Appendix E: Substance Use, Abuse, Dependence Continuum, <strong>and</strong> Principles of Effective<br />

Treatment. This appendix presents Federal principles of effective treatment <strong>for</strong> substance use disorders<br />

<strong>and</strong> a description of the continuum of substance use, abuse, <strong>and</strong> dependence. This appendix is a<br />

companion to Sections II <strong>and</strong> III of the guidebook.<br />

Appendix F: Examples of Safety <strong>and</strong> Risk <strong>Assessment</strong>s <strong>for</strong> Use by Child Welfare Staff. This<br />

appendix provides an annotated list of commonly used risk <strong>and</strong> assessment tools, including practicebased<br />

tools <strong>and</strong> the Strategic Decisionmaking tool. The purpose of these examples is to provide general<br />

in<strong>for</strong>mation to substance abuse counselors regarding the issues addressed in child welfare safety <strong>and</strong> risk<br />

assessments.<br />

Appendix G: Sharing Confidential In<strong>for</strong>mation. This appendix describes Federal rules regarding<br />

acceptable means <strong>for</strong> sharing confidential in<strong>for</strong>mation. It includes in<strong>for</strong>mation that can be incorporated<br />

into consent <strong>for</strong>ms <strong>for</strong> use by multiple agencies <strong>and</strong> links to Federal resources <strong>for</strong> sharing in<strong>for</strong>mation in<br />

ways that comply with HIPAA <strong>and</strong> other confidentiality regulations.<br />

Appendix H: Glossary of Terms. This appendix provides short definitions of terms commonly used<br />

by child welfare, substance abuse services, <strong>and</strong> court staff.<br />

Appendix I: A Guide to Compliance With the Indian Child Welfare Act. This appendix provides a<br />

short description of key provisions of the Indian Child Welfare Act, including when it applies, State/tribe<br />

jurisdictions, burden of proof requirements in removing children, <strong>and</strong> removals of children in emergency<br />

situations.<br />
