8 During the three consecutive financial years from 2007-08 to 2009-10,<br />

infrastructure <strong>and</strong> maintenance was found to be most prioritized<br />

component both in terms of allocation <strong>and</strong> expenditure with year on year<br />

increase.<br />

8 The actual expenditure on the procurement of medicines remains<br />

negligible.<br />

8 In-spite of huge gaps in human resource in health sector, no allocations<br />

were made during 2007-08 to 2009-10 to appoint medical <strong>and</strong> paramedical<br />

staff specialized in child health care like paediatrician, trained<br />

nurses for new born care units etc.<br />

8 The overall analysis of the allocation <strong>and</strong> expenditure on child health<br />

interventions in terms of physical achievements of set targets<br />

demonstrate that though on an average more then 75% of the allocated<br />

budget under NRHM/RCH-II has been utilized but the average<br />

achievements for physical targets remains less then 20% between 2007-<br />

08 to 2009-10.<br />

The state is the primary duty-bearer <strong>and</strong> accountable for the realization of all<br />

rights of children. The realization of good governance for children is not<br />

possible without appropriate budget allocations <strong>and</strong> expenditure for child<br />

health interventions. Thus the analysis of child health budget in a state like<br />

Madhya Pradesh (with alarming conditions of child health) helps to reflect the<br />

need for policy priorities, efficiency of governance structure/institutions <strong>and</strong><br />

effective decentralization for delivering child health services <strong>and</strong> of course the<br />

appropriate budget (including state budget <strong>and</strong> NRHM) for various components<br />

of child health.
