物 館 評 量 的 策 略 方 向 為 機 構 自 我 評 量 為 主 , 由 各 館 自 行 設 計 其 評<br />
量 體 系 與 執 行 方 式 , 呼 應 了 新 公 共 管 理 的 去 中 心 化 原 則 。 依 據 日 本 博 物 館 協 會 於<br />
2008 年 10 間 所 進 行 為 的 調 查 為 例 , 超 過 五 成 以 上 (53.4%) 的 博 物 館 有 進 行 其 館<br />
舍 的 績 效 評 量 。 其 中 國 立 博 物 館 實 施 評 量 的 比 例 最 高 、 達 70%; 其 次 為 其 他 公 立<br />
館 舍 為 60%; 而 私 立 博 物 館 的 實 施 情 況 最 低 、 僅 達 38.3%。 其 評 量 種 類 可 分 為 3<br />
類 : 第 一 類 為 「 自 己 評 價 」 由 博 物 館 內 部 職 員 所 進 行 的 評 量 、 第 二 類 為 「 外 部 評<br />
價 」 係 由 博 物 館 邀 請 外 部 人 士 前 來 進 行 評 量 ; 第 三 類 則 為 「 第 三 者 評 價 」 由 獨 立<br />
的 外 部 人 士 所 進 行 。 以 埼 玉 縣 立 近 代 美 術 館 為 例 , 其 2007 年 的 評 量 構 面 分 為 展 示<br />
水 準 、 資 料 運 用 、 博 物 館 利 用 情 形 、 宣 傳 、 學 校 支 援 、 支 援 縣 內 其 他 單 位 、 合 作<br />
與 交 流 、 調 查 研 究 與 其 他 等 9 項 構 面 、26 項 量 化 指 標 分 別 註 明 目 標 值 與 達 成 值 等 ,<br />
並 採 「 第 三 者 評 價 」 方 式 進 行 績 效 評 量 作 業 ( 日 本 博 物 館 協 會 ,2009)。<br />
除 了 博 物 館 本 身 的 評 量 機 制 外 , 亦 有 許 多 學 者 提 出 評 量 方 法 , 如 加 藤 哲 弘<br />
等 人 (2001) 曾 針 對 東 京 的 美 術 館 的 評 量 進 行 指 標 的 建 構 工 作 ( 表 1), 這 些 學 者<br />

博 物 館 協 會 曾 接 受 文 部 科 學 省 的 委 託 於 2002 與 2003 年 分 別 派 員 前 來 美 英 二 國 進<br />
行 考 察 , 針 對 二 國 的 評 量 方 式 進 行 調 查 ( 日 本 博 物 館 協 會 ,2003)。 協 會 於 2004<br />
年 出 版 博 物 館 自 我 評 量 的 手 冊 , 提 供 博 物 館 自 我 評 量 的 參 考 。 手 冊 中 將 博 物 館 評<br />
量 構 面 分 為 9 項 分 別 為 使 命 與 計 畫 、 資 料 蒐 集 、 保 管 與 運 用 、 調 查 研 究 、 展 示 與<br />
教 育 活 動 、 施 設 的 整 備 與 管 理 、 宣 傳 、 市 民 參 與 、 組 織 與 人 員 、 財 務 與 社 會 支 援<br />
等 、 計 49 項 指 標 ( 日 本 博 物 館 協 會 ,2004)。 而 後 經 過 多 年 的 討 論 , 將 9 項 構 面 減<br />
為 8 項 , 但 指 標 由 49 增 加 為 110 項 ( 表 2)( 日 本 博 物 館 協 會 ,2008)。 協 會 於 2009<br />
年 進 一 步 提 出 線 上 版 供 博 物 館 進 行 自 我 評 量 , 並 提 供 博 物 館 間 的 相 互 比 較 基 準 。<br />

廣 、 執 行 等 各 層 面 , 皆 蒐 集 到 不 少 資 料 可 供 台 灣 建 立 博 物 館 評 鑑 制 度 參 考 。 為 求<br />
國 內 博 物 館 評 鑑 制 度 順 利 建 立 與 專 業 素 質 , 充 分 提 昇 台 灣 博 物 館 的 國 際 競 爭 實<br />
力 。 博 物 館 評 鑑 人 員 之 專 業 培 訓 及 實 務 訓 練 , 是 目 前 評 鑑 政 策 中 最 為 重 要 的 發 展<br />
方 向 。<br />
但 由 於 我 國 博 物 館 評 鑑 制 度 仍 在 發 展 中 , 建 議 多 以 國 家 政 策 主 導 的 公 立 博 物<br />
館 為 發 展 主 軸 , 並 加 強 在 大 學 課 程 內 容 及 培 訓 方 式 導 入 博 物 館 評 鑑 觀 念 , 以 免 造<br />
成 博 物 館 相 關 從 業 人 員 於 日 後 對 博 物 館 制 度 適 應 不 良 等 現 象 。<br />
藉 由 本 次 赴 日 考 察 , 實 地 瞭 解 日 本 博 物 館 評 鑑 制 度 與 博 物 館 政 策 發 展 的 特 殊<br />
性 及 營 運 模 式 , 期 待 發 展 規 劃 出 更 為 完 善 、 更 符 合 時 代 需 求 的 博 物 館 評 鑑 制 度 。<br />
並 為 求 博 物 館 評 鑑 制 度 之 順 利 推 行 , 亦 與 日 本 博 物 館 協 會 及 相 關 及 專 業 研 究 之 機<br />
構 , 洽 談 未 來 課 程 合 作 之 計 畫 及 相 關 機 制 , 以 求 博 物 館 評 鑑 制 度 順 利 擬 定 及 確 實<br />

Abstract<br />
Performance measurement in public agencies, including national museums, has been<br />
greatly influenced by New Public Management (NPM) philosophy. As the NPM<br />
approach has taken hold, many museums have been forced to shift from the traditional<br />
administrative management paradigm to an entrepreneurial management paradigm,<br />
and to set up appropriate performance indicators. Rather than the traditional emphasis<br />
on accountability for process, emphasis is now being placed on accountability for<br />
results. Central to this is the requirement to identify desired outcomes. It is the aim of<br />
this study to propose appropriate performance indicators for adoption by Taiwan`s<br />
national museums. The study begins by examining the influence of New Public<br />

Performance measurement using objective indicators is a way of defining and monitoring<br />
the performance of an organisation on a regular basis. It is very common in profit-making<br />
sectors and some non-profit organisations, where it is seen as a way of identifying<br />
potential problems. Performance measurement has not yet been adopted by the museum<br />
sector in Taiwan, though it has been debated for the last decade.<br />
This paper first examines the concept of New Public Management and reviews the<br />
experience of museums in two western countries where performance measurement has<br />
been enacted in the museum sector. The ultimate aim is to identify performance<br />
indicators suitable for use in Taiwan’s national museums.<br />
1. The influence of New Public Management in performance measurement<br />
The measurement of performance in public agencies has been greatly influenced by New<br />
Public Management (NPM) philosophy. NPM is an umbrella term covering the wave of<br />
public sector reforms which have been instituted since the late 1970s. It is a new<br />
paradigm for public management, aimed at fostering a more market- and<br />
performance-oriented approach in a less centralised public sector. Under NPM, agencies<br />
have been encouraged to shift from the traditional administrative management paradigm<br />
to an entrepreneurial management paradigm (Osborne and Gaebler, 1992); and it has<br />
been widely used by governments to reduce unnecessary bureaucracy and to modernise<br />
the public sector. Some of the major characteristics of NPM in terms of performance<br />
measurement are:<br />
the introduction of quasi market mechanisms;<br />
emphasis on the provision of high-quality services;<br />
the introduction of performance indicators; and<br />
the advocating of managerial autonomy, particularly by reducing central<br />
agency control (Borins, 2002; Pollitt, 1995)<br />
Governments in a number of countries have used NPM to reform public management and<br />
introduce new legislation. These include the US (the Government Performance and<br />
Results Act (GPRA) of 1993), Canada (the Expenditure Management System), the UK<br />
(the Financial Management Initiative), New Zealand (the Strategic Management),<br />
Australia (the Financial Management Act, 1994) and Sweden (the Three-year Guidelines).<br />
The NPM has had a major impact on the museum sector; many national museums, such<br />
as the Smithsonian Institution in the US, all national museums in the UK, the Louvre<br />
Museum in France, New Zealand`s Te Papa Tongarewa Museum and the Australian<br />
National Maritime Museum, have been forced to introduce performance measurement<br />
systems and key performance indicators. In Taiwan, however, although performance<br />
measurement in museums has been under discussion for the last decade, it has never been<br />

put into action. This paper aims to examine NPM-led management reforms and their<br />
influence on the museum sectors in the US and UK as the first step to developing<br />
performance indicators for Taiwan’s national museums.<br />
The case in the US<br />
The US Congress enacted the Government Performance and Results Act (GPRA) in 1993.<br />
The act underpinned the most significant reform of US federal agencies in decades 5 .<br />
The legislation was launched in response to the view within the US Congress that waste<br />
and inefficiency in federal agencies was undermining the confidence of the public; that<br />
federal agencies had failed to improve programme efficiency and effectiveness; and that<br />
policymaking and spending oversight committees were handicapped by having<br />
inadequate information about programme performance and results.<br />
Under GPRA, federal agencies have been mandated to become results-oriented. They are<br />
now required to develop long-term strategic plans, annual performance plans and to<br />
publish an annual performance report. Strategic plans should define the agency`s goals<br />
and objectives for their various programmes, they should cover a period of not less than 5<br />
years from the current fiscal year, and they should be updated at least every 3 years.<br />
Federal agencies are also required to prepare an annual performance plan covering each<br />
programme activity set forth in the budget. The annual performance plan should establish<br />
performance goals to define the level of performance to be achieved. Such goals should<br />
be objective, quantifiable, and measurable. Moreover, performance indicators should be<br />
developed in order to assess the outputs, service levels, and outcomes of each programme<br />
activity.<br />
All federal agencies must submit an annual performance report summarising programme<br />
performance for the previous fiscal year. This report must set out the performance<br />
indicators established in the annual performance plan and describe the level of<br />
performance achieved compared with the performance goals.<br />
Under GPRA, the focus has shifted from accountability for process to accountability for<br />
results. There is therefore greater emphasis on the need to identify desired outcomes, and<br />
on the distinction between outputs (what a programme actually does) and outcomes (the<br />
results it produces).<br />
For museums, only the Smithsonian Institution (SI) is required to produce such reports.<br />
The SI’s strategic and annual performance plans are based on 4 strategic goals:<br />
increased public engagement, strengthened research, enhanced management excellence,<br />
and financial strength; a further 9 programme goals have been set out within these<br />
strategic goals. This framework has enabled the SI to establish 46 key performance<br />
indicators relating dollars budgeted and results achieved (Table 1). According to the SI<br />

annual performance plan, it ‘has made great progress in integrating performance<br />
indicators throughout the institution to track program results and incorporating linked<br />
performance metrics in individual performance plans’ 6 .<br />

The case in the UK<br />

The NPM philosophy actually grew out of public sector reform in the UK. The<br />
development of this public sector reform can be separated into two phases: 1979 to 1988,<br />
and 1988 to date.<br />
When Margaret Thatcher came to power in 1979, she pointed Sir Derek Rayner as her<br />
adviser. Rayner launched the Financial Management Initiative (FMI) in 1982 with the<br />
aim of promoting better management in the public sector. At this stage, the core targets<br />
were to cut costs and achieve greater transparency in resource allocation in order to<br />
improve efficiency.<br />
The Next Steps programme was announced in 1988, in Thatcher`s second term. It aimed<br />
to accelerate the reforming, value-for-money and managerial trends which began with the<br />
FMI. The Next Steps programme introduced quasi-market-type mechanisms, increasing<br />
the emphasis on service quality and the decentralisation of management authority (Greer,<br />
1994).<br />
In 1997 the National Audit Office (NAO) set up the Value for Money framework, which<br />
presented a series of performance indicators which might be used to measure economy,<br />
efficiency and effectiveness. The NAO continues to encourage public sector agencies to<br />
use its indicators as part of their value for money improvement programmes, and to<br />
incorporate the indicators in tools for benchmarking corporate service performance and<br />
sharing best practice.<br />
Currently, all national museums are required by the Department of Culture, Media and<br />
Sport (DCMS) to report annually on their performance in regard to 23 performance<br />
indicators as a condition of funding. These indicators cover categories including visit<br />
numbers, educational programmes, website visits, loan venues, collection care, access to<br />
collections, income and sick absence. It can be seen from Table 2 that the performance<br />
indicators are skewed to the audience dimension.<br />
There are 6 core targets: 5 involve promoting access to collections and 1 is geared<br />
towards income generation.<br />

2. Developing performance indicators for national museums<br />
Developing performance indicators for national museums is never easy: several issues<br />
need to be considered.<br />
Micro and macro performance indicators<br />
When developing performance indicators, distinction needs to be made between micro<br />
and macro performance indicators. Micro indicators are generally designed to measure<br />
the performance of individual museums, and need to reflect every aspect of museum<br />
management if they are to provide adequate information for managers. Micro indicators<br />
are widely used for planning and control purposes. The Smithsonian Institution uses these<br />
kinds of performance indicators.<br />
On the other hand, macro indicators refer to the entire museum sector. This kind of<br />
information allows professionals to see trends across the sector and to compare individual<br />
museums. The performance indicators for the UK national museums are good examples<br />
of macro-level indicators. However, the NPM philosophy supports decentralisation and<br />
increased managerial autonomy, particularly by reducing central agency control. As<br />
greater managerial autonomy is given to individual museums to meet their own goals,<br />
macro-level indicators will be of most interest to those at the policy-making level. Thus,<br />
it needs to be focused on few key indicators only (Borins, 2002; Poister, 2003; Pollitt,<br />

1995). When developing performance indicators, professionals need to ask two vital<br />
questions: what do they want to measure, and which methodology is most appropriate<br />
What to measure<br />
The National Audit Office in the UK proposes measurement of the three Es: economy,<br />
effectiveness and efficiency (NAO, 1997). Gilhespy (1999) suggests another E–equity–<br />
should also be evaluated.<br />
Economy is solely concerned with minimising the cost of resources used and is achieved<br />
when inputs are acquired at minimum expense. However, if output is not also taken into<br />
account, this minimum outlay may turn out to be a false economy. A better way to<br />
measure economy is the degree to which input cost is minimised for a given output.<br />
However, this is very close to the definition of efficiency (Gratton and Taylor, 1992).<br />
Effectiveness is concerned with the relationship between the intended and actual results<br />
of public spending. It is the extent to which objectives have been achieved and the<br />
relationship between the intended impacts and actual impacts of an activity.<br />
Efficiency is the relationship between outputs, in terms of goods, services or other results,<br />
and the resources used to produce them. An efficient activity maximises output for a<br />
given input, or minimises input for a given output and, in so doing, pays due regard to<br />
appropriate quality.<br />
Equity refers to the accessibility of museums. It has two dimensions: social and regional.<br />
The social dimension refers to the distribution of accessibility among different<br />
socio-economic groups; and the regional dimension describes the museum`s accessibility<br />
within the region in which it is located.<br />
Which methodology is to be utilised<br />
Performance indicators give empirical data representing the performance of a museum,<br />
which can be compared over time or with other museums. They are financial and<br />
non-financial measures utilised to help museums define and evaluate how successful they<br />
are. Performance indicators, as a means to measure, monitor, evaluate and improve<br />
performance, provide an indication of how well museums are doing in achieving their<br />
desired outcomes or objectives.<br />
The most meaningful performance indicators are derived from the museum’s mission,<br />
goals and objectives (Poister, 2003). Typically, performance indicators are expressed as<br />
ratios, expressing the relation of one figure to another figure or to some resource of the<br />
museum. These can be used to evaluate performance and may be helpful to management<br />

in decision-making and policy-forming. A ratio (for example subsidy per visit or visits<br />
per square metre of exhibition space) provides a quick and simple means of comparing<br />
the performance of museums whose scale of operations may be significantly different. In<br />
such cases, direct comparisons may be misleading; for example, comparing absolute<br />
levels of subsidy is less useful than comparing subsidy per visit, and the latter<br />
standardises the comparison. Thus, ratios are often used to provide a reference point for<br />
comparisons.<br />
Although ratios can be used to examine different aspects of performance and are widely<br />
used for planning and control purposes in profit making organisations, this is still<br />
uncommon inTaiwan’s museum sector.<br />
3. Developing performance indicators for national museums in Taiwan<br />
In Taiwan, national museums are under the authority of the Department of Education<br />
(DoE) and the Council for Cultural Affairs (CCA). The only performance measurement<br />
system to have been put forward so far is that developed by the DoE.<br />
The DoE has now recognised the importance of performance measurement and started to<br />
develop a system for the national museums under its control. The first draft was<br />
completed in 2005. In this performance measurement system, 3 core dimensions cover<br />
administration and management, core and basic functions, and innovation. There are 10<br />
programme goals within the core dimensions (Table 3) and 69 qualitative performance<br />
indicators. Because the performance measurement system is designed to rank national<br />
museums from the best to the worst, it has been criticised fiercely by museum<br />
professionals and researchers, and it has not yet been put into practice. The following<br />
objections have been raised:<br />
performance indicators are not well designed;<br />
it misuses micro indicators as macro ones, thus violating the principle of the<br />
decentralisation of management authority;<br />
there is no provision for an independent review panel to monitor assessment;<br />
it lacks objectivity because performance is decided by only a few reviewers; and<br />
this performance measurement system is limited to the DoE’s national museums<br />
only. It does not apply to the CCA’s national museums.<br />

Proposed new performance indicators for national museums<br />
Having examined performance indicators used by national museums in the US and UK,<br />
and those drawn up by the DoE in Taiwan, the following performance indicators are<br />
proposed for use in Taiwan`s national museums. The macro performance indicators may<br />
apply to both DoE and CCA sponsored museums. The performance indicators proposed<br />
in this paper fall into six dimensions: audience, website visits, educational programmes,<br />
access to collections, international projects, and financial. There are indicators<br />
representing economy, effectiveness, efficiency, and equity dimensions (Table 4). More<br />
generally, they may be used to reveal trends and meet the obligation of public<br />
accountability.<br />

4. Limitations of performance indicators<br />
Although performance indicators offer a quick and useful way of analysing the<br />
performance and relative position of museums, they do have limitations.<br />
Firstly, performance indicators require a basis for comparison in order to be useful.<br />
However, no two museums are exactly the same, and the greater the differences between<br />
the museums being compared, the more limited is the effectiveness of performance<br />
indicator analysis.<br />

Secondly, it should be remembered that the performance indicators are largely based on<br />
the results of questionnaire surveys conducted in museums. The resultant analysis is<br />
therefore dependent on the quality of these surveys; performance indicators will inherit<br />
the limitations of the questionnaire surveys on which they are based.<br />
Finally, it is vital not to rely exclusively on performance indicators. When comparing two<br />
museums, performance indicators may be used to evaluate their relative performance and<br />
position, but this will only tell part of the story.<br />
