CHAPTER three: UNDERSTANDINGS AND LEGAL FRAMEWORK<br />
Planning materializes in an array of goals and strategic guidelines as shown below:<br />

2.11. Guarantee rural Good Living and overcome social and territorial inequalities, with harmony between<br />
rural and urban settings.<br />
g. Improve levels of small family farming productivity and also agro-production systems respecting Nature<br />
and cultural relevance.<br />
l. Expand and sustain the supply of agroecological and artisanal products and services from the grassroots,<br />
solidary economy and from rural MSMEs, strengthening direct marketing mechanisms with local, urban and<br />
external markets, particularly commercial networks.<br />
m. Improving management of the country’s rural territories to ensure national food sovereignty, favoring organic<br />
and sustainable traditional practices at the different scales of agricultural production, from small family<br />
farming up to large monocrops, in the framework of the agrarian revolution.<br />
2.4. Democratize the means of production, generating equitable conditions and opportunities to foster territorial<br />
cohesion.<br />
i. Generate incentives and develop affirmative action for access to and generation of support infrastructure for<br />
production and marketing, science and technology, information, ancestral knowledge, technical and financial<br />
training for individuals, communities, peoples and nationalities that have historically been socially, economically<br />
and territorially excluded.<br />
3.6. Promote nutritious, healthful eating habits among the population and in society to enable a level of<br />
physical, emotional and intellectual development according to age and physical conditions.<br />
n. Coordinate local/national production, distribution and consumption to meet the people’s nutritional needs,<br />
in order to guarantee availability and ongoing access to nutritious, healthful, safe foods, with social, cultural<br />
and geographical relevance, contributing to the guarantee of food sustainability and sovereignty.<br />
o. Encourage production and consumption of traditional crops as an alternative for a healthful diet.<br />
