So what’s the common theme Lay<strong>of</strong>fs<br />
unless you give <strong>up</strong> pay or benefits. Do<br />
you read anywhere that lay<strong>of</strong>fs guarantee<br />
it will ease the city’s burden, or if<br />
more concessions will be needed Not<br />
just in the above headlines, but in the<br />
pleadings sent to your chapter by your<br />
administration No Gee, not surprised,<br />
are you<br />
Now in these big cities, you can see<br />
they are talking major lay<strong>of</strong>fs or major<br />
concessions. Big money here. In most<br />
<strong>of</strong> our suburban areas, the lay<strong>of</strong>f numbers<br />
are not so large. But guess what<br />
The request to concede wages, insurance,<br />
freeze pay or give <strong>up</strong> is a variation<br />
on the same theme. Yes, a wage freeze<br />
or concession is not the same for 10,<br />
30, or 100 cops as for, say, the 1,400 in<br />
Milwaukee, but it is still a numerically<br />
constant percentage.<br />
The question is, who and how does your<br />
employer come <strong>up</strong> with the numbers<br />

I<br />
just got home from a funeral for<br />
a 37-year old. You see, she once<br />
beat this cancer a number <strong>of</strong> years<br />
ago, went on to motherhood and then<br />
it returned, but this time taking her life.<br />
She named her daughter Faith as she<br />
could see she got a second chance and<br />
had won the battle, but now she has<br />
lost the war. So as I was traveling home,<br />
her life was very much on my mind. It<br />
reminds us <strong>of</strong> how precious life is and<br />
how we can easily take it for granted.<br />
Then, as it goes, my mind traveled to<br />
some other tasks that I have backed <strong>up</strong><br />
due to being too busy. (I am, so called,<br />
retired!!) I’ve not gotten around to my<br />
regular oil changes for our cars. Now, I<br />
only drive around 10,000 miles a year so<br />
to be a little late is not the worst thing<br />
that could happen. Then I began thinking<br />
in this Christian season <strong>of</strong> Easter<br />
how wonderful to see the droves <strong>of</strong><br />
people who came out to churches <strong>of</strong> all<br />
denominations for the celebration <strong>of</strong><br />
Easter, which is so central to our Christian<br />
beliefs. But as the weeks go by, the<br />
crowds once again draw back to usual<br />
members who we see week to week. So I<br />
wonder, what happened to this renewal<br />
<strong>of</strong> faith<br />
I thought about you, the men and<br />
women <strong>of</strong> Law Enforcement, you who<br />
going out to work strap on a bullet<br />
resistant vest as part <strong>of</strong> your regular gear.<br />
Most people don’t have to wear this<br />
protection in their jobs so it should be a<br />
constant reminder <strong>of</strong> the dangers <strong>of</strong> the<br />
job on the street, following <strong>up</strong> on suspects<br />
or guarding them in our jails. So<br />
my thinking went to comparing my car<br />
oil changes, a necessary part <strong>of</strong> normal<br />
maintenance to our faith participation.<br />
As much attention<br />
we pay to<br />
our cars, a large<br />
and necessary<br />
investment, I<br />
wondered how<br />
much attention<br />
we pay to our<br />
spiritual side<br />
which leads to<br />
maintaining our<br />
human self. If<br />
we paid as much<br />
attention to our spiritual side as we<br />
do for our prized possessions, it would<br />
make sense.<br />
So why not look at our spiritual lives in<br />
a maintenance sense I am not advocating<br />
for one faith over another or one<br />
denomination over another, but I am<br />
advocating that each <strong>of</strong> us feed our<br />
spiritual side on a regular basis. We all<br />
need s<strong>up</strong>port in our everyday lives and<br />
that is just one aspect we gain from<br />
regular church participation. Maybe you<br />
haven’t found the church that feeds your<br />
spiritual side. Well, maybe it’s time to<br />
search out and renew your faith!<br />
Life is so precious. We have but one life<br />
to live. Why not live it to the fullest<br />
Peace to all and stay safe out there.<br />

Chief’s Follies<br />

#1 Move over, Roger, there<br />
is a new bully from Naperville:<br />
Davey Dial<br />
Recently a sergeant in our MAP Naperville<br />
chapter was involved in a vehicle accident<br />
where two pedestrians were injured. The<br />
injuries were not life threatening.<br />
The chief, possibly having an axe to grind,<br />
went after the sergeant and filed charges to<br />
get him terminated from the PD. A prior<br />
disciplinary issue, however, had an agreed<br />
document between all parties that if this<br />
sergeant was to be in trouble over other job<br />
issues, (in the future, not criminal) then the<br />
punishment at the maximum would be a<br />
demotion rather than termination.<br />
The chief went after this man’s job anyway.<br />
MAP defended him and we chose to<br />
enforce the terms <strong>of</strong> the disciplinary agreement,<br />
which provided for arbitration as to<br />
guilt or innocence with discipline being<br />
predetermined . The chief did not like this<br />
and brought charges against the sergeant<br />
before the local police and fire commission,<br />
thinking they would probably go along with<br />
whatever he wanted them to do, which, in<br />
this case, did not happen. He appealed to<br />
them to hear the case. They refused; stating<br />
that the sergeant had an agreement as<br />
regards punishment which they felt was<br />
valid. Good for these guys to do the right<br />
thing. He instead threatened to simply “fire”<br />
the sergeant without anyone else’s authority.<br />
Luckily, calmer minds prevailed and the<br />
City decided to comply with the terms <strong>of</strong><br />
the agreement.<br />
Yes, Chief Davey “Jones” Dial wanted to<br />
send this <strong>of</strong>ficer into his locker beneath<br />
the deep blue sea. Davey Dial apparently<br />
thought himself to be more omnipotent<br />
than he actually is. I believe that he may<br />
have forgotten<br />
that there<br />
is a legal and<br />
lawful process involved with hiring and firing,<br />
and that it remains within the domain<br />
<strong>of</strong> the police and fire commissioners. I guess<br />
he thought that the commission would just<br />
rubber stamp his edict and pronouncements.<br />
When they didn’t, he thought his worldly<br />
powers as the chief could bully them, MAP,<br />
and the <strong>of</strong>ficer/sergeant. Well, that didn’t<br />
work!<br />
When he woke <strong>up</strong> from his dream as lord<br />
and ruler, he quietly shut <strong>up</strong> and went back<br />
to a life <strong>of</strong> normalcy within the Naperville<br />
<strong>Police</strong> Department. This attempted move on<br />
the most omnificent one where he thought<br />
he could create his own rules and regulations<br />
on this <strong>of</strong>ficer is far more retributive<br />
than anything I’ve seen from some <strong>of</strong> our<br />
fine mayors in other venues.<br />
Finally, someone tops the top bully <strong>of</strong><br />
Bolingbrook.<br />
#2. Another bully tries to<br />
horn in on Roger and<br />
Davey<br />
Up north in Hawthorne Woods, the exmayor<br />
Keith Hunt (who apparently resigned<br />
earlier this year) has always been an<br />
anti-MAP, anti-labor guy since the <strong>of</strong>ficers<br />
signed <strong>up</strong> and organized a co<strong>up</strong>le <strong>of</strong> years<br />
ago.<br />
Obstinate to a fault, he fought—with village<br />
money—every effort that MAP took to get<br />
his <strong>of</strong>ficers a contract and appropriate pay<br />

It Lives!<br />
A co<strong>up</strong>le<br />
<strong>of</strong> notes on<br />
the Du Page<br />
County Sheriff<br />
’s never ending<br />
organizing<br />
efforts.<br />
As you know,<br />
MAP has been<br />
fighting to<br />
organize the<br />
Du Page Patrol<br />
Deputies for<br />
many years. We<br />
have won multiple<br />
issues before<br />
the ILRB,<br />
lost one case at<br />
the appellate<br />
level, and that<br />
one loss was<br />
overturned by<br />
the Illinois S<strong>up</strong>reme Court. MAP did very well and cost the<br />
county lots <strong>of</strong> money, which they have been willing to spend<br />
while crying that they are poor.<br />
Now at issue is the last reason to litigate on bargaining efforts<br />
on behalf <strong>of</strong> DuPage County by the three-headed dragon <strong>of</strong><br />
the county board, Sheriff Zaruba, and their attorneys, Seyfarth<br />
and Shaw. Or are they past attorneys, since I heard that<br />
the Du Page board finally cut that dragon head <strong>of</strong>f themselves<br />
as it has been known only to feed on “Billable Hours.” The<br />
“uni-deputy” is the issue at hand now. You know, that creature<br />
presumably invented by that mad scientist hiding out as<br />
sheriff, Franken-ruba!<br />
Apparently this new type <strong>of</strong> deputy <strong>of</strong> the millennium can<br />
do all the work <strong>of</strong> a patrol deputy, court-service deputy, and<br />
correctional <strong>of</strong>ficer. He/she is interchangeable and always<br />
transferable from one bureau to another. He is why this case<br />
continues onward.<br />
Franken-ruba wants him to be alive, existing solely to incorporate<br />
all personnel job descriptions as mentioned into one<br />
giant body, even though the sum <strong>of</strong> its parts does not want<br />
this to happen. When this issue initially went before the<br />
Appellate Court with the language on the card check, and<br />
since that card check issue was ruled <strong>up</strong>on favorably for the<br />
county (and overturned by the Illinois S<strong>up</strong>reme Court) the<br />
court chose not to venture into the uni-deputy issue and laid<br />
it aside.<br />
I’ll never really buy into why they do this, but it is the reality<br />
in the world <strong>of</strong> jurists that if one issue is resolved and there is<br />
another secondary issue, they don’t rule on it…fuggedabutit!<br />
However, the ISC remanded this issue back for resolution to<br />
the Appellate Court, so now we expect a ruling someday…<br />
Confused Yeah, me too.<br />
In earlier instances where a case went before the court, MAP<br />
could continue to bargain for a contract. Not this time. The<br />
court’s muted explanation ordered to stay bargaining until<br />
the uni-deputy issue is resolved…someday…And to think we<br />
were making progress! And getting along so well, too! Aww,<br />
nuts.<br />
Now we hear that Mr. Bob Shillerstrom, president <strong>of</strong> the<br />
County Board, is thinking on running for governor on the<br />
GOP ticket. Maybe he, Igor to Franken-ruba, will lose interest<br />
and concentrate on beating out Governor Quinn and his<br />
God-given place (see the Chief ’s Follies) in that <strong>of</strong>fice if he<br />
actually gets the nomination.<br />
It would be nice to get someone in the County Board that<br />
truly wants to stop screwing the deputies, spending and wasting<br />
taxpayers’ money and start a dialogue with this union,<br />
which will, I swear, never ever go away.<br />
And who knows, maybe he will take Franken-ruba with him.<br />
We’ll keep you posted.<br />
Defamation Suit<br />
On a related issue, it has been reported that Franken-ruba<br />
had his defamation suit thrown out <strong>of</strong> court. The fine sheriff<br />
sued a political primary opponent over some political advertisement<br />
that he did not like, as well as one <strong>of</strong> his deputies,<br />
Tim Connell (whom we also beat Franken-ruba on a ULP<br />
when he transferred him out <strong>of</strong> patrol to corrections because<br />
they inserted and distributed a flier during the election which<br />
I guess was not kind to Franken-ruba). We did not see it,<br />
so we can’t comment on it, but the judge in the case said it<br />

and benefit increases. Even going so far<br />
before a contract was decided in arbitration<br />
to lay <strong>of</strong>f a co<strong>up</strong>le <strong>of</strong> cops based on<br />
his theory <strong>of</strong> the village’s inability to<br />
pay.<br />
Well, let’s fast forward to arbitration.<br />
On an award issued March 5, 2009,<br />
the arbitrator among a co<strong>up</strong>le <strong>of</strong> issues,<br />
ruled in favor <strong>of</strong> MAP for a wage<br />
increase <strong>of</strong> 4% for a three-year period.<br />
The mayor, in his utter disregard for the<br />
award, sent a letter/e-mail to MAP, the<br />
press, the politicians, and who knows<br />
who else, whining about the award and<br />
their inability to pay the award. Never<br />
mind that the arbitrator did not agree<br />
with the village’s lackadaisical efforts<br />
in arguing their position, claiming that<br />
they were in the poor house, the mayor<br />
tried the old standard tactics—threatened<br />
lay<strong>of</strong>fs—again.<br />
He wrote that he found it remarkable<br />
that the MAP bargaining unit would<br />
demand three successive 4% raises and<br />
force the village into interest arbitration,<br />
costing the village tens <strong>of</strong> thousands <strong>of</strong><br />
dollars in legal fees. He cries that MAP<br />
“pressed” on demanding substantial<br />
and unprecedented raises and increased<br />
benefits for…(its members).<br />
Why, yes, Mr. ex-Mayor, that is what<br />
unions do. Fight for wages and benefit<br />
increases where our members do not get<br />
them while being non-union. Why, do I<br />
ask, would someone join a union if not<br />
for this reason But he is an ex-mayor<br />
and sometimes they do not think things<br />
through. This inability happens to some<br />
when they get elected to this position.<br />
So in all his wisdom, he implored<br />
MAP’s attorney Ron Cicinelli to forego<br />
our arbitration award until 2010, or, you<br />
guessed it, he would lay <strong>of</strong>f more cops.<br />
He ruled out rejecting the award<br />
because he realized that with no guarantee<br />
the arbitrator would change his<br />
mind, the village would be liable not<br />
only for their fees, but for the union<br />
too if he would lose his appeal to the<br />
arbitrator.<br />
So it’s the union’s fault that Hawthorn<br />
Woods spent tens <strong>of</strong> thousands<br />
<strong>of</strong> dollars in legal fees to fight MAP.<br />
It’s our fault that they could not convince<br />
an arbitrator on their claim <strong>of</strong><br />
being unable to pay. It’s our fault that<br />
we won unprecedented pay increases.<br />
And it’s going to be our fault that if<br />
we don’t get muscled out <strong>of</strong> town that<br />
the mayor is going to lay <strong>of</strong>f personnel.<br />
It couldn’t be a power hungry mayor<br />
(ex-mayor) that caused all this grief,<br />
could it He had plenty <strong>of</strong> chances<br />
to work out an agreement, and the<br />
last time I checked,<br />
MAP followed<br />
all the rules when<br />
impasse occurred. So let’s lay <strong>of</strong>f more<br />
people! The answer to (almost) every<br />
mayor’s questions when they want to<br />
screw over their cops.<br />
More e-mails went out. MAP and the<br />
attorney crafted a response, sent it to<br />
the mayor, the Village Board, the press,<br />
and the cops. We said NO! The cops,<br />
and you have to give them credit, were<br />
in this thing together and stood <strong>up</strong> to<br />
these bullying tactics. NO concessions!<br />
Remember the Alamo! Well, maybe not<br />
that one; I do get carried away when I<br />
am proud <strong>of</strong> coppers.<br />
On D-day, the Village Board not only<br />
did not vote to lay <strong>of</strong>f anyone, they approved<br />
the arbitrator’s award, and gave<br />
a similar pay increase to their sergeants.<br />
I applaud the current Village Board,<br />
that said enough is enough. Let’s stop<br />
dragging down morale, threatening<br />
and disrespecting our police and get on<br />
with running a village with honesty and<br />
integrity.<br />
I hope it stays that way. Now that another<br />
bully has gone to pasture, whether<br />
by resignation as here, or in an election<br />
defeat as in many other towns, maybe a<br />
new future is on the horizon where we<br />
can all just get along.<br />
#3 Don’t taze me, Chief!<br />
It’s not known if those were the words<br />
spoken by the wife <strong>of</strong> Chief Oly Ivy<br />

that show they must ask for wage concessions<br />
How do they know that giving<br />
<strong>up</strong> a three year pay increase <strong>of</strong> 4% for 30<br />
cops, or giving back that raise is going<br />
to fix all the problems in your community<br />
Just because they say so These<br />
politicians and their inefficient form<br />
<strong>of</strong> spending which got them into this<br />
predicament in the first place are going<br />
to make it all better after they con you<br />
into giving back your hard-earned pay<br />
raise Is giving back a 3-4% pay increase<br />
or freezing it for most cop towns really<br />
going to resolve years <strong>of</strong> fiscal irresponsibility<br />
Is it not also true that the 3-4%<br />
pay increase does not affect all police<br />
employees equally due to steps or rank<br />
Does this not skew the amounts and<br />
monetary dollars involved on all sides <strong>of</strong><br />
the equation<br />
Right now in MAP chapters, we have<br />
about 25 towns who say without a wage<br />
freeze, wage concessions, or diminished<br />
benefits,that they are going to lay<strong>of</strong>f a<br />
certain amount <strong>of</strong> police <strong>of</strong>ficers. Feeding<br />
<strong>of</strong>f the public tax trough for so long,<br />
they now want to feed <strong>of</strong>f your wages<br />
and benefits And if you don’t voluntarily<br />
give into their demands, then they<br />
are going to fire you Nice, eh It is a<br />
real “Hobson’s Choice” here, isn’t it<br />
But is this true Cities are jumping on<br />
the bandwagon and threatening lay<strong>of</strong>fs<br />
if they don’t get their way. Is it really<br />
that bad, folks For some who rush to<br />
give <strong>up</strong> contractual wages and benefits<br />
to avoid lay<strong>of</strong>fs, have you ever asked<br />
to make the employer prove that they<br />
can’t pay It shouldn’t be that difficult to<br />
come <strong>up</strong> with some numbers to prove<br />
that a particular town has a crisis. Is the<br />
reduction <strong>of</strong> consumer spending or a<br />
reduction <strong>of</strong> the real estate transfer tax<br />
a true barometer <strong>of</strong> a village not being<br />
able to pay Can<br />
it be political<br />
greed and corr<strong>up</strong>tion<br />
Do<br />
overspending<br />
or<br />
pork<br />
barrel<br />
projects<br />
even<br />
enter into the<br />
picture Do you<br />
want to give<br />
them the<br />
easy way<br />
out What if all they really want to do is<br />
beat you out <strong>of</strong> a contract to make them<br />
look good to the voters and reduce their<br />
payroll obligations to you in the future<br />
Is it simply a village’s fiscal irresponsibility<br />
and they are only looking for a<br />
shortcut to save money for their own<br />
special elect-me-again projects The<br />
brotherhood that exists in policing<br />
lends us to think <strong>of</strong> one another and<br />
instills a willingness in us to “give <strong>up</strong>”<br />
something in order to save the jobs <strong>of</strong><br />
one, two, or a few <strong>of</strong>ficers, depending on<br />
your department’s size. It is admirable,<br />
but is it proper Should you invalidate<br />
a contract, make concessions that will<br />
have lasting implications on future pay<br />
raises and your pension payout when it<br />
is time to ride your pony into the Magic<br />
Forest Do you give <strong>up</strong> wages, knowing<br />
that you will, in most likelihood, never<br />
regain what you gave <strong>up</strong><br />
And when the village revels in the good<br />
times once again with an uninhibited<br />
infusion <strong>of</strong> new taxes they are planning,<br />
can you count on them giving it all back<br />
to you Will they do the right thing<br />
Don’t believe it for a moment! They will<br />
beat this “you are a public servant” thing<br />
to the ground and expect you<br />
to be happy for that standing<br />
ovation.<br />
In not one letter I’ve seen<br />
from municipalities have<br />
I seen an <strong>of</strong>fer from the<br />
village in questions to give<br />
back to you what they<br />
expect you to give <strong>up</strong> when<br />
times get better. And you<br />
know they will get better. What<br />
then Before you consider a<br />
concession, ask them about<br />
it. Watch them run and hide<br />
behind their desks in order<br />
to avoid this question. Or maybe drive<br />
away in their Jaguars. Most likely you<br />
will be the recipient <strong>of</strong> a stony silence as<br />
you come to realize that you have been<br />
had.<br />
All <strong>of</strong> this is a grab at your emotion.<br />
In order to save a job, some people will<br />
consider concessions. It might be the<br />
wrong thing to do even if they give you<br />
that standing ovation. We have a standard<br />
letter that we send out to municipalities<br />
who are engaged in this dog and<br />
pony show <strong>of</strong> threatening lay<strong>of</strong>fs if you<br />
don’t reach into your pockets and give<br />
them money. It consists <strong>of</strong> a minimum<br />
five-point request from village managers<br />
to show this union that what they claim<br />
is true.<br />
We have yet to see any answers. Hmm,<br />
why not Maybe because things are not<br />
that bad, or out <strong>of</strong> control like they are<br />
in bigger cities. Maybe it’s because, to<br />
quote our ex-governor, some politicians<br />
“spend money like drunken sailors.” This<br />
is taking the idea <strong>of</strong> bailout way too<br />
seriously. That is what they are asking<br />
you know—a bailout, but only using the<br />

reason.<br />
He was arrested and jailed for aggravated<br />
assault. Bond was set at $100k.<br />
Oh, he was fired, too. The jailed chief<br />
was the only full time <strong>of</strong>ficer in a town<br />
<strong>of</strong> 500, south-east <strong>of</strong> Dallas, Texas. I<br />
guess that you can get pretty bored<br />
when you’re the only copper in a small<br />
town. Can only tip over so many sleeping<br />
bovines before you look for some<br />
additional entertainment.<br />
This certainly is one for the annals <strong>of</strong><br />
the Chief ’s Follies.<br />
#4 Poison in the well<br />
Need any more pro<strong>of</strong> that maybe your<br />
village or city <strong>of</strong>ficials are not always<br />
being truthful Here’s a BIG Chief ’s<br />
Follies for south suburban Crestwood.<br />
Apparently village <strong>of</strong>ficials, for more<br />
than two decades, besides touting cheap<br />
water rates and safe drinking water,<br />
drew their water for their 11,000 plus<br />
residents from a well contaminated with<br />
toxic chemicals linked to cancer and<br />
other diseases. Read it in the Chicago<br />
Tribune April 19, 2009, edition.<br />
This isn’t about trying to poison the local<br />
union guys or bs’ing their entire police<br />
department, but knowingly hiding<br />
the truth from their citizens in order to<br />
save money. Gee, how many concessions<br />
are they going to ask their employees<br />
for now<br />
I always enjoy village leaders’ comments<br />
in explaining this problem. But as in<br />
most cases such as this one, the mayor<br />
and other village <strong>of</strong>ficials did not respond<br />
to the paper’s efforts to get them<br />
to comment on the story. Got to look<br />
for the spin. Couldn’t find one, so they<br />
do what most deceivers do—clam <strong>up</strong>!<br />
And I mean no disrespect to clams. My<br />
thoughts Too much thinking is dangerous;<br />
it <strong>of</strong>ten leads to the truth!<br />
#5 Politicians and God<br />
If it’s one thing that you can count on in<br />
people, particularly politicians, is when<br />
the tough get going, they all seem to<br />
believe that God is on their side. End <strong>of</strong><br />
last March, our current indicted ex-governor,<br />
Rod Blago, (he who now wants to<br />
be a reality show star) and our current<br />
governor by default, Pat “Tax all the<br />
morons now” Quinn went on the radio<br />
and <strong>of</strong> course attacked each other.<br />
While not unique that a lot <strong>of</strong> sniping<br />
took place, they chose to invoke the<br />
name <strong>of</strong> the Lord while they did so.<br />
The Hair said he was an “instrument in<br />
some form or another” for God. I guess<br />
He didn’t like the current spate <strong>of</strong> celebrity<br />
reality shows and is pushing Rod in<br />
that direction.<br />
The populist acting governor said on the<br />
same day on a different radio wavelength<br />
that “prior to Rob B, we had<br />
George Ryan and he’s in jail” and that<br />
“you know, I think we’ve had a decade<br />
<strong>of</strong> problems. And God has, I guess, seen<br />
fit to see that I’m governor.”<br />
Yeah, I guess the Good Guy <strong>up</strong>stairs really<br />
wanted to double your state income<br />
tax and increase your gas tax <strong>up</strong> to 16¢<br />
per gallon. How<br />
did these politicians<br />
get this information<br />
that God is on their side Inquiring<br />
minds want to know!<br />
Well, maybe Rod and Pat should read<br />
something that a truly great politician<br />
once said. During the course <strong>of</strong> the<br />
American Civil War, Abe Lincoln, after<br />
pondering the petitions <strong>of</strong> both South<br />
and North generals for God’s aid in<br />
winning the war said, “God cannot be<br />
for and against the same thing at the<br />
same time.” (This is paraphrased here<br />
naturally, as I did not actually hear Abe<br />
say this and can’t really say if God is on<br />
my side in this matter.)<br />
This is how politicians become morons.<br />
They really believe the tripe that spews<br />
out <strong>of</strong> their mouths.<br />

The Skatin Bacon faces <strong>of</strong>f<br />
against another Firefighter<br />
Team, hoping to keep their<br />
unbeaten streak <strong>of</strong> W’s alive.<br />
More importantly, they are hoping to<br />
raise some serious cash for this years’<br />
charity, The American Brain tumor<br />
Association. It is a cause near and dear<br />
to the heart <strong>of</strong> one <strong>of</strong> our own players,<br />
Detective Ken Simpson <strong>of</strong> Bolingbrook,<br />
who lost his mother to this damn disease<br />
a few years ago. It is a cause we at<br />
MAP wholeheartedly s<strong>up</strong>port.<br />
As far as the game goes, the Skatin<br />
Bacon did not give <strong>up</strong> their winning<br />
streak, bending the Hoses at their whim<br />
to a 7-1 thrashing. Usually our ‘Sid the<br />
Kid’ impersonated by Jed Whitchurch<br />
<strong>of</strong> the Illinois Department <strong>of</strong> Conservation<br />
<strong>Police</strong>, is the dude whose affinity<br />
for putting the puck in the net is quite<br />
renowned.<br />
This time around, he chose to dish the<br />
puck more <strong>of</strong>ten, because at 32 and<br />
hanging around with Old Man Simpson,<br />
his legs ain’t what they used to<br />
be. And when you’ve got to skate <strong>up</strong><br />
and down the ice carrying Simpson on<br />
your back for most <strong>of</strong> the game, even a<br />
S<strong>up</strong>erstar can get fatigued.<br />
With Kenny draped all over him, crying<br />
“Give me the puck, give me the<br />
puck,” Mr. Jed did his best to spread<br />
around the goals via assists. But Jed did<br />
ultimately score two goals blindfolded.<br />
Other players who dented the net were:<br />

firefighters to just one goal! A great job<br />
by the whole team.<br />
Actually, our man Simpson tried and<br />
tried hard. I understand he was a sight<br />
to see; banging pucks <strong>of</strong>f the boards, the<br />
post, the refs, other players, his players,<br />
his own helmet, the stands, the lighting<br />
techs, his coach, the sin bin, and everywhere<br />
else except where it counts. No<br />
biscuit in the basket, broosters in the<br />
kitchen, broaches on the lapel, or Bubba<br />
in the cell. But we love him anyway!<br />
Quite seriously, Ken did a lot. Between<br />
organizing this event with others,<br />
raising cash, obtaining sponsors, and<br />
getting signed autographed hockey<br />
memorabilia, the game brought in the<br />
largest crowd ever. It was the biggest<br />
raffle and silent auction also, which<br />
brought in a whopping total <strong>of</strong> $16,000<br />
for this charity.<br />
Bless you, Mr. Ken. Job well done and<br />
congrats to the Skatin Bacon for another<br />
Big Win.<br />

FUBAR in Schaumburg<br />

recent issue <strong>of</strong> the Schaumburg<br />
FUBAR calls to light the passing<br />
<strong>of</strong> the torch from one chief<br />
to another. It also celebrates this “passing”<br />
<strong>of</strong> the most disliked chief in chiefdom<br />
who recently got his butt handed<br />
to him when the village <strong>of</strong> Schaumburg<br />
gave him the axe. Not just the axe; they<br />
also provided him with a nice escort out<br />
<strong>of</strong> the building.<br />
It’s a classic inside newsletter that<br />
outlines and casts a beacon <strong>of</strong> light<br />
on those in leadership who seem to<br />
do their utmost to drag down morale,<br />
irritate cops and make believers out <strong>of</strong><br />
many that the DOPes in police work<br />
can really make a good place bad.<br />
Remember that this is the fellow who<br />
retired on a chief ’s pension after being<br />
a chief in Schaumburg and then got<br />
rehired by the village as a Director <strong>of</strong><br />
<strong>Police</strong> at a six-figure salary. Can you say<br />
double dipping with the blessings <strong>of</strong> the<br />
city’s fathers<br />
It was his civilian status that presumably<br />
led to his downfall. Tired <strong>of</strong> his bs,<br />
it was sayonara, Mr. Casler. I bring you<br />
the FUBAR with no commercial interr<strong>up</strong>tion<br />
and minimal editing.<br />
DOPey Dumped!<br />

Now that the smoke’s clearing and<br />
speculation’s subsided, it’s time to all<br />
raise a glass and celebrate the end <strong>of</strong> our<br />
darkest era. Spring came early and the<br />
best part was he never saw the axe that<br />
took him out. Too bad he wasn’t further<br />
humiliated and walked out <strong>of</strong> the building<br />
like the four he tried to railroad.<br />
The village could have even eased some<br />
<strong>of</strong> their financial woes by selling tickets<br />
to watch him clean out his <strong>of</strong>fice. That<br />
would have been a soldout,<br />
standing room only<br />
event. He couldn’t even go<br />
out with some dignity and<br />
class. He whined like a<br />
school girl that the village<br />
didn’t play fair. And he<br />
posed for that humiliating<br />
picture in the newspaper<br />
with folded arms trying<br />
to look like some bad<br />
ass, urban, rappin, wannabe<br />
gangsta. Let’s hope<br />
they decide not to put his<br />
picture <strong>up</strong> on the wall <strong>of</strong><br />
ex-chiefs in the hallway.<br />
He needs to have his own<br />
wall <strong>of</strong> shame somewhere<br />
near the dumpster out<br />
back.<br />
To commemorate the historic event,<br />
we decided to re-run part <strong>of</strong> a past issue<br />
(with some since added blunders)<br />
that documented the damage DOPey<br />
inflicted during his reign <strong>of</strong> ineptness.<br />
• Created an auxiliary program to<br />
lighten the load for the sworn <strong>of</strong>ficers.<br />
Unfortunately, they don’t know<br />
about the word “discretion,” give<br />
the real cops a bad name, and have<br />
managed to lighten the paychecks<br />
<strong>of</strong> the sworn <strong>of</strong>ficers by being used<br />
as cut rate fill ins.<br />
• Continued the path <strong>of</strong> civilianizing<br />
sworn positions that hamper<br />
career development for <strong>of</strong>ficers.<br />
• Reduced manpower on the<br />
street and managed to convince/lie<br />
to the elected ones that it was a<br />
good thing.<br />
• Changed the department<br />
patch after he asked for a vote that<br />
wanted no part <strong>of</strong> it.<br />
• Issued those useless traffic<br />
direction gloves because he couldn’t<br />
convince a civilian Shamu they’re<br />
not needed.<br />
• Helped initiate the drive cams<br />
in all the squads by lying to his<br />
bosses and saying they wouldn’t be<br />
used for discipline.<br />
• Sold out and civilianized the<br />
top cop job for his own greed. This<br />
one actually came back to do him<br />
in. They could only fire him like<br />
they did because he was a civilian.<br />
• Alienated other departments<br />
and their chiefs with his “island” attitude<br />
and his misuse <strong>of</strong> the multiagency<br />
assistance program.<br />
• Promoted lying, integrity-less,<br />
eunuchs who were on the bottom <strong>of</strong><br />
the promotional lists by demoting<br />
those above them.<br />
• Surrounded himself with those<br />
same eunuchs who were afraid to<br />
tell him when he’s wrong.<br />
• Repeatedly initiated excessive<br />
punishment.<br />
• Drove <strong>of</strong>f good <strong>of</strong>ficers who<br />
either quit to go to nearby departments<br />
or retired early.<br />

wait to bail out the federal government<br />
with higher taxes from the other pocket.<br />
They want you to stimulate them with<br />
your money!<br />
In Bolingbrook, for example, the village<br />
owns a golf course. Yes, a golf course.<br />
It is reported to be bleeding money.<br />
They are also in the property business <strong>of</strong><br />
trying to sell real estate around the golf<br />
course that is going nowhere. Should a<br />
municipality own a golf course and use<br />
village funds to maintain it Should any<br />
town own real estate to sell to consumers<br />
or lease buildings to Pro Bass Is it<br />
an appropriate use <strong>of</strong> public funds<br />
They also have their share <strong>of</strong> festivals<br />
and jubilees, construction projects, expenditures<br />
on Christmas lights and displays,<br />
and other sources <strong>of</strong> expenditures<br />
that we could say they could cut back<br />
or eliminate to save cop jobs. Building<br />
expansions, putting <strong>up</strong> fences and other<br />
revenue-sucking projects are ongoing,<br />
and they are asking cops to freeze their<br />
wages for three years<br />
Are there other things, hidden away<br />
in budgets that the average employee<br />
has nary a clue Sure and it could be<br />
worse in other towns. And why does<br />
a municipality hire three guys and put<br />
them in the academy, and then ask cops<br />
for a pay freeze Should they postpone<br />
hiring and the academy How come<br />
they didn’t see that one So do you all<br />
agree—keep the three guys in the academy<br />
that a city shouldn’t have hired in<br />
the first place but be kept on by all the<br />
other police <strong>of</strong>ficers by taking a threeyear,<br />
zero percent pay raise Let me<br />
see a show <strong>of</strong> hands here. How about a<br />
town or two out there that wants you to<br />
give <strong>up</strong> your pay raise so they could put<br />
that money into a kitty to pay for new<br />
cops! Absurdity rules! Yeah, that’s the<br />
ticket.<br />
And as you will read in the Chief ’s<br />
Follies, a mayor threatened one <strong>of</strong> our<br />
chapters <strong>up</strong> north with lay<strong>of</strong>fs if cops<br />
didn’t give <strong>up</strong> a newly won arbitration<br />
for three years, at over 3 percent a year.<br />
When push came to shove in this<br />
chapter, the cops did not buckle. See our<br />
Follies for details. Each town has their<br />
own issues. Before you prostrate yourselves<br />
on the altar <strong>of</strong> concessions, look<br />
into the souls <strong>of</strong> your politicians. It can<br />
be very dark in there.<br />
Look, we know that in some venues<br />
there may truly be a problem. All we<br />
are saying is to make them prove it. If<br />
you are in the middle <strong>of</strong> a contract, do<br />
not massacre it by giving <strong>up</strong> anything<br />
until they satisfy your requests to see<br />
how it really is in your neighborhood.<br />
You might be surprised that it will work<br />
out, or they can wait until your contract<br />
expires and see if the economy recovers<br />
which it surely will do. Do not fall for<br />
this malarkey that you too should suffer<br />
because other job sectors are in the pits.<br />
That is just political hyperbole to get the<br />
politicians reelected; use cops as a buffer<br />
against an angry citizenry and make you<br />
the bad guy.<br />
The place to make concessions is at the<br />
start <strong>of</strong> your new contract, if you really<br />
want to do that, but we even disagree<br />
with that unless your employer can<br />
unequivocally demonstrate to you an<br />
inability to pay based on a variety <strong>of</strong><br />
factors that you can see, feel, and that it<br />
passes the smell test.<br />
If they fail, go to binding arbitration<br />
and let an administrative law judge decide.<br />
I have not yet read any arbitration<br />
cases where an arbitrator has sided with<br />
a municipality based on their inability<br />
to pay, but maybe they are coming. If so,<br />
let’s see what they say and then test the<br />
waters. That could be a true barometer<br />
to weigh whether you decide to bite<br />
the bullet. They can raise taxes once in<br />
a while for you, you know. If they can<br />
raise them for every other thing, why<br />
not do it for their employees Oh, I<br />
forgot, we are public servants. We are<br />
s<strong>up</strong>posed to like the taste <strong>of</strong> crap.<br />
Lay<strong>of</strong>fs are an emotional issue. We want<br />
to take care <strong>of</strong> our own because Lord<br />
knows, nobody else will do it for us.<br />
But because <strong>of</strong> this emotion, it is all the<br />
more reason to be wary <strong>of</strong> the political<br />
motivations <strong>of</strong> some <strong>of</strong> our leaders. Is<br />
it really beneath them to lie to us about<br />
the state <strong>of</strong> their city finances I just<br />
don’t know how low a politician can go<br />
to get their own way or get re-elected.<br />
They are preying on our brotherhood.<br />
I don’t trust them. I’d make them prove<br />
that they can’t pay. But it is a decision<br />
that you as an individual, local leader, or<br />
union affiliate must make. We will be<br />
there to help you make it. But you, as a<br />
chapter, must be in this together. Stand<br />
together. Like our brother and sister<br />
<strong>of</strong>ficers in Schaumburg did when the<br />
city asked them to give <strong>up</strong> their wages<br />
in a newly negotiated, five-year contract.<br />
They just laughed at them.<br />

Opinion: More on <strong>Concessions</strong><br />

The new top political buzzword<br />
is “concessions.” It is taking the<br />
place <strong>of</strong> “corr<strong>up</strong>tion,” “bailout,”<br />
and “stimulus” as municipal governments<br />
all jump on the concession<br />
bandwagon.<br />
While I’m not a conspiracy theorist,<br />
what better way to swiftly change the<br />
focus <strong>of</strong> their inept form <strong>of</strong> running<br />
a government, inefficient spending<br />
protocol, and dishonorable behavior<br />
in government, but to find a buffer, a<br />
scapegoat, a replacement villain<br />
And that new villain is going to be<br />
you. Want to know who won’t help<br />
out the poor village that is in financial<br />
straights Look at the image <strong>of</strong> the<br />
not-so-nice policeman they are holding<br />
<strong>up</strong> to the public.<br />
Who won’t give <strong>up</strong> their pay raises,<br />
or freeze their wages until this “crisis”<br />
is over Point over to where that cop<br />
is standing. And how about in these<br />
tough economic or “uncertain” times”<br />
that public servant wearing that blue,<br />
black, or brown uniform refuses to help<br />
out. What they are implying when you<br />
say no to a concession is that you, Mr.<br />
Citizen, may see your taxes raised just<br />
to pay the unfair salary that the cops<br />
won in arbitration. And by the way,<br />
they won’t increase their insurance copay,<br />
give <strong>up</strong> their prescription card or<br />
reduce their big fat pension, either.<br />
Getting the picture here I see it all the<br />
time now. Besides having to read or<br />
hear this “uncertain times” bull, now we<br />
have to be subjected to the politicians’<br />
efforts to stigmatize us for having a job.<br />
Now we have to be punished for making<br />
a decent wage, negotiating some<br />
benefits and maintaining an equitable<br />
retirement.<br />
In my opinion, these “renters” in<br />
elected <strong>of</strong>fice just see a conduit to drain<br />
away their real or made <strong>up</strong> problems.<br />
Stick it to the cops. Either give <strong>up</strong><br />
some pay and benefits that you will<br />
never get back, or we are going to<br />
lay you <strong>of</strong>f and trash your image <strong>of</strong> a<br />
centurion in blue to a greedy public<br />
servant living <strong>of</strong>f the c<strong>of</strong>fers <strong>of</strong> the<br />
public trust. What happened to all the<br />
appreciation after 9/11 How quickly<br />
it’s forgotten.<br />
Should be sort <strong>of</strong> the other way<br />
around, I would say. Not only do the<br />
politicians not give one whit about you<br />
when they do this, they are also just<br />
posturing for votes. That’s the real end<br />
<strong>of</strong> the story, isn’t it Just votes. Make<br />
the public happy. Tell them that the<br />

Listen to any news analysis on Fox or<br />
CNN; doesn’t matter. Pundits, guys<br />
selling books, or whatever agenda they<br />
are selling will all pretty much agree<br />
and say that all politicians lie. I heard it<br />
again watching a news show the other<br />
day. Problem is that everyone knows<br />
that politicians will speak with a forked<br />
tongue but they are masters at persuasion.<br />
That’s how they get elected. Now with<br />
incumbents all looking for short term<br />
fixes, they have spotted the unsuspecting<br />
police <strong>of</strong>ficer who wants to do<br />
good and help others. So why not help<br />
us, brothers and sisters—freeze your<br />
wages. If so, we will applaud you (and<br />
save money for other earmarks) and<br />
say nice things about you (as we screw<br />
over your measly wages and pensions)<br />
and if you don’t, we’re going to lay you<br />
<strong>of</strong>f. The public will go for it because the<br />
politicians have persuaded them that<br />
you are greedy. Well, simply folks, be<br />
strong, stand together. Say no to concessions,<br />
unless they actually throw you<br />
some hard evidence that you can verify.<br />
Don’t give <strong>up</strong> so easy. When things are<br />
better—and they will get better—and<br />
they are re-elected, will the politicians<br />
give back to you what they took away,<br />
or rather conned some into giving <strong>up</strong><br />

they just didn’t happen.<br />
• Refused to fight to keep sworn positions and continually<br />
made cuts in personnel.<br />
• Created a department that can’t attract top recruits<br />
and has to settle for sub-standard applicants.<br />
• Cut the drug and gang unit in half at a time when<br />
the suburbs are seeing an influx <strong>of</strong> city cast<strong>of</strong>fs.<br />
• Forced qualified <strong>of</strong>ficers not to take promotional<br />
tests because <strong>of</strong> his inept management style, and had<br />
s<strong>up</strong>ervisors not take promotions when their name came<br />
<strong>up</strong> on the list.<br />
• Tried to fire four good employees because <strong>of</strong> his own<br />
techno st<strong>up</strong>idity, was told to take them back, and promoted<br />
one <strong>of</strong> them, twice.<br />
• Conned the village into buying a $150k s<strong>of</strong>tware<br />
deal that creates even more work.<br />
• Managed to demoralize a once leading department<br />
and created a “do-nothing” sterilized attitude among its<br />
<strong>of</strong>ficers.<br />
Editors note: More to come on this matter—we just ran out <strong>of</strong><br />
room for this issue. Usually this stuff goes into the Follies, but we<br />
wanted to give the Schaumburg cops some special treatment for<br />
putting <strong>up</strong> with so much bs over the years. MAP fought continuously<br />
for them and we share in their joy. Ding-dong, the wicked<br />
