Former Eglin commander prepares to celebrate 104th birthday<br />

Joe Stanley might be turning<br />
104 on Saturday, but he<br />
hasn’t lost his touch with<br />
the ladies.<br />
The longtime resident<br />
at Westwood Retirement<br />
Resort smiled at Yoly Ostertag,<br />
the executive director,<br />
as she walked into<br />
the sunny atrium Tuesday<br />
afternoon.<br />
“You’re looking great,”<br />
Ostertag said, bending over<br />
to give Stanley a hug.<br />
“So are you!” he answered<br />
with a grin.<br />
“See, he can be a flirt,”<br />
Ostertag joked as she patted<br />
Stanley’s shoulder and<br />
adjusted the hearing aid in<br />
his left ear.<br />
Seated in his wheelchair<br />
and wearing a brown jacket<br />
and matching pants, Stanley<br />
chatted with well-wishers<br />
and reminisced about<br />
his long life.<br />
He had just one thing to<br />
say about living to be 104:<br />
“It’s too damn old!”<br />
Born Jan. 28, 1908, Stanley<br />
grew up in Memphis,<br />
Tenn., and joined the Army<br />
Air Corps in 1935. Six years<br />
later, he was stunned along<br />
with the rest of the country<br />
to learn about the attack on<br />
Pearl Harbor.<br />
“I remember the day,”<br />
he said. “I had been on a<br />
cross-country flight and I<br />
landed in Little Rock, Ark.,<br />
to refuel and they told me<br />
about the attack. I said it<br />
just couldn’t be, but of<br />
course it was.”<br />
He commanded a squadron<br />
of B-17s during World<br />
War II.<br />
“It was a wonderful<br />
plane, a real nice plane,”<br />
he said.<br />
Stanley said the smartest<br />
move he ever made was<br />
marrying his wife, Betty.<br />
“She was one of those<br />

with a smile, adding that<br />
she also liked to shop.<br />
“She’d tell stories that<br />
people thought must be<br />
exaggerations, but I was<br />
there. … She was the type<br />
who could see the romance<br />

He and Betty traveled<br />
the world as part of his military<br />
service.<br />
“It’s the best life there<br />
is,” Stanley said. “We got to<br />
travel all over the place. … I<br />
was stationed in Egypt, Romania,<br />
Berlin, Paris. Paris<br />
was nice, but Vienna was<br />
probably the nicest of all.”<br />
He served as commander<br />
of Eglin Air Force Base<br />
in the 1950s. It was an assignment<br />
that came with<br />
definite perks.<br />

“I like to sail and I looked<br />
at all of the military bases<br />
that had sailing waters, and<br />
this was the best of all of<br />
them,” said Stanley, who also<br />
was an avid swimmer. “It<br />
was a wonderful job. I could<br />
do so much in my efforts to<br />
improve things. It was quite<br />
a scope of responsibility.”<br />
In May 1994, when he<br />
was 86 and Betty was 90,<br />
they moved into Westwood.<br />
“As soon as we heard<br />
this place was going to be<br />
built, we put in a reservation,”<br />
Stanley recalled.<br />
Betty, who had Alzheimer’s,<br />
died Oct. 12, 2003, on<br />
her 100th birthday.<br />

headed,” he said, adding<br />
that he likes the acronym<br />
D.E.A.L. “Diet, exercise,<br />
attitude and luck. … The<br />
one that’s most important<br />
is attitude. It influences everything<br />
we do.”<br />
Staying positive is vital,<br />
and our subconscious<br />
minds pick up on it, Stanley<br />
said.<br />
“It’s hard to do, particularly<br />
when you’re 104 years<br />
old,” he added. “Every day<br />
I say it to myself. I say ‘I’m<br />
getting better and better.’ ”<br />

the 302nd Fighter Squadron<br />
during World War<br />
II, received full military<br />
honors including an F-16<br />
Fighting Falcon flyover by<br />
113th Wing, an Air National<br />
Guard unit of Washington,<br />
D.C. The ceremony coincided<br />
with the release of<br />
“Red Tails,” a full-length<br />
feature film chronicling the<br />
challenges and victories of<br />
the Tuskegee Airmen.<br />
“The Tuskegee Airmen<br />
were dedicated heroes<br />
who gave so much for this<br />
country,” said Brig. Gen.<br />
Jeffrey Johnson, the 113th<br />
WG commander. “It is an<br />
honor to perform a flyover<br />
for this brave American.”<br />

Area runners get ready for<br />
50-mile run along the beach<br />

DESTIN — Mary Valdez’s<br />
only concern for running a<br />
50-mile race along the beach<br />
is the wind. Other than that,<br />
she’s ready to let the race<br />
begin.<br />
The 33-year-old is participating<br />
in the Destin 50 Beach<br />
Ultra on Feb. 19, which consists<br />
of a 50K race and a 50-<br />
mile relay race starting at 5<br />
a.m. at Tops’L Resort.<br />
“It’s a good distracter<br />
since my husband just deployed<br />
to Afghanistan for 18<br />
months,” she said. “But I’ve<br />
been consistently running<br />
since 2<strong>01</strong>0 – the difference<br />
here is I’m running on the<br />
beach, which makes it much<br />
more of a challenge.”<br />
The 33-year-old fitness<br />
instructor runs almost daily,<br />
but for two days she goes<br />
long distance to prepare for<br />
the race.<br />
“I’ll do 20 miles one day,<br />
but I’ve only done 10 on the<br />
beach,” she said. “Doing this<br />
is much different than being<br />
on a trail. It’s a lot harder because<br />
it puts a lot of pressure<br />
on your muscles.”<br />

The Crestview resident<br />
has not decided if she wants<br />
to wear tennis shoes or the<br />
barefoot shoes, she has decided<br />
that going barefoot is<br />
not for her. The key, though,<br />
to running on the beach is<br />
finding the packed sand.<br />
“I keep asking around,<br />
but no one has told me what<br />
the best shoe to wear it, I’ll<br />
take suggestions though,”<br />
Valdez said.<br />
During the race, Valdez<br />
keeps a bandana wrapped<br />
around her wrist to wipe off<br />
sweat and carries a protein<br />
shake to keep her energized.<br />
She expects the run will take<br />
her about 10.5 hours.<br />
Valdez is no stranger to<br />
long distance runs, she has<br />
previously done a 50-mile<br />
trail run and completed a<br />
100-mile run in 30 hours,<br />
which she said was a little<br />
slower than she’d like but<br />
she was keeping pace with<br />
her sister.<br />
“I started doing this just<br />
for weight loss and it just<br />
snowballed into what it is<br />
now,” she said. “I like the ultra<br />
runs because it’s much<br />
more laid back. Everyone is<br />
friendly and we’re all doing it<br />
for the same cause.”<br />

event go to the Special Operations<br />
Warrior Foundation<br />
for families of special operations<br />
personnel who died in<br />
operational or training missions<br />
and gives immediate<br />
financial assistance to severely<br />
wounded special operations<br />
personnel and their<br />
families.<br />
“It appealed to me because<br />
my husband is in special<br />
operations and he’s been<br />
injured twice before,” Valdez<br />
said. “It’s a big deal.”<br />

me, when I came along<br />
many years later, to come<br />
into the military and have<br />
opportunities.”<br />
Weathers, a P-51 Mustang<br />
and P-39 Airacobra pilot,<br />
shot down two German<br />
planes in November 1944<br />
and was awarded the Distinguished<br />
Flying Cross for<br />
his actions. Later, in 2007,<br />
he and 300 original Tuskegee<br />
Airmen were presented<br />
with the Congressional<br />
Gold Medal. It is one of<br />
the highest awards in the<br />
United States.<br />
“He was a part of the<br />
Tuskegee experience,”<br />
Patterson said of Weathers.<br />
“He went to the<br />
combat zone in World War<br />
II when there were no examples<br />
for blacks to look<br />
up to. These gentlemen set<br />
the bar high and gave society<br />
someone to look up to.”<br />
Along with his legacy,<br />
Weathers leaves behind<br />
his children, grandchildren,<br />
great-grandchildren,<br />
a host of family members<br />
and friends, and<br />
his wife, Jacqueline<br />
Moore-Weathers.<br />
Moore-Weathers said<br />
her husband continued to<br />
encourage Airmen to reap<br />
all the benefits the military<br />
has to offer and fulfill their<br />
goals.<br />
“He was very proud of<br />
being a part of the (Tuskegee<br />
Airmen),” she said.<br />
“He was very proud of the<br />
accomplishments they<br />
were able to make. After<br />
the war, he went about his<br />
life trying to create and<br />
participate in Tuskegee<br />

On combat patrol several<br />

suffered two attacks<br />
from improvised explosive<br />
devices in a 24-hour period.<br />
The first one rattled him<br />
and killed his buddy. The<br />
second one blew him out of<br />
his vehicle and knocked him<br />
unconscious.<br />
The Army would medically<br />
separate this soldier<br />
with a 10-percent disability<br />
rating, even though his<br />
medical records showed<br />

“We looked at the same<br />
exams,” PDBR President<br />
Michael F. LoGrande said<br />
in an interview Friday. “He<br />
had post-traumatic stress<br />
legitimately. All the documentation<br />
was there. He<br />
had traumatic brain injury.<br />
All the documentation was<br />
there.”<br />
For all the good it can do,<br />
a big problem for the PDBR<br />
is this: It has been operating<br />
since June 2009, and raising<br />

disability ratings on 45 percent<br />
of cases reviewed, but<br />
only 2,700 veterans from an<br />
eligibility pool of 77,000 have<br />
applied to have their ratings<br />
reviewed. LoGrande called<br />
the 3.5 percent response<br />
rate “shockingly small.”<br />
That is about to change,<br />
thanks to Sen. Mark Udall,<br />
D-Colo. At his urging, the<br />
Department of Veterans<br />
Affairs, coordinating closely<br />
with the PDBR, will begin<br />
mailing information packets<br />
this month on the PDBR to<br />
every qualified veteran with<br />
a current home address on<br />
file at VA.<br />
The first batch of letters<br />
about the PDBR, including<br />
an application form, will be<br />
mailed to 15,031 veterans,<br />
all of them medically separated<br />
in 20<strong>01</strong> (post-9/11),<br />
2002 or 2003. The next batch<br />
of 20,000 will go out by late<br />
April to eligible vets separated<br />
in 2004 and 2005. A<br />
July mailing of 16,500 will<br />
target the years 2006 and<br />
2007. Finally, an October<br />
mailing to 13,200 will reach<br />
out vets separated in 2008<br />
and 2009.<br />
But eligible veterans<br />
don’t have to wait for the<br />
letter. They can apply now<br />
to have their ratings reviewed.<br />
All the information<br />
they need already is available<br />
online at: www.health.<br />
mil/pdbr.<br />
No rating can be downgraded,<br />
but a lot is at stake<br />
for those seeking an upgrade.<br />
A rating below 30<br />
percent resulted, at most,<br />
in a severance payment.<br />
A bump to 30 percent or<br />
higher changes a veteran’s<br />
status to disabled “retiree.”<br />
That means a lifetime annuity,<br />
access to military health<br />
care for the retiree and<br />
dependents, discount shopping<br />

ago. Looking back, he said,<br />
the PDBR probably wasn’t<br />
ready for the response now<br />

“We neither had the<br />
resources nor the manpower<br />
at the time to do it.<br />
And frankly, I don’t think<br />
everyone was ready for us<br />
to do that. Let’s just put it<br />
that way,” he said, alluding<br />
to resistance from on high<br />
to a direct mailing immediately<br />
after the PDBR began<br />
operating.<br />
Last summer, Udall’s<br />
staff requested a briefing<br />
on the PDBR and<br />
the response rate from<br />
veterans. LoGrande said<br />
that, to date, outreach efforts<br />
had focused on state<br />
directors of veterans’ affairs<br />
in California, Colorado,<br />
Texas, <strong>Florida</strong> and Georgia,<br />
where more than half of<br />
the pool of eligible vets live.<br />
Udall decided that wasn’t<br />
good enough.<br />
The senator wrote to<br />
VA Secretary Eric Shinseki<br />
that the population that<br />
needed to be told about the<br />
PDRB was all veterans “no<br />
longer serving.” He asked<br />
for VA’s help in a direct<br />
mailing.<br />
Shinseki responded in<br />
October, asking Allison A.<br />
Hickey, his under secretary<br />
for benefits, to meet with<br />
LoGrande to begin working<br />
out details.<br />

LoGrande said responses<br />
to the first mailing will<br />
tell the PDBR how it needs<br />
to beef up staff, particularly<br />
with more physicians who<br />
must be trained on the VA<br />
schedule of ratings and<br />
schooled on how to apply<br />
it to applicant files, many<br />
of which contain extensive<br />
medical histories.<br />
The PDBR now has only<br />
five fulltime physicians and<br />
eight contract physicians<br />
who have more limited duties<br />
involving preparation<br />
of files for board decisions.<br />
LoGrande knows he’ll need<br />
more docs, just not how<br />
many.<br />
PDBR already has a<br />
backlog of 461 cases, defined<br />
as those taking longer<br />
to decide than the deadlines<br />
set in current regulations.<br />
The board expects to<br />
have to rely heavily on the<br />
military services to provide<br />
more active or reserve<br />
physicians to be trained for<br />
PDBR case reviews and<br />
decisions.<br />
Of the mass mailing,<br />
LoGrande said, it simply is<br />
“the right thing to do,” regardless<br />
of the work ahead<br />
or cost to the government.<br />
“If that veteran were my<br />
son or my daughter, my<br />
niece or nephew, or my<br />
brother or sister, I would<br />
want them to have that<br />
opportunity.”<br />
