QUALIFYING:<br />

Individual:<br />

A parent, guardian or coach must accompany individuals under age 18. CMP, NRA<br />

or USA Shooting will not accept responsibility for minors traveling alone.<br />

Team:<br />

Team registration will take place at Anniston on July 6 th at check-in. All participants are<br />

to register as individuals on the USA Shooting website prior to June 22 nd . No additional<br />

fees will be charged for team entry.<br />

COURSE OF FIRE:<br />

Competitors will shoot two match courses of 40 shots. One course will be fired each<br />

day. The individual National PPP Champions (male and female) will be based on the<br />

total of the two 40 shot scores plus the 10 shot final and athletes must shoot from the<br />

Standing One-Handed Position.<br />

Olympic style finals for the top 8 male and top 8 female individuals based on two day<br />

aggregate scores in the Inter<strong>national</strong> (One-Handed) Standing category will be held<br />

shortly after the last relay on the second day.<br />

COACHING:<br />

Team totals will be based on the total of two-day match scores, not including finals.<br />

Coaching on the firing line is only allowed in the two Supported Positions. However,<br />

coaches may not assist in <strong>shooting</strong> the shot.<br />

Coaching assistance in the Inter<strong>national</strong> (One-Handed) Standing on the firing line will<br />

cease when the preparation period begins.<br />

SQUADDING:<br />

If possible, all team members will be squaded on the same relay (except where team<br />

members share equipment).<br />

Relays will switch. Example: Relay A will shoot first relay on Day 1 and second relay on<br />

Day 2. Relay B will shoot second relay on Day 1 and first relay on Day 2.<br />

The Championship awards program will be held at the range shortly following the<br />

finals. All teams and individuals are required to participate in the awards<br />

ceremony to show sportsmanship and respect and to build camaraderie.<br />

TEAM TRAVEL EXPENSE SUBSIDIES:<br />

All teams are responsible for their own travel to and from Anniston, AL. Depending on<br />

the levels of revenues and expenses, some amount of team travel expenses will be<br />

subsidized. Teams should not depend on the same level of support as previous years.<br />

This travel subsidy is only available to club teams. Team travel subsidies will be based<br />

on distance traveled from home city to Anniston. We want to encourage clubs to bring<br />

more than three individual athletes to the Nationals. If you are an individual PPP<br />

competitor we encourage you to start a PPP club/team and bring two or more team<br />

members with you to the Nationals.<br />

Team travel subsidy applications are to be picked up at check-in July 6 th and handed to a<br />

USAS or NRA representative in at the end of the awards ceremony on July 8 th . Failure<br />

to attend the finals and the award ceremony may result in loss of the team travel<br />

subsidy.<br />

From Birmingham - take I-20 East to Anniston / Oxford exit 188. At exit 188, turn left onto<br />

Golden Springs Road and drive 1.2 miles, past the Experience Church (brown roof) on the left<br />

and immediately turn left on Red Morris Parkway, which is a two lane road. The CMP store is the<br />

first building on the left on Red Morris Parkway. Please note that if you have reached the Winn-<br />

Dixie supermarket or the McDonald's at the traffic light, you have passed Red Morris Parkway.<br />

Entry fee is $65 per participating competitor (team member or individual shooter). There<br />

are no additional team entry fees. Fees must be prepaid to USA Shooting by June 22,<br />

<strong>2012</strong>. Competitors must pay registration fees using the USAS online match registration<br />

4. Verify you current information and click ‘Next>>”<br />

5. Select the PPP event (Basic Position, Supported Standing or Inter<strong>national</strong><br />

Standing for either men’s or women’s) and click ‘Next>>”<br />

6. Verify information, complete the registration payment information and then use a<br />

debit or credit card to pay online. Then click “SUBMIT PAYMENT”<br />

2. Login with your email and password<br />

3. Click “Next” to advance to the team registration page<br />

4. Check off the team event that you want to register from the ‘Match Disciplines’<br />

5. On “My Team” page type your team name in the “Team Name” text box<br />

6. In the search box type in the last name or USAS member# then click the “Search”<br />

7. Click on the athlete’s name from the ‘list’ found and then click the ‘Add names to<br />

club list’ button<br />

8. Repeat steps 6 and 7 until you have 3 athletes listed for your team<br />

9. Click the ‘Save’ button and then click ‘Next’<br />

10. Enter your credit card information and click ‘submit payment’ to complete the<br />

process<br />

11. A printable receipt will appear with the team registration and payment details<br />

provide competitor, event and team information which will be used by the CMP’s<br />

must be completed, notarized and returned to the CMP at the time of check-in. This form<br />

can also be completed and notarized at check-in—a notary will be on duty during checkin.<br />

AFFIDAVIT AND<br />

LIABILITY AGREEMENT<br />

INFORMATION<br />

To assist in explaining the affidavit requirement for participation in Civilian Marksmanship<br />

Program events, the following information is provided.<br />

Congress in Public Law 104-106 enacted in February 1996 imposed the affidavit equipment.<br />

This legislation allowed the Civilian Marksmanship Program to continue by transferring it<br />

from the Army to a new private entity created by Congress called the Corporation for<br />

Promotion of Rifle Practice and Firearms Safety, Inc.<br />

Section 40723 title 36 United States Code provides:<br />

(1) Before a person may participate in any activity sponsored or supported by the<br />

Corporation, the person shall be required to certify by affidavit the following:<br />

A) The person has not been convicted of any Federal or State felony or violation of<br />

section 922 of title 18.<br />

B) The person is not a member of any organization that advocates the violent overthrow<br />

of the United States Government.<br />

By definition an affidavit is a statement that is sworn before an official authorized to<br />

administer an oath, for example, a notary public. That in brief, is the reason for this<br />

procedure. Unless and until the law is changed, we have to comply with it.<br />

There are some steps you can take to minimize the inconvenience. First, each person needs<br />

to make the affidavit only ONCE (not at every event). The affidavit need not be completed at<br />

the event, but can be done well in advance. For example, the club could distribute the<br />

affidavit form to all its members with its next regular mailing, thus cover all of its own<br />

members. Event announcements could include a notice that any non-members desiring to<br />

participate bring with them a completed affidavit. This affidavit is required only for<br />

participants’ 18 years of age and older.<br />

Further, there is no requirement to send these affidavits to the CMP. They are to be retained<br />

by the club. The club officers simply certify in their annual reports to the CMP that the club<br />

requires such affidavits for all participants, and that they are kept on file. The only affidavits<br />

that the CMP itself will keep are those we require annually, at the National Trophy Matches.<br />

It should be pointed out that the affidavit has at least one redeeming feature. You will note<br />

that the form provided by the CMP has two parts. The first part is the certification required by<br />

law, discussed above; the second part is a waiver of liability. This protects the club<br />

sponsoring the event as well as the CMP against any claim caused by the carelessness of<br />

others. Lawsuits against anyone with the remotest connection to a mishap are an<br />

unfortunate fact these days. This can be financially ruinous to many clubs that do not have<br />

the resources to fight frivolous claims. The fact that the waiver of liability is included within a<br />

document that is notarized reinforces its validity.<br />
