Annex 5. Detailed methodology outlet survey <strong>Suriname</strong><br />
Aim<br />
The aim of the outlet survey was to collect data on availability and sales of condoms and HCs<br />
among a sample of retail distribution outlets to provide information for the total market analysis<br />
on condoms and HCs.<br />
Selection and training of interviewers and supervisor<br />
6 Interviewers, including one supervisor, were selected from an existing group of experienced<br />
interviewers, all university students. All interviewers received training in background and<br />
objectives of the study and correct application of the instrument. In addition to the class room<br />
training, interviewers practiced the instruments in phase of pre testing. The supervisor received<br />
additional training in quality control of collected data. All survey instruments were translated<br />
from English into Dutch.<br />
To increase efficiency in the data collection, prior to the actual fieldwork, all interviewers<br />
received detailed street maps of the cluster areas in the selected communities.<br />
In addition, all interviewers also received a written protocol, with field instructions and<br />
clarification/definition of key concepts included in questionnaire to enhance consistent and<br />
uniform data collection.<br />
Researched area<br />
In <strong>Suriname</strong>, of the ten districts, the three most populated districts in the coast 3 were selected,<br />
namely the district of Paramaribo and Wanica, accounting for 67% of the <strong>Suriname</strong>se<br />
population, and Nickerie, the third largest district in the west, with a population share of 7.4%.<br />

Selection of outlets<br />
Within the researched districts, in urban and rural areas, a selection was made of eight (8)<br />
communities with highest population density and indications of high risk sexual behavior. In<br />
Paramaribo, based on results of earlier KAPB studies, the focus was on the downtown area and<br />
the south west part of the capital, characterized by relatively high proportion of low income<br />
communities. Apart from these ‘high risk areas’, also other more ‘general’ communities were<br />
included to capture a more varied picture. In the district of Nickerie, the whole town of Nieuw<br />
Nickerie was covered, where most of the population is concentrated. Within the selected<br />
communities, the commercial centers, usually along main roads, were identified. If not in<br />

commercial centers, all surveyed outlets were at least in acceptable distance of identified<br />
clusters of households.<br />
Identification of major outlet types<br />
Prior to the actual survey, we conducted field orientation visits to identify major type of outlets<br />
involved in commercial or free distribution of condoms and/or hormonal contraceptives. The<br />
main outlet types identified on the community level were: supermarkets, drugstores,<br />
pharmacies, gas stations, hotels/brothels/bars, health clinics. The main HIV related NGO’s were<br />
situated in the center of Paramaribo, thus not operating on the community level. At the<br />
orientation phase it became clear that with regard to condom distribution, the outlets could be<br />
differentiated by commercial condom outlets (supermarkets, drugstores, gas stations,<br />
pharmacies) and free condom outlets (clinics, shirt stays, brothels, bars).<br />
According to <strong>Suriname</strong>se legislation, oral contraceptives and injectables can only be obtained at<br />
pharmacies with a medical prescription. Nevertheless, we also sampled some drugstores for the<br />
hormonal contraceptive survey to ensure that data on sale of illegal contraceptives through<br />
these type of outlets were also included.<br />

As seen Table 2, supermarkets are the major type of outlets available at the community level.<br />
They account in Paramaribo and Wanica for 93% of the total number of main outlets and in<br />
Nickerie for 83%. In the initial sample design, the sample size per outlet type per community<br />
would reflect as much as possible the assumed share of this outlet type in the total distribution<br />
of outlet types. Because of the high proportion of supermarkets, we decided to<br />
disproportionally raise the sample size of the other outlet types per community, in order to have<br />
sufficient samples for data analysis and at the same time keep a representative share per outlet<br />
type. In the following table the determined quota per outlet type per area is presented.<br />
These quotas were more guidelines than strict rules, as we knew that the feasibility of surveying<br />
the planned number of outlet types per community depended on the availability of that outlet<br />
in the respective community.<br />

Registration of outlets without condoms<br />
In the condom survey, only outlets with condoms were included in the survey. If a visited outlet<br />
appeared not to sell/distribute condoms, only the name, address of this outlet was registered<br />
on a separate sheet.<br />
Result of the fieldwork<br />
In the table below the surveyed outlets for condoms and contraceptives are presented. We<br />
collected a total of 130 survey forms, of which 105 regarded commercial condom outlets, 11<br />
could be categorized as free condom outlets, and 14 commercial outlets (9 pharmacies and 5<br />
drugstores) were surveyed for contraceptives. As stated earlier, only outlets with condoms and<br />
contraceptives available were surveyed.<br />

Considering the identified commercial and free market segments of condom distribution, the<br />
data were analyzed accordingly. In the case of contraceptives, no free outlets were identified.<br />
Therefore all outlets surveyed for contraceptives, pharmacies and drugstores, were part of the<br />
commercial market.<br />

The vast majority of surveyed outlets were commercial condom outlets. On the community<br />
level, it was hard to find outlets with free condoms. Although the National AIDS Program has<br />
established several so called ‘non- traditional outlets’ (barbershops, taxi stands, short stays),<br />
they were not really represented in the communities selected for this research. The same result<br />
was found with respect to brothels. We had a list of registered brothels/short stays, but most of<br />
these facilities were not in the researched areas, and the very few present were difficult to<br />
access due to their irregular opening hours.<br />

In each of the selected communities there is one health clinic of the Regional Health Service,<br />
which were all included in the outlet survey. However, overall response of the clinics was low, as<br />
most clinic heads refused to provide information without formal permission of the director of<br />
the RGD. Several efforts to meet with the authorities of the RGD were not successful. Although<br />
the number of free condom outlets surveyed is low and not appropriate for reliable statistical<br />
analysis, some clear basic characteristics of condom supply and distribution could be revealed.<br />
To complement our understanding of the free retail condom market, alternative data sources<br />
were tapped to collect information on this market segment, in particular in depth interviews<br />
with key persons involved in free condom distribution, including key staff of the National AIDS<br />
program, RGD health clinics, NGO’s, pharmacies and other stakeholders.<br />
