The results of this consultation have informed the production of the plan and are covered in a separate Sustainability Appraisal Report which is available on request. 3.31 Early engagement with the statutory SA/SEA consultees and key stakeholders were necessary to set the context and objectives, establish a baseline and decide the scope for the appraisal against which the LDP has been assessed. Formal consultation with stakeholders on the Scoping Report took place for a statutory 5- 9
INITIAL CONSULTATION REPORT 10 week period between 9 November 2007 and 14 December 2007. 3.32 The stakeholders engaged during this stage were: • Statutory Consultees • Adjoining Local Authorities • Environmental Organisations • Town and Community Councils • Other Interested Parties (e.g. NHS Trust, Voice of Industry, Local Chambers of Commerce) • LDP Forum – a representative group comprising private and public sector housing; voluntary groups; Local Health Board; Private Sector Enterprises; Private Sector Companies; and Education. 3.33 A workshop was held on the 24 th April 2009 with the SA/SEA working group to discuss/agree the changes to the SA/SEA report as a result of consultation. 3.34 Subsequently an Initial Sustainability Appraisal Report was produced and was issued for consultation alongside the LDP Preferred Strategy from 7 th November 2008 to 19 th December 2008. The stakeholders engaged during this stage are listed in Appendix 1. A copy of this report was made available to the public and is available on the council website. 4.0 KEY FINDINGS OF EACH STAGE a) Pre Deposit Participation Issues Paper 4.1 This section summarises key findings from the consultation exercise on the Issues Paper: • An overwhelming majority of respondents recognised a need for a vision that should link to the Community Plan. • No overall agreement on housing growth • Acceptance that some settlements are too small to accommodate growth • Agreement that growth should be focused on sustaining existing community areas • Brownfield should not always be developed before Greenfield – it should be about sustainability • The Plan should cater for a range of densities • The Affordable Housing threshold should be reduced • The percentage of Affordable Housing should be dependent on site viability • No overall agreement to reallocate employment land • A more flexible approach to employment sites should be taken • Vacant shops should be developed before further retail development is allowed • The location of existing and future transport routes should be a key determinant of where future development is located • It is important to protect the land of greatest biodiversity merit from undesirable development • There is adequate protection of open space • Tourism opportunities should be explored
