Welcome<br />

to the <strong>Town</strong> <strong>Crier</strong><br />

The old adage about competitions, that taking part is<br />

more important than winning, is especially true <strong>of</strong> the<br />

annual awards for floral displays and environmental<br />

initiatives around the parishes. <strong>St</strong> <strong>Helier</strong> makes a great<br />

effort each year to look its best during the Spring and<br />

Summer for the benefit <strong>of</strong> tourists and residents alike.<br />

Nevertheless, it's gratifying for everyone involved<br />

when their hard work is recognised as it has been this<br />

year with 'Best <strong>Parish</strong>' in the local competition run by<br />

Jersey Tourism, and another Gold Award at the RHS<br />

show in Tatton Park.<br />

Meanwhile, our Battle <strong>of</strong> Flowers Committee is hard<br />

at work on the <strong>Parish</strong>'s second entry in the Battle<br />

parades on 11th and 12th <strong>August</strong> - for a preview see<br />

page 13. Our electoral <strong>of</strong>ficer, Daryn Cleworth, has his<br />

sights set on a different goal, improving electoral<br />

registration by the deadline <strong>of</strong> 5th September. We<br />

already have more electors registered than ever<br />

before but there're still hundreds <strong>of</strong> parishioners who<br />

are not on the list.<br />

<strong>August</strong> in Jersey is traditionally associated with<br />

holidays and the <strong>Parish</strong> hosts several festivals this<br />

month to help us enjoy ourselves. As well as the<br />

Battle <strong>of</strong> Flowers we have the Fish and Seaside<br />

Festivals on 6 & 7 <strong>August</strong>, the <strong>St</strong> <strong>Helier</strong> Polish Festival,<br />

12 - 14 <strong>August</strong>, and the Portuguese Food Festival<br />

from 26 - 29 <strong>August</strong>. Bonnes vacances à tous!<br />

News around our<br />

residential homes<br />

<strong>St</strong> <strong>Helier</strong> House is looking forward to the Battle <strong>of</strong><br />

Flowers and its festivities. Due to refurbishment the<br />

décor is now looking very plush and includes a very<br />

popular jacuzzi bath! The Home was visited by<br />

Lieutenant Governor Sir Andrew Ridgway and Lady<br />

Ridgway recently, which was enjoyed by all. Down the<br />

road at Maison de Ville, the gastronomic scene<br />

continues to change with this month’s treat being a<br />

Fruit de Mer. The annual Garden Party is eagerly<br />

anticipated on 3rd <strong>August</strong>. Meanwhile, a friendly<br />

homely atmosphere is very much in evidence at <strong>St</strong><br />

Ewolds, with the staff <strong>of</strong>ten involved in fun activities.<br />

The Home has also been chosen as one <strong>of</strong> Waitrose’s<br />

community matters scheme charities for the month <strong>of</strong><br />

<strong>August</strong> – so get shopping and place your green<br />

token in a collecting box!<br />

Recyclingupdate<br />

Over 60% <strong>of</strong> residential premises in <strong>St</strong> <strong>Helier</strong> now have access to the kerbside<br />

recycling scheme. This has resulted in 54 tonnes <strong>of</strong> household recyclables being<br />

diverted from incineration. A large number <strong>of</strong> commercial premises in town are<br />

taking part in the cardboard collection scheme, which means a further 13 tonnes<br />

<strong>of</strong> recyclable material has also been diverted from the incinerator. A campaign to<br />

encourage more shops and businesses to segregate their cardboard for recycling is<br />

currently underway. To date the total <strong>of</strong> recyclables diverted from incineration<br />

stands at 67 tonnes.<br />

Exciting News<br />

The large trailer required to ship the recyclables to France was delivered to the<br />

<strong>Parish</strong> Depot on 16th July.<br />

It was a dismal rainy Saturday morning when the team from the Depot arrived at<br />

the Condor Logistics trailer yard to start the journey. However the Director <strong>of</strong><br />

Municipal Services could not contain her excitement and was seen buzzing around<br />

taking lots <strong>of</strong> photographs. The trailer breezed through the outskirts <strong>of</strong> town with<br />

its escort without any problems.<br />

The trailer negotiated the roundabout next to Victoria Park very easily then on<br />

towards Cheapside. The key area <strong>of</strong> concern was cars parking at Cheapside,<br />

therefore the <strong>Parish</strong> put up warning signs to advise the public not to park in the<br />

area between 6am and 7.30am. The trailer proceeded to Elizabeth Place and<br />

Rouge Bouillon, then up Queens Road and La Grande Route de <strong>St</strong> Jean into the<br />

Depot. It was a tight squeeze past the glasshouses at the Depot but it finally made<br />

its destination outside the interim recycling shed.<br />

The recycling trailer will be loaded with bales <strong>of</strong> car dboard and paper during the<br />

week before making the return journey back down to Condor Logisitics for onward<br />

transmission to our recycling partner, ROMI Recyclage in France.<br />

Our thanks go to Condor Logistics and DVS for helping to make this happen.<br />

Recycling Equipment<br />

We have now taken delivery <strong>of</strong> the can sorter/baler for aluminium and steel. It is<br />

amazing how many cans it takes to make a small bale.<br />

We are still awaiting the delivery <strong>of</strong> the bottle perforator which will allow us to<br />

start baling the plastic bottles.<br />

Coloured Bags<br />

Please remember to tie the top <strong>of</strong> the bags before placing next to your refuse bin.<br />

The blue bags containing paper and card can become very heavy when overfilled.<br />

Please use additional bags as required.<br />

Tall ship visits <strong>St</strong> <strong>Helier</strong><br />

The <strong>Parish</strong> is welcoming a visiting tall ship from Assens<br />

in Denmark, the schooner Fulton (length 38m) between<br />

12th and 16th <strong>August</strong>. The ship provides training<br />

opportunities for teenagers following the alternative<br />

curriculum. Jersey Tourism is hosting a reception for the<br />

visitors and they will also attend the Battle <strong>of</strong> F lowers<br />

Moonlight Parade.<br />

The Fulton will be open to the public bet ween 12 noon<br />

and 2pm on Friday 12th, and on Monday 15th at<br />

5.30pm there will be a free lecture at the Jersey Museum<br />

on the Fulton foundation and the maritime links<br />

between Jersey and Denmark.<br />

A round-up <strong>of</strong> the latest news and events from the<br />

<strong>Town</strong> Hall, <strong>Parish</strong> departments and our associated<br />

clubs and organisations.<br />

<strong>St</strong> <strong>Helier</strong> was awarded Best <strong>Parish</strong> in Bloom<br />

this year and also received a Gold Award<br />

for the <strong>Town</strong> Hall. This year’s entry for the<br />

Tatton Park Flower Show left Jersey on<br />

14th July and, we’re pleased to report,<br />

duly claimed another Gold Award at the<br />

RHS show. Saturday 15th and Sunday 16th<br />

October will at last see the opening <strong>of</strong> the<br />

Millennium <strong>Town</strong> Park. If you would like to<br />

General repairs to footpaths and<br />

roadway gullies continue<br />

throughout the <strong>Parish</strong>, with new<br />

roadways being laid out in the<br />

Surville Cemetery extension. Layout<br />

drawings are currently<br />

underway for the allotments, and<br />

anyone with a potential new<br />

allotment location should contact<br />

30th June a residents’<br />

consultative group was set up for<br />

Clos Vaze, with policing <strong>of</strong> parks<br />

and roads discussed as well as the<br />

rôle <strong>of</strong> the Roads Committee.<br />

The <strong>Parish</strong> is reviewing the<br />

potential <strong>of</strong> a Residents’ Parking<br />

Scheme in the Havre des Pas area<br />

and we’d like to hear your views<br />

on whether you would like such a<br />

Learning from Eastleigh – <strong>Parish</strong> representatives<br />

undertook a fact-finding trip to Eastleigh Borough<br />

Council recently to observe their house-to-house glass<br />

collection service. Trial scheme <strong>of</strong> 600 households will<br />

commence during the autumn.<br />

Thomas Mayer, a 19 year old student from our twin<br />

town, Bad Wurzach, in Germany, travelled over to<br />

Jersey at the end <strong>of</strong> June and is spending two months<br />

gaining work experience with us at the <strong>Town</strong> Hall. His<br />

grasp <strong>of</strong> the English language puts us to shame! The<br />

<strong>Parish</strong> has welcomed students from our twin town for<br />

the past few years, and invites applications from any<br />

parishioners who would like to spend some time in<br />

Bad Wurzach learning German. So far we have not sent<br />

anyone on an internship there and it would be<br />

appreciated by our twin town if we could do so. For<br />

more details please contact the Constable.<br />

Rates Assembly sets <strong>Parish</strong> rate at last<br />

year's level Despite a proposition to fix a lower rate<br />

than last year's, this year's Rates Assembly voted to<br />

maintain the <strong>Parish</strong> rate at 1.1p. The Assembly first<br />

considered the <strong>Parish</strong> Accounts for the previous financial year, which were<br />

adopted by a show <strong>of</strong> hands, before examining the proposed budget. The<br />

Accounts Committee's proposal for a <strong>Parish</strong> rate <strong>of</strong> 1.1p was approved by 23<br />

votes to 11 in a secret ballot, so proposals for two lower rates fell away. The<br />

Assembly also voted to approve an increased<br />

expenditure for the <strong>St</strong> <strong>Helier</strong> Youth Committee<br />

and the transfer <strong>of</strong> funds from the Building<br />

Reserve to construct a recycling shed at the<br />

Municipal Services Depot.<br />

The <strong>Parish</strong> has been involved in a<br />

recruitment campaign for new members in the<br />

Honorary Police, which has included breakfast<br />

presentations and appeals in some <strong>of</strong> the<br />

town's churches. At an Electoral Assembly on<br />

19th July the vacant position <strong>of</strong> centenier was<br />

filled by Malcolm L’Amy, formerly the Chef de<br />

Police in <strong>St</strong> Peter, who was proposed by<br />

Deputy Jackie Hilton. Three<br />

new Honorary Officers have<br />

also taken their Oath <strong>of</strong><br />

Office before the Royal<br />

Court on 8th July, following<br />

colleagues attended the<br />

Royal Court for the formal<br />

swearing in ceremony and<br />

the <strong>Parish</strong> is pleased to<br />

welcome them on board.<br />

Branchage The first <strong>of</strong> this year's<br />

two branchage inspections took place<br />

last month on one <strong>of</strong> the few sunny<br />

days in July! The Roads Committee set<br />

<strong>of</strong>f for a tour <strong>of</strong> the <strong>Parish</strong>’s roads<br />

where overhanging trees and<br />

protruding shrubs had not been<br />

trimmed. Happily, in most cases the<br />

<strong>of</strong>fending twigs had been removed<br />

by the time the Committee appeared,<br />

with the Honorary Police Vingtenier<br />

on hand to levy any fines necessary.<br />

In general the Committee was<br />

impressed with the care property<br />

owners had taken to trim their<br />

bushes, even though there were still<br />

some footpaths on busy roads such as<br />

the one pictured where the work had<br />

not been done. The next branchage<br />

takes place on Saturday 10th<br />

September. Property owners are<br />

reminded that they need to be<br />

vigilant at other times <strong>of</strong> the year<br />

about pruning protruding bushes<br />

which block the pavements,<br />

especially where sharp or prickly<br />

bushes are concerned.<br />

<strong>St</strong> <strong>Helier</strong> in Bloom is a year round environmental improvement campaign,<br />

part <strong>of</strong> which is organised by the <strong>St</strong> <strong>Helier</strong> Community in Bloom Group. This<br />

is a group <strong>of</strong> enthusiastic volunteers, who support the <strong>Parish</strong> by instigating<br />

and encouraging community initiatives.<br />

<strong>St</strong> <strong>Helier</strong>’s Honorary Police<br />

The Honorary Police form an integral part <strong>of</strong> the <strong>Parish</strong> <strong>of</strong> <strong>St</strong> <strong>Helier</strong>. They<br />

work closely with the Constable <strong>of</strong> <strong>St</strong> <strong>Helier</strong>, the <strong>St</strong>ates Police and the<br />

<strong>Parish</strong>ioners, and consequently provide a service that is unique to the<br />

British Isles.<br />

Partnerschaft<br />

A chance meeting on Liberation Day in 2002 led to the twinning <strong>of</strong> <strong>St</strong><br />

<strong>Helier</strong> with Bad Wurzach, the southern German town in which many<br />

Islanders were interned during the Second World War. Since that time, the<br />

Partnerschaft Committee has developed cultural links between the two<br />

through visits and exchanges <strong>of</strong> information.<br />

La Pouquelaye Youth and Community Centre<br />

La Pouquelaye Youth and Community Centre arranged an open day<br />

recently to show local residents the facilities available for their use.<br />

The Youth Wing provides several different sessions catering for all<br />

ages and needs. Monday and Friday evenings are for youngsters<br />

who use the Inclusion Project, run by the very capable Hannah<br />

Clarke from the Youth Service and her band <strong>of</strong> enthusiastic<br />

helpers. It caters for young people with special needs, providing<br />

them a much needed facility to share time and interests together.<br />

Tuesdays, Wednesdays and Thursdays are set aside for juniors,<br />

intermediates and seniors respectively, with these evenings run by<br />

fantastic leaders Sheila Festou and Karen Kempster, aided by<br />

volunteers without whom these clubs would not run. A big thank<br />

you to all who give their time to help youngsters.<br />

The community side <strong>of</strong> the Centre is growing with several different<br />

groups currently using the facility, including the WI who meet<br />

every second Wednesday <strong>of</strong> the month between 7pm and 9.30pm.<br />

Guides and Brownies meet on Mondays and Tuesdays respectively<br />

and a new toddler group has recently started on Tuesday<br />

mornings between 10.30am and 12.30pm. Sugarcraft meet on the<br />

third Tuesday <strong>of</strong> the month. The main hall and kitchen are also<br />

hired out on weekends for children’s parties or group activities etc.<br />

The cost <strong>of</strong> this is £40.00 for up to three hours.<br />

The centre also has several classes including circuit training, karate<br />

and tai-bo kick aerobics run by the very energetic Clive Temple.<br />

Deputy Jackie Hilton. "Since we re-opened, the Centre is<br />

becoming more <strong>of</strong> a hub for everyone <strong>of</strong> all ages. We welcome<br />

anyone who would like to volunteer, whether it is to help in the<br />

youth provision, Community Centre or perhaps to sit on the<br />

Committee - please get in touch through our co-ordinator<br />

Fishy fun day<br />

Jersey is rightly renowned for the wealth <strong>of</strong> wonderful seafood caught in local<br />

waters. But did you know the centre <strong>of</strong> the fishing industry in Jersey is located<br />

on <strong>St</strong> <strong>Helier</strong> Harbour’s Victoria Pier? On Saturday 6th <strong>August</strong>, <strong>Parish</strong>ioners,<br />

Islanders and visitors have the opportunity to visit and find out more – as well as<br />

have a great family day out – at the third annual Jersey Fish Festival.<br />

A celebration with a difference is one way to<br />

describe the annual Jersey Fish Festival that<br />

takes place every year on Victoria Pier. The<br />

difference being it’s solely (excuse the fishy<br />

pun) focused on one <strong>of</strong> the Island’s longest<br />

established industries – and one that most <strong>of</strong><br />

us takes for granted when tucking into a<br />

shellfish supper. To address misconceptions<br />

and build understanding with the public, in<br />

Polish preparations<br />

One <strong>of</strong> <strong>St</strong> <strong>Helier</strong>’s newer communities are also<br />

preparing to celebrate the culture <strong>of</strong> its home<br />

country. The Polish Festival,<br />

featuring traditional food, drink<br />

and produce stalls together with<br />

local and national music<br />

entertainment, is taking place at<br />

Weighbridge Square between<br />

Friday 19th <strong>August</strong> and Sunday<br />

21st <strong>August</strong>. The event starts at<br />

noon on the Friday, and goes on till<br />

10pm. Saturday and Sunday have<br />

the same finishing time, but<br />

start at the earlier 10am. f<br />

2009 Jersey’s fishermen put on the first Fish<br />

Festival, with more than 4,000 people<br />

attending. A year later, the number had<br />

grown to 9,000. This year, organisers are<br />

hoping for the biggest crowds yet.<br />

The Festival, which is open from 11 o’clock<br />

in the morning until 11 o’clock at night,<br />

features entertainment for all the family. On<br />

the pier, in addition to various displays<br />

showcasing the local fishing industry,<br />

visitors will find food and drink stalls,<br />

craft stalls and musical<br />

entertainment. There will also be<br />

plenty to keep children amused such<br />

as art and craft<br />

The countdown has started to the <strong>2011</strong><br />

Portuguese Food Festival, the biggest<br />

consistently attracts around 30,000<br />

The Festival, which is held on People’s<br />

Park, starts on Thursday 25th <strong>August</strong> and<br />

runs to Bank Holiday Monday, 29th<br />

<strong>August</strong>. As well as food favourites from<br />

mainland Portugal and Madeira, there is<br />

musical entertainment and an open air<br />

Vingtaine de<br />

la Ville<br />

When<br />

unravelling<br />

a story, one <strong>of</strong> the<br />

useful maxims to follow is "Follow<br />

the money" - <strong>of</strong> course, sometimes<br />

"Cherchez la femme" leads to<br />

interesting results, but in considering<br />

the history <strong>of</strong> the Vingtaine de la<br />

Ville it is definitely the money that<br />

talks.<br />

La Vingtaine de la Ville is one <strong>of</strong> the<br />

six vingtaines in the <strong>Parish</strong>, and is<br />

itself divided into two cantons: the<br />

Canton de Bas de la Vingtaine de la<br />

Ville and the<br />

Canton de Haut de<br />

la Vingtaine de la<br />

Ville. The Canton<br />

de Bas is the<br />

western part,<br />

roughly between<br />

Gloucester <strong>St</strong>reet<br />

and Conway<br />

<strong>St</strong>reet, while the<br />

Canton de Haut<br />

covers the part from<br />

Conway <strong>St</strong>reet eastwards<br />

through Le Havre des Pas as far as<br />

the boundary with Saint Saviour at Le<br />

Dicq. Apart from where it sprawls up<br />

the hill to meet Saint Saviour, the<br />

northern boundary <strong>of</strong> the Vingtaine<br />

generally follows the course <strong>of</strong> the old<br />

stream Le Faux Bié, which was<br />

culverted to form Tunnel <strong>St</strong>reet and is<br />

now lost beneath Minden Place,<br />

Burrard <strong>St</strong>reet and under a tangle <strong>of</strong><br />

development from New <strong>St</strong>reet to<br />

Gloucester <strong>St</strong>reet.<br />

But for practical purposes, most<br />

residents encounter La Vingtaine de<br />

la Ville at elections: the vingtaine<br />

constitutes District No. 1 for the<br />

election <strong>of</strong><br />

Deputies. Visitors<br />

are most likely to<br />

come across the<br />

name <strong>of</strong> the<br />

vingtaine on the<br />

heritage plaques<br />

dotted around to<br />

commemorate<br />

historic events and<br />

personalities. The<br />

funds that<br />

maintain these<br />

plaques are the<br />

vestige <strong>of</strong> a<br />

moving force in<br />

the administration<br />

and development<br />

<strong>of</strong> the <strong>Parish</strong>.<br />

Following the<br />

money, we need to<br />

look back to the<br />

Middle Ages with the<br />

beginning <strong>of</strong> the<br />

process <strong>of</strong> transferring<br />

control and ownership<br />

<strong>of</strong> Le Mont de la Ville<br />

from the Seigneur to<br />

the Vingtaine de la<br />

Ville. This process was<br />

finally completed<br />

legally in the 1680s,<br />

leaving the vingtaine<br />

in possession <strong>of</strong> what<br />

was to turn out to be a<br />

very valuable, and<br />

strategic, asset.<br />

At the end <strong>of</strong> the<br />

C18th, with<br />

the Battle <strong>of</strong><br />

Jersey still<br />

fresh in the<br />

mind and<br />

the French<br />

Revolutionary<br />

Wars raging,<br />

the British<br />

Government looked to<br />

strengthen the Island's<br />

defences. Part <strong>of</strong> the common land on<br />

the top <strong>of</strong> Le Mont de la Ville, which<br />

was used by <strong>Town</strong> residents for<br />

grazing their cattle, had been laid out<br />

as a parade ground in 1785. The<br />

levelling <strong>of</strong> the ground necessary for<br />

this work had uncovered a<br />

spectacular dolmen - which was<br />

nicknamed "Little Master<br />

<strong>St</strong>onehenge". At a loss as to what to<br />

do with the megalithic stones that<br />

were impeding the parade ground,<br />

the Vingtaine de la Ville<br />

subsequently presented the dolmen<br />

to the Governor, Marshal Conway.<br />

The Marshal shipped the historic<br />

monument <strong>of</strong>f to his<br />

country seat in<br />

England, where it<br />

remains to this day as<br />

part <strong>of</strong> a landscaping<br />

scheme in the best<br />

Romantic taste - so<br />

although we have<br />

already seen where<br />

the vingtaine's<br />

boundaries lie, it could<br />

be argued that some<br />

<strong>of</strong> its territory<br />

stretches as far as<br />

Henley-on-Thames!<br />

The British<br />

Government decided<br />

to fortify the whole<br />

hilltop and opened<br />

negotiations for the<br />

purchase <strong>of</strong> Le<br />

Mont de la Ville<br />

in 1800. The hill<br />

was<br />

compulsorily<br />

purchased in<br />

1804 after a<br />

legal valuation,<br />

and the vingtaine<br />

received what was<br />

then the princely sum<br />

<strong>of</strong> £19,323 and 7 shillings.<br />

In the next article we'll see what the<br />

vingtaine did with the money.<br />

<strong>Town</strong> Centre Manager Richard Mackenzie<br />

brings us up to date with monthly events and<br />

activities around the streets <strong>of</strong> <strong>St</strong> <strong>Helier</strong>.<br />

Working in retail for a long period <strong>of</strong> time has got<br />

my internal calendar advanced by six months. It was<br />

therefore natural to have a meeting concerning<br />

Christmas lights last week and this week I have been agreeing the<br />

Christmas opening hours. So in several months’ time, when you exclaim<br />

in horror at your first sight <strong>of</strong> Christmas cards on sale in a local shop,<br />

remember some <strong>of</strong> us are forced to discuss Christmas in a serious<br />

manner before we have even had our summer holidays!<br />

The summer has<br />

topsy turvy affair<br />

<strong>of</strong> the last few<br />

years, with a<br />

stunning spring<br />

and grey July and,<br />

for the third year<br />

running, the<br />

major event <strong>of</strong><br />

Despite this, the footfall<br />

figures for the town have<br />

increased, but this does<br />

not mean that this has been converted into sales as the weather has not<br />

encouraged anybody to rush out and enhance their summer wardrobe.<br />

<strong>August</strong> sees the first and postponed <strong>St</strong> <strong>Helier</strong> Polish Festival taking<br />

place on the Weighbridge; this will highlight the best <strong>of</strong> Polish food and<br />

cuisine. This will be followed in September by an exciting food fair<br />

carried out around the market in aid <strong>of</strong> the NSPCC. The plan is to have<br />

stalls all around the market in the street and also to have a selection <strong>of</strong><br />

animals on display at the back <strong>of</strong> the fish mark et.<br />

Lastly we have several new retailers opening in town. There is Reefeet in<br />

Halkett <strong>St</strong>reet who will give you a chance to have your feet cared for by<br />

their fish. Chicken Joes has opened in Beresford <strong>St</strong>reet to <strong>of</strong>fer food on<br />

the go and also eat in. The Salon in Colomberie has moved several<br />

shops down to stunning new premises and Jersey Goldsmiths have<br />

moved into the Mappin and Webb site, which is one <strong>of</strong> the finest<br />

buildings in King and Queen <strong>St</strong>reet - just look up and admire the<br />

building’s details.<br />

Battle <strong>of</strong> Flowers progress<br />

The theme for this year's <strong>Parish</strong> entry into the Battle <strong>of</strong> Flowers is<br />

the historical link between Jersey and New Jersey. The design by<br />

Angela Crowcr<strong>of</strong>t has been worked on by the Battle <strong>of</strong> Flowers<br />

team working in the not-ideal conditions <strong>of</strong> a polytunnel at the<br />

Municipal Services Depot. Hopefully by next year the <strong>Parish</strong>'s new<br />

recycling shed will be sufficiently advanced for the Battle team to<br />

get their shed back. The float under construction will be entirely<br />

dressed in paper flowers which will avoid the scenes from last year<br />

which included flower picking in a field in <strong>St</strong> Lawrence in the<br />

middle <strong>of</strong> the night, using car headlights! The team has had a lot<br />

<strong>of</strong> help as last year in the creation <strong>of</strong> paper flowers, with<br />

volunteers in the <strong>Parish</strong> homes and schools taking part.<br />

The <strong>St</strong>ate <strong>of</strong> New Jersey takes its name from the gift <strong>of</strong> land made<br />

by Charles II to reward the hospitality <strong>of</strong> Islanders, and in<br />

particular, the Bailiff, Sir George Carteret, during the English<br />

Civil War. The young Prince twice took refuge on the Island,<br />

and the first Governor <strong>of</strong> New Jersey, who is said to have<br />

arrived carrying a hoe over his shoulder to signal his<br />

peaceful intentions to the inhabitants was a member <strong>of</strong> the<br />

Carteret family. Amongst the many historical features on the<br />

<strong>St</strong> <strong>Helier</strong> float is a Jersey cow, based on the gift <strong>of</strong> 'Precious<br />

Galinthia' made by the Island <strong>of</strong> Jersey in 1964 to celebrate<br />

the centenary <strong>of</strong> New Jersey.<br />

First Aid in Jersey Schools<br />

<strong>St</strong> John Ambulance were very pleased to announce<br />

recently that a local secondary school, Grainville, were<br />

crowned ‘National Schools’ First Aid Champions <strong>2011</strong>’!<br />

The team <strong>of</strong> four pupils demonstrated their First Aid skills<br />

and knowledge in the staged scenarios held at the<br />

National History Museum, London. Over 250 schools had<br />

initially entered this competition, culminating with nine<br />

Regional teams, representing the entire UK, competing for<br />

the coveted title.<br />

The school is one <strong>of</strong> 36 <strong>of</strong> the 42 schools in Jersey<br />

currently participating in the <strong>St</strong> John Ambulance Young<br />

First Aider scheme.<br />

Through very generous sponsorship, each school receives<br />

free training equipment, including a Young First Aider<br />

teachers pack, comprising <strong>of</strong> bandages, fake wounds and<br />

manikins. In recent years, <strong>St</strong> John in Jersey have also been<br />

pleased to be able to nominate four local young people<br />

for the Young First Aider <strong>of</strong> the Year Award, because <strong>of</strong> the<br />

way that they were able to use their skills in real life to<br />

deal with real incidents, in a calm and competent way,<br />

and are pleased that each have received Certificates <strong>of</strong><br />

Recognition from <strong>St</strong> John Ambulance National<br />

Headquarters, for their efforts.<br />

First aid is a very real way for young people to contribute<br />

to their community and it helps to build their confidence<br />

and self esteem. The students love to learn first aid as it is<br />

a skill that will stay with them for life and could help them<br />

to save a life.<br />

Community school<br />

First Tower School recently ended another busy and vibrant term <strong>of</strong> learning in<br />

the heart <strong>of</strong> the <strong>St</strong> <strong>Helier</strong> community. It was time <strong>of</strong> mixed emotions, as they<br />

said goodbye to the departing Year 6 students who are leaving to move on to<br />

secondary school. They didn’t leave without saying goodbye however, with a<br />

special leaver’s presentation and an Oscars and Variety show.<br />

One thing the School went out <strong>of</strong> its way to recognise was the contribution made by<br />

parents and friends. The School’s Homelink team have worked hard to run events for the<br />

children, including fundraising activities and sessions. Events, such as the Christmas<br />

Fayre, sales, hot dog and pasta days and school discos really enrich the experiences for<br />

our children and thanks go to all those who have been involved. Friends and families<br />

have also supported the many other activities taking place, such as helping with<br />

reading, various school trips and other special sessions f or our children.<br />

Thanks to all, best wishes for the new term...and have a great summer holiday!<br />

Get Ready, Get Registered!<br />

<strong>St</strong> <strong>Helier</strong> parishioners are being reminded to register<br />

to vote in the <strong>2011</strong> elections. On Wednesday, 19th October <strong>2011</strong> you will<br />

be able to vote for Senators, Deputies and Constables on the same day.<br />

This is a first for Jersey, so you should get on the electoral register NOW to<br />

ensure that you can use your vote in October.<br />

Voter registration forms have been sent out in the post and ar e also available to<br />

download from the <strong>Parish</strong> website, www.sthelier.je, as well as the brand new<br />

election website, www.vote.je. If you are 16 or over and have lived in Jersey for<br />

more than two years, or for six months plus a period that totals fiv e years, you are<br />

eligible to vote and should return your completed registration form to the <strong>Town</strong><br />

Hall by noon on 5th September <strong>2011</strong>. If you’re not on by that date then you won’t<br />

be able to vote.<br />

The changing face <strong>of</strong> <strong>St</strong> <strong>Helier</strong><br />

A personal view from<br />

the Connétable<br />

The recently approved new Island Plan is the<br />

blueprint for Jersey's development for the next<br />

decade. Its main pillars include the concentration <strong>of</strong><br />

new development, especially the provision <strong>of</strong> some<br />

4,000 new units <strong>of</strong> accommodation, in <strong>St</strong> <strong>Helier</strong>.<br />

This <strong>Parish</strong> is also going to be the focus <strong>of</strong> new<br />

commercial development. The <strong>St</strong> <strong>Helier</strong> Roads<br />

Committee helped me devise more than 20<br />

amendments to the Island Plan, all <strong>of</strong> which were<br />

accepted or adopted during the <strong>St</strong>ates' debate, and<br />

which chiefly sought to achieve better provision <strong>of</strong><br />

open space and parking, and better walking, cycling<br />

and bus routes.<br />

Of particular importance was the inclusion in the<br />

Plan <strong>of</strong> my proposal in principle for a new Country<br />

Park to the north <strong>of</strong> the <strong>Parish</strong>. However, while I<br />

have always welcomed proposals to provide high<br />

quality homes in our <strong>Parish</strong>, and believe that people<br />

are the lifeblood <strong>of</strong> any town, I remain concerned<br />

that all this new development is not taking<br />

sufficient account <strong>of</strong> the quality <strong>of</strong> life issues<br />

affecting <strong>St</strong> <strong>Helier</strong> <strong>Parish</strong>ioners. f<br />

During the recent Architecture Week I was talking to a local <strong>St</strong> <strong>Helier</strong>-based architect who<br />

agreed with me that the <strong>St</strong>ates' decision to build a new financial district on the Esplanade<br />

car park needed to be reviewed in the light <strong>of</strong> <strong>St</strong> <strong>Helier</strong>'s pressing need for open space. As<br />

I said in my comment in the July '<strong>Town</strong> <strong>Crier</strong>', the Millennium <strong>Town</strong> Park should be seen as<br />

the first <strong>of</strong> several new parks in the 21st century. Looking at the proposed plan for the<br />

Waterfront I was struck by the fact that footprint <strong>of</strong> the Esplanade Quarter, as the<br />

Masterplan is now called, would make an excellent Central Park for <strong>St</strong> <strong>Helier</strong>.<br />

It is also, <strong>of</strong> course, in its current form, an extremely valuable car park, and I believe that<br />

whatever it eventually becomes, at least the current level <strong>of</strong> parking provided on the site<br />

should be maintained. It has been pointed out to me that the <strong>Parish</strong> c<strong>of</strong>fers would be<br />

significantly swelled by the rates payable on the many <strong>of</strong>fices and apartments planned for<br />

the car park, but money isn't everything - the <strong>St</strong> <strong>Helier</strong> parishioners <strong>of</strong> the future are<br />

going to need more recreation space than is currently available. It is also clear from, for<br />

example, the new proposal for a major <strong>of</strong>fice building between Broad <strong>St</strong>reet and<br />

Commercial <strong>St</strong>reet, that space for modern <strong>of</strong>fices to serve the financial services industry<br />

can be found in other parts <strong>of</strong> our town.<br />

OK! Let’s recap<br />

You have your goal, a clear understanding <strong>of</strong><br />

how achieving it will affect your life and how<br />

that will make you feel. Keep your notes<br />

from <strong>St</strong>ep 1 with you all the time and refer<br />

to it should you ever have a little wobble on<br />

your mission!<br />

You have your check list for all that you need to get your ideal body. If followed, it<br />

will work! Fact: exercise has to be fun and vigorous. You need to take part in it for at<br />

least 30 minutes five times a week, or for two and a half hours over two or three<br />

occasions. Fact: you will, without a doubt need to combine this with a delicious<br />

healthy eating plan.<br />

<strong>St</strong>ep 3 - Take Action!<br />

1. Google and Facebook search fitness classes. There is an abundance<br />

<strong>of</strong> fitness providers in <strong>St</strong> <strong>Helier</strong>.<br />

2. Search the Yellow Pages and enquire at gyms, boot camps, sports<br />

clubs or with private personal trainers, dance classes, etc...<br />

3. Book yourself on taster sessions, whether it’s aerobics, dance classes,<br />

boxing, swimming or spinning.<br />

4. Don't give up until you find something you enjoy and then refer to<br />

your checklist to make sure you are going to get results!<br />

5. Try and find a fitness package that <strong>of</strong>fers not only the exercise but<br />

the nutrition advice as well - it will be a winner!<br />

6. Do all this sooner rather than later. The longer you leave it the less<br />

likely you are to ever do it! Do your research and make bookings to<br />

try sessions today, tomorrow and the day after.<br />

7. Don't book too far in advance, ride on the wave <strong>of</strong> excitement and<br />

book something to go to in the nex t few days. Refer to your answers<br />

from <strong>St</strong>ep 1! That will get your juices flowing!<br />

So what are you waiting for? Go! Go! Go!<br />

Hazy Autumn Days<br />

this summer <strong>of</strong> the shortest <strong>of</strong> shorts, it’s liberating to slip into the new length<br />

hemline that covers the knee and sits mid-calf.<br />

The pencil skirt also proves to be a multi-tasking “must have”.<br />

Wear yours with a feminine blouse in the s<strong>of</strong>test silk, and<br />

finish with a cropped jacket that skims the waist or a fur<br />

shrug with gloves and a narrow belt. If you’re taller, this<br />

look works with most shoe heights, but if you need an<br />

extra few inches, check out the fabulous high-heeled<br />

court shoes around that make this look super elegant.<br />

Other skirt styles that will abound also dressed-down<br />

tailored skirts that can be worn with chunky knits, and<br />

ballet-style skirts in s<strong>of</strong>t tulle fabrics that are either loose<br />

fitting or pleated.<br />

If you’re looking to update your prints, you’ll find that floral<br />

prints are replaced with larger, abstract versions. Layering<br />

continues to be important and the old faithful, the polo<br />

neck, re-emerges as another wardrobe essential - ideal<br />

underneath a flowing top. Masai are the experts in<br />

layering and their lifestyle brand, stocked at de Gruchy,<br />

is better than ever this season.<br />

‘But what about trousers’, I<br />

hear you ask? Don’t<br />

worry they are still very<br />

much in evidence with<br />

two main shapes, either<br />

very slim or very wide, both<br />

promoting a long, lean silhouette. Sharp<br />

tailoring is borrowed from the boys but worn<br />

with plunging silk shirts and heels to add<br />

glamour. Top it all <strong>of</strong>f with a sumptuous faux fur<br />

gilet or a leather flying jacket.<br />

Military inspired jackets and coats with<br />

epaulettes and shiny buttons are still around,<br />

and we’re assured that capes are here to stay. The<br />

choice <strong>of</strong> chunky cable knits is bigger and better<br />

than ever. Fair Isle patterned knits are stylish and come<br />

in fantastic colour combinations to lift the spirits as the<br />

temperature drops.<br />

If all this is too much effort, then don’t despair, there’s also<br />

an easy autumn uniform option that was evident on all<br />

the catwalks - the tunic and trouser combo. Simply<br />

match jersey pieces for daywear, and slinky silks<br />

in the evening.<br />

As for Autumn’s colour palette, there’s a lot<br />

<strong>of</strong> black and grey around as always.<br />

There are some colour splashes to be<br />

found though, as seen with Weber, who<br />

team black with pale blonde. Oui create interest with different fabric textures,<br />

incorporating sparkle and beaded trims. Hauber incorporate grey and camel, and<br />

their later collection lifts a base <strong>of</strong> black with bright red accents. Finally, Jewel colours<br />

are emerging, so don’t be afraid to introduce deep amethyst, ruby and sapphire to your wardrobe to create<br />

real wow factor.<br />

With autumn accessories, the choice is yours! Ladylike pearls, chokers for day or night, oversized earrings<br />

are all ‘in’, but think big! Gloves, belts, and knee high boots are essential. With bags, it’s not what you carry,<br />

it’s the way that you carry it – whatever type <strong>of</strong> bag you have it must be hugged close to your body. f

A fairer deal<br />

for <strong>St</strong> <strong>Helier</strong><br />

The news that I am once again trying to persuade<br />

the <strong>St</strong>ates to pay rates on their buildings has met<br />

with a mixed reception. Some people think that it is<br />

simply trying to move money around, a paper<br />

exercise that is not worthwhile, but most people<br />

have been struck as I was by the plain fact that when<br />

Lime Grove House by the Route du Fort roundabout<br />

becomes the new police HQ the <strong>Parish</strong> will lose<br />

thousands <strong>of</strong> pounds a year in rates.<br />

We need to recall that the Working Group set up to<br />

investigate the matter by the present Chief Minister<br />

when he was Treasury & Resources Minister concluded<br />

that there were several good reasons why the <strong>St</strong>ates<br />

should pay rates, including the unfairness <strong>of</strong> depriving<br />

certain parishes - especially <strong>St</strong> <strong>Helier</strong>, <strong>St</strong> Saviour and <strong>St</strong><br />

Peter - <strong>of</strong> rates income while still expecting these<br />

parishes to provide services to the <strong>St</strong>ates buildings<br />

within them. The Working Group also recommended that<br />

the <strong>St</strong>ates should pay rates in the interests <strong>of</strong> fairness (a<br />

school does not), to encourage the <strong>St</strong>ates<br />

property portfolio, and to <strong>of</strong>fset the costs<br />

that the urban parishes, particularly <strong>St</strong><br />

<strong>Helier</strong>, have to meet in order to provide<br />

spaces and toilets. This month the quality<br />

<strong>of</strong> the parks and gardens in our <strong>Parish</strong> has been recognised by<br />

two separate awards, but we shouldn't lose sight <strong>of</strong> the fact<br />

that our wonderful floral displays are paid for by <strong>St</strong> <strong>Helier</strong><br />

ratepayers, whereas parks like Howard Davis Park, Coronation<br />

Park and the gardens at Gorey are paid for out <strong>of</strong> general<br />

taxation.<br />

The Working Groups also recommended that the money<br />

required for the <strong>St</strong>ates to pay rates should come from<br />

efficiency savings and better use <strong>of</strong> the <strong>St</strong>ates' property<br />

portfolio, rather than simply being passed onto the taxpayer.<br />

If, ultimately, taxes do have to go up as a result <strong>of</strong> the <strong>St</strong>ates<br />

agreeing to my proposition, it's important to remember that<br />

taxes are based on a person or a business’ ability to pay<br />

whereas rates bills are not.<br />

So it seems to me that the reasons for the <strong>St</strong>ates paying rates<br />

are compelling, but whether the <strong>St</strong>ates agrees with me on this<br />

remains to be seen!<br />

Pour on a little cold water<br />

In Jersey we are lucky to have a fantastic health<br />

spa right on our doorstep. The sea is possibly<br />

one <strong>of</strong> our best health and leisure resources and<br />

is completely free. In <strong>St</strong> <strong>Helier</strong> the Havre des Pas<br />

pool allows people to have a dip even at low<br />

tide. Sea swimming isn’t just a great aerobic<br />

exercise that builds strength in your arms, chest<br />

and back; the key point is the temperature – it’s<br />

a bit chilly! And research has shown that being immersed regularly<br />

in cold water has a surprising number <strong>of</strong> benefits f or your health.<br />

Some people charge fearlessly into the water, others prefer to<br />

walk in more cautiously, gasping as every wave creeps a little<br />

higher. Either way, that initial shock <strong>of</strong> cold sets <strong>of</strong>f a barrage <strong>of</strong><br />

messages from nerve sensors in your skin up to the brain. The<br />

body responds by diverting blood away from the surface and<br />

towards the internal organs to conserve heat. This means the<br />

blood vessels have to contract or relax, which acts as exercise for<br />

the walls <strong>of</strong> your arteries. This may be why test subjects who<br />

took regular cold baths developed lower blood pressure. They<br />

also had lower cholesterol levels and decreased blood viscosity,<br />

suggesting less chance <strong>of</strong> blood clots.<br />

Regular swimming in cold water seems to toughen the immune<br />

system. <strong>St</strong>udies in Germany found that people who swim all y ear<br />

round have higher levels <strong>of</strong> white blood cells and catch fewer<br />

colds. The stimulation <strong>of</strong> cold temperatures stirs up the release <strong>of</strong><br />

hormones, and function in the thyroid, kidneys and pancreas are<br />

improved. It even raises the levels <strong>of</strong> testosterone and oestrogen.<br />

as an osteopath for a rugby club in Yorkshire, I made the<br />

players jump in a cold bath after a match. The theory goes that<br />

as the blood vessels constrict, waste products (like lactic acid)<br />

are flushed out <strong>of</strong> the muscles, so there is less swelling and<br />

muscle soreness the next day. Personally, I think the research is<br />

inconclusive on this point, but I certainly enjoyed watching the<br />

players’ faces as I emptied another bag <strong>of</strong> ic e over them.<br />

Swimming itself is a great exercise, and one I <strong>of</strong>ten recommend<br />

to people for a variety <strong>of</strong> problems including hip and back<br />

pain. For a primate that evolved from tree-swinging apes, the<br />

average <strong>of</strong>fice-worker doesn’t raise his or her arms very <strong>of</strong>ten,<br />

and so the muscles underneath the shoulder (i.e. in the armpit)<br />

don’t get used or stretched sufficiently. In my line <strong>of</strong> work I tend<br />

to place my fingers into armpits quite regularly and the few<br />

that actually feel well-toned and health tend to belong to<br />

regular swimmers.<br />

A word <strong>of</strong> caution: do not suddenly take up sea swimming if<br />

you have a serious heart condition. Also, people with knee or<br />

neck problems should be careful with breast stroke. If you have<br />

any worries it is best to talk to a suitably qu alified pr<strong>of</strong>essional<br />

before taking up any new activity, and you can see an<br />

osteopath if you have any muscular or joint problems.<br />

Above all else, swimming in the sea is fun! Ther e’s something<br />

quite ludicrous about walking voluntarily into the cold water.<br />

form the simple but delicious basis for many <strong>of</strong> the dishes for<br />

A taste <strong>of</strong> Cheese<br />

L’ Abbaye de Timadeuc has the unique distinction <strong>of</strong> being<br />

the only cheese from Brittany. Produced by Cistercian-<br />

Trappist monks since 1841, it is a direct descendant to the<br />

Port du Salut. Its paste is delicately salty, s<strong>of</strong>t, with a<br />

delicious tender taste. The cheese belongs to the family <strong>of</strong><br />

pressed, not cooked with a washed rind. It matures slowly<br />

over two to three weeks and the rind turns an<br />

orange/yellowish colour. L’Abbaye de Timadeuc is classed<br />

as Artisanal which means it has been made b y hand, a<br />

good Muscadet Sur Lie is the wine selec tion to<br />

complement this cheese and may be a few white gapes<br />

and some sunshine<br />

A point to make clear from the start:<br />

Now, the middle <strong>of</strong> summer may seem<br />

an odd time to be reading an advice<br />

column on fireplaces and stoves. Every<br />

year without fail, however, interest in a<br />

new fire only comes about as the<br />

temperatures start to fall in September<br />

and thoughts turn to creating a warm<br />

comfortable lounge. Yet by then, it is<br />

by Christmas, when most new buyers<br />

want their new fire up and running. This<br />

isn’t necessarily because installation<br />

fitters are busy, but due to high national<br />

chose reliable and qualified tradesmen,<br />

and don’t be afraid to ask to see<br />

references. It may be that<br />

your chimney will need some<br />

attention too, or even a flue<br />

lining installed or replaced.<br />

So make sure you have<br />

someone capable <strong>of</strong> doing<br />

the work efficiently, cleanly,<br />

and, very importantly, safely.<br />

As an alternative to buying a<br />

new fireplace, some people<br />

want to restore their existing<br />

fireplace or stove to its<br />

former glory. In this case,<br />

Advocates considers whether<br />

marriages celebrated abroad are<br />

recognised by the Jersey authorities.<br />

Recognition <strong>of</strong> the marriage is obviously a matter <strong>of</strong> fundamental<br />

importance for the status <strong>of</strong> the parties and their children. In our<br />

example <strong>of</strong> the Portuguese nationals married in Portugal, they<br />

need to know whether they are married in accordance with the<br />

local Jersey law, whether their children are legitimate in the eyes <strong>of</strong><br />

local law and, should the relationship break down, whether divorce<br />

is available to them in Jersey.<br />

They also need to know if, and to what extent, they will inherit from each other.<br />

The general policy in Jersey (as in many other jurisdictions) is to try to recognise<br />

foreign marriages (and divorces) wherever possible. This policy may go to the extent <strong>of</strong><br />

recognising marriages celebrated abroad which would not be valid if they occurred in<br />

Jersey. A marriage will be recognised if it was formally valid and the parties had<br />

capacity to marry.<br />

Formal validity relates to the way in which the marriage is established. This issue is<br />

generally determined by the law <strong>of</strong> the country in which the marriage takes place (in<br />

our example, the law <strong>of</strong> Portugal). That means that, if the local law <strong>of</strong> Portugal requires<br />

a particular type <strong>of</strong> ceremony which would not be required in Jersey then unless that<br />

ceremony has been performed in accordance with Portuguese law, the marriage will<br />

not be recognised here, even if it was perfectly correct under the formalities <strong>of</strong> Jersey<br />

law. If there is a dispute as to formal validity, legal advice in the place <strong>of</strong> celebration is<br />

required.<br />

Capacity relates to the legal ability <strong>of</strong> one person to marry another. For example, close<br />

relatives do not have the capacity to marry each other under the law <strong>of</strong> Jersey. The<br />

rule in Jersey law is that capacity to marry is governed by the law <strong>of</strong> the place where<br />

the parties were domiciled before the marriage.<br />

In our example, this would also be the law <strong>of</strong> Portugal although that law itself would<br />

use the concept <strong>of</strong> nationality, not domicile, to determine the issue. The result would<br />

in this case be the same, as the parties were both Portuguese nationals and (the<br />

complexity <strong>of</strong> the concept <strong>of</strong> domicile is probably beyond the scope <strong>of</strong> this article)<br />

domiciled there at the time <strong>of</strong> the marriage.<br />

What is the meaning <strong>of</strong> all this for our hypothetical couple? The answer is that,<br />

provided that they were validly married in accordance with the law <strong>of</strong> the place where<br />

they got married and had capacity to marry according to the personal law, the<br />

marriage will be recognised as valid and given its full effect in Jersey.<br />

From 27th to 31st <strong>August</strong> each year, the island <strong>of</strong><br />

Tatihou welcomes one <strong>of</strong> the most appreciated local<br />

festivals in Normandy - “les traversées de Tatihou” or, in<br />

English, ‘the crossings <strong>of</strong> Tatihou’. You can only live this<br />

experience in La Manche! Thirteen years ago, the General<br />

council <strong>of</strong> La Manche bet on this picturesque music<br />

festival followed by the tempo <strong>of</strong> tides! Tatihou is a small<br />

island based at the east <strong>of</strong> the Cotentin peninsula facing<br />

the charming little village <strong>of</strong> <strong>St</strong> Vaast La Hougue. The<br />

towers <strong>of</strong> Vauban situated on this little rock are listed<br />

under the world patrimony <strong>of</strong> Unesco. If you want to<br />

attend the festival’s concerts you will have to walk across<br />

in low tide towards the island going through local oyster<br />

beds, which make the uniqueness <strong>of</strong> this event. The<br />

county is very proud <strong>of</strong> this local festival, which<br />

welcomes thousands <strong>of</strong> visitors every year, who are there<br />

to listen to traditional folk music from France, Ireland,<br />

Finland, Spain, Portugal and even Iceland! It is different,<br />

it is so close, come and live an unforgettable experience.<br />

another round <strong>of</strong> seasonal tips and advice<br />

After all your hard work this season,<br />

use <strong>August</strong> to relax and enjoy your<br />

garden no matter how small.<br />

All your flowers should be blossoming<br />

now. Extend the growing season by<br />

removing dead heads and leaves and<br />

keep feeding every week or so. Pick<br />

sweet peas every other day to<br />

encourage more flowers and, if you pick<br />

roses, place the bottom 1cm in hot water for 30<br />

seconds before placing in a vase <strong>of</strong> water. This<br />

prevents the heads from drooping.<br />

It’s not too late to plant summer bulbs such as ixias, Sparaxis<br />

or dahlias. These will bloom in October before the weather<br />

gets colder.<br />

Keep an eye on tomatoes and potatoes for blight. This star ts with<br />

brown patches on stems and spreads until the plant is killed. Remove<br />

tomato fruits and keep in a cool dry place but burn or throw out the<br />

remainder <strong>of</strong> the plant. Affected potato plants can be cut down to<br />

ground level, stems disposed <strong>of</strong> as with tomatoes and the tubers<br />

should keep for a couple <strong>of</strong> weeks in the ground.<br />

flowers, add goodness to the soil<br />

by fertilising with pelleted chicken<br />

manure or your own compost.<br />

Rescue any overwatered houseplants by carefully<br />

removing them from the pot and wrapping in newspaper for a couple <strong>of</strong><br />

days. Then repot with fresh compost and don’t water for a week.<br />

Raspberries and blackcurrants should be cut down to 15cms <strong>of</strong><br />

ground level as fruit will grow on next year’s wood. There is no reason<br />

why these cannot be grown in deep pots. For something different, try<br />

a fig tree. These love their roots to be restricted and in a good summer<br />

will produce edible fruits.<br />

<strong>August</strong>, just bust?<br />

(Août is pronounced “oo”: see how<br />

many words with an “oo” sound in<br />

you can spot in this month's Jèrriais<br />

article!) In <strong>August</strong>, everything's topsyturvy<br />

once more. You can't get<br />

anything organised because<br />

everyone's either out <strong>of</strong> the Island on<br />

holiday or receiving visitors.<br />

Otherwise, people are really busy with<br />

all the work for the Battle <strong>of</strong> Flowers<br />

or earning money in the shops,<br />

businesses, hotels and all the trades<br />

that pr<strong>of</strong>it around the arrival <strong>of</strong><br />

tourists. And where would we be<br />

without these earnings? Up the spout,<br />

without a doubt!<br />

<strong>August</strong> was the harvest month, and<br />

time past Jersey people lived<br />

according to the rhythm <strong>of</strong> the<br />

seasons, in fishing, agriculture or<br />

tourism, and the markets and other<br />

businesses with them. Now it's<br />

playing with the financial market<br />

and computers, and, apparently,<br />

growing tall buildings in <strong>Town</strong><br />

rather than growing crops in fields.<br />

And after the banking crash and the<br />

economic crisis round the world,<br />

some people ask if bankers are still<br />

grandees or simply hooligans who<br />

ruined the banking system.<br />

Speaking <strong>of</strong> hooligans, one can<br />

scarcely believe that time past the<br />

Battle <strong>of</strong> Flowers was a real battle.<br />

The floats were torn apart and<br />

handfuls <strong>of</strong> flowers were chucked<br />

back and forth. What a punch-up!<br />

But if all that's been forgotten<br />

nowadays, with the Battle being<br />

among the most peaceable <strong>of</strong> fights,<br />

there's still fun to be had building<br />

the floats, sticking clumps <strong>of</strong> flowers<br />

on, and all those workers who lend a<br />

hand should be thanked.<br />

But it's not all beer and sk ittles, and<br />

there's an electoral battle coming<br />

up. Instead <strong>of</strong> flowers, votes will be<br />

picked and arguments chucked back<br />

and forth. The candidates will be out<br />

harvesting, but who'll be in line for<br />

promotion? You'll decide.<br />

The Loi requires occupiers<br />

<strong>of</strong> land bordering on the<br />

public roads <strong>of</strong> the <strong>Parish</strong><br />

to trim hedges and<br />

branches and to cut all<br />

overhanging trees so as to<br />

give a clearance <strong>of</strong> 12 feet<br />

over main roads and byroads<br />

and <strong>of</strong> 8 feet over<br />

footpaths and to remove<br />

any other encroachments<br />

on the public highway.<br />

A fine may be levied for<br />

each infraction.<br />

The attention <strong>of</strong> occupiers<br />

<strong>of</strong> land is drawn to the<br />

need to ensure that all<br />

cuttings and trimmings are<br />

removed from the roads<br />

and footpaths after the<br />

branchage is completed.
