Subj: INITIAL TASKING ORDER FOR 2012 MARINE CORPS BALL SEASON<br />

1. General<br />

a. The 2012 Marine Corps Birthday Ball Season is currently<br />

scheduled <strong>for</strong> the period 26 October 2012 – 07 December 2012. In<br />

those cases where a unit Birthday Ball must be scheduled outside<br />

this period, such requirement will be accommodated. For<br />

planning purposes, the facilities hosting the <strong>ball</strong>s during this<br />

year's Birthday Ball will be BeachHead, The Palms, Butler<br />

Officers’ Club (BOC), Habu Pit, and Surfside.<br />

b. Uni<strong>for</strong>ms<br />

(1) Field Grade Officers: Evening Dress or Service "A"<br />

(2) Company Grade Officers: Dress Blue "A", "B" or<br />

Services "A" (Evening Dress optional)<br />

(3) Staff NCOs: Evening Dress, Dress Blue "A", or<br />

Service "A"<br />

(4) Enlisted: Dress Blue "A", "B" or Service "A"<br />

(5) Other Services: Equivalent uni<strong>for</strong>m<br />

(6) Civilians: Formal Evening Attire or Coat and Tie


(7) Military spouses will wear the uni<strong>for</strong>m or civilian<br />

attire prescribed/authorized by their respective unit<br />

commanders.<br />

(8) The dress blue-white uni<strong>for</strong>m is not authorized <strong>for</strong><br />

Staff NCOs and Officers.<br />

c. Menu<br />

(1) Appetizer – Jumbo Shrimp Cocktail. Four poached and<br />

chilled jumbo shrimp with cocktail sauce and lemon garnish.<br />

(2) Salad - Garden Salad. Fresh garden greens with<br />

cucumber slices, shredded red cabbage, carrots and cherry<br />

tomatoes; served with a Country Dijon dressing and toasted<br />

garlic herb almonds.<br />

(3) Entrees – All entrées served with assorted warm<br />

dinner rolls and butter rosettes, coffee and tea.<br />

(a) Beef – Oven-Roasted New York Sirloin; 10 oz.<br />

filet of Sirloin seasoned and slow roasted to perfection, sliced<br />

and draped with a Marchand de Vin sauce; served with Yukon Gold<br />

mashed potatoes and Riviera blend vegetables.<br />

(b) Fish – Lemon Garlic Fillet of Tilapia and<br />

Maryland Style Stuffed Crab Shell; Oven-baked tilapia lightly<br />

seasoned with lemon and herbs, accompanied by a stuffed crab<br />

shell and finished with a rich lobster sauce; served with Yukon<br />

Gold mashed potatoes and Riviera blend vegetables.<br />

(c) Land and Sea – Oven-roasted New York sirloin<br />

draped with a Marchand de Vin sauce and paired with Lemon Garlic<br />

Fillet of Tilapia accompanied by a stuffed crab shell, finished<br />

with a rich lobster sauce; served with Yukon gold mashed<br />

potatoes and Riviera blend vegetables.<br />

(d) Chicken – Chicken Saltimbocca; 10 oz. of plump<br />

chicken breast lightly seasoned and stuffed with spinach,<br />

prosciutto, and Parmesan cheese. Draped with a tomato basil<br />

cream sauce and served over vegetable pearl couscous.<br />

(e) Vegetarian – Portabella Mushroom and Spinach<br />

Stuffed Ravioli tossed with Alfredo sauce and topped with<br />

sautéed zucchini, bell peppers, eggplant, leeks, and carrots,<br />

placed over marinara sauce and garnished with shredded Parmesan<br />

cheese.<br />

(4) Dessert – Marine Corps Birthday Cake Presentation.<br />

d. Pricing<br />

(1) Officers: 0-4 and above: $40<br />

(2) Staff NCOs to 0-3: $35<br />

(3) Enlisted: $25<br />

(4) No Host Bar<br />

(5) Uni<strong>for</strong>med VIPs pay rate appropriate to their grades.<br />

(6) Guest of Honor (and Spouse/Guest) meal cost will be<br />

absorbed in total ticket prices.<br />

(7) Island-wide entertainment costs absorbed in total<br />

e. Tickets<br />

(1) Attendees must ensure they bring their Birthday Ball<br />

ticket to gain entry to the Birthday Ball venue.<br />

(2) Tickets must be purchased at facility where Birthday<br />

Ball is being held (e.g., tickets <strong>for</strong> a Birthday Ball at the<br />

Futenma Habu Pit must be purchased at the Futenma Habu Pit).<br />

2. Unit Tasking<br />

a. Identification, invitation, billeting, and<br />

transportation of VIPs.<br />

b. Identification, invitation, billeting, and<br />

transportation of Guest of Honor, to include procurement and<br />

presentation of commemorative memento, if desired.<br />

c. Assignment and training of VIP and Guest of Honor<br />

escorts.<br />

d. Planning, resourcing, arranging, rehearsing, and<br />

conducting traditional birthday ceremony at each Ball Site; to<br />

include arranging rehearsal times with III MEF Band (when<br />

applicable) and with each club manager.<br />

e. Development of Seating Chart assignments and provision<br />

of place cards, if desired.<br />

f. Development and announcement of Unit liberty plans.<br />

g. Development and announcement of the Unit Commander<br />

Birthday Messages.<br />

h. Development and provision of Guest of Honor photograph<br />

and biography, submitted to <strong>MCCS</strong> not later than 1 October 2012.<br />

i. Filling of quotas <strong>for</strong> attendees at Uni<strong>for</strong>m<br />

Pageant/Birthday Ceremony, if required.<br />

j. Transportation Plan <strong>for</strong> attendees at Uni<strong>for</strong>m<br />

Pageant/Birthday Ceremony.<br />

k. Identification and publication of uni<strong>for</strong>m requirements<br />

<strong>for</strong> military spouses.<br />

l. Ensure dissemination of requirements <strong>for</strong> attendees to<br />

bring their Birthday Ball tickets to gain entry to the Birthday<br />

Ball venue. Entry will not be granted <strong>for</strong> those only wishing to<br />

view the ceremony without a ticket, and not participating in the<br />

rest of the Birthday Ball.<br />

m. Ensure dissemination of requirement <strong>for</strong> attendees to<br />

purchase Birthday Ball tickets no less than 72 hours prior to<br />

the Birthday Ball that they wish to attend. Due to club seating<br />

limits, some <strong>ball</strong>s may be sold out early.<br />

n. Submitting requests <strong>for</strong> live band.<br />

o. <strong>MCCS</strong> Child Development Center will provide FCC contacts<br />

<strong>for</strong> those requiring childcare.<br />

3. <strong>MCCS</strong> Tasking<br />

a. Entertainment Plan, to support each <strong>ball</strong>, to include<br />

scheduling and contracting DJ services to be offered at all<br />

Birthday Balls. PA Systems <strong>for</strong> the Birthday Balls will be<br />

provided to support all announcements during the Birthday Ball.<br />

All in<strong>for</strong>mation regarding DJs or other types of entertainment<br />

should be directed to the <strong>MCCS</strong> Entertainment program.<br />

b. Decoration Plan, to include procurement, installation,<br />

and cleanup/storage.<br />

c. Publicity Plan, to include all available advertising<br />

media and USMC resources, e.g., naval message, E-mail, OWAN.<br />

d. Menu Planning, to include options <strong>for</strong> red meat, poultry,<br />

fish, land/sea combination and vegetarian entrees.<br />

e. Site Survey Plan, to include setup/takedown of tables,<br />

bandstands, dance floors and photography area.<br />

f. Sound/Light Plan, to include taped music requirements<br />

<strong>for</strong> entertainer breaks.<br />

g. Develop, design, publish, and distribute the Official<br />

USMC Birthday Program Pamphlets <strong>for</strong> each Birthday Ball.<br />

h. Birthday Cake Plan, to include sizing, sourcing,<br />

design/decoration/logo requirements, contracting, quality<br />

control, pickup and delivery to all <strong>ball</strong> sites.<br />

i. Table Design Plan, to include place settings, table<br />

decorations, mementos, table covering and approved general<br />

seating charts.<br />

j. Provision of generic/blank seating charts to unit<br />

representatives <strong>for</strong> use at designated Ball sites, as desired by<br />

unit hosts.<br />

k. Service Plan, to include procurement, preparation,<br />

presentation and cleanup of meal service.<br />

l. Bar Plan, to include identification, resourcing, setup,<br />

inventory, service and tear down of the bar service stations.<br />

m. Parking Plan, to include VIP parking, and coordination<br />

with PMO <strong>for</strong> traffic and any security requirements.<br />

n. Transportation Plan, to include transportation<br />

requirements to support delivery of goods, services, supplies,<br />

as well as participants to each of the scheduled Birthday Balls.<br />

o. Facilities Plan, to include identification and<br />

resolution of facility maintenance requirements prior to<br />

conducting <strong>ball</strong>s at each <strong>ball</strong> site.<br />

p. Memento Plan, to include identification, procurement and<br />

distribution of the approved memento.<br />

q. Smoking Plan, to include design, location and<br />

advertising (signage) of smoking/no smoking areas.<br />

r. Support Plan, to include identification and advertising<br />

of <strong>MCCS</strong> Club facility opening and closing plans during the<br />

Marine Corps Birthday Ball period, as well as determination and<br />

redistribution of club equipment and personnel, as required, to<br />

support each Ball/Ball site.<br />

s. Photography Plan, to include identification and billing<br />

of patrons; design, construction and location of backdrops; and<br />

distribution of finished product to patrons.<br />

t. Fund Administration Plan, to include receipt, accounting<br />

and disbursement of all revenues generated by the Birthday Balls<br />

and post-<strong>ball</strong> financial statements.<br />

u. Design, print, color code and distribute of the official<br />

2011 Marine Corps Birthday Ball tickets.<br />

v. Sale, issuance and receipt/revenue accounting <strong>for</strong> all<br />

Birthday Ball tickets.<br />

w. Develop, coordinate and distribute subsequent Letters of<br />

Instruction (LOIs) in order to ensure proper staff functioning,<br />

command approval, and conduct of the scheduled events.<br />

x. After Action Report, to include development and<br />

distribution through the chain of command.<br />

4. Action. All addressees are requested to develop those plans<br />

and internal <strong>working</strong> <strong>group</strong>s necessary to accomplish the tasks<br />

identified and set <strong>for</strong>th herein.<br />
