The Stokes County Board <strong>of</strong> Education met in <strong>regular</strong> <strong>session</strong> on Monday,<br />

April 3, 2006, at 6:00 PM at the Administrative Office in Danbury.<br />

Board Members Present: Ms. Terri Fowler, Chairman; Mrs. Sonya Cox, Vice-Chairman; Mr.<br />

Ty Boles, member; Mr. Ernest Lankford, member; and Mr. Steve Shelton, member.<br />

Call to Order<br />

At 6:00 PM, Chairman Fowler called the Board <strong>of</strong> Education meeting to order. Mr. Lankford<br />

gave the invocation and Dr. Cartner led the pledge.<br />

Recognition <strong>of</strong> Guests<br />

Dr. Cartner welcomed the guests and thanked them for attending the meeting.<br />

School Recognition<br />

Linda Jones, a teacher from Chestnut Grove Middle School shared information with the<br />

Board on 350 6 th , 7 th , and 8 th grade students from Chestnut Grove that participated in Math Counts.<br />

On February 18, the top seven students participated in Regional Competition. They received trophies<br />

by being ranked 6 th <strong>of</strong> 18 middle schools in a 7 <strong>county</strong> region. Ms. Jones also shared that on February<br />

28, approximately 200 students in 6 th , 7 th , and 8 th grades participated in the 2006 Math League<br />

Competition. Results from this competition will not be received for several more weeks.


April 3, 2006<br />

The Board <strong>of</strong> Education also recognized the North Stokes High School Basketball Team and<br />

coaches for making it to the <strong>state</strong> play<strong>of</strong>fs.<br />

Public Comments<br />

Kim Greenwood, Rick Woodard, Kellie Michels, Tammy Stovall, Robert Nichell, Catherne<br />

Eklune, Robin Joyce, and Catherine Woodard spoke in opposition <strong>of</strong> the Meadowbrook School move<br />

to the North Stokes High School campus. Greg Reid, Craig Smith, Marsha Rogers, Todd Martin, and<br />

Laura Longino spoke in support <strong>of</strong> the Meadowbrook program and the move to the North Stokes<br />

High School campus.<br />

Approval <strong>of</strong> Agenda<br />

Mrs. Cox made a motion to approve the agenda as submitted. Motion passed 5-0.<br />

Consent Agenda<br />

Mr. Boles made a motion to approve the following items under the consent agenda: approval<br />

<strong>of</strong> the <strong>regular</strong> and closed <strong>session</strong> minutes <strong>of</strong> March 20, 2006, a fund raising request and a field trip<br />

request. Motion passed 5-0.<br />

Policy 6322 – Student Assignment to Buses<br />

Action Agenda<br />

Mr. Boles made a motion to approve the proposed revision to Policy 6322 – Student<br />

Assignment to Buses. Motion passed 5-0.<br />

Individual School Capital Outlay Budget Transfer Requests<br />

Mrs. Cox made a motion to approve the following individual school budget transfer<br />

requests: London Elementary School’s request to transfer $2,000.00 from the school’s Capital Outlay<br />

Grounds Allotment in order to purchase a used school truck; Sandy Ridge Elementary School’s<br />

request to transfer $603.00 from the school’s Capital Outlay Grounds Allotment in order to purchase<br />

capitalized equipment; and Southeastern Middle School’s request to transfer $1,750.00 from the<br />

school’s Capital Outlay Grounds Allotment in order to create a storage area for athletic supplies and<br />

equipment. Motion passed 5-0.<br />

Mount Olive Ro<strong>of</strong> Repair<br />

Mr. Boles made a motion to approve the low bid <strong>of</strong> $25,000.00 by Ro<strong>of</strong> Ply Inc. for ro<strong>of</strong><br />

repair at Mount Olive Elementary. This ro<strong>of</strong> repair is a carryover project from the 2004-2005 capital<br />

budget with a budgeted amount <strong>of</strong> $10,000.00. The ro<strong>of</strong>’s deterioration is more severe than originally<br />

determined and the additional $15,000.00 needed for this project will be taken from capital budget<br />

funds that are available from other projects that have come in under budget. Motion passed 5-0.<br />

South Stokes Football Stadium ADA Accessible Viewing Area<br />

Mr. Boles made a motion to approve the low bid <strong>of</strong> $13,265.00 submitted by Magnolia<br />

Construction for the Football Stadium ADA Accessible Viewing Area at South Stokes High School.<br />

This project is a carryover project from the 2004-2005 capital budget with a budgeted amount <strong>of</strong><br />

$12,000.00. The additional $1,265.00 needed for this project will be taken from capital budget funds<br />

that are available from other projects that have come in under budget. Motion passed 5-0.<br />

2005-2006 Summer School Program<br />

Discussion Agenda<br />

The Board discussed the proposed 2005-2006 Summer School Program. Tentative course<br />

<strong>of</strong>ferings and a tentative summer schedule was provided for their information.<br />

First Reading <strong>of</strong> Local Budget Request<br />

The first drafts <strong>of</strong> local capital and current expense budgets were reviewed by the Board <strong>of</strong><br />

Education.

Facility Information<br />

The Board <strong>of</strong> Education received a list organized by immediate, short-range and long-range<br />

needs. Information sources for this document include the demographic study from OrEd, the five-year<br />

facility plan required by the Department <strong>of</strong> Pubic Instruction, and staff observations. Chairman<br />

Fowler requested that board members prioritize their list for further discussion at the next board<br />

meeting.<br />

Next Board Meeting<br />

The Board <strong>of</strong> Education has scheduled the next <strong>regular</strong> board meetings for April 18, 2006, at<br />

6:00 PM, at the Administrative Office in Danbury. The Public Hearing on the 2006/2007 Budget will<br />

be held at the meeting on April 18. The Board <strong>of</strong> Education scheduled the May <strong>regular</strong> board<br />

meetings for May 1, 2006, at 6:00 PM, at the Administrative Office in Danbury; and May 15, 2006, at<br />

6:00 PM, at the Administrative Office in Danbury.


April 3, 2006<br />

On a motion by Mr. Boles, the Board entered closed <strong>session</strong> at 7:32 PM to discuss personnel,<br />

under NC General Statute 143.318.11,6. Motion passed 5-0.<br />
