SUMMARY INFORMATION<br />

POST: SPECIALITY GRADE IN GENERAL ADULT PSYCHIATRY<br />

BASE: ARRAN RESOURCE CENTRE<br />

This is a challeng<strong>in</strong>g and reward<strong>in</strong>g post <strong>in</strong>volv<strong>in</strong>g the care of p<strong>at</strong>ients with severe<br />

and endur<strong>in</strong>g mental illness plus contribut<strong>in</strong>g to the day to day runn<strong>in</strong>g of a <strong>resource</strong><br />

centre. The Speciality Grade would work as a core member of the multidiscipl<strong>in</strong>ary<br />

team <strong>in</strong> provid<strong>in</strong>g a comprehensive cl<strong>in</strong>ical service for the p<strong>at</strong>ients. AMP st<strong>at</strong>us is<br />

desirable and tra<strong>in</strong><strong>in</strong>g towards AMP st<strong>at</strong>us would be supported. There is an active<br />

teach<strong>in</strong>g programme <strong>at</strong> Parkhead Hospital, and cont<strong>in</strong>u<strong>in</strong>g Professional<br />

Development, Audit and Research are encouraged and supported.<br />

All applicants must possess full GMC registr<strong>at</strong>ion, a licence to practice and have <strong>at</strong><br />

least 4 Years full time Post Gradu<strong>at</strong>e Tra<strong>in</strong><strong>in</strong>g, two of which must have been <strong>in</strong><br />

relevant acute specialties, or you will demonstr<strong>at</strong>e and evidence equivalent<br />

experience and competencies. A m<strong>in</strong>imum of 3 years’ experience of work<strong>in</strong>g <strong>in</strong><br />

<strong>psychi<strong>at</strong>ry</strong> would be desirable.<br />

This post requires PVG Scheme Membership/Disclosure Scotland Check.<br />

This is a 10 session post and all duties will be undertaken dur<strong>in</strong>g work<strong>in</strong>g hours.<br />

There are no on-call duties.<br />

Current Psychi<strong>at</strong>ric Services – Northeast Glasgow Area<br />

The psychi<strong>at</strong>ric services <strong>in</strong> Glasgow are split <strong>in</strong>to three areas of a city wide mental<br />

health partnership (MMP); two areas North of the River Clyde and one to the South.<br />

The Northeast Glasgow area lies between the River Clyde to the South, the River<br />

Kelv<strong>in</strong> to the West and the Campsie Hills to the North. It covers a popul<strong>at</strong>ion of<br />

approxim<strong>at</strong>ely 350,000 with areas of significant depriv<strong>at</strong>ion. Community Services <strong>in</strong><br />

Northeast Glasgow are well developed. The <strong>general</strong> <strong>adult</strong> services are provided by<br />

CMHT’s <strong>based</strong> <strong>in</strong> 6 community <strong>resource</strong> centres:<br />

The Acute Adult Inp<strong>at</strong>ient Beds are presently loc<strong>at</strong>ed on 2 sites: 1) MacK<strong>in</strong>non<br />

House on the Stobhill General Hospital site and 2) Parkhead Hospital <strong>in</strong> East<br />

Glasgow.<br />

1) Parkhead Hospital Site<br />

Parkhead Hospital opened <strong>in</strong> 1988 and comprises 4 wards, 2 <strong>adult</strong> admissions and 2<br />

elderly admission wards situ<strong>at</strong>ed adjacent to the Anvil Centre. Occup<strong>at</strong>ional therapy<br />

and physiotherapy/gym are provided on site. There is a medical library and on-call<br />

accommod<strong>at</strong>ion for SHOs. The Mental Health Tribunal holds hear<strong>in</strong>gs <strong>in</strong> the Millan<br />

Suite <strong>at</strong> Parkhead Hospital. IPCU facilities, Addiction beds and ECT are <strong>based</strong> <strong>at</strong><br />

Stobhill. East Psychotherapy and psychology are <strong>based</strong> <strong>at</strong> Carswell House.<br />

Gre<strong>at</strong>er Glasgow Health Board’s “Modernis<strong>in</strong>g Mental Health Services” str<strong>at</strong>egy is<br />

result<strong>in</strong>g <strong>in</strong> major <strong>in</strong>vestment <strong>in</strong> new and <strong>in</strong>nov<strong>at</strong>ive mental health services, <strong>in</strong>clud<strong>in</strong>g<br />

early <strong>in</strong>tervention and per<strong>in</strong><strong>at</strong>al mental health services. The per<strong>in</strong><strong>at</strong>al mental health<br />

services have opened <strong>in</strong> the Southern General Hospital to the south of the city and<br />

Consultants have recently been appo<strong>in</strong>ted to roll out the early <strong>in</strong>tervention service for<br />

psychosis city wide. A primary care mental health str<strong>at</strong>egy has been established to<br />

improve the management of p<strong>at</strong>ients whose needs are best met with<strong>in</strong> primary care<br />

r<strong>at</strong>her than secondary services.<br />

2) Stobhill<br />

MacK<strong>in</strong>non House is a purpose built acute admission unit and was opened <strong>in</strong> April<br />

2000 follow<strong>in</strong>g the closure of Woodilee Hospital. The unit is 6 miles from Parkhead<br />

Hospital and 5 miles from the Arran Centre. The unit comprises 3 twenty-bedded<br />

locality wards (Broadford, Armadale and Struan Wards) and a 12 bedded IPCU<br />

(Portree Ward). There is an ECT Suite with dedic<strong>at</strong>ed sessional staff, a Life-Skills<br />

Department, a mental Health Tribunal suite, Library and on-call facilities.<br />

Eriskay is a 15 bedded <strong>in</strong>p<strong>at</strong>ient unit loc<strong>at</strong>ed directly opposite Mack<strong>in</strong>non House on<br />

the Stobhill site. This houses addiction <strong>in</strong> p<strong>at</strong>ient beds and day p<strong>at</strong>ient facilities for<br />

the Northeast sector.<br />

The North Psychotherapy and Psychology Department is adjacent to MacK<strong>in</strong>non<br />

House. On-site are the Old Age Psychi<strong>at</strong>ry Wards and Day Hospital, Addictions<br />

Psychi<strong>at</strong>ry Offices, Liaison Psychi<strong>at</strong>ry Offices, Addiction Inp<strong>at</strong>ient Services, Inp<strong>at</strong>ient<br />

Support Services and the Area Management Team/Cl<strong>in</strong>ical Director.<br />

Overview<br />

The post is a full time 10 session (40hrs/week) post <strong>in</strong> General Adult Psychi<strong>at</strong>ry. The<br />

post holder will work <strong>in</strong> the Arran Community Mental Health Team <strong>based</strong> <strong>in</strong> the<br />

Bridgeton area and Parkhead hospital with<strong>in</strong> the East Community Health Partnership<br />

(CHP).There are 2 full time consultant Psychi<strong>at</strong>rists Drs Moore and McElroy. Dr<br />

Culshaw and Dr Gallagher share a third full time Consultant post and <strong>at</strong> the present<br />

time a 4 th 10 session locum Cnsultant post is <strong>in</strong> place. There are opportunities for<br />

research, audit and development of the service which would be supported and<br />

encouraged.<br />

1. Cl<strong>in</strong>ical Services<br />

Arran Resource Centre covers the city centre area of East Glasgow. It is close by<br />

Bridgeton Health Centre although the team also work closely with colleagues <strong>in</strong><br />

primary care <strong>based</strong> <strong>at</strong> Townhead Health Centre, Parkhead Health Centre and other<br />

non health Centre <strong>based</strong> GPs. The area is characterised by a high level of<br />

depriv<strong>at</strong>ion. Much of the service is delivered by the team <strong>in</strong> or close to the p<strong>at</strong>ient’s<br />

home. However out-p<strong>at</strong>ient cl<strong>in</strong>ics take place with<strong>in</strong> the centre. There are good l<strong>in</strong>ks<br />

with primary care, and with the many voluntary and st<strong>at</strong>utory providers with<strong>in</strong> the<br />

locality.<br />

There is also a large <strong>in</strong>p<strong>at</strong>ient multi-discipl<strong>in</strong>ary team. The <strong>in</strong>-p<strong>at</strong>ient service has<br />

benefited from additional fund<strong>in</strong>g to improve the nurs<strong>in</strong>g staff/p<strong>at</strong>ient r<strong>at</strong>io and<br />

improve the therapeutic activities on the ward. There is close work<strong>in</strong>g between<br />

members of the respective teams.<br />

The post holder will be expected to provide additional medical leadership to the team<br />

and assist with the further development of the service.<br />

2. Support<strong>in</strong>g Staff<br />

The community multidiscipl<strong>in</strong>ary team (<strong>in</strong>clud<strong>in</strong>g the consultants and the staff <strong>grade</strong>s)<br />

are <strong>based</strong> <strong>at</strong> Arran Centre. The team comprises community psychi<strong>at</strong>ric nurs<strong>in</strong>g,<br />

occup<strong>at</strong>ional therapy, psychology and social work with <strong>in</strong>put from pharmacy .<br />

The <strong>in</strong>p<strong>at</strong>ient multi-discipl<strong>in</strong>ary team are presently <strong>based</strong> <strong>at</strong> Parkhead Hospital and<br />

comprise nurs<strong>in</strong>g, lifeskills, pharmacy, with <strong>in</strong>put from community-<strong>based</strong> psychology,<br />

social work and nurs<strong>in</strong>g.<br />

The post-holder will be supervised by one of the Arran Centre Consultants.<br />

Adm<strong>in</strong>istr<strong>at</strong>ive and secretarial support, together with office accommod<strong>at</strong>ion are<br />

available <strong>at</strong> the Arran Centre. The Intensive Tre<strong>at</strong>ment Team is now oper<strong>at</strong><strong>in</strong>g <strong>in</strong> the<br />

Sector to target p<strong>at</strong>ients be<strong>in</strong>g discharged for IP care or <strong>at</strong> risk of admission. This<br />

team is <strong>based</strong> <strong>at</strong> the Auch<strong>in</strong>lea Centre but has a close work<strong>in</strong>g rel<strong>at</strong>ionship with the<br />

CMHT and <strong>at</strong>tends their meet<strong>in</strong>gs.<br />

3. Duties of the Post<br />

The post holder will have responsibility for provid<strong>in</strong>g a comprehensive range of<br />

services <strong>in</strong> conjunction with the multi-discipl<strong>in</strong>ary team to p<strong>at</strong>ients with severe and<br />

endur<strong>in</strong>g mental health problems with<strong>in</strong> the locality between the ages of 16 to 65.<br />

They would be <strong>in</strong>volved <strong>in</strong> assess<strong>in</strong>g p<strong>at</strong>ients <strong>in</strong>clud<strong>in</strong>g emergency work, either with<strong>in</strong><br />

the <strong>resource</strong> centre or the p<strong>at</strong>ients home. They would also be responsible for<br />

<strong>in</strong>iti<strong>at</strong><strong>in</strong>g <strong>in</strong>vestig<strong>at</strong>ions and follow<strong>in</strong>g up p<strong>at</strong>ients. Other duties would <strong>in</strong>clude regular<br />

out-p<strong>at</strong>ient cl<strong>in</strong>ics <strong>in</strong>clud<strong>in</strong>g the Health Check Cl<strong>in</strong>ic for the rout<strong>in</strong>e monitor<strong>in</strong>g of<br />

mental st<strong>at</strong>e and medic<strong>at</strong>ion <strong>in</strong> this p<strong>at</strong>ient group with dedic<strong>at</strong>ed nurs<strong>in</strong>g staff support<br />

to assist with blood monitor<strong>in</strong>g. They would also provide medical cover for the Arran<br />

Centre acute medical <strong>in</strong>p<strong>at</strong>ients <strong>in</strong> the facilit<strong>at</strong>ion of emergency admissions.<br />

The post holder would also from time to time be required to provide psychi<strong>at</strong>ric cover<br />

for the 8 bedded Community <strong>based</strong> Rehabilit<strong>at</strong>ion Unit for North East Glasgow,<br />

Phoenix House <strong>in</strong> the Gorbals area of Glasgow. Medical cover for Phoenix House is<br />

provided by a local GP practice.<br />

Staff tra<strong>in</strong><strong>in</strong>g is considered an important function of the Staff Grade Psychi<strong>at</strong>rist and<br />

the successful applicant would be expected to actively particip<strong>at</strong>e <strong>in</strong> the supervision<br />

and tra<strong>in</strong><strong>in</strong>g of other discipl<strong>in</strong>es. A considerable degree of liaison with these other<br />

discipl<strong>in</strong>es would be expected to ensure an <strong>in</strong>tegr<strong>at</strong>ed and comprehensive package<br />

of care for the p<strong>at</strong>ient, <strong>in</strong>clud<strong>in</strong>g liaison with the many voluntary sector and supported<br />

accommod<strong>at</strong>ion projects with<strong>in</strong> the c<strong>at</strong>chment areas.<br />

The staff <strong>grade</strong> post is regarded as a core part of the cl<strong>in</strong>ical team, provid<strong>in</strong>g medical<br />

back up on site and cont<strong>in</strong>uity of care. The ma<strong>in</strong> cl<strong>in</strong>ical responsibilities and<br />

caseload would be from the cont<strong>in</strong>u<strong>in</strong>g care p<strong>at</strong>ient group. Primarily the cl<strong>in</strong>ical work<br />

would be organised through outp<strong>at</strong>ient cl<strong>in</strong>ics, home visits when required and<br />

medical emergency work. Consultant supervision would be provided concern<strong>in</strong>g the<br />

post holders cl<strong>in</strong>ical caseload. The post holder would particip<strong>at</strong>e <strong>in</strong> the teams cl<strong>in</strong>ical<br />

review process.<br />

It is expected th<strong>at</strong> the successful applicant will be a s22 Approved Medical<br />

Practitioner or will be seek<strong>in</strong>g AMP tra<strong>in</strong><strong>in</strong>g and will actively particip<strong>at</strong>e <strong>in</strong> the<br />

assessment process and applic<strong>at</strong>ion of the Mental Health (Care and Tre<strong>at</strong>ment)<br />

(Scotland) Act2003.<br />

They will be expected to cover for colleagues dur<strong>in</strong>g absences <strong>in</strong> l<strong>in</strong>e with the<br />

<strong>arran</strong>gements set out <strong>in</strong> the N<strong>at</strong>ional Terms and Conditions.<br />

The post holder will agree a job plan with their supervis<strong>in</strong>g consultant, the Cl<strong>in</strong>ical<br />

Director and Divisional Medical Director. It is envisaged th<strong>at</strong> the sessional<br />

commitment would likely be:<br />

4. Teach<strong>in</strong>g and Research<br />

Undergradu<strong>at</strong>e<br />

The post holder may have the opportunity to become <strong>in</strong>volved <strong>in</strong> undergradu<strong>at</strong>e<br />

teach<strong>in</strong>g of students from the University of Glasgow.<br />

Postgradu<strong>at</strong>e<br />

In addition to the educ<strong>at</strong>ional supervision of an <strong>at</strong>tached tra<strong>in</strong>ee, the post holder will<br />

be expected to contribute to the Post-Gradu<strong>at</strong>e Teach<strong>in</strong>g programme of journal<br />

clubs, case present<strong>at</strong>ions etc. <strong>at</strong> the East Internal Teach<strong>in</strong>g sessions and may also<br />

be asked to contribute to the Glasgow Wide/External Teach<strong>in</strong>g Programme. Internal<br />

teach<strong>in</strong>g altern<strong>at</strong>es with External teach<strong>in</strong>g on Thursday morn<strong>in</strong>gs dur<strong>in</strong>g term time.<br />

Multidiscipl<strong>in</strong>ary Teach<strong>in</strong>g<br />

There is opportunity for multidiscipl<strong>in</strong>ary teach<strong>in</strong>g with<strong>in</strong> the service from time to time<br />

and this is encouraged as a contribution to team / staff development.<br />

Research<br />

There are a number of research projects on go<strong>in</strong>g <strong>in</strong> Northeast Glasgow and the post<br />

holder will be encouraged to undertake/become <strong>in</strong>volved <strong>in</strong> research where<br />

appropri<strong>at</strong>e.<br />

5. Cont<strong>in</strong>ued Professional Development<br />

Study Leave<br />

All staff are encouraged to ensure th<strong>at</strong> they keep their practice up to d<strong>at</strong>e.<br />

CPD<br />

There is a West of Scotland CPD Programme with which the Cl<strong>in</strong>ical Governance<br />

Meet<strong>in</strong>gs dovetail. Systems are be<strong>in</strong>g implemented to support Staff Grade appraisal<br />

with<strong>in</strong> the Partnership.<br />

6. Management/Adm<strong>in</strong>istr<strong>at</strong>ive work<br />

The Mental Health Partnership has recently undergone a management restructure<br />

primarily to support cl<strong>in</strong>ical governance and to focus on cl<strong>in</strong>ical service delivery.<br />

Record Keep<strong>in</strong>g<br />

As would be expected of all cl<strong>in</strong>icians accur<strong>at</strong>e contemporaneous records must be<br />

kept <strong>in</strong> the prescribed form<strong>at</strong>, this will <strong>in</strong>clude the accur<strong>at</strong>e record<strong>in</strong>g of electronic<br />

<strong>in</strong>form<strong>at</strong>ion on the Trust’s cl<strong>in</strong>ical <strong>in</strong>form<strong>at</strong>ion system.<br />

Cl<strong>in</strong>ical Bus<strong>in</strong>ess Meet<strong>in</strong>g<br />

The po<strong>in</strong>t of contact between managers and cl<strong>in</strong>icians is <strong>at</strong> the monthly bus<strong>in</strong>ess<br />

meet<strong>in</strong>g where current cl<strong>in</strong>ical service issues are discussed.<br />

TERMS AND CONDITIONS OF SERVICE<br />

1. Terms and Conditions of Service<br />

The terms and conditions applicable to this post are those of the Gre<strong>at</strong>er<br />

Glasgow Primary Care NHS Trust.<br />

2. Superannu<strong>at</strong>ion<br />

There is an NHS Superannu<strong>at</strong>ion Scheme which <strong>in</strong>volves employee<br />

contributions of 6% of their salary. Employees may opt out of the NHS<br />

Superannu<strong>at</strong>ion Scheme is they wish.<br />

3. Salary<br />

£36,807 - £68,638 per annum (pro r<strong>at</strong>a for part-time).<br />

4. Annual Leave<br />

The full annual leave entitlement appropri<strong>at</strong>e to this <strong>grade</strong> is 5 weeks (pro<br />

r<strong>at</strong>a for part-time). In addition there is an entitlement to st<strong>at</strong>utory and public<br />

holidays as determ<strong>in</strong>ed for Partnership staff.<br />

5. Hours of Duty<br />

40 hours per week<br />

6. Period of Notice<br />

This post is subject to three month’s notice on either side. This post is offered<br />

on a permanent basis.<br />

7. No Smok<strong>in</strong>g Policy<br />

In recognis<strong>in</strong>g the danger to health of smok<strong>in</strong>g and the right of non-smokers<br />

to enjoy smoke free air, the Partnership has implemented a smok<strong>in</strong>g ban<br />

throughout all Partnership premises.<br />

Interview expenses will not be reimbursed if an offer of employment is<br />
