INITIAL CONSULTATION REPORT
1.0 INTRODUCTION
1.1 This Consultation Report illustrates:
• Conformity with the Community Involvement Scheme (CIS);
• Who and how people were engaged during the Local Development Plan process
and consultation;
• The main issues raised through consultation; and;
• How responses have affected the policies and proposals in the Deposit Plan.
1.2 Throughout this report, reference is made to other reports and documents which
have collectively helped shape the Deposit Local Development Plan (LDP). These
are not included in any appendices to this report as they are too lengthy, but copies
are provided on the council website or by request by contacting the Planning Policy
Team on 01495 354740/ 355538/ 355544 or planningpolicy@blaenau-gwent.gov.uk
2.0 COMMUNITY INVOLVEMENT SCHEME
2.1 The Blaenau Gwent Local Development Plan Delivery Agreement (DA) was formally
agreed by the Council and the Welsh Assembly Government (WAG) in May 2007.
The DA contains the preparation timetable as well as the Community Involvement
Scheme (CIS).
2.2 The CIS establishes a framework for community and stakeholder engagement
throughout the LDP preparation process. It seeks to ensure that engagement
activities undertaken during the preparation of Blaenau Gwent LDP are inclusive,
consistent and co-ordinated with the aim of providing a more transparent planning
process.
2.3 Table 1 summarises the key pre-deposit community involvement actions committed
to in the CIS.
2.4 The LDP has been produced in accordance with the provisions of the CIS and predeposit
consultation responses have helped shape the Deposit Plan’s context and
policy content.
2.5 A record of LDP preparation process, community engagement and consultation is
available on request from Planning Policy. This is a comprehensive record of the
process and all engagement activities carried out by the Council to date in relation
to the production of the LDP, illustrating in more detail compliance with the CIS.
