law enforcement has requested that the <strong>Board</strong> <strong>of</strong> <strong>Pharmacy</strong> to schedule AM-<br />

2210, JWH-081, JWH-122, JWH-250, JWH-210 and AM-694 to Schedule 1.<br />

President Foster advised that there were letters <strong>of</strong> support for this amendment from the<br />

Attorney General’s Office, the Washoe County Sherriff’s <strong>of</strong>fice and the Las Vegas<br />

Metropolitan Police Department<br />

There was telephone testimony and President Foster swore them in.<br />

Dr. Bill Anderson, toxicologist for the crime lab at the Washoe County Sherriff’s <strong>of</strong>fice,<br />

and Carrie Hewart, also from the Washoe County crime lab, appeared by telephone and<br />

were sworn by President Foster prior to answering questions or <strong>of</strong>fering testimony.<br />

Dr. Anderson described many <strong>of</strong> the pharmalogic and clinical effects, such as paranoia<br />

and mental instability, that have been seen because <strong>of</strong> the use and abuse <strong>of</strong> synthetic<br />

cannabinoids.<br />

David Gouldthorp, Tracy Birch, Ailee Burnett and Bruce Gentner, Las Vegas Metro<br />

Police Department Forensic Lab, appeared and were sworn by President Foster prior to<br />

answering questions or <strong>of</strong>fering testimony.<br />

They discussed the difference in the reactions different people have depending on how<br />

much and which <strong>of</strong> the synthetic cannabinoids they have used. Also, the difference in<br />

the different brands as to how they are compounded. They advised that Channel 8<br />

reported a death <strong>of</strong> someone that used Spice, experienced psychotic behavior then<br />

killed himself.<br />

Bruce Gentner reported that there is an increase in manufacturing and distribution in<br />

Southern <strong>Nevada</strong> and investigators in Northern <strong>Nevada</strong> are also seeing an increase.<br />

Tracy Birch noted that youth have the perception that if these synthetic drugs are legal<br />

they should not be harmful, even though they do not know what they are taking or how<br />

much is considered “safe”.<br />

Ailee Burnett noted that a year and a half ago there were only a few compounds<br />

available, however as the law changes so do the compounds making it difficult to keep<br />

up.<br />

Mr. Gentner stated that he attended a Drug Expo in Las Vegas last week and found that<br />

these products are being marketed as relaxation or energy products. They are that<br />

blatant to actually have a Drug Expo with all these products displayed with tips on how<br />

to market them.<br />

Kam Gandhi moved to approve the Emergency Regulation as presented<br />

and to direct staff to take it to Governor Sandoval for signature.<br />
