• Sustain and strengthen the vibrancy of the<br />
Commonwealth port system<br />
• Find the strengths and niches of each<br />
individual port<br />
• Study the ports as a cohesive group<br />
• Identify targeted investments that make<br />
sense<br />
• Reduce competition between<br />
Commonwealth ports in order to increase<br />
nationwide competitiveness<br />

Official Mission<br />
The <strong>Compact</strong>’s principal mission shall be to improve coordination<br />
between the members and to adopt a collaborative approach to the<br />
planning, design, funding, construction, operation and maintenance<br />
of the Commonwealth’s water-based transportation facilities aimed<br />
principally at:<br />
increasing mobility for people and goods within and through the<br />
Commonwealth in a safe, secure, environmentally sustainable, and<br />
efficient manner;<br />
promoting and adopting administrative efficiency and program<br />
improvement initiatives between and among transportation<br />
agencies, authorities, and municipalities in the areas of cargo, ferry,<br />
pleasure craft, cruise, and industry marketing, terminal operations,<br />
and supporting the fishing industry; and<br />
sharing best practice techniques for project implementation across<br />
the Commonwealth.<br />
