2.0 Introduction<br />

Past and recent disasters, both man made (Technological) and Natural (Non<br />

technological) have produced innumerable casualties and unimaginable harm to life<br />

and property. It is well documented that in case where the organisation and the civil<br />

authorities were prepared to handle the situation, the losses were significantly less<br />

since these undesirable events occur suddenly and generally without immediate<br />

warning, especially the technological disasters, the result is an emergency.<br />

Incidents like Flexiborough, Sevaso, Mexico and Bhopal have brought in sharp focus,<br />

aspect of hazards arising out of chemical factories and the severity of damage these<br />

hazards can cause to the public around. This has led to widespread alarm and deep<br />

concern .Though the management of factories and the authorities has responded to<br />

the challenge and has introduced no. of measures to minimise the hazards, still one<br />

can not forget the fact that accident can not be completely eliminated<br />

“Zero Risk” simply does not exist. Hence the need for preparedness and planning for<br />

containing any likely emergency quickly and to keep the damages the absolute<br />

minimum is evident .The tragic drama that unfolded at Bhopal on that fateful night<br />

brought out this stark reality very vividly. The absolute lack of planning and<br />

unpreparedness for facing any kind of emergency led to gruesome consequences on<br />

the unfortunate city.<br />

The Environment (Protection) Act 1986 passed by Government of India in the<br />

backdrop of the ghastly chemical accident at Bhopal. The Said Act is in forefront,<br />

insisting on the various protection measures to be taken by the Industrial<br />

Establishments handling hazardous materials and processes. This legislation has<br />

further paved way for forging series of related rules such as:-<br />

Environment ( Protection ) Rules 1986<br />

The Manufacture , Storage and Import of Hazardous Chemical Rules ,1989;<br />

The Hazardous Waste ( Management & handling ) Rules , 1989;<br />

The Chemical Accident(<strong>Emergency</strong> <strong>Plan</strong>ning, Preparedness and Response<br />

Rules, 1996)<br />

Amended Central Motor Vehicle Rules 1989 for Transportation of Hazardous<br />

Chemicals by Road<br />

Public Liability Insurance Act, 1991.<br />

Major Accident Hazards Control ( Karnataka ) Rules 1994<br />

These regulations speak out the guidelines for prevention and effective management<br />

of hazardous materials and the dangerous results of violating the same.<br />

It is imperative that the legislation alone cannot fulfill the objectives but need complete<br />

cooperation and involvement of Industries, <strong>District</strong> Administration and the Public. It is<br />

equally important that Contingency <strong>Plan</strong> coordinating the resources is prepared and<br />

kept ready in full preparedness to handle any eventualities.<br />

It is in this context the <strong>Bellary</strong> <strong>District</strong> Administration has taken initiatives in preparing<br />

a comprehensive off site emergency plan for <strong>Bellary</strong> district to manage the<br />

eventualities from the two hazardous industries located in the <strong>District</strong>.<br />

3.0 Profile of <strong>Bellary</strong> <strong>District</strong><br />

<strong>Bellary</strong> district came into existence in 1800 A.D or there about much earlier to the<br />

formation of Bangalore .<strong>Bellary</strong> district is having seven taluks viz. <strong>Bellary</strong>, Hospet,<br />

Sandur, Siruguppa, Kudligi, Hadagali and Hagaribommanahalli. It is situated between<br />

14 o 30’and 15 o 50’North Latitude and 77 o 40’East Longitude. It is surrounded by Raichur<br />

district to the north, Chitradurga district to the south, Koppal district to the west and<br />

Anathpur district of AP to the east. The <strong>District</strong> is situated in south zone.<br />

<strong>Bellary</strong> district is having partly sandy and black cotton with red loamy soil suitable for<br />

agricultural crops .The western parts of <strong>Bellary</strong> <strong>District</strong> is red loamy with hilly area<br />

having rich minerals like iron ore of 65% ferrous and manganese ore of 40-48 %<br />

manganese. Tungabhadra River flows from western parts to eastern parts of the<br />

district.<br />

The total population of <strong>Bellary</strong> district is 20.27 lakhs as per 2001 census. The rural<br />

and urban breakup is 13.2 lakhs and 7.07 lakhs respectively. The district is having sex<br />

ratio of 814 females per 842 males. The total geographical area of <strong>Bellary</strong> district is<br />

813196 hectares out of which forest area is 97017 hectares.<br />

Karnataka Industrial Area Development Board is the agency recognized by the<br />

Government of Karnataka has developed 5 Industrial areas in the district comprising<br />

430 acres of land and formed 331 plots. Out of the plots formed, 237 plots have been<br />

allotted to 227 Industries.<br />

There are about 322 registered factories located in the district under the purview of<br />

the Factories Act 1948 out of which around 55 industries are considered as Industries<br />

involving hazardous processes .Three Units viz., JSW Steels Ltd, Jindal Praxair<br />

Oxygen Company Limited and <strong>Bellary</strong> Oxygen Company Ltd are classified as Major<br />

Accident Hazard industries. For other industries having storages close to being<br />

declared as Potentially Hazardous industries namely JSW Energy Ltd, Monsanto India<br />

Limited ,United Galva Private Ltd and Pampasara distillery Ltd. M/s <strong>Bellary</strong> Thermal<br />

power station which is expected to start generating power by the end of 2006 have<br />

also been considered in evolving this plan.<br />

4.0 Objectives, Extent & Scope of the <strong>Plan</strong><br />

The main objectives of the <strong>Off</strong> <strong>Site</strong> <strong>Emergency</strong> <strong>Plan</strong> are:<br />

‣ To Provide resources and methods for effective control of emergencies arising out<br />

the leakage ,explosion and fire due to hazardous materials ;<br />

‣ To prevent emergency turning into disaster ;<br />

‣ Synchronized action from all the coordinating agencies with least possible delay.<br />

‣ To minimize damage to the property ,people and the environment<br />

‣ Effective rescue operation and treatment of the causalities ;<br />

‣ To train the people and the concerned to act efficiently and with confidence in an<br />

emergency ;<br />

‣ To bring back normal situation in the least possible time ;<br />

‣ To provide authoritative information to the news media and government agencies ;<br />

‣ No panic among the general public .No exploitation or exaggeration of the situation<br />

by any agency.<br />

The <strong>Off</strong> <strong>Site</strong> <strong>Emergency</strong> <strong>Plan</strong> is applicable to the following industries of <strong>Bellary</strong>.<br />

The Scope of the plan is to mobilize all the resources through its Chief Disaster<br />

Controller (CDC) to over see the effective implementation in achieving its objectives<br />

and extend assistance to the needy.<br />

5.0 Synopsis of Major Accident Hazardous Industries<br />

The <strong>District</strong> Administration has identified seven industries as Hazardous Industries in<br />

the district of <strong>Bellary</strong>. Out of these three industries have been classified as “Major<br />

Accident Hazardous Units“. The Synopsis of the industries is as hereunder:<br />

5.1 M/S Jindal Praxair Oxygen Company Limited<br />

Activity:<br />

Jindal Praxair Oxygen Co. Ltd has set up an Air separation Unit as an on site<br />

installation for supplying gaseous oxygen, nitrogen and argon to M/S JSW Steels<br />

Limited. A Back up product supply system comprising of storage tanks for liquid<br />

oxygen & liquid nitrogen are available in order to meet the steel plant demand in the<br />

case of unforeseen shut down of air separation plant. The plant is fully mechanized.<br />

JPOCL is complied with the requirements of ISO 9001: 2000 and ISO 14001: 2004.<br />

JSW Steel Limited (JSWSL) is an integrated steel plant with a capacity of 4.0 mtpa<br />

HR coils. JSW Steel limited is an integrated steel project started way back in August<br />

1994 and started its Integrated Steel <strong>Plan</strong>t operation since 15 th August 1999. Hot<br />

strips Mill is the first division to come on stream on 23 rd August 1997. On a backward<br />

integration concept the project has started and other divisions RMHS, Corex, BOF-<br />

CCP have gone on stream in August 1999. The Pellet <strong>Plan</strong>t has come on stream on<br />

28 th Nov 2000.<br />

buildings, equipment and structures are located in the southern portion of the site.<br />

Thermal power generation( 500MW) is the activity proposed to carryout out in the said<br />

siteby employing about 300 workmen. The expected commissioning date scheduled<br />

is December-2006. The <strong>Plan</strong>t mainly consists of boiler, turbine, generator and other<br />

auxiliary systems, which is under construction.<br />

7.0 Possible Hazards and Severity<br />

The Complete study of chemicals stored, used, transported & manufactured in these<br />

units reveals that the hazards associated with these chemicals can be broadly<br />

classified into four categories ;<br />

8.0 Dispersion of Gases :<br />

When the toxic gas,such as Corex gas , LD gas, Chlorine ,Cryogenic such as<br />

liquid Oxygen and Liquid Nitrogen are released into the atmosphere, they are carried<br />

by wind and spread out due to atmospheric turbulence .The Pattern of dispersion and<br />

the extent of spreading of this gas can be approximately evaluated knowing the wind<br />

speed, stack height and the properties of the Gases .<br />

The toxic gas that can get released into the atmosphere from the factory<br />

storage area is Corex / LD gas which contains carbonmonoxide a highly toxic gas.<br />

Release of Chlorine above 1 ppm into atmosphere will lead to severe<br />

respiratory problems.<br />

Inert gas such as nitrogen in sufficient quantity in confined space will cause<br />

starvation or asphyxiation resulting in death.<br />

Release of Oxygen into the atmosphere will support combustion.<br />

The Maximum accident credible scenario for toxic gases approximately works out to<br />

be 720 M from the storage point.<br />

9.0 EMERGENCIES RELATED TO TRANSPORTATION SAFETY<br />

Accidents involving the transport of chemicals from JVSL,JTPCL and JPOCL are<br />

rare. These industries are striving continually to prevent such accidents by:<br />

• careful selection, auditing and evaluation of transport contractors<br />

• training of drivers and attendants employed by transport contractor<br />

• careful selection and design of packaging materials<br />

• advising transporters on design and material of construction for road tankers<br />

• avoiding the need to transport altogether whenever possible.<br />

Vehicle and packaging design, driver training, vehicle marking, readily available help<br />

and back up for the police or fire brigade, all play their part in maintaining this record.<br />

It is now mandatory in some of the states in India to carry a placard on road tankers<br />

carrying chemical products. Using a code, called the Hazchem <strong>Emergency</strong> Action<br />

Code, it provides information, which the emergency services, can quickly check and<br />

understand. It tells them how to deal with a spillage, leak or fire.<br />

The emergency information panel indicates correct technical name of the substance<br />

being transported, hazard class label, UN number of the substance and telephone<br />

number for emergency advice.<br />

The hazardous substances have been classified in to several classes by UN<br />

committee on transportation of hazardous substances. The classes are represented<br />

by a set of diamonds. The diamond tells the emergency services and the public what<br />

the primary hazard is.<br />

Tremcard<br />

Drivers of vehicles carrying dangerous loads must carry details of what to do in an<br />

emergency. This information is often provided in the form of Transport emergency<br />

cards - or Tremcards as they are usually known. These cards are instantly<br />

recognizable. The information they contain is laid out in consistent order. The cards<br />

are always in the driver's cab in English and many a time in vernacular language. A<br />

card identifies the chemical and describes the nature of the hazard. So the driver<br />

always knows exactly what is being carried, and the immediate actions needed in the<br />

event of an accident.<br />

TRANSPORT EMERGENCY RESPONSE PROCEDURE<br />

(Common for Bulk and Packaged Goods Trucking Operations)<br />

Employees trained in Safety and <strong>Emergency</strong> Handling of the product respond and act<br />

in case of transportation <strong>Emergency</strong> involving products ,this involves contacting an<br />

appropriate person with in organisation and assuring that contact is made between the<br />

person requesting help and someone able to assist them.<br />

FACTORS TO BE CONSIDERED TO HANDLE EMERGENCIES RESULTING DUE<br />

TO VEHICLE ( TANKERS / TRAILERS ) COLLISION<br />

1) Crisis Management Team - Team Nominated by Corporate <strong>Off</strong>ice especially to<br />

deal with Emergencies related to Accidents / Incidents involving Bulk and Packaged<br />

Tankers .Members are trained and are authorised to tackle transportation<br />

emergencies attracting media and nearby community .In case of any spillage causing<br />

disastrous nearby environmental / community damage , the site incident controller ( as<br />

mentioned in section 9.0 ) shall exert his powers to control the situation.<br />

2) Transportation <strong>Emergency</strong><br />

Any situation where a vehicle Transporting products is involved in an accident or<br />

incident where health, life, property or the environment is endangered.<br />

These include but are not limited to<br />

• Multiple Fatalities.<br />

• Fire / explosion endangering nearby community.<br />

3) Transfer of liquid<br />

For safely handling of transfer of liquid following is some of the general guideline<br />

for the emergency response team members on such task of <strong>Emergency</strong> response<br />

during major accidents<br />

1) If in case of oxygen tankers, the accident vehicle should be shifted away from<br />

the oil or any flammable areas before transfer of liquid is to be done<br />

2) Use a dry, oil free drip pad incase of oxygen when the transfer of liquid is being<br />

done on a ashphalted road.<br />

3) Never decant the liquid from the vehicle met with an accident into a receiving<br />

VITT ( Vacuum insulated Transport tanker ) when the former is in non-erect<br />

position.<br />

Ensure that the tanker safety valve setting receiving the liquid is equal to or greater<br />

than the tanker met with an accident. Otherwise special care should be taken so that<br />

this will not lead to safety valve venting in the vicinity of the decantation location. Also<br />

there is a risk of rupture disc failure if the pressure setting is low.<br />

10.0 <strong>Off</strong>-<strong>Site</strong> <strong>Emergency</strong> Management<br />

10.1 Notification of <strong>Emergency</strong><br />

On receipt of information from the Incident Controller of the Hazardous units about the<br />

existence of off – site emergency , Chief Disaster Controller ( Deputy Commissioner )<br />

will analyze & scrutinize the information as deemed necessary & thereafter notify the<br />

off site emergency .CDC to operate from the HQ<br />

The Incident controller will be responsible in combating the situation and keeps the<br />

CDC well informed . During this period the responders will assist him in the mitigation<br />

procedure. The incident controller will immediately see that initiating the required<br />

measures shuts down the whole plant and guides the evacuees to the safe assembly<br />

points as already planned at the site . Continuous <strong>Emergency</strong> Siren will be blown to<br />

invite the attention of all the concerned .<br />

10.2 Declarer of <strong>Emergency</strong><br />

The Deputy Commissioner / <strong>District</strong> Magistrate of <strong>Bellary</strong> <strong>District</strong> (herein after called<br />

“Chief Disaster Controller “ in brief CDC) is the declarer of <strong>Off</strong> – <strong>Site</strong> <strong>Emergency</strong>. In<br />

the absence of the Deputy Commissioner, the Head Quarter Asst to DC will assume<br />

the role & act as chief Disaster Controller.<br />

10.3 Main Functions of the Chief Disaster Controller ( CDC ) :<br />

1. Declaration of emergency ;<br />

2. Taking control of situation to mitigate the emergency ;<br />

3. Dissemination / Acceptance of information to / from various agencies like rescue,<br />

police ,fire,transportation,traffic control , medical aid, maintenance of rehabilitation<br />

centre , rallying posts, parking yards ,supply of food & water for affected people &<br />

the evacuees ,live stock<br />

4. Mobilization of all resources to mitigate the emergency;<br />

5. Establishing of safe rescue , evacuation of people, supplementing fire fighting /<br />

rescue equipment at the site of emergency<br />

6. Activation of various NGO’s / Voluntary organization for necessary materials;<br />

7. Establishments liaison with public, media, kith & kin of the affected persons<br />

8. Notifications of termination of emergency & declaration of all clear signal<br />

9. Assessment of damage to human life, livestock, property, environment & provide<br />

adequate relief for substence.<br />

10.4 <strong>Emergency</strong> Control Room :<br />

The <strong>Off</strong>ice of the Deputy Commissioner will be the control room . The control room will<br />

be equipped in line with the control room at site / installation to the extent of serving as<br />

an information cum communication centre.<br />

Taking into the consideration the maximum accident credible scenario, Safety & Fire<br />

Services Department at M/S JVSL and M/S JTPCL will be designated control rooms<br />

for operation in the event of any emergency. Either of the two will be used as per<br />

convenience. The control rooms are equipped with the following infrastructure facilities<br />

.<br />

• Copy of the off site emergency plan;<br />

• Telephone and intercom facility<br />

• Name and address of the responders<br />

• Resource directory<br />

• <strong>Emergency</strong> Lights<br />

• Gas Masks ,advanced respiratory equipment<br />

• Equipped first aid kit<br />

• Implements and gears<br />

The incident controller of the factory will shoulder the responsibility of combating<br />

emergency till such period; the Chief Disaster Controller comes and assumes the<br />

task. The Various responders who are involved in the mitigation procedure will work<br />

under the advice of the Incident Controller .<br />

10.5 <strong>Emergency</strong> Parking Yards<br />

• The Parking yard facilities are to be parked for housing various rescue vehicles<br />

,plant vehicles and Crisis Group Management vehicles related to emergency<br />

• It is located at a place which is at a Safe distance from respective units<br />

• To park the vehicles at different places, areas are identified.<br />

10.6 Rescue Shelters ;<br />

• The Number of persons likely to be affected has been assessed taking into<br />

consideration the maximum credible accident scenario & provided . The rescue<br />

shelters cum rallying posts identified .<br />

10.7 Mobile Communication System (Convoy team);<br />

• The CDC in consultation with police will deploy as many communication vehicles<br />

as required , fitted with public address system . VHF,Mobile talkies etc for<br />

dissemination of correct information.depending upon the severity & type of<br />

emergeny to safe guard the life of public & property<br />

• The Convoy team will be under direct control & contact of the CDC during the<br />

continuance of emergency for conveying to the messages to public as directed by<br />

the CDC & vice versa.<br />

• The Convoy team will be in constant touch with the Revenue authorities who<br />

manages the rescue shelter cum rallying posts, parking yards etc & accordingly<br />

initiate appropriate action in ensuring smooth vehicular traffic.<br />

• The Convoy team will also communicate the position of law & order, traffic<br />

movement , the number of persons affected , live stock affected to CDC<br />

• An estimated account of number of persons likely to be affected industry wise is<br />

given for ready reference at annexure 44<br />

10.8 Termination of <strong>Emergency</strong> & all Clear Signal<br />

• The CDC will undertake as on the spot study along with the concerned agencies to<br />

assess the situation & declare termination of emergency<br />

• Then he will issue order for All clear Signal . All Clear Signal will be issued by<br />

blowing intermittent siren for a period of 5 minutes .<br />

10.9 Rehabilitation<br />

• On termination of <strong>Emergency</strong>, the CDC will assess the damage in consultation<br />

with appropriate agencies & take a decision to rehabilitate the affected including<br />

relief.<br />

11.0 Functions of Various Departments<br />

11.1 Police Department:<br />

• The main function of police authorities would be to maintain law order , regular<br />

patrolling of affected areas, establish rescue safe routes in advance for timely<br />

response , cordoning off the area , control of traffic , shifting of all vehicles to the<br />

parking yards<br />

• To render assistance in controlling and fighting disasters , salvage operations<br />

rendering first aid and medical help ,shifting of the affected to rallying posts /<br />

rescue shelters , deploying adequate protection at the rescue shelter and at the<br />

place of incident .<br />

• Another important function would be identification of the deceased , informing their<br />

relative , removal and disposal of dead bodies . Finally preparing of the list of<br />

mising persons and take steps to trace them<br />

11.1.1 Superintendent of Police , <strong>Bellary</strong><br />

• The <strong>Off</strong>icer will be overall incharge of the functions of police department in case of<br />

OFF <strong>Site</strong> <strong>Emergency</strong> . He will receive the communication and instructions from<br />

CDC from time to time in case of an <strong>Emergency</strong> arising outside JSW complex.<br />

• In case of any Major <strong>Emergency</strong> arising due to JSW complex operations,<br />

SP,<strong>Bellary</strong> shall be briefed by the Incident Controller designated by JSW.<br />

• On receiving the information about the emergency from CDC, the office will rush to<br />

the site , assess the situation, obtain first hand information , take control of<br />

complete law and order and organize for additional requirement of men and home<br />

guards if required<br />

• Arrange for necessary transportation for vehicles in cooperation with RTO<br />

• Arrange for necessary ambulance vans integrate the same in the medical facilities<br />

in cooperation with the district health officer / deputy director animal husbandry for<br />

evacuation of people and livestock respectively<br />

• In Confirmation with CDC , arrange for removal of dead bodies and will pass on<br />

the information to the relatives of the deceased and will ensure disposal of bodies<br />

after the formal procedure<br />

• Arrange for maintaining law and order at site of emergency , rescue shelters,<br />

parking yards , main and cross roads leading to emergency site etc by instructing<br />

the concerned<br />

• Pass on the regular information to the CDC about the actions on various issues .<br />

11.1.2 Functions of DSP <strong>Bellary</strong> / Hospet :<br />

• He will in coordination with the traffic police immediately stops the vehicular traffic<br />

in the <strong>Bellary</strong> – Hospet road entering from <strong>Bellary</strong><br />

• The DSP traffic will be overall Incharge of traffic management who is assisted by<br />

Circle inspector , <strong>Bellary</strong> in case of <strong>Off</strong> <strong>Site</strong> <strong>Emergency</strong><br />

• Receive the communication about the off site emergency from CDC and<br />

disseminate the information to all the sub ordinate forces and put them into action<br />

for managing the various traffic points ,routes etc.<br />

• Receive the information from Incident controller of factory in case of an <strong>Emergency</strong><br />

arising inside JVSL Complex .<br />

• Mobilize necessary police personnel / vehicle to man and control the traffic on the<br />

roads identified as safe routes and also take measures to divert or restrict normal<br />

traffic in the emergency routes .<br />

• Ensure adequate number of vehicle available fitted with the public address system<br />

and wireless etc and supervise manning of routes and parking yards<br />

• Initiate action to ensure adequate number of vehicles if required in consultation<br />

with RTO , KSRTC.<br />

• His actions will be in concurrence with his superiors an CDC<br />

11.1.3 Police Inspector, Toranagallu / Hospet /<strong>Bellary</strong> Rural<br />

• He will in coordination with the traffic police immediately stops the vehicular traffic<br />

in the Hospet – <strong>Bellary</strong> road entering from Hospet.<br />

• The <strong>Off</strong>icer will receive information from SP <strong>Bellary</strong> or site incharge of factory and<br />

immediately rush to the site along with maximum possible personnel . He shall<br />

help fire – fighting personnel in rescue operations<br />

• In view of close proximity of the police station to MAH units , the responders will<br />

take immediate control of the emergency site and carry rescue operation in<br />

coordination with site incharge<br />

• Alert all the sub ordinate officers coming under his jurisdiction and ensure their<br />

availability at the site of emergency to maintain law and order , traffic , rescue ,<br />

salvaging .<br />

• Ensure that the information is passed on to superior officers and necessary<br />

instructions are received and adhered to ;<br />

• Ensure that all the anti social elements are identified and rounded off if required<br />

• His activities will be in acceptance with his superiors.<br />

11.1.4 Fire Services Department :<br />

11.1.4.1 Functions of Station Fire <strong>Off</strong>icer , Sandur / Hospet :<br />

• On receipt of emergency call, the fire officer will rush to the site of incident with all<br />

crew members and equipment and start fighting the fire and control the gas<br />

leakage .<br />

• Assist the police ,home guards and other rescue ,evacuation of persons ,salvage<br />

operations etc<br />

• Continue to be in action till such time the <strong>District</strong> Fire <strong>Off</strong>icer or his deputy arrives<br />

at the place of incident and takes charge .From there onwards, he will continue to<br />

assist the said officials .<br />

11.1.4.2 <strong>District</strong> Fire <strong>Off</strong>icers, <strong>Bellary</strong><br />

• The <strong>District</strong> Fire <strong>Off</strong>ice is situated at <strong>Bellary</strong>.<br />

• The <strong>District</strong> Fire <strong>Off</strong>icer is made responsible to fight and control the fire , leakage<br />

,spillage of cryogenic liquids as the case may be and deploy adequate number of<br />

men for control of fire, leakage ,spillage etc with proper instructions and guidance .<br />

• Rush to the site of emergency on receipt of information from the site controller or<br />

an emergency call or CDC<br />

• Establish safe routes in advance from <strong>Bellary</strong> in association with police personnel<br />

for rushing to the site and to ensure best response time to minimize damage<br />

• Work out advance plan for requirement of resources like fire tenders,trained<br />

personnel ,protective equipment and the ways to meet the extra requirement ,if<br />

any .<br />

• Assist the on <strong>Site</strong> <strong>Emergency</strong> personnel in fighting emergency, rescuing injured /<br />

affected people trapped in dangerous zones & participate in salvage operation .<br />

• Assistant medical / police personnel in imparting first aid.<br />

• Ensure availability of adequate water supply.<br />

• Maintain Constant contact and communicate the message to the CDC with regard<br />

to control measures undertaken,salvage operations,rescue methods etc and any<br />

other informations required by the CDC on continous basis.<br />

• Take any other appropriate actions as deemed necessary and in concurrence with<br />

CDC in controlling the <strong>Emergency</strong><br />

12.0 Revenue Department<br />

12.1 Functions of Asst Commissioner <strong>Bellary</strong> / Hospet<br />

• He will be the over all in charge of Rescue Shelter / rallying pot & parking yard .<br />

• He will ensure adequate food and clothing in co-ordination with Dy Director of<br />

Food and civil supplies<br />

• Voluntary organizations will function under the guidance of Asst Commissioner and<br />

seeking his opinion<br />

• He will also ensure proper medical aid ( first aid as well as shifting of affected<br />

persons in consultation with <strong>District</strong> Health <strong>Off</strong>icer )<br />

• He will ensure adequate security & safety in Co – ordination with S.P of <strong>Bellary</strong> at<br />

the site of emergency and at the rescue shelters.<br />

• In addition to these specific responsibilities , the A.C will assist the CDC in all other<br />

matters as the case may be .<br />

13.0 Tahasildar <strong>Bellary</strong> , Sandur , Hospet<br />

• He will look after all the facilities required at rescue shelter / rallying past like food ,<br />

clothing , medical aid ,water , electricity ,sanitation and other basic necessities in<br />

coordination with respective Government agencies as well as voluntary<br />

organization<br />

• He will manage & arrange for any other requirements on need basis at that point of<br />

time in coordination with respective Government Authorities<br />

• He will alert all his subordinates and utilize their services to manage the rescue<br />

shelters / rallying posts .<br />

• His action will be in concurrence from A.C – Hospet / <strong>Bellary</strong>.<br />

14.0 Health and Medical Services Department<br />

14.1 <strong>District</strong> Health <strong>Off</strong>icer :<br />

• <strong>District</strong> Health <strong>Off</strong>icer ( DHO) will be the overall incharge of health and medical<br />

services to be rendered at the site of emergency or at various rescue shelters ,<br />

affected places,hospitals patholgy laboratories etc .<br />

• On receiving the information from CDC, he will contact all Hospital<br />

Superintendents , Drug Controller, and Blood Banks for mobilization of required<br />

Ambulance / Doctors/Nurses/Medicines / Life Saving drugs,Blood etc<br />

• Rush to the site,assess the extent of Severity & establish adequate TMCs (<br />

Temporary Medical Centers ) .Ensure hygienic conditions at the rescue Shelter<br />

cum rallying Post , temporary , medical centers .Take appropriate action in shifting<br />

affected persons to hospitals either in Koppal or Hospet and ensure them<br />

appropriate treatment .<br />

• Arrange for removal of dead bodies if any after post mortem and dispose the same<br />

in consultation with CDC & SP<br />

• Render advises to CDC on precautionary measures to be taken by public at the<br />

affected site / villages , rescue shelter cum rallying posts to prevent the out breaks<br />

of epidemic diseases .<br />

15.0 Karnataka State Pollution Control Board<br />

• On receiving the information from CDC, the Environment officer will mobilize the<br />

possible resource at his disposal and keep the laboratory functioning for analysis<br />

of pollutants,emissions etc.<br />

• Rush to the site ,collect the sample,analyse the pollutants and the likely effect on<br />

human life / environment and inform the CDC about the same & the corrective<br />

actions to be taken to prevent for further damage<br />

• Act as an expert and advice the CDC about the kind of message to be<br />

disseminated to the public and press etc on pollution matters .<br />

16.0 Mutual Aid – Neighboring Industries<br />

• On receiving the information from CDC or <strong>Emergency</strong> alarm, the neighboring<br />

industries will alert their workmen;<br />

• Mobilize the resources viz doctor,ambulance van,trained personnel in the fire<br />

fighting and first aid and rush to emergency area and report to the CDC.<br />

• Will Mobilize fire fighting equipment and other implements and gear required for<br />

combating emergency and supply to the emergency site against the request and<br />

instructions of the CDC ;<br />

• Will help the rescue activities with the trained personnel and work on the<br />

instructions of the CDC<br />

• Provide any expertise and help if required by the CDC in emergency combating<br />

proceedings .<br />

17.0 Regional Transport <strong>Off</strong>icer ( RTO )<br />

• The RTO will be the overall incharge for providing sufficient number of rescue<br />

vehicles like trucks , buses , cars or any other type of transportation vehicles to the<br />

emergency site / rescue shelter cum rallying post etc for transportation of human<br />

beings as well as animals<br />

• Receive information from CDC and act accordingly<br />

• Mobilize all possible resources in arranging transportation vehicles in coordination<br />

with KSRTC,Truck owners Association ,travel agencies etc also ensure availability<br />

of adequate number of skilled drivers and advise the SP / DSP<br />

• Work out of requirement of heavy moving equipment like cranes etc and mobilize<br />

the same in coordination with such agencies / parties .<br />

18.0 Veterinary Department<br />

• Deputy Director of Animal Husbandry will be overall incharge for treatment of<br />

affected animals in coordination with police / voluntary organization and revenue<br />

authorities<br />

• On receiving information from CDC, he will rush to the site and activate the<br />

temporary medical centers (TMC) at appropriate place in consultation with CDC.<br />

• Deputy Director will also coordinate with Asst Commissioner / RTO / DSP /<br />

Inspector of Police for arranging necessary vehicles for shifting of animals if<br />

required .<br />

• The officer will be provided with one police officer with adequate number of police<br />

personnel and Home guards to ensure the orderly treatment and management of<br />

temporary medical center.<br />

• The <strong>Off</strong>icer will identify the drug stores and ensure the supply of adequate and<br />

necessary drugs through the Drug Control Authorities of Koppal.<br />

19.0 KPTCL<br />

• The Superintendent of Engineer will be responsible for providing temporary<br />

electrical power supplies & illumination of places like site of incident , rescue<br />

shelter and rallying posts ,parking yards , temporary medical centres ,emergency<br />

route etc and ensure adequate and continuous power supply.<br />

20.0 <strong>District</strong> Crisis Group<br />

• All the members of DCG will be communicated about the emergency<br />

• On receipt of emergency communication they will immediately inform the Control<br />

room about the place of their availability and simultaneously report to the CDC.<br />

• They will receive the necessary instructions from the CDC and act accordingly<br />

• They will render adequate & timely technical guidance and assist CDC and other<br />

agencies involved in the mitigation of emergency<br />

• They will also advise CDC on the message to be given to the public / press on<br />

technical matters<br />

<strong>Off</strong> site emergency plan is prepared incompliance to the rules envisaged under<br />

the Manufacture, Storage and Import of Hazardous Chemical Rules, 1989. The<br />

document mainly consists of the roles and responsibilities of various responders in<br />

case of any emergency in the district due to industrial disasters. Attempt has been<br />

made to define the role and responsibilities taking into consideration of the possible<br />

emergencies from the two major industries located in the district.<br />

A resource directory has been placed at the end of the document, which provides<br />
