<strong>State</strong> <strong>Violence</strong> <strong>in</strong> SRI LANKA<br />

• Ty<strong>in</strong>g hands beh<strong>in</strong>d the back, ty<strong>in</strong>g the thumbs together, putt<strong>in</strong>g a str<strong>in</strong>g<br />

through the thumbs and hang<strong>in</strong>g the person from the ceil<strong>in</strong>g from the<br />

thumbs--this way a person can lose the use of arms temporarily or permanently;<br />

• Ty<strong>in</strong>g the hands and legs and putt<strong>in</strong>g a pole though the legs <strong>in</strong> a way that<br />

a person can be rolled around: While be<strong>in</strong>g rolled the person can be beaten<br />

on the head and the soles. the police cynically call this method Dharma<br />

Chakkra (literally mean<strong>in</strong>g the wheel of the universal law especially <strong>in</strong><br />

Buddhism);<br />

• Hang<strong>in</strong>g up and beat<strong>in</strong>g. This can cause renal failure and other serious<br />

<strong>in</strong>juries;<br />

• Hitt<strong>in</strong>g on the genitals;<br />

• Insert<strong>in</strong>g genitals <strong>in</strong>to drawers and clos<strong>in</strong>g them to cause pa<strong>in</strong>;<br />

• Pump<strong>in</strong>g water through fire hose pipes on genitals;<br />

• Insert<strong>in</strong>g S-lon (PVC) pipes and other objects like glass bottles <strong>in</strong>to the<br />

vag<strong>in</strong>a;<br />

• Beat<strong>in</strong>g on the ear. A person could fully or partially lose hear<strong>in</strong>g this way;<br />

• Dragg<strong>in</strong>g on the ground;<br />

• Forc<strong>in</strong>g a person to crawl <strong>in</strong> public places;<br />

• Hitt<strong>in</strong>g the soles of the feet with a pole;<br />

• Forc<strong>in</strong>g the f<strong>in</strong>gers <strong>in</strong>to glass bottles mak<strong>in</strong>g it very difficult to remove<br />

them;<br />

• Threaten<strong>in</strong>g to kill;<br />

• Threaten<strong>in</strong>g to rape;<br />

• Threaten<strong>in</strong>g to plant drugs and press charges for possession of drugs. The<br />

punishment for such cases is very high.<br />

Judg<strong>in</strong>g from the documentation of torture cases filed and from the Supreme<br />

Court judgments on non crim<strong>in</strong>al torture cases, we note that these forms of<br />

torture usually take place at police stations. Appendix 1 has some extracts<br />

from medical exam<strong>in</strong>ers’ notes of torture victims at police stations.
