<strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> <strong>to</strong> the CILT <strong>in</strong> HK’s<br />

newsletter<br />

I am delighted <strong>to</strong> succeed Pr<strong>of</strong>essor Tony Ridley as President <strong>of</strong> the International<br />

Council <strong>of</strong> the <strong>Institute</strong>. I am particularly honoured <strong>to</strong> be the first person from<br />

Hong Kong <strong>to</strong> have been elected for the position <strong>in</strong> the <strong>Institute</strong>’s 82-year his<strong>to</strong>ry.<br />

I am fully aware that I am tak<strong>in</strong>g on this task at a time <strong>of</strong> change <strong>and</strong><br />

opportunity. We have recently been renamed <strong>to</strong> become <strong>The</strong> <strong>Chartered</strong> <strong>Institute</strong><br />

<strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong>. This is a giant move for the <strong>Institute</strong> <strong>and</strong> we should<br />

make the most <strong>of</strong> this change <strong>to</strong> promote the <strong>Institute</strong> as represent<strong>in</strong>g all modes<br />

<strong>of</strong> transport <strong>in</strong>clud<strong>in</strong>g those who work <strong>in</strong> the logistics area.<br />

<strong>Transport</strong> <strong>and</strong> logistics are <strong>in</strong>terrelated. <strong>The</strong> <strong>in</strong>clusion <strong>of</strong> “logistics” <strong>in</strong> the name<br />

<strong>of</strong> our <strong>Institute</strong> will certa<strong>in</strong>ly serve <strong>to</strong> rem<strong>in</strong>d us all <strong>of</strong> the grow<strong>in</strong>g importance <strong>of</strong><br />

the <strong>in</strong>dustry, particularly with the application <strong>of</strong> <strong>in</strong>formation technology <strong>to</strong> the<br />

operation <strong>of</strong> the logistics functions.<br />

In my 2-year tenure, I look forward <strong>to</strong> work<strong>in</strong>g closely with CILT Hong Kong <strong>to</strong><br />

exp<strong>and</strong> our membership, particularly <strong>in</strong> the Ma<strong>in</strong>l<strong>and</strong>. I am sure such an<br />

expansion will benefit the many transport <strong>and</strong> logistics pr<strong>of</strong>essionals <strong>in</strong> the major<br />

cities. Back <strong>in</strong> our home base Hong Kong, I am sure the Hong Kong CILT will play<br />

a major role <strong>in</strong> complement<strong>in</strong>g the SAR Government’s recently declared emphasis<br />

<strong>to</strong> exp<strong>and</strong> the logistics <strong>in</strong>dustry as well as cont<strong>in</strong>ue <strong>to</strong> <strong>in</strong>fluence the Government’s<br />

policy for the development <strong>of</strong> public transport systems.<br />

CILT helps ma<strong>in</strong>ta<strong>in</strong><br />

Hong Kong’s Competitiveness<br />

S<strong>in</strong>ce the establishment <strong>of</strong> the Task<br />

Force on <strong>Logistics</strong> <strong>in</strong> May this year,<br />

tremendous efforts were made <strong>to</strong> study<br />

<strong>and</strong> make recommendations <strong>to</strong> the<br />

Council on how we could exp<strong>and</strong> our<br />

recognition <strong>in</strong> logistics <strong>in</strong>dustry <strong>in</strong><br />

furtherance <strong>of</strong> the CILT’s vision <strong>to</strong>wards<br />

promot<strong>in</strong>g pr<strong>of</strong>essional excellence <strong>and</strong><br />

relevancy <strong>in</strong> logistics <strong>and</strong> the HKSAR<br />

Government’s <strong>in</strong>itiative <strong>to</strong>wards<br />

promot<strong>in</strong>g Hong Kong <strong>and</strong><br />

strengthen<strong>in</strong>g its position as an<br />

<strong>in</strong>ternational <strong>and</strong> regional<br />

transportation <strong>and</strong> logistics hub. Below<br />

is the report on some key matters.<br />

CILTHK Proposal <strong>to</strong><br />

Develop Human Resources<br />

for the <strong>Logistics</strong> Industry<br />

<strong>in</strong> Hong Kong<br />

It is the <strong>view</strong> <strong>of</strong> the CILTHK that the<br />

health <strong>of</strong> the logistics sec<strong>to</strong>r is vital <strong>to</strong><br />

Hong Kong’s economic growth. In<br />

September <strong>of</strong> this year, CILTHK<br />

submitted a paper <strong>to</strong> the Hong Kong<br />

Port <strong>and</strong> Maritime Board sett<strong>in</strong>g out its<br />

proposals with regard <strong>to</strong> the<br />

development <strong>of</strong> human resources <strong>in</strong> the<br />

logistics sec<strong>to</strong>r <strong>in</strong> Hong Kong.<br />

<strong>The</strong> paper sees the development <strong>and</strong><br />

enhancement <strong>of</strong> human resources <strong>in</strong><br />

the logistics sec<strong>to</strong>r <strong>to</strong> require focus <strong>in</strong><br />

two ma<strong>in</strong> areas; that <strong>of</strong> education <strong>and</strong><br />

pr<strong>of</strong>essional development, summarised<br />

as the need for:<br />

• systematic tra<strong>in</strong><strong>in</strong>g for exist<strong>in</strong>g<br />

practitioners <strong>and</strong> new entrants;<br />

• a recognition system <strong>to</strong> encourage<br />

pr<strong>of</strong>essional development;<br />

• the encouragement <strong>of</strong> a cont<strong>in</strong>u<strong>in</strong>g<br />

pr<strong>of</strong>essional development<br />

programme;<br />

• support for logistics development<br />

through <strong>in</strong>frastructure, management<br />

<strong>and</strong> <strong>in</strong>stitutional framework.<br />

With regard <strong>to</strong> pr<strong>of</strong>essional<br />

development, the exist<strong>in</strong>g CILTHK<br />

pr<strong>of</strong>essional qualify<strong>in</strong>g structure is <strong>to</strong><br />

be amended <strong>to</strong> develop the<br />

capabilities <strong>and</strong> skills required by the<br />

<strong>in</strong>dustry. <strong>The</strong> proposal also <strong>in</strong>cludes<br />

support for exist<strong>in</strong>g practitioners by<br />

the establishment <strong>of</strong> a <strong>Logistics</strong><br />

Council by government, compris<strong>in</strong>g<br />

representatives from <strong>in</strong>dustry, tertiary<br />

education <strong>and</strong> pr<strong>of</strong>essional bodies.<br />

Routes will be open for both new<br />

entrants <strong>and</strong> exist<strong>in</strong>g practitioners <strong>to</strong><br />

obta<strong>in</strong> a pr<strong>of</strong>essional qualification as a<br />

Certified Pr<strong>of</strong>essional Logistician<br />

(CPL). Cont<strong>in</strong>u<strong>in</strong>g pr<strong>of</strong>essional<br />

education will be a requirement <strong>of</strong><br />

such qualification.<br />

Renam<strong>in</strong>g Ceremony<br />

Over 200 leaders <strong>and</strong> pr<strong>of</strong>essionals<br />

from both the private <strong>and</strong> public<br />

sec<strong>to</strong>rs attended the Renam<strong>in</strong>g<br />

Ceremony cum the Open<strong>in</strong>g<br />

Ceremony <strong>of</strong> the <strong>Logistics</strong> Excellence<br />

Workshop held on<br />

5 November 2001, Shera<strong>to</strong>n Hotel.<br />

Among the celebrities were the<br />

<strong>Logistics</strong> <strong>in</strong> itself forms an essential<br />

part <strong>of</strong> the role <strong>of</strong> transportation,<br />

a role <strong>to</strong> be reflected <strong>in</strong> the<br />

renam<strong>in</strong>g <strong>of</strong> CITHK <strong>to</strong> the <strong>Chartered</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong><br />

(CILT) <strong>in</strong> Hong Kong; a move<br />

approved by the Privy Council <strong>in</strong> July<br />

<strong>of</strong> this year. <strong>The</strong> new name also<br />

br<strong>in</strong>gs a new vision, for CILT<br />

“<strong>to</strong> be recognized as the<br />

lead<strong>in</strong>g worldwide source <strong>and</strong><br />

assurance <strong>of</strong> excellence for<br />

transport <strong>and</strong> logistics<br />

pr<strong>of</strong>essionals.”<br />

In addition <strong>to</strong> the promotion <strong>of</strong><br />

pr<strong>of</strong>essionalism <strong>and</strong> social status <strong>of</strong><br />

logisticians <strong>and</strong> transportants by<br />

develop<strong>in</strong>g qualify<strong>in</strong>g programmes for<br />

their <strong>in</strong>ternationally recognised<br />

accredited qualification,<br />

a new logo replac<strong>in</strong>g the old Pegasus,<br />

match<strong>in</strong>g the new dynamic image has<br />

also been adopted.<br />

<strong>The</strong> <strong>Logistics</strong><br />

Excellence<br />

Workshop<br />

<strong>The</strong> <strong>Logistics</strong> Excellence Workshop<br />

that followed the Renam<strong>in</strong>g<br />

Ceremony held on 5 November 2001<br />

was an attempted <strong>to</strong> discuss,<br />

deliberate <strong>and</strong> arrive at<br />

recommendations that will guide the<br />

Hong Kong <strong>in</strong> formulat<strong>in</strong>g an action<br />

plan for the development <strong>of</strong> the<br />

logistics <strong>in</strong>dustry <strong>in</strong> Hong Kong <strong>to</strong><br />

ma<strong>in</strong>ta<strong>in</strong> its competitive edge as a<br />

transportation <strong>and</strong> logistics hub <strong>in</strong> the<br />

region as manifested by the CE’s<br />

policy address. Sec<strong>to</strong>rs <strong>in</strong>volved are<br />

airl<strong>in</strong>es, airport operation, air term<strong>in</strong>al,<br />

freight forwarder, warehouse,<br />

<strong>in</strong>tegra<strong>to</strong>r, road freight, e-logistics,<br />

shipp<strong>in</strong>g l<strong>in</strong>es, shippers, mar<strong>in</strong>e<br />

term<strong>in</strong>al, education <strong>and</strong> government.<br />

<strong>The</strong> primary objective <strong>of</strong> the<br />

workshop was <strong>to</strong> solicit <strong>view</strong>s from<br />

the <strong>in</strong>dustry, education <strong>in</strong>stitutes <strong>and</strong><br />

related public organisations <strong>to</strong><br />

develop a set <strong>of</strong> common pr<strong>in</strong>ciples<br />

on how <strong>to</strong> implement the <strong>in</strong>itiatives<br />

on human resource development. <strong>The</strong><br />

CILT has enlisted the active support <strong>of</strong><br />

the Creative Initiatives Foundation,<br />

Hong Kong Association <strong>of</strong> Freight<br />

Forwarders, Hong Kong Shippers’<br />

Council <strong>and</strong> Hong Kong <strong>Logistics</strong><br />

Association.<br />

<strong>The</strong> outcome <strong>of</strong> the workshop has been<br />

provided a mean<strong>in</strong>gful <strong>and</strong> purposeful<br />

foundation for mutual underst<strong>and</strong><strong>in</strong>g,<br />

cooperation <strong>and</strong> commitment based<br />

upon which our <strong>Institute</strong> <strong>and</strong> education<br />

<strong>in</strong>stitutes can formulate policies on the<br />

development <strong>and</strong> the design <strong>of</strong><br />

pr<strong>of</strong>essional qualification programmes,<br />

programmes that lead <strong>to</strong> qualification<br />

for accreditation recognised by all<br />

stake-holders locally as an entry<br />

requirement for new recruits <strong>to</strong> the<br />

<strong>in</strong>dustry or further advancement<br />

As stated <strong>in</strong> the Competitive Strategy<br />

submitted by the McClier Team <strong>of</strong><br />

consultants who were commissioned by<br />

the Economic Services Bureau <strong>of</strong> the<br />

Hong Kong SAR Government <strong>to</strong> def<strong>in</strong>e<br />

strategy <strong>to</strong> enhance Hong Kong’s<br />

position as an International <strong>and</strong><br />

Regional <strong>Transport</strong>ation <strong>and</strong> <strong>Logistics</strong><br />

Hub, human resource development is<br />

one <strong>of</strong> the key contribu<strong>to</strong>ry areas. <strong>The</strong><br />

development <strong>of</strong> a pr<strong>of</strong>essional<br />

qualification is recommended as part <strong>of</strong><br />

the human resource strategy <strong>to</strong> foster<br />

the skills <strong>and</strong> knowledge required for<br />

strengthen<strong>in</strong>g the <strong>in</strong>dustry. <strong>The</strong><br />

Competitive Strategy recommended<br />

that the CILT takes a lead <strong>in</strong> rais<strong>in</strong>g the<br />

<strong>in</strong>dustry pro<strong>file</strong> <strong>to</strong> a pr<strong>of</strong>essional status<br />

by end <strong>of</strong> the third quarter <strong>of</strong> 2002.<br />

With years <strong>of</strong> experience <strong>of</strong> nurtur<strong>in</strong>g<br />

<strong>and</strong> promot<strong>in</strong>g the pr<strong>of</strong>essional<br />

qualification for<br />

transportants <strong>and</strong> with<br />

an extensive network<br />

with similar <strong>in</strong>ternational<br />

pr<strong>of</strong>essional bodies,<br />

CILT is confident that<br />

the <strong>Institute</strong> is <strong>in</strong> the<br />

best position <strong>to</strong> meet<br />

such expectations <strong>and</strong><br />

<strong>to</strong> deliver the expected<br />

results, act<strong>in</strong>g as a<br />

facilita<strong>to</strong>r <strong>in</strong> coord<strong>in</strong>at<strong>in</strong>g<br />

the efforts<br />

<strong>of</strong> <strong>in</strong>dustry <strong>and</strong><br />

Mr Kenneth Pang,<br />

our new Honorary Treasurer<br />

Kenneth Pang began <strong>to</strong> serve this <strong>Institute</strong> voluntarily as a member <strong>of</strong> the<br />

Membership Committee <strong>to</strong> <strong>of</strong>fer assistance <strong>and</strong> support <strong>in</strong> late 1999.<br />

He is a founder Board Member, Member <strong>of</strong> Adm<strong>in</strong>istration <strong>and</strong> F<strong>in</strong>ance Committee<br />

<strong>and</strong> a Member <strong>of</strong> the Long-Range Plan Committee <strong>to</strong> <strong>The</strong> Hong Kong Association<br />

<strong>of</strong> Account<strong>in</strong>g Technicians (HKAAT) s<strong>in</strong>ce August 1988. <strong>The</strong> HKAAT is a company<br />

limited by guarantee <strong>and</strong> <strong>in</strong>corporated <strong>in</strong> August 1988, under auspices <strong>of</strong> the Hong<br />

Kong Society <strong>of</strong> Accountants.<br />

Mr Kenneth Pang<br />

With an account<strong>in</strong>g qualification, he worked <strong>in</strong> the construction sec<strong>to</strong>r for several<br />

years as a F<strong>in</strong>ancial Controller after academic years. He jo<strong>in</strong>ed the first crossharbour<br />

tunnel <strong>in</strong> Hong Kong <strong>in</strong> 1988 <strong>and</strong> rema<strong>in</strong>s <strong>to</strong> this day. Kenneth is now the<br />

General Manager <strong>and</strong> Senior Tunnel Manager <strong>of</strong> Western Harbour Tunnel Co Ltd<br />

<strong>and</strong> HK Tunnels <strong>and</strong> Highways Management Co Ltd respectively. Last few months,<br />

he has led his management team successfully <strong>to</strong> cascade down the company vision,<br />

mission statement <strong>and</strong> core value <strong>to</strong> drive the company forwards excellence the<br />

excellency. With more than thirteen years experience <strong>in</strong> the tunnel <strong>in</strong>dustry, he has<br />

witnessed significant <strong>in</strong>frastructures built with<strong>in</strong> the local terri<strong>to</strong>ry. Despite rapid<br />

developments, he is work<strong>in</strong>g closely <strong>and</strong> cont<strong>in</strong>uously with the government <strong>and</strong><br />

other <strong>in</strong>terested parties <strong>to</strong> improve road network<strong>in</strong>g.<br />

He is honoured <strong>to</strong> be <strong>in</strong>vited as the Honorary Treasurer <strong>of</strong> one <strong>of</strong> the pr<strong>of</strong>essional<br />

bodies. His recognized qualification <strong>and</strong> valuable experience will obviously br<strong>in</strong>g<br />

benefits <strong>to</strong> the <strong>Institute</strong> both <strong>in</strong>ternally <strong>and</strong> externally.<br />

Mr Louis Ko,<br />

our new Council Member<br />

Ko Fung Lam Louis, has a Master degree <strong>in</strong> Arbitration <strong>and</strong> Dispute Resolution from<br />

the Law Department <strong>of</strong> the City University. Mr. Ko is a Fellow <strong>and</strong> Executive<br />

Committee Member <strong>of</strong> the <strong>Institute</strong> <strong>of</strong> <strong>Chartered</strong> Shipbrokers. Fellow <strong>of</strong> the<br />

<strong>Chartered</strong> <strong>in</strong>stitute <strong>of</strong> Arbitra<strong>to</strong>rs. Member <strong>of</strong> the Hong Kong Mediation Council <strong>and</strong><br />

Committee Member <strong>of</strong> the Commercial Mediation Group. Member <strong>of</strong> the <strong>Chartered</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> <strong>and</strong> Member <strong>of</strong> the <strong>Institute</strong> <strong>of</strong> <strong>Transport</strong><br />

Adm<strong>in</strong>istration.<br />

Mr Louis Ko<br />

Mr. Ko worked over 25 years <strong>in</strong> multi-national firms <strong>in</strong> shipp<strong>in</strong>g <strong>and</strong> or shipp<strong>in</strong>g<br />

related bus<strong>in</strong>ess <strong>in</strong>clud<strong>in</strong>g sea/air cargo, term<strong>in</strong>al opera<strong>to</strong>rs, cargo logistics as well as<br />

ship charter<strong>in</strong>g <strong>and</strong> market<strong>in</strong>g. He specializes <strong>in</strong> charter party disputes <strong>and</strong> resolution<br />

<strong>and</strong> has acted <strong>in</strong> various capacities as claimants/respondents as well as co-arbitra<strong>to</strong>rs<br />

company <strong>in</strong> Hong Kong <strong>and</strong> is the member <strong>of</strong> New World Group. Prior <strong>to</strong> jo<strong>in</strong><strong>in</strong>g<br />

Pacific Ports, Mr. Ko worked with a metal trad<strong>in</strong>g firm on bulk cargo operations <strong>and</strong><br />

directed vessels on worldwide trad<strong>in</strong>g. Started with conta<strong>in</strong>erization traffic <strong>in</strong> 1972,<br />

bulk cargo operations <strong>in</strong> 1984 <strong>and</strong> cont<strong>in</strong>ued with port development projects <strong>in</strong><br />

Ch<strong>in</strong>a, Mr. Ko is a truly seasoned transportation man with every know how skills.<br />

Tenth Monthly Sem<strong>in</strong>ar<br />

<strong>of</strong> the CILT <strong>in</strong> Hong Kong 2001-02<br />

<strong>The</strong> speaker <strong>of</strong> the tenth sem<strong>in</strong>ar was<br />

Dr. W H Lam <strong>of</strong> the Department <strong>of</strong><br />

Electrical <strong>and</strong> Electronics Eng<strong>in</strong>eer<strong>in</strong>g at<br />

the University <strong>of</strong> Hong Kong. Dr. Lam<br />

presented an <strong>in</strong>terest<strong>in</strong>g sem<strong>in</strong>ar about<br />

the design <strong>and</strong> operation <strong>of</strong> a newly<br />

developed <strong>in</strong>telligent transport system<br />

that applies advanced vehicle<br />

location<strong>in</strong>g system <strong>in</strong> public transport<br />

<strong>and</strong> logistics operation/management.<br />

<strong>The</strong> system, named as the Intelligent<br />

<strong>Transport</strong> Services (ITS), is <strong>to</strong> l<strong>in</strong>k<br />

<strong>to</strong>gether the mobile access devices,<br />

global position<strong>in</strong>g system (GPS),<br />

differential global position<strong>in</strong>g system<br />

(DGPS), geographic <strong>in</strong>formation system<br />

(GIS) <strong>and</strong> wireless digital data<br />

communication <strong>and</strong> distribution<br />

network. <strong>The</strong> system aims <strong>to</strong> assist<br />

users <strong>to</strong> coord<strong>in</strong>ate fleet drivers <strong>and</strong> <strong>to</strong><br />

improve transportation efficiency. <strong>The</strong><br />

system may help transport opera<strong>to</strong>r <strong>in</strong><br />

various aspects, <strong>in</strong>clud<strong>in</strong>g: fleet<br />

moni<strong>to</strong>r<strong>in</strong>g, traffic control, highway<br />

management, emergency management,<br />

<strong>and</strong> route guidance.<br />

Dr. Lam highlighted many dist<strong>in</strong>ctive<br />

features for this system. Firstly, the<br />

application <strong>of</strong> DGPS <strong>in</strong>creases the<br />

accuracy <strong>of</strong> the location <strong>of</strong> vehicles.<br />

Secondly, data will cont<strong>in</strong>uously be<br />

updated every 30 seconds <strong>to</strong> track the<br />

vehicles closely <strong>and</strong> <strong>to</strong> obta<strong>in</strong> real time<br />

traffic data. Moreover, the real time<br />

traffic <strong>in</strong>formation, such as traffic speed<br />

<strong>and</strong> congestion, can be provided <strong>to</strong><br />

facilitate dynamic route guidance <strong>and</strong><br />

<strong>to</strong> calculate estimated journey time for<br />

different routes.<br />

<strong>The</strong>se dynamic features may add value<br />

<strong>to</strong> passenger transport. <strong>The</strong> system can<br />

support real-time bus arrival time for<br />

Passenger Information System for bus<br />

Over 70 participants at the sem<strong>in</strong>ar<br />

opera<strong>to</strong>rs, <strong>and</strong> journey-time predication<br />

for different routes. A vivid real-time<br />

demonstration on bus arrival time<br />

predication <strong>and</strong> journey time<br />

calculation was carried out as the f<strong>in</strong>al<br />

session <strong>of</strong> his presentation. <strong>The</strong><br />

sem<strong>in</strong>ar <strong>and</strong> the demonstration<br />

presented by Dr. Lam brought a sense<br />

<strong>of</strong> futurity <strong>to</strong> the audience.<br />

In response <strong>to</strong> the Chief<br />

Executive’s 2001 Policy<br />

Address, <strong>The</strong> <strong>Chartered</strong><br />

<strong>Institute</strong> <strong>of</strong> <strong>Transport</strong> <strong>and</strong><br />

<strong>Logistics</strong> <strong>in</strong> Hong Kong<br />

would like <strong>to</strong> <strong>of</strong>fer our<br />

<strong>view</strong>s on the<br />

development <strong>of</strong> logistics<br />

<strong>and</strong> cont<strong>in</strong>u<strong>in</strong>g<br />

education.<br />

We welcome the decision <strong>to</strong> place<br />

emphasis on both transport <strong>and</strong> port as<br />

two <strong>of</strong> the major areas for public work<br />

programmes. In addition <strong>to</strong> those projects<br />

<strong>in</strong> progress, major works proposed (Route 9<br />

Ts<strong>in</strong>g Yi <strong>to</strong> Sha T<strong>in</strong> section, Route 10 l<strong>in</strong>k<strong>in</strong>g<br />

North Lantau <strong>and</strong> Yuen Long Highway,<br />

the South East Kowloon Development <strong>and</strong><br />

Central Reclamation Phase III) will def<strong>in</strong>itely<br />

improve overall flow <strong>of</strong> traffic <strong>in</strong> the<br />

terri<strong>to</strong>ry <strong>and</strong> <strong>in</strong>directly benefit the<br />

economy. We look forward <strong>to</strong> the<br />

provision <strong>of</strong> more specifics on these<br />

projects <strong>and</strong> will put forward our <strong>view</strong>s as<br />

<strong>and</strong> when such is available.<br />

We thoroughly support the six railway<br />

projects currently <strong>in</strong> progress <strong>and</strong> due <strong>to</strong> be<br />

completed <strong>in</strong> phases between 2002 <strong>and</strong><br />

2007, but would urge HKSAR <strong>to</strong> speed such<br />

project up. In do<strong>in</strong>g so it will <strong>of</strong>fer more<br />

job opportunities <strong>and</strong> at the same time<br />

improve the life <strong>of</strong> the commut<strong>in</strong>g<br />

community at an earlier date, thus<br />

contribut<strong>in</strong>g <strong>to</strong> the better quality <strong>of</strong> life <strong>and</strong><br />

prosperity <strong>of</strong> the community. We also<br />

support the other six new railway projects,<br />

but would like <strong>to</strong> question the tim<strong>in</strong>g <strong>of</strong><br />

hav<strong>in</strong>g completion scheduled between<br />

2008 <strong>and</strong> 2016. We feel that we should<br />

be more proactive <strong>to</strong> projection rather than<br />

reactive upon be<strong>in</strong>g faced with the<br />

problems.<br />

Improv<strong>in</strong>g major <strong>in</strong>frastructure l<strong>in</strong>ks with<br />

neighbour<strong>in</strong>g Guangdong Prov<strong>in</strong>ce is vital<br />

<strong>and</strong> essential <strong>to</strong> our vision <strong>to</strong> boost <strong>to</strong>urism<br />

<strong>and</strong> develop logistics <strong>in</strong>frastructure.<br />

<strong>The</strong> construction <strong>of</strong> the Shenzhen-Hong<br />

Kong Western Corridor <strong>and</strong> the speed<strong>in</strong>g up<br />

<strong>of</strong> the work at the Lo Wu control po<strong>in</strong>t by<br />

improv<strong>in</strong>g s<strong>of</strong>t <strong>in</strong>frastructure <strong>and</strong> facilities,<br />

<strong>and</strong> the extension <strong>of</strong> the facilities at the Lok<br />

Ma Chau cross<strong>in</strong>g. Construction <strong>of</strong> the Hong<br />

Kong side <strong>of</strong> the Deep Bay L<strong>in</strong>k are projects<br />

that should have been completed by now <strong>to</strong><br />

meet exist<strong>in</strong>g dem<strong>and</strong>s. However it is always<br />

better late than never. Means should also be<br />

employed <strong>to</strong> speed up the construction <strong>of</strong> the<br />

Sheung Shui <strong>to</strong> Lok Ma Chau Spur L<strong>in</strong>e which<br />

is due <strong>to</strong> be f<strong>in</strong>ished by 2007.<br />

We feel that an <strong>in</strong>-depth study should be<br />

carried out <strong>to</strong> identify the road <strong>and</strong> railway<br />

<strong>in</strong>frastructure needed <strong>to</strong> cope with the<br />

expected growth <strong>in</strong> mov<strong>in</strong>g <strong>of</strong> both raw<br />

materials, f<strong>in</strong>ished <strong>and</strong> half-f<strong>in</strong>ished products<br />

between the catchment area: Pearl River<br />

delta <strong>and</strong> beyond, <strong>and</strong> Hong Kong. Only<br />

when such <strong>in</strong>frastructures are <strong>in</strong> place would<br />

we be <strong>in</strong> a position <strong>to</strong> demonstrate Hong<br />

Kong's edge as a logistics hub <strong>in</strong> the Region.<br />

An express rail service <strong>to</strong> l<strong>in</strong>k Hong Kong,<br />

Shenzhen <strong>and</strong> Guangzhou is supported, but<br />

consideration should be given <strong>to</strong> take it<br />

further <strong>to</strong> cover other big cities <strong>in</strong> Ch<strong>in</strong>a,<br />

<strong>in</strong>ter alias Beij<strong>in</strong>g <strong>and</strong> Shanghai, etc.<br />

Strengthen <strong>Logistics</strong> Development<br />

We welcome the importance attached <strong>to</strong> the<br />

development <strong>of</strong> logistics. We have always<br />

lack a central high-power body <strong>to</strong> develop a<br />

strategy <strong>and</strong> coord<strong>in</strong>ate Bureaux <strong>and</strong><br />

Departments as well as private sec<strong>to</strong>rs <strong>to</strong><br />

promote <strong>and</strong> develop Hong Kong as a<br />

logistics hub. Hence, we support the<br />

establishment <strong>of</strong> a new Steer<strong>in</strong>g Committee<br />

on <strong>Logistics</strong> Development chaired by the<br />

F<strong>in</strong>ancial Secretary <strong>and</strong> <strong>Logistics</strong><br />

Development Council <strong>to</strong> oversea the<br />

development <strong>of</strong> logistics <strong>in</strong> Hong Kong <strong>in</strong><br />

relation <strong>to</strong> the follow<strong>in</strong>g core areas:<br />

• Information technology common platform<br />

• International image promotion<br />

• Human resources development<br />

• Pr<strong>of</strong>essional qualification <strong>and</strong> recognition<br />

• Knowledge acquisition through best<br />

practices shar<strong>in</strong>g<br />

We are already bested with the exist<strong>in</strong>g<br />

<strong>in</strong>ternationally acclaimed legal environment,<br />

a well tested <strong>and</strong> sound bank<strong>in</strong>g system,<br />

first class seaport <strong>and</strong> airport facilities,<br />

Hong Kong is already an <strong>in</strong>ternational civil<br />

aviation <strong>and</strong> shipp<strong>in</strong>g hub <strong>and</strong> hav<strong>in</strong>g an<br />

<strong>in</strong>dustrial h<strong>in</strong>terl<strong>and</strong>, the Pearl River delta,<br />

that is as big as some countries <strong>in</strong> Europe.<br />

We should capitalize on our foundations by<br />

act<strong>in</strong>g urgently along this front. Moves<br />

should urgently be made <strong>to</strong> identify areas <strong>of</strong><br />

deficiency <strong>and</strong> remedial action quickly<br />

taken <strong>to</strong> avoid los<strong>in</strong>g our competitive edge.<br />

Promot<strong>in</strong>g Cont<strong>in</strong>u<strong>in</strong>g Education<br />

As a pr<strong>of</strong>essional body for logistics <strong>and</strong><br />

transport practitioners, we welcome the<br />

decision <strong>to</strong> set aside $5 billion <strong>to</strong> subsidize<br />

those with learn<strong>in</strong>g aspirations <strong>to</strong> pursue<br />

cont<strong>in</strong>u<strong>in</strong>g education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g<br />

programmes. This <strong>in</strong>vestment will elevate<br />

the pr<strong>of</strong>essionalism <strong>of</strong> different trades <strong>and</strong><br />

discipl<strong>in</strong>es, br<strong>in</strong>g<strong>in</strong>g long term benefit <strong>to</strong><br />

the <strong>in</strong>dividuals who pursued these<br />

programmes <strong>in</strong> particular <strong>and</strong> the society as<br />

a whole <strong>in</strong> general.<br />

<strong>The</strong> results <strong>of</strong> the 2001 qualify<strong>in</strong>g<br />

exam<strong>in</strong>ation have already been<br />

dispatched <strong>to</strong> all c<strong>and</strong>idates <strong>in</strong><br />

August. <strong>The</strong> average score <strong>of</strong> the<br />

thirteen papers attempted by 97<br />

c<strong>and</strong>idates was 52.06%. <strong>The</strong> lowest<br />

pass<strong>in</strong>g rate was 14.29% <strong>in</strong> the<br />

subject <strong>of</strong> <strong>Logistics</strong> Management.<br />

Economics <strong>and</strong> its Application <strong>in</strong><br />

<strong>Transport</strong> followed this with a<br />

pass<strong>in</strong>g rate <strong>of</strong> 33.33%.<br />

This year’s exam<strong>in</strong>ation had a high<br />

absentee rate <strong>of</strong> 31%. C<strong>and</strong>idates<br />

Attitudes <strong>of</strong> Young People<br />

<strong>in</strong> Hong Kong <strong>to</strong> Cars <strong>and</strong><br />

Public <strong>Transport</strong><br />

1. Introduction.<br />

Reduc<strong>in</strong>g car dependence has<br />

become one <strong>of</strong> the key transport<br />

objective <strong>of</strong> many developed<br />

countries. Hong Kong is <strong>in</strong> the<br />

envious position <strong>of</strong> never hav<strong>in</strong>g<br />

become one <strong>of</strong> these many cardependent<br />

locations, despite<br />

relatively high levels <strong>of</strong> wealth. Car<br />

ownership <strong>in</strong> Hong Kong is very low<br />

at only 48 cars/1000 population<br />

compared <strong>to</strong>, for <strong>in</strong>stance, 377 <strong>in</strong><br />

the UK, 325 <strong>in</strong> Japan <strong>and</strong> 485 <strong>in</strong> the<br />

US (HK <strong>Transport</strong> Bureau 2001). GDP<br />

per person, however, at HKD179,<br />

803 ($US 23,000) <strong>in</strong> 2000 is very<br />

similar <strong>to</strong> those <strong>of</strong> the UK <strong>and</strong><br />

France. <strong>The</strong> question is whether<br />

Hong Kong can ma<strong>in</strong>ta<strong>in</strong> this<br />

position or whether car ownership<br />

<strong>and</strong> use will <strong>in</strong>crease <strong>in</strong> the future.<br />

This will depend <strong>to</strong> a great extent on<br />

the attitudes <strong>and</strong> <strong>in</strong>tentions <strong>of</strong><br />

young people <strong>to</strong>wards car<br />

ownership. Young people are the<br />

potential car owners <strong>and</strong> users <strong>of</strong><br />

the future. By determ<strong>in</strong><strong>in</strong>g their<br />

<strong>view</strong>s on car ownership <strong>and</strong> public<br />

transport, we should learn a great<br />

deal about future trends.<br />

In order <strong>to</strong> ascerta<strong>in</strong> the <strong>view</strong>s <strong>of</strong><br />

young people <strong>to</strong>wards car<br />

ownership <strong>and</strong> public transport<br />

use, a self-completion<br />

questionnaire survey was<br />

undertaken <strong>of</strong> 340 young (between<br />

the ages <strong>of</strong> 18 <strong>and</strong> 24 <strong>in</strong>clusive),<br />

local Hong Kong people, r<strong>and</strong>omly<br />

chosen at locations throughout<br />

Hong Kong (<strong>in</strong>clud<strong>in</strong>g the New<br />

Terri<strong>to</strong>ries). <strong>The</strong> survey was carried<br />

out <strong>in</strong> May 2001 <strong>and</strong> was<br />

conducted <strong>in</strong> Can<strong>to</strong>nese <strong>and</strong><br />

subsequently translated <strong>in</strong><strong>to</strong><br />

English.<br />

2. Car Ownership <strong>and</strong><br />

Licence hold<strong>in</strong>g.<br />

Amaz<strong>in</strong>gly, less than 4% <strong>of</strong><br />

respondents owned a car<br />

themselves. This is much lower<br />

than other developed countries <strong>and</strong><br />

illustrates the potential for HK <strong>to</strong><br />

rema<strong>in</strong> relatively traffic free. Only<br />

25% <strong>of</strong> respondent’s families had a<br />

car. However, 15% <strong>of</strong> respondents<br />

had a driv<strong>in</strong>g licence themselves<br />

<strong>and</strong> a further 3% were learn<strong>in</strong>g <strong>to</strong><br />

drive. Although the majority <strong>of</strong><br />

respondent’s families do not have a<br />

car, around 70% have at least one<br />

member with a full driv<strong>in</strong>g licence,<br />

with 37% hav<strong>in</strong>g more than one.<br />

This may be an illustration <strong>of</strong> the<br />

latent dem<strong>and</strong> for cars. Other<br />

possible explanations for the<br />

considerably higher number <strong>of</strong><br />

licences than cars <strong>in</strong> respondent’s<br />

families are:<br />

1. some people may have obta<strong>in</strong>ed<br />

a licence <strong>and</strong> driven a car<br />

overseas.<br />

2. some families may have had a<br />

car <strong>in</strong> the past <strong>and</strong> have<br />

subsequently sold or scrapped it<br />

3. some people may have a driv<strong>in</strong>g<br />

licence for work purposes (e.g.<br />

bus or truck drivers) but do not<br />

own a car personally.<br />

Family car ownership was<br />

significantly related <strong>to</strong> area <strong>of</strong><br />

residence with more respondents<br />

from the NT hav<strong>in</strong>g cars <strong>in</strong> the<br />

family than from the isl<strong>and</strong>. <strong>The</strong><br />

higher car ownership <strong>in</strong> the New<br />

Terri<strong>to</strong>ries might be related <strong>to</strong><br />

greater need (because travel<br />

distances are longer <strong>and</strong> public<br />

transport is less good) or the<br />

greater availability <strong>and</strong> cheaper cost<br />

<strong>of</strong> car park<strong>in</strong>g.

3. Attitudes <strong>to</strong> car<br />

ownership<br />

In order <strong>to</strong> gauge what future car<br />

ownership rates would be amongst<br />

young people as they grow older<br />

<strong>and</strong> what their attitudes <strong>to</strong> car<br />

ownership were, respondents were<br />

asked <strong>to</strong> say which <strong>of</strong> four<br />

statements best describes their<br />

situation. Responses were as<br />

follows:<br />

<strong>The</strong> results <strong>of</strong> this table are<br />

simultaneously comfort<strong>in</strong>g <strong>and</strong><br />

dangerous. On the comfort<strong>in</strong>g side,<br />

24% <strong>of</strong> respondents stated that<br />

they had no <strong>in</strong>tention <strong>of</strong> buy<strong>in</strong>g a<br />

car <strong>in</strong> the next 10 years. This is<br />

quite a high percentage. Afurther<br />

41% replied that buy<strong>in</strong>g a car was<br />

not a priority. However, 27% said<br />

that they would buy one when they<br />

can afford one <strong>and</strong> 8% said they<br />

would buy one only park<strong>in</strong>g is <strong>to</strong>o<br />

difficult/expensive. Overall then,<br />

three quarters <strong>of</strong> respondents<br />

showed some <strong>in</strong>tention <strong>of</strong> own<strong>in</strong>g<br />

a car.<br />

When further asked about the<br />

likelihood <strong>of</strong> their buy<strong>in</strong>g a car <strong>in</strong> the<br />

next 5 years, 10% answered very<br />

likely, 35% quite likely, 35% not very<br />

likely <strong>and</strong> 19% not at all likely. Thus,<br />

45% stated that it was either very or<br />

quite likely that they would buy a car<br />

<strong>in</strong> the next 5 years. Aga<strong>in</strong>, the<br />

prospects for Hong Kong’s traffic <strong>and</strong><br />

environment, as well as the impact<br />

on the economy <strong>of</strong> congestion, look<br />

bery grim if car ownership among<br />

this cohort were effectively <strong>to</strong><br />

<strong>in</strong>crease by ten fold <strong>in</strong> the com<strong>in</strong>g<br />

years. This would take car ownership<br />

amongst the young <strong>to</strong> the same level<br />

as that <strong>in</strong> western countries.<br />

<strong>The</strong> likelihood <strong>of</strong> buy<strong>in</strong>g a car<br />

varied significantly with area.<br />

Fifteen percent <strong>of</strong> respondents<br />

liv<strong>in</strong>g <strong>in</strong> the New Terri<strong>to</strong>ries th<strong>in</strong>k it<br />

is very likely that they will buy a car<br />

<strong>in</strong> the next 5 years, compared <strong>to</strong><br />

only 3% <strong>of</strong> those liv<strong>in</strong>g on the<br />

Isl<strong>and</strong> <strong>and</strong> conversely, only 15% <strong>of</strong><br />

respondents <strong>in</strong> the New Terri<strong>to</strong>ries<br />

th<strong>in</strong>k they are not at all likely <strong>to</strong> buy<br />

a car compared <strong>to</strong> 21% on the<br />

isl<strong>and</strong>. Explanations for this are<br />

probably the same as those<br />

discussed above <strong>in</strong> relation <strong>to</strong><br />

family car ownership.<br />

Likelihood <strong>of</strong> buy<strong>in</strong>g a car <strong>in</strong> the<br />

next 5 years also differs significantly<br />

between men <strong>and</strong> women. Fifty<br />

two percent <strong>of</strong> men said they<br />

would be cither quite likely or very<br />

likely <strong>to</strong> buy a car <strong>in</strong> the next five<br />

years compared <strong>to</strong> 42% <strong>of</strong> women,<br />

<strong>and</strong> 25% <strong>of</strong> women said they were<br />

not at all likely <strong>to</strong> buy a car<br />

compared <strong>to</strong> only 9% <strong>of</strong> men.<br />

Analysis <strong>of</strong> the results also showed<br />

that 39% <strong>of</strong> respondents agreed<br />

they would be much happier if they<br />

had a car. Only 32% disagreed. On<br />

a more positive note, 47% agreed<br />

that public transport was so good<br />

they did not need a car. Just over<br />

50% <strong>of</strong> respondents disagreed that<br />

people suffer without a car.<br />

4. Conclusions<br />

Car ownership is currently very low<br />

amongst the young people <strong>of</strong> Hong<br />

Kong <strong>and</strong> young people are<br />

consequently very dependent for<br />

their travel on public transport.<br />

However, there appears <strong>to</strong> be quite<br />

a substantial pressure for car<br />

ownership <strong>to</strong> <strong>in</strong>crease <strong>in</strong> the future.<br />

Forty five percent <strong>of</strong> young people<br />

<strong>in</strong> the survey stated that they are<br />

either very or quite likely <strong>to</strong> buy a<br />

car <strong>in</strong> the next 5 years. This<br />

pressure is particularly obvious <strong>in</strong><br />

the case <strong>of</strong> men <strong>and</strong> non-students<br />

as well as for those liv<strong>in</strong>g <strong>in</strong> the<br />

New Terri<strong>to</strong>ries. In general, only<br />

32% <strong>of</strong> young people <strong>in</strong> the survey<br />

disagreed that public transport was<br />

so good that they did not need a<br />

car. It appears, therefore, that it is<br />

not that young people need a car<br />

as such, most <strong>of</strong> them are pretty<br />

satisfied with public transport. <strong>The</strong>y<br />

would, however, be happier with<br />

one. This suggests that if the<br />

government wants <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong> car<br />

ownership at its current low level, it<br />

should consider runn<strong>in</strong>g a<br />

campaign <strong>to</strong> de-advertise the car<br />

whilst simultaneously promot<strong>in</strong>g<br />

the image <strong>of</strong> public transport.<br />
