Theme: Government Transformation: Agenda for E-Gov 2.0<br />
Introduction<br />
ICEG-2011 is the eighth event in series to be held at Nirma University, Ahmedabad, India from 8<br />
– 10 Sep 2011. It aims to provide a forum for discussing research findings, strategies, policies,<br />
and technologies in the field <strong>of</strong> e-governance. Drawing from the deliberations, this conference<br />
intends to lay down the agenda for future research & activities. First International Conference on<br />
e-Governance (ICEG) was inaugurated by the Hon’ble President Dr. Kalam in 2003 as a Chief<br />
Guest. In 2004, the conference was hosted at Colombo by the Government <strong>of</strong> Sri Lanka, with the<br />
Prime Minister <strong>of</strong> Sri Lanka Shri SL Rajapakse as the Chief Guest. In 2005, it was organized at<br />
Lahore by the Lahore University <strong>of</strong> Management Sciences (LUMS). Since 2006, Special Interest<br />
Group on e-Governance <strong>of</strong> Computer Society <strong>of</strong> India (CSI) has been an active partner with IIT<br />
Delhi in co hosting ICEG. ICEG-2006 was the fourth event in the series held during 15-17<br />
December 2006 at IIT Delhi. CSI SIGeGov along with University <strong>of</strong> Hyderabad conducted ICEG-<br />
2007. In Dec 2008 again ICEG-2008 was held in IIIT Delhi. The seventh event ICEG-2010 was<br />
held at IIM Bangalore with focus on Health Care and Micr<strong>of</strong>inance in Apr 2010.<br />
For Whom<br />
A significant milestone in the e-governance arena, the conference promises to be an invigorating<br />
confluence <strong>of</strong> the best brains from the academia and the industry. Scientists, faculty, and<br />
students from prestigious universities across the globe have expressed a keen desire to be part<br />
<strong>of</strong> this mammoth event. Major information technology solution providers have assured industry<br />
participation. And most importantly, key government <strong>of</strong>ficers and NGO/ community volunteers<br />
have guaranteed strong representation <strong>of</strong> the user community. Given the presence and support<br />
<strong>of</strong> experts across the globe, the conference promises to be an important opportunity <strong>of</strong> sharing<br />
research findings and learning from current e-governance experiments. The delegates will have<br />
opportunity to attend a session on ‘Knowledge Sharing Summit (KSS-2011)’ being hosted by<br />
Government <strong>of</strong> Gujarat.<br />
Conference Program<br />
An Advisory Committee (AC) comprising experts and representatives from the government as<br />
well as the industry will guide the development <strong>of</strong> the conference program. An International<br />
Program Committee (IPC) will supplement the activities <strong>of</strong> AC including identification <strong>of</strong><br />
moderators and speakers, as well as the agenda for the conferences. It will manage the parallel<br />
track sessions and drive the review process. The Organizing Committee (OC) will ensure the<br />
smooth implementation <strong>of</strong> the planned agenda on a day-to-day basis. ICEG-2011 is being<br />
collocated with Knowledge Sharing Summit (KSS-2011) being hosted by Government <strong>of</strong> Gujarat<br />
for sharing Indian experiences in implementation <strong>of</strong> e-Governance.<br />

Dates <strong>of</strong> Conference: 17-18 October 2011 at Ahmedabad
Authors are invited to submit original and unpublished papers, nominating a theme-related track<br />
or designating the paper as non-theme related ("Other"). Accepted papers will appear in the<br />
conference proceedings provided that at least one author registers for and attends the<br />
conference. High quality papers will be nominated for the ‘Best Paper Award’. Better papers may<br />
