Conditionalities of KSUDP ● ● High cost consultancy and procurement components – Expensive consultancies and procurement procedures are a part of all ADB projects. The state government will have to ensure that all consultants in the project will be selected in accordance with the ADBs ‘Guidelines for Use of Consultants’. The detailed cost estimates indicate that $ 10.2 million will be spent on a few consultancy firms who will script much of urban policy in the 5 municipalities. – Added to this several hundreds of crores will be spent on equipment, materials, furniture, vehicles, trainings, workshops, studies and research ADB as the knowledge provider on Keralas urban woes and solutions – All Arguments to legitimize its projections on investment, need for cost recovery, feasibility of tariff hikes, need for private participation etc is based on the ADB’s own studies and surveys. Like its partner institution the World Bank, the ADB also intends to produce its own brand of knowledge to justify its urban development approach.
Protests against ADB & KSUDP • Various Protests and statewide meetings and Campaigns from 2006 August to June 2007 • Eranakulam Corporation rejected the Loan first and accepted later due to the pressure from CPIM • Peoples Forum against ADB issued an Open Letter to Kerala chief Minister signed by More than 200 Organisations • Chief Minister & 3 parties in ruling Left Front was against the Loan but Local Self Governance Minister , Financial Minister and CPIM (Major party in Left Front) was for the ADB Money • The Loan Implementation Date (May 6 th 2007) was a “Black Day' in Kerala with closedown of shops and offices , as per the call for by Anti ADB campaign committee • Most of the mainstream media supported the campaign But Loan was taken against peoples interest • Loan was signed without the information of people and even without the knowledge of state chief secretary & chief Minister
