Dear Colleague,<br />

The Academy and the <strong>Course</strong> <strong>Team</strong> welcome<br />

you to the Indian Administrative Service (IAS)<br />

and the Professional <strong>Course</strong> Phase I (2011-<br />

2013). You are amongst the privileged few to<br />

have been selected into a public service widely<br />

regarded as one of the most challenging in the<br />

country and perhaps in the world as well today.<br />

The idea of the IAS as the premier All India<br />

Service, replacing the colonial Indian Civil<br />

Service (ICS), crystallized at the Provincial<br />

Premier’s Conference convened in October<br />

1946. The first competitive examination for<br />

recruitment to the IAS was held in July 1947 and<br />

the new recruits joined the IAS Training School,<br />

Metcalfe House, Delhi, in 1948. It was in 1959<br />

that the National Academy of Administration<br />

was established in Mussoorie, and was later re-<br />

christened as the Lal Bahadur Shastri National<br />

Academy of Administration. Conceived as a<br />

vital link between the Union and the States in our federal polity, this premier service was entrusted with the overarching<br />

task of realizing Mahatma Gandhi’s vision of a self-reliant, inclusive and dynamic India. Looking back at the balance<br />

sheet during the past six decades of India’s tryst with democracy and development, the picture that emerges is rather<br />

mixed. While the IAS has, to a large extent, lived up to the vision of our founding fathers in institutionalizing democracy<br />

and nurturing the country’s pluralistic social fabric, a lot still remains to be done. This <strong>Course</strong> is about preparing the<br />

ground to enable you to lead and become officers with depth of character, breadth of vision and requisite skills to<br />

deliver on tasks entrusted upon you. At a more fundamental level, this training is meant to build a foundation and<br />

provide a perspective for the rest of your career in the civil services. As an entry level programme, it seeks to equip you<br />

with the requisite domain knowledge, skill sets and attitudes that would stand you in good stead in the first decade of<br />

your career – as Sub-Divisional Officer, Project Officer, District Rural Development Agency (DRDA), Chief Executive<br />

Officer of Zilla Parishad, Municipal Commissioners, District Collector, and in some cases in the State Directorates,<br />

Public Sector Undertakings and the Secretariat. The stay at the Academy is not only mentally stimulating, but also<br />

physically invigorating. We invite you to make full use of the Academy’s facilities for study and play. Use this time to<br />

IAS – The Training Canvas<br />

The training of an IAS Officer Trainee now spans about two years (104 weeks) and comprises the following courses:<br />

� The Foundation <strong>Course</strong> equips fresh entrants with requisite skills, knowledge, and appropriate attitudes to<br />

shoulder responsibilities as public administrators; inculcates greater coordination among the different civil<br />

services by building esprit de corps; and cultivates the spirit of cooperation and interdependence.<br />

(15 weeks)<br />

� The IAS Professional <strong>Course</strong> Phase I imparts rigorous training to the IAS Officer Trainees in a wide range of<br />

subjects to enable them to handle varied assignments that the officer typically holds in the first decade of<br />

service.<br />

(26 weeks)<br />

� State and District Training exposes the officer trainees to the ground realities and provides opportunities to<br />

apply the knowledge and skills acquired during the Professional <strong>Course</strong> to field situations.<br />

(Joining time and 52 Weeks)<br />

� The IAS Professional <strong>Course</strong> Phase II provides the Officer Trainees an opportunity to reflect on and<br />

synthesize the knowledge and skills acquired during the Phase I and the experiential learning of District<br />

Training.<br />

(Joining time and 8 Weeks)<br />

From 2007 onwards, the training scheme for the IAS has expanded well beyond the IAS Professional <strong>Course</strong>s and<br />

now involves Mid-career Training Programmes (MCTPs). These programmes are now delivered in three stages – the<br />

Phase III at seven to nine years of service, the Phase IV at fourteen to sixteen years of service and the Phase V at twenty<br />

six to twenty eight years of seniority.<br />

IAS Professional <strong>Course</strong> - Phase I<br />

I. The <strong>Course</strong> Compass<br />

Aims<br />

� Equip Officer Trainees with the knowledge skills and attitudes to become effective civil servants<br />

� To create learning experiences with regard to ethical and developmental administration<br />

Objectives<br />

At the end of the IAS Professional <strong>Course</strong> Phase I, an Officer Trainee will be able to:<br />

� Acquire a pan-India perspective of emerging socio-economic, and politico-legal trends; an understanding of the<br />

emerging role of the IAS and its shared administrative responsibilities with other services<br />

� Acquire knowledge and skills needed to discharge administrative responsibilities in the first decade of career in<br />

the following areas:<br />

� Law and legal instruments<br />

� Administrative rules, procedures and programme guidelines<br />

� Modern management tools, and<br />

� Economic analysis<br />

� Demonstrate proficiency in the regional language of the allotted State to better appreciate its administrative and<br />

cultural ethos.<br />

� Acquire an understanding on the cultural and socio-economic background of the allotted State<br />

� Demonstrate effective written/ oral communication skills both in interpersonal and organizational context<br />

� Exhibit right values and attitudes<br />

� Maintain physical fitness<br />

� Adhere to the spirit of ‘Sheelam Param Bhushanam’<br />

II. <strong>Course</strong> Design and Content<br />

The <strong>Course</strong> design of the Phase I programme is consciously liberal in spirit and content. While seeking to provide you<br />

with ample space to study, learn, play and enjoy, it strives to build in you the complex matrix of knowledge, skills and<br />

attitudes, which would enable you to shoulder future responsibilities that are staggering and complex, both in scope<br />

and dimension.<br />

The 26-week IAS Professional <strong>Course</strong>, Phase-I for the 2011 batch, commences on 12th December 2011 and<br />

concludes on 8th June, 2012. It has two main components:


� Winter Study Tour (eight weeks – commencing on 17th December 2011 to 10th February 2012)<br />

� On-campus training inputs commencing on 21st February 2012 till 8th June 2012, along with week-long<br />

attachment with the Bureau of Parliamentary Studies and Training in New Delhi in April 2012<br />

The Phase I Programme: A Typical Day<br />

The Phase I is a full time training programme with an eclectic mix of curricular and extra-curricular activities. A typical<br />

day would commence at 0630 hours with physical exercises at the Polo ground. Academic sessions would<br />

commence at 0930 hours sharp. The details would be specified in the weekly timetable. Unless altered otherwise<br />

through special notices, there would be following 55-minute sessions during a working day.<br />

(Session VI would usually be stipulated for games/ extra-curricular activities)<br />

The evenings would be dedicated to programmes by Clubs and Societies including cultural programmes.<br />

Attendance in all the sessions listed in the weekly timetable is compulsory.<br />

Academic Inputs<br />

The on-campus academic training commences on 21st February 2012. While the syllabus prescribed under "The<br />

Indian Administrative Service (Officer Trainees' Final Examination) Regulations, 1955" is the basic framework, suitable<br />

modifications have been made to adapt it to the changing training needs of IAS Officers. The academic modules are<br />

structured around thematic inputs covering varied domains that IAS Officers have to deal with. These would be<br />

interspersed among sessions in Law, Economics, Political Theory and Constitution, Languages and ICT.<br />

The training methodology being adopted in this <strong>Course</strong> would constitute a mix of lectures, case discussions,<br />

seminars, panel discussions, order writing exercises, moot courts and mock trials, management games and role<br />

plays, group exercises, films and slide shows, field and outdoor visits, among others. Several experts and eminent<br />

persons from diverse backgrounds would be invited to address you during the <strong>Course</strong>. These would expose you to<br />

alternative perspectives and diversity of opinion, which are necessary for making any considered decision.<br />

As an IAS Officer, you have to become thorough with the language of the State of allotment. Statutory language<br />

examinations would be held during the Phase I programme. Those of you already familiar with the cadre language will<br />

be provided advanced instruction in administrative usage of the language and will also be required to undertake<br />

alternative modules and activities. You would be required to present your State Paper in the cadre language, while the<br />

hard copy of this assignment can be submitted in English. The ICT module for Phase-I has been designed specifically<br />

to familiarize you with computing environment in districts, concepts/issues involved in computerizing a system, latest<br />

trends in technology, web design, client/server computing, e-governance and so on. The idea behind this input is not<br />

to make Officer Trainees “computer-professionals”, but to acquaint them with the capabilities of technology in their<br />

real life working environments.<br />

Mentoring through counselling is an important component of this <strong>Course</strong>. There would be structured Counsellor<br />

Group Meetings in the Phase I Programme. Each cadre has a designated Counsellor, who is a senior faculty member.<br />

The list is provided at Annexure I. Beyond structured sessions, it is expected that the Counsellor and Officer Trainees<br />

meet informally at mutually convenient times. The relationship between a Counsellor and an Officer Trainee is of a very<br />

special nature that continues during the district training and Phase II programme. The Counsellor reviews and grades<br />

all written assignments and initiates the Annual Confidential Roll of the Officer Trainees.<br />

You are already familiar with the computerised feedback system in the Academy. Recording sessional feedback is<br />

compulsory. Failure to do so constitutes dereliction to duty. Regularity in filling the feedback is an important input in the<br />

assessment of your classroom performance. You are expected to actively participate in all classroom-based course<br />

activities. The Academy believes in full freedom of expression and you are encouraged to express your views,<br />

including points of disagreement. It is equally important to bear in mind that questions, views, observations and points<br />

of disagreement are expressed in polite and temperate language and not in an offensive manner.<br />

While reading material on different modules would be circulated to you, academic inputs should be supplemented<br />

with self-study.. The Academy has a well-stocked library with large collection of books, articles, journals and audio-<br />

visual material. You are encouraged to make full use of the library during your stay at the Academy.


Assessed Academic Tasks<br />

State Paper<br />

All Officer Trainees are required to prepare a State Paper (2500 words) on specific aspects of the State of allotment.<br />

The topic of the State Paper has to be finalized in consultation with the Cadre Counsellor. While the State Paper can be<br />

written in English, its presentation will have to be in the Cadre language.<br />

Book Review<br />

All Officer Trainees would be required to review a book (2000 words). The book to be reviewed has to be decided in<br />

consultation with the Cadre Counsellor.<br />

Group Discussion and Exercises<br />

The ability to present one's point of view in a cogent and logical manner is essential for a civil servant. The recognition<br />

of team spirit, understanding of others' point of view and presenting one's case effectively, are all brought about well in<br />

the group discussions and exercises. These will be scheduled regularly and on topics of contemporary or academic<br />

interest.<br />

Winter Study Tour (WST): Group Presentations, Individual WST Diary and Travelogue<br />

Each WST Group is required to make presentation on the learning from various attachments and travel across India.<br />

Every Officer Trainees is also required to submit her/his WST diary and travelogue for assessment. The details have<br />

been spelt out in the WST Manual.<br />

Outdoor Activities<br />

Career in the IAS is often sedentary and tension-filled. Sound physical and mental health is an essential pre-requisite<br />

for an Officer of the Service. In the Phase I programme, you would be encouraged to cultivate and sustain the habit of<br />

regular physical exercises.<br />

The morning Physical Training and designated sessions for games and sports in the evening are compulsory. All<br />

Officer Trainees would also be required to take at least two horse riding sessions every week. Depending on the<br />

session(s) when riding is slotted, you will not be required to attend morning PT/ evening games. There will be a final<br />

Dressage and Horse Jump Show towards the end of the <strong>Course</strong>.<br />

Physical exercises and outdoor activities are integral part of the <strong>Course</strong> and absence from them will be treated on par<br />

with absence from academic sessions. In cases of sickness, you shall report to the play ground, sign the sick register<br />

and leave after obtaining permission from the <strong>Course</strong> <strong>Team</strong> member present there. In cases of serious incapacitation<br />

preventing movement, prior permission has to be telephonically obtained from Associate <strong>Course</strong> Coordinator<br />

(Discipline) or Associate <strong>Course</strong> Coordinator (Outdoors).<br />

On weekends, adventure sports activities including river rafting, parasailing, overnight treks, rock-climbing, etc.,<br />

would be scheduled. These would be compulsory <strong>Course</strong> activities requiring mandatory presence.<br />

Extra-Curricular Activities<br />

Officers with interests and hobbies beyond just the official work are better equipped to handle the stresses that the job<br />

creates. In the Phase I programme, you would be encouraged to develop passion for creative activities through extra-<br />

curricular modules. There will be performances by national level exponents in music, dance and theatre including<br />

fashion show and textiles of India exposition. You may also look forward to national and international film festivals<br />

during the <strong>Course</strong>.<br />

Elections to the Clubs and Societies would be held once you report to the Academy after the WST. The <strong>Course</strong> <strong>Team</strong><br />

solicits your active participation in the elections and all activities of Clubs and Societies. The list of Director’s Nominee/<br />

Associate Nominee for various Clubs and Societies is at Annexure II.<br />

III Zonal Days<br />

The Officer Trainees will organize four Zonal Days during the Phase I programme. The purpose of organizing a Zonal<br />

Day is to acquaint the Officer Trainees with the culture and cuisine of their allocated cadres. They will be scheduled in<br />

the time table of the week.<br />

The constitution of groups for each zone would be based on the State of allotment. The details are as follows:<br />

East Zone: Assam- Meghalaya, Bihar, Jharkhand, Manipur- Tripura, Nagaland, Orissa, Sikkim and<br />

West Bengal Cadres.<br />

Date of Zonal Day: 17th March, 2012<br />

South Zone: Andhra Pradesh, Karnataka, Kerala and Tamil Nadu cadres<br />

Date of Zonal Day: 31st March, 2012<br />

West Zone: Chhattisgarh, Gujarat, Madhya Pradesh, Maharashtra and Rajasthan cadres<br />

Date of Zonal Day: 12th May, 2012<br />

North Zone: Haryana, Himachal Pradesh, J & K, Punjab, U.P and Uttarakhand cadres<br />

Date of Zonal Day: 26th May, 2012<br />

(Officers of AGMUT cadre will be included in the Zone that has least number of Officer Trainees)


Group Formation<br />

Phase I – Administrative Issues<br />

Upon return from the WST following the announcement of your cadres, the lecture group allocated to you and your<br />

Officer Trainee Code (OT Code) will change. Every Officer Trainees will receive a new OT Code and will also be<br />

allocated to either A or B Group for all training sessions. These Groups will be further sub-divided into quarter groups,<br />

A1, A2, B1 and B2 for quarter group sessions. Detailed Group wise allocation information will be made available after<br />

your return from WST.<br />

Discipline<br />

The Academy believes that you are mature, motivated and inspired learners. But freedom brings attendant<br />

responsibilities. In view of the fact that you will shortly be assigned responsible positions in Government, the <strong>Course</strong><br />

<strong>Team</strong> will brook no compromise on basic discipline in terms of regularity, punctuality and decorum. There will be no<br />

compromise on these basic issues even if it implies displeasing someTrainees. Polite and graceful conduct with<br />

colleagues, academy staff, guests and faculty would be the cardinal norm in the <strong>Course</strong>. Unauthorized absence, late<br />

arrival for scheduled sessions, failure to comply with dress code, disinterested attitude and dishonest conduct would<br />

be viewed very seriously and invite appropriate administrative action. The Associate <strong>Course</strong> Coordinator (in-charge<br />

discipline) is the first reference point for all disciplinary matters, with a provision for appeal to the <strong>Course</strong> Coordinator<br />

and then the Director. Please be advised that any contact with external agencies, institutions or authorities like the<br />

Central/ State Government should only be through proper channel, that is, the Director of the Academy.<br />

Penalties for breach of discipline<br />

Within the Academy, the supervisory role in disciplinary matters has been delegated to the <strong>Course</strong> <strong>Team</strong>. This cannot<br />

be bypassed under any circumstance. Any attempt to bear external influence or pressure on the <strong>Course</strong> <strong>Team</strong> on<br />

discipline/ leave matters would be treated as gross misconduct, inviting extremely harsh penalty.<br />

Discipline and conduct carry substantial weight in the overall Director’s assessment in the Phase I programme. Apart<br />

from grading down marks allocated under the Director’s Assessment for deviant conduct, other penalties applicable<br />

under the AIS Conduct Rules, which include non-confirmation of probation and discharge, following penalties can be<br />

administered during the <strong>Course</strong>.<br />

Offence<br />

Unauthorized absence/ late arrival/ wilful<br />

disobedience/ deliberate poor performance<br />

in outdoor or academic activities/<br />

disobedience/ dishonest conduct/ poor turn<br />

out or grooming, etc.<br />

Penalty<br />

Punitive physical training beyond scheduled sessions. Beyond<br />

three lapses, the Officer Trainee would lose ½-day Casual<br />

Leave and undergo simultaneous punitive physical training.<br />

Any further instance of indiscretion would invite disciplinary<br />

action and would entail discharge from the <strong>Course</strong><br />

Leave Matters<br />

This <strong>Course</strong> is fully residential. You are required to stay on campus in the rooms allotted to you. This is a ‘No Leave’<br />

Programme. However, in situations of extreme emergency, a maximum of four days leave (four days Casual Leave or<br />

two days Casual Leave combined with two days station leave or four days station leave) can be considered by the<br />

Associate <strong>Course</strong> Coordinator (in-charge discipline) on merits during the entire <strong>Course</strong>.<br />

Application for leave (except in unforeseen emergent situations) needs to be made to the Associate <strong>Course</strong><br />

Coordinator (in-charge discipline) at least 15 days prior to the intended date of commencement of leave. An Officer<br />

Trainee can leave headquarters only after receipt of formal sanction of leave.<br />

Please take note that Officer Trainees who do not avail any leave in the <strong>Course</strong> would be rated higher than those<br />

availing leave. There are clear limits to availing exemption from scheduled physical training/ academic sessions. In<br />

case this limit is exceeded on account of repeated medical exemptions, the Officer Trainee can be asked to repeat the<br />

<strong>Course</strong> in the following year.<br />

Attempts to avail leave by citing false reasons, or leaving headquarters without prior sanction of the competent<br />

authority on weekends/ holidays would be construed to be gross misconduct. It would invite punitive administrative<br />

action including discharge from the <strong>Course</strong>.<br />

Guests<br />

Officer Trainees are not permitted to change rooms or keep their spouses or family members with them, either on the<br />

Academy premises or in any other accommodation in Mussoorie.<br />

However, you are permitted to have guests for a total of six days during the <strong>Course</strong>. You are required to inform the<br />

Associate <strong>Course</strong> Coordinator (in-charge discipline) about the period of stay of the guest(s). Requests for allotment of<br />

guest rooms in the Academy can be made to the Associate <strong>Course</strong> Coordinator (in-charge discipline), which would<br />

be considered based on availability.<br />

Attire and Turnout<br />

Officer Trainees may take note of the following attire:<br />

Ceremonial occasions: This shall be indicated in the weekly timetable. This means black bandgala coat and<br />

trousers for gentlemen and sarees for ladies. The RBCS officers are permitted to wear their national attire on such<br />

occasions. Tan or Black Leather lace tie up shoes shall be worn with the black bandgala coat and no sneakers shall be<br />

allowed. Waist belt and shoes shall be of same colour. Lapel cards have to be worn in all academic sessions<br />

irrespective of the occasion.<br />

Formal wear: Gentlemen Officer Trainees should wear a jacket and tie or formal lounge suit to classes from Monday<br />

to Thursday. Neck-tie and formal shoes should be worn. Pullovers/ sweaters may be worn on Fridays and neck ties<br />

would be optional. Ladies are expected to wear sarees/ salwar suit to class, which are simple, sober and dignified.<br />

Western formal wear may be worn only on Fridays.<br />

Sports attire: T-shirt and tracksuit given during FC, knee length white shorts and predominantly white/grey<br />

sneakers/sports shoes with gray/white socks. No other attire shall be permitted. In case of cold weather, a white<br />

sweater or track suit top may be worn over T-shirt. The T-shirt shall always be tucked in and worn neatly.<br />

Casual wear: On holidays, Officer Trainees can wear sober informal clothes. In no case shall an Officer Trainee enter<br />

the Officers Mess, library, lounges or Sampoornand Auditorium in sneakers/ chappals/ T-shirt/ jeans, etc., on working<br />

Officers Mess, library, lounges or Sampoornand Auditorium in sober informal clothes. Wearing slippers in the<br />

Academic complex is prohibited on all occasions.


General Turnout: Gentlemen Officer trainees shall always sport a shaven chin. If they chose to wear a moustache or<br />

beard the same shall be trimmed and well kept. Hair shall be worn short to one cm and cut periodically. Wearing long<br />

hair is strictly prohibited for males. Exemption shall be given for members of the Sikh religion in this. Nails shall be<br />

trimmed and general hygiene maintained. Piercing or such body accessories shall not be permitted. Ladies shall take<br />

care to dress soberly and with neutral colored clothes. Flashy and frivolous clothing is strictly prohibited.<br />

Performance Evaluation<br />

All IAS Officer Trainees will be assessed for their performance in the Phase I programme. Rule 10 of the IAS (Probation)<br />

Rules 1954 provides for determination of inter-se seniority of the directly recruited Officer Trainees. The factors<br />

deciding the inter-se seniority are the aggregate marks obtained by each officer trainees under different heads shown<br />

in the table below:<br />

The assessment in IAS Professional <strong>Course</strong> Phase-I consists of the Final Examination and the Director's Assessment.<br />

The final examination includes five main subjects – Law, Public Administration, Management, Economics and Political<br />

Concepts and Constitution of India. In addition, there will be qualifying examinations in Information and<br />

Communication Technology, and Hindi for those who allocated to non-Hindi speaking states.<br />

Under the Rules, an Officer Trainees must pass in every subject in the written examination. An Officer Trainee who has<br />

failed in a subject may be allowed to appear in a re-examination. In case of failure again, she/he will be liable to be<br />

discharged from the Service.<br />

One-third of the marks allotted for the final examination will be awarded on the basis of concurrent evaluation during<br />

the <strong>Course</strong>. This evaluation would be on the basis of the periodic tests or written assignments, In the case of Political<br />

Concepts and Constitution of India, 10 marks are set aside for the test conducted at the end of the BPST attachment.<br />

Padamvir Singh, IAS (1977: Madhya Pradesh) Director<br />

Born on 16th February 1954, he did his schooling from the Doon School, Dehradun. He graduated in Economics<br />

Honours from St. Stephen's College, Delhi. Thereafter, after pursuing post graduate studies in Philosophy and<br />

Politics, he joined the Indian Administrative Service in 1977 and was allocated to the state of Madhya Pradesh. He was<br />

a fellow at MIT, Boston in 1992. He took over as the Director of the Lal Bahadur Shastri National Academy of<br />

Administration in September 2009. Prior to that, he was the Special Director and the Joint Director. He was earlier<br />

Principal Secretary, Public Works Department and Information Technology in the Government of Madhya Pradesh. He<br />

has also worked as Secretary to the State Government, Head of Department, Managing Director of Public Sector<br />

Undertakings and District Magistrate. He has served as Director of the Madhya Pradesh Academy of Administration<br />

and as Secretary of the Indian Institute of Advanced Study, Shimla. His academic interests are in governance,<br />

administrative reforms, Total Quality Management, institution building, training, ethics, philosophy and psychology.<br />

Personal interests and leisure pursuits extend to reading, computers, painting, photography, music, tennis,<br />

badminton and yoga. He is married and has two children.<br />

Born on April 17, 1967, he did his schooling from Delhi Public School, Mathura Road, New Delhi. Graduated in<br />

Commerce from Shriram College of Commerce and later completed MBA from FMS in Delhi University. Joined the<br />

investment banking division of the Deutsche Bank in 1989. Qualified for the IAS in 1990 and was allotted the Orissa<br />

cadre. In the initial years, worked as SDM, Anandpur and Baripada before joining Kandhmal District as PD, DRDA and<br />

later as Collector in the tribal District of Koraput. Upon completion of the field postings, he worked as MD Orissa Small<br />

Industries Corporation, Director Industries and Technical Education, MD Orissa State Cooperative Bank and MD,<br />

Orissa Mining Corporation. The work done by him in implementing Enterprise Resource Planning in the Orissa Mining<br />

Corporation was recognized as a best practice by Government of India on the Civil Services Day in 2009. Joined the<br />

Academy as Deputy Director (Sr.) on April 03, 2007. His areas of interest include Organisational Behaviour, Urban<br />

Management, Corporate Governance in PSUs and Financial Inclusion. He has also published a book titled<br />

"Restructuring and Reengineering in Cooperative banks". After availing a sabbatical in 2009-10, completed MSc in<br />

Regional and Urban Planning Studies from the London School of Economics.<br />

Dr. A.S. Ramachandra, PhD (Law) Professor of Political theory & Constitutional Law<br />

He is a Doctorate in Law and possesses Master's Degrees in Law, Politics as well as English Language and Literature.<br />

After practicing at Bar, started his career in 1990 as a teacher in law for prospective legal practitioners and continued<br />

to be so till 2002, prior to taking up service at “LBS National Academy of Administration” as 'Reader in Political Theory<br />

& Constitutional Law' and later as 'Reader in Law' in this Academy till October 2004. Subsequently, worked at “National<br />

Judicial Academy” Bhopal as 'Research Fellow'; as 'Senior Legal Consultant' at “Rural Litigation & Entitlement<br />

Reforms Officer, ADM (Land Acquisition) and ADM (General) in North 24 Paraganas. Held posts of District Magistrate<br />

and Collector in East Medinipur and then West Medinipur districts. Also worked as State Project Director, Sarva Siksha<br />

Dr. Gyanendra Badgaiyan: IAS (1991, AGMUT) Professor of Economics<br />

Joined as Professor of Economics on 18th May 2011. Prior to joining the IAS, Dr Badgaiyan had completed an M.A<br />

(Economics) and M.Phil in Economics from Delhi School of Economics and Cambridge University, UK respectively.<br />

Subsequently after serving for about a decade in the IAS he went on study leave and earned PhD from Princeton<br />

University, USA. During his tenure in the IAS, he has served as District Collector in Dadar Nagar Haveli and Delhi;


Finance Secretary of Daman and Diu, Dadar Nagar Haveli & Andaman Nicobar Administration and Secretary to a<br />

Chief Minister. He has worked as the Executive Head of a National Level Non Governmental Organization and as<br />

Jayant Singh, IRTS (1994 batch) Deputy Director (Senior)<br />

Is a postgraduate in History from St. Stephens College, University of Delhi. Thereafter, he was allotted the Indian<br />

Railway Traffic Service in 1994. He worked in Western Railways in Gujarat and Rajasthan, where he handled bulk<br />

goods operations, passenger and freight marketing and was associated with the handling and transportation of port<br />

traffic of Kandla and the rail linking of Adani Port at Mundra. He was extensively involved with the relief and<br />

rehabilitation work at Kandla & Bhuj following the 1999 cyclone & 2001 earthquake respectively. He worked on<br />

deputation with Container Corporation of Indian between 2002 and 2007 and launched the first double-decker<br />

container train in Asia in 2006. His last posting was as Director Tourism & Catering in the Ministry of Railways from<br />

2008-2011 where handled the management & operations of Luxury tourist trains like Palace on Wheels and played a<br />

key role in the introduction of three new trains in eight different circuits during this period. Joined LBSNAA as Deputy<br />

Director (Sr.) on 23.3.2011. His hobbies include reading History, current affairs, particularly military history and Central<br />

Asian Affairs, watching films and quizzing and enjoys playing cricket and Squash and would like to learn horse riding.<br />

Born on 27th November 1970 was educated at Yadavindra Public School, Chandigarh and later at St. Stephen's<br />

College, Delhi where he completed his Bachelors and Masters in History. Was originally allocated Maharashtra Cadre<br />

where he served as Sub Divisional Magistrate in Malegaon (Nasik) from 1996 to 1998 before being transferred to<br />

Punjab Cadre. Among the significant charges held in Punjab are Joint Secretary (Finance), Additional Principal<br />

Secretary to Chief Minister and Deputy Commissioner of Patiala, Amritsar and SAS Nagar (Mohali) districts. He also<br />

served as Chief Administrator, Greater Mohali Area Development Authority (GMADA); Director, Information and Public<br />

Relations; Special Secretary, Planning and Commissioner, NRI Affairs. Enjoys reading on military matters,<br />

landscaping, playing squash, music and the arts. Areas of interest in Government are public finance and planning,<br />

globalization trade-development; developing-world perspectives in international relations; framework of<br />

multilateralism and regionalism, global/regional trade negotiations under the World Trade Organisation (WTO) and<br />

Regional Trade Agreements (RTAs); cross-border economic linkages along India's North-East. Published widely on<br />

issues mentioned. Previous assignments: Faculty, Madras Institute of Development Studies, Chennai; Researcher,<br />

Centre for Science & Environment; and The Energy Resources Institute, New Delhi, worked in Economic Research<br />

and Analysis Division, WTO Secretariat, Geneva on Economic Integration. Initiatives in Central/Eastern Europe. joined<br />

LBSNAA in January 2009.

Dr Alka A Kulkarni : Joined the Academy in 1986 as a Language Instructor. M.A., M.Com. and doing Research, has<br />

written three books.<br />

Arshad M. Nandan: M.A. (Urdu), M.Phil (Anthrological Linguistics). Working as a Language Instructor (Urdu and<br />

Punjabi) in the Academy since 9-8-1990.<br />

A. Nallasamy: M.A. in Linguistics from Madurai Kamaraj University, Madurai. He did one year Advanced Telugu<br />

Language <strong>Course</strong> during his Post Graduate Studies. He was awarded the U.G.C Fellowship for the Research on<br />

“Descriptive Grammar of Savara (unwritten) language. Savara, a Tribal Munda Family of Language spoken in Orissa<br />

at Madurai Kamaraj University from 1984 to 1986. He had been working as a Research Assistant from 1986 - 89 in the<br />

Central Institute of Indian Languages, Mysore. He wrote “Descriptive Grammar of Savara Language and did Field<br />

work on Juang language, a tribal language spoken in Orissa in the year 1989. He worked on Acoustics and<br />

Articulatory phonetics on Dravidian Languages and published Articles on the same in the Central Institute of Indian<br />

Languages, Mysore. He prepared Primers for the Savara tribal children of Orissa as a Bridge <strong>Course</strong> during the year<br />

1986-89. He was selected as Member of a Text Book Committee of Karnataka Government and had been working as<br />

a Member from 1987-89. His Books titled “Tamil Bharathi” were published as Tamil Text Books for 6th and 9th classes,<br />

by the Karnataka Government in the year 1993. He works on the Second Language Teaching/Learning mainly on its<br />

Methodology and material production on Indian Languages. He joined the Academy in Dec.1989 as a Language<br />

Instructor. He teaches Tamil and Telugu.<br />

B.A., M.A.( Hindi), Dissertation in Hindi stories of Vishnu Prabhakar, B.ED., Ph.D (Hindi) on topic “Nai Jeevan mulyon<br />

ko talashati Nai Kahani” from Nagpur University, P.G. Diploma in Hindi Translation from Bangalore University.<br />

Joined the Academy in September 2001. She teaches Hindi to non Hindi speakers as well as Hindi speaking<br />

Probationers.<br />

Work Experience - Worked as a Biochemist & Pathologist for one year in Govt. Medical College, Nagpur & in Central<br />

school for Tibetans, Karnataka from 1997 to August 2001. She was on deputation from June2007-June2010 at<br />

Manipuri" and " The Cultural Aspects of Assamese and Manipuri" for the second language learners. He teaches<br />

Saudamini Bhuyan: Teaches Oriya and Bengali. Joined the Academy in September 2004. M.A. In Oriya Literature<br />

and B.Ed from Utkal University and M.Phil in Comparative Literature from Delhi University. Passed certificate course in<br />

Bengali. Published several books and articles.<br />

V. Muttinamath (Malayalam & Kannada): M.A., M.PHIL. in Kannada and M.A., (PH.D.) in Linguistics from Karnatak<br />

University, Dharwad. He was awarded the U.R.S(University Research Scholarship) Fellowship for the Research on<br />

"Cognates among Tamil and Kannada ; A Critical Analysis". These are family of South Dravidian Languages. Spoken<br />

in southern part of India. He had been working as a Guest Lecturer from 2001-06 U.G.Colleges under Karnatak<br />

University. He worked on "Monesties of Veerashaiva of Badami Taluq". It is M.PHIL. Thesis and prepared one<br />

dictionery on "A Linguistic Analysis of Veerashaiva Technical Terms". Also written several articles on Language and<br />

Linguistics, He recently Published one book "Samaaj Bhashe Samskriti and Jaagatikarna-2007" in Kannada<br />

Dev Raj Adhirana: Tennis Coach, Sports Authority of India, Joined the Academy of 8th Sept., 2008 on transfer from<br />

Netaji Shubhash National Institute of Sports, Patiala. He is the senior most serving Tennis Coach of S.A.I. He is also a<br />

National Coach as of 1999. Born on 8th April, 1954 is a Science Graduate. He has been coach in charge Tennis at<br />

National Institute of Sports from July, 1988 to June, 1990 and Chief Coach from July, 2005 to August, 2008 at NSNIS,<br />

Patiala. He was the coach of the combined Indian Universities Tennis team for the World Universities games held at<br />
