15 of the Bihar Secretariat Clerical Service Rules, 2006, the State Government of Bihar
(Personnel and Administrative Reforms Department) hereby makes the following
Regulations for determination of Procedurcs of Recruitment, Educational Qualifications
and eligibility for recruitment in the Lower Division Clerk Grade of the Bihar Secretariat
Clerical Service according to rule 7(1), (5) and (7), of the said rules.
l. Short title and commencement.- (l) These Regulations may be called "The Bihar
Secretariat Clerical Service (Recruitment) Regulation, 2008'
(2) It shall come into force at once.
2. Definition .- In these Regulationso unless the context otherwise requires -
(i) "Available Vacancies" means the calculated vacancies as on lst April
every year in the Lower Division Clerk Grade of the Service;
(ii) "Service" means the Bihar Secretariat Clerical Service;
(iii) ,'commission" rneans the Bihar staff Selection commission;
(iv) "Examination" means the Competitive Examination held for direct
recruitment in the Lower Division Grade of the Service;
(v) 'Rules means' "The Bihar Secretariat Clerical Service Rules, 2006;
(vi) "Regular recruited Personnel of group D" means such personnel of Group
D whose services have been confirmed; and
(vii) Words and Refbrences used in these regulations but not defined herein, have
the same meaning as defined in the Bihar Secretariat Clerical Service Rules, 2006.
3. Direct Recruitment.- (l) Direct Recruitment in the Lower Division Clerk
Grade of the service shall be made in accordance with sub-rule (3) and (7) of rule 7 of the
Rules on the recommendation of the written competitive examination conducted for the
purpose by the Commission.

(2) The requisition for categorywise vacancies shall be sent to the commission
by the Personnel and Administrative Reforms Department on the basis of vacancies
reported by concerned departments.
4. Hotding and conduct of examinationfor direct requitment.' (l) The
written examination for direct recruitment in the Lower Division Clerk Grade of the
service shall be held and conducted by the commission for this purpose, the procedure,
date, time and place shall be determined by the commission.
(2) EligibilityandTerms andConditions.- The candidate shall have to
fulfill the following conditions to appear at the examination:-
(i) (a) Age - The minimum age shall be 18 years and maximum age
limit shall be as prescribed by the State Government (Personflel and Adminishative
Reforms Department) from time to time.
(b) Educationat Qualification.- (i)
The candidate must possess
the minimum qualification of Matric from State School Examination Board or any other
Board/Examining body which is recognized by the State Government of Bihar as
equivalent to matriculation.
(ii) The candidate must possess the knowledge of typing on typewriter
and words processing/typing in Hindi on Computer;
(iii) Fee,- The candidate shall be required to pay the fee as
determined by the Commission;
Provided that in case ofcandidates ofreserved categories relaxation in fee
may be allowed as presuibed by the Personnel and Administrative Reforms Department
from time to time.
(iv) Scrutiny of Elisibility.- The eligibility of the candidate to
appear in the examination shall be scrutinized by the commission which would be final.
5. Syllabus for written Competitive Examination.- The Written examination
shall be taken in three subjects, namely- Hindi, General Knowledge and Mathematics.
Each paper shall be of three hours duration and each paper shall be of 100 marks. It shall
be essential to obtain a minimum of 30 percent marks in Hindi and this subject shall only
be for qualifying purpose. Merit list shall be prepared only on the basis of marks obtained
in rest two papers. The syllabus of question papers shall be of Matric Standard.

(2) The successf'ul candidates as per merit list prepared on tire basis of written
examination shall be required to appear in the typing and computer competency test. It
shall be necessary to type 300 (three hundred) words in 10(ten) minutes in Hindi @ 30
(thirty) words per minute on typewriter as well as on computer. To become successful
there must 1ot be more than 1.5 percent errors, otherwise they will be declared
disqualified. The final merit list of successful candidates shall be prepared by the
Commission on the basis of this test.
6. Recruitment through Limited Competitive Examination" (l) Recruitment
through Limited Competitive Exarnination in Lower Division Clerk grade of this service
shall be made according to the recommendation of the Commission based on written
competitive examination held for the purpose under sub-rule (5) and (7) of rule-7 of the
Rules.
(2) The requisition for categorywise vacancies shall be sent to the commission by
the persogel and Administrative Reforms Department on the basis of vacancies reported
by the concerned dePartments.
7. Hottling of'examinationfor recruitment through limited compelitive examination'-
(1) For recruitment on Lower Division Clerk grade of the service through
lirnited competitive examination the written examination shall be held and conducted by
the Commission. For this procedure, date, time and place of examination shall be
determined by the commission.
(2) Eligibitity antl conclitions.- A candidate shall be required to fulfill the
following conditions to appear at the limited competitive examination:-
(i) Tenure of Service.- He has completed a minimum of 5 years of service
in Group ,D, in the permanent establishment of Departments of Secretariat or its attached
offices.
(ii) Age- His age must not be more than 50 years'
(iii) Educational Quali/ication.-
The candidate must possess the minimum
qualification of Matric from State School Examination Board or any other
Board/Examining body which is recognized by the State Government of Bihar as
equivalent to matriculation.

(iv) He must possess the knowledge of Hindi Typing on typewriter machine
and words processing/typing on Computer in Hindi.
(v) Examination Fee.- A candidate shall be required to pay the
examination fee as determined by the Commission:
Provided that in case of candidates of reserved categories relaxation in fee
may be allowed as prescribed by the Personnel and Administrative Reforms Department
fi'om time to time.
(3) DeterminationofEligibility.- The eligibility of the candidates to
appear in the examination shall be determined by the commission which shall be final.
Only such candidates shall be eligible to appear in the examination to whom admit cards
are issued by the commission fbr this purpose.

(ii) Communication of results to a candidate shall be done according to the
mode and procedure as prescribed by the commission.

(iii) The validity of recommendation shall be for 1 year from the date of
receipt in the Department.
10. Appointment.- (i) Success in the examination confers no riglrt to selection,
unless the State Government, after such enquiry about his/her educational qualifir:ation,
character and antecedent, which it feels necessary for appointment on that post, is
satislied:
Provided that a candidate recommended by the commission is fit
for appointment or not, shall be decided by the Personnel and Administrative Refonns
Department.
(ii) Options, shall be invited from the eligible candidates for posting in
departrnents zurd allotments to departntents shall be made, as for as possible in light of
option-cum-merit and vacancies reported from departments,
11. Penaltyfor misconduct,- (1) A candidate who is or has been declared by
the Commission to be guilty of:-
(i) Obtaining support for his candidature by any means, or
(ii) Impersonating or fraud; or
(iii) Procuring impersonation by any person' or
(iv) Submitting fabricated documents or documents which have been tampered
with, or
(v) Making statements which are incorrect or false, or suppressing material
information, or
(vi) Resorting to any other irregular or improper means in connection with his
candidature for the examination, or
(vii) Using unfair means in the examination hall, or
(viii) Misbehaving in the examination hall.
(Z) Attempting to commit or, as the case may be, abetting the oommission of
all or any of the acts specifred in the foregoing clauses, may in addition to rendering
himself liable to criminal prosecution, be liable:-
(i) To be disqualified by the Commission from the examination fbr which he
is a candidate,
